will return to what is left of their homes. one thing that is in tact here we're told, is in the back yard. it's the underground storm shelter. eight people crammed inside. they all survived. >> manny, thank you very much. the first death happened in quapaw oklahoma. authorities say much of that town is now unrecognizable. that same tornado injured more than two dozen people in baxter springs, kansas less than five miles away. megan glaros says the tornado danger will continue today. >> good morning to you. we're are in the midst of a severe weather outbreak and it extends from the midwest down to the gulf coast, with the core of the most intense weather likely in the red shaded areas. a moderate risk from louisiana, into tennessee and alabama where large hail and damaging winds
7:07 am
will be a factor. the storm system will move slowly off to the east. 24 hours from now folks from georgia into the carolinas will be eyeing the potential for severe weather. even if you don't expect to see tornadoes, damaging winds and hail, very heavy rain will accompany the system from the midwest off to the east coast. warm, moist air coming in front of the system will conspire to keep the severe weather outbreak in effect from now all the way through until like live wednesday. >> megan, thank you. >> the nba's new commissioner is under growing pressure this morning to punish the owner of the l.a. clippers. an audio tape allegedly shows donald sterling making racist remarks to a girl friend. carter evans is in los angeles at the staples center. >> reporter: good morning to our viewers here in the west.
7:08 am
players, former players and fans across the country have expressed outrage at the racial rant allegedly made by donald sterling. while clippers players have chosen not to talk about their boss their silence speaks volumes. before the game sunday the clippers wore their shirts inside out concealing their team's game, a silent protest to the racial remarks by owner donald sterling. >> it bothers me a lot that you want to broadcast your affiliation with black people. >> reporter: it'saccording to tmz, sterling and his girl friend argued after she posted this picture of herself alongside magic johnson. >> why are you posting pictures with minorities? why? you can sleep with them bring them in whatever you want. the little i ask you is not to
7:09 am
promote it and not to bring them to my games. >> reporter: it's confirmed the voices are sterling's. his girl friend is being sued by sterling's ex-wife for gifts he allegedly the girl friend. stiviano reportedly told sterling she would get even. sterling has been sued twice. adam silver said the investigation is under way. >> the audio recording posted by tmz is truly offensive and disturbing. >> but nba hall of famer magic johnson said sterling should not own a team. >> this hurt everybody. it hurt the whole city.
7:10 am
if you have these feelings about african-americans and you have to employ them you know why are you owning a team? >> reporter: another basketball legend, michael jordan currently the only african-american nba owner said "i'm obviously disgusted a fellow team owner could hold such sickening and offensive views." the distraction seemed to spill over on to the court. the clippers suffered a 21-point loss to the golden state warriors. the series now moves back to los angeles. >> we're going home now. usually that would mean we're going to our safe haven and i don't even know if that's true to be honest. >> reporter: cbs news reached out to stiviano but so far has not received a reply. donald sterling was to be honored with an award from the l.a. chapter of the naacp, a lifetime achievement award for
7:11 am
his contributions to youth and minorities. given the allegations, those plans have now been cancelled. >> kevin johnson is chairman of the national basketball association and former nba all-star. he joins us from inside city hall. mayor johnson, good morning. >> thanks norah. good morning. >> i know you have called for the toughest sanctions that are allowed, but what might those be? >> i think we're trying to get to the bottom of it. first of all, we have to acknowledge that these comments were reprehensible and unacceptable. there's no place in the nba league for these kind of comments. i had an emergency meeting with the players association immediately, the executive committee weighed in and in one word the players feel outraged by where we are today. i had a private meeting with commissioner adam silver yesterday. we're going to continue to talk
7:12 am
through the coming days. it's clear the players want swift and decisive action. they wanted an immediate investigation that's taking place, we want to authenticate the audio and to make sure that mr. sterling is getting due process, but the players literally are outraged and fully engaged in this process. >> would a suspension and a fine of mr. sterling the owner, be enough? >> i think the players feel very strongly that they want to make sure that the most severe sanctions that are allowable under the nba guidelines are what's taking place. the players want to know what those sanctions are. certainly it's got to be a stiff fine. certainly it's got to be a suspension and we want to know what our other options are as it relates to severe sanctions. >> mr. mayor, donald sterling is the longest tenured owner in the league. you played in the league when he was an owner. some of this behavior is not new. we talked to someone yesterday who said that for a long time people just turned a blind eye.
7:13 am
was that the case? >> i don't think that's the case but one of the questions and concerns for the players, and they had me share this with commissioner silver yesterday, was if he has a history of these type of actions, why was he not sanctioned or why weren't there significant consequences in the past? and that's something that the players want to know. i will tell you this -- going forward there will be no player current or in the future soon to be that will make a decision on whether or not they want to play for the l.a. clippers without knowing who this owner is. i think that's very significant. and this is where commissioner silver is going to have to weigh in in my opinion, forcefully and quickly. >> mr. mayor, should donald sterling be an owner in the nba? >> i will tell whautyou what the players are saying today. they want the most severe penalty and they want to see what that looks like.
7:14 am
you've heard lebron james and kobe bryant speak out. nobody feels he is deserving of being an nba owner. they do not feel he represents this nba family. it's a really strong sentiment right now. i think the players' emotions went from stunned to outraged to now saying we want to be less emotional but we want swift action. now i think players are at the point of thinking whether or not this person is fit to be an nba owner and that's certainly on their minds. >> mr. mayor, if you're a clippers player right now, what do you do? >> if i'm a clippers player i'm going to say number one we want aggressive action. the players association president is a clipper, chris paul. he reached out to me. he reached out to me and said look, it's severe and we need to be aggressive to get to the bottom of this. number two, we're going to ask you as the mayor of sacramento to help us navigate through this process. thirdly, we need to be able to worry about winning basketball games right now.
7:15 am
we're going to go on the court, band together as brothers in this locker room to play for our fans play for each other and play for this league and certainly represent that we can move forward but they want swift and decisive action as well. >> does chris paul want to play for this guy right now? >> i think it's a very difficult question. you hear doc rivers an african-american head coach, he's saying to himself can i coach for this owner going forward? certainly every player that plays for the clippers right now is trying to figure out what that means. they want to focus right now on winning playoff games. they don't want this to be a distraction, to be a dark cloud that overshadows this unbelievable playoff that we're all experiencing, but the clippers in silent protest yesterday wore a black band, wore black sock turned their warmup jerseys inside out in an act of solidarity. these are players saying we're
7:16 am
not going to be passive participants. we want to weigh in on the future of this league and in the decision that will go down in terms of mr. sterling. >> mayor johnson, thanks for joining us. >> president obama started a two-day visit to the philippines this morning but the crisis in ukraine is overshadowing his trip. this morning he announced pressure economic sanctions aimed at 17 individuals and companies linked to vladimir putin. chief white house correspondent major garrett is traveling with the president. he joins us from manila. >> reporter: good morning. the president unleashed a new round of economic sanctions as soon as banks opened this morning. sanctions have been ready for a week but he held back until he could prod others to act in unison. >> we are going to be moving
7:17 am
forward with an expanded list of individuals and companies that will be affected by sanctions. they remain targeted. we will also focus on some areas of high tech defense exports to russia that we don't think are appropriate to be exporting in this kind of climate. >> reporter: the united states and europe will not levy financial penalties against russia's energy banking and defense industries unless moscow decides to invade ukraine, something mr. obama conceded might happen if this new round of economic sanctions prove as few futile for the first. >> the new mayor is injured.
7:18 am
>> reporter: eight military observers were taken prisoner by pro-russian separatists outside of slavyanask on friday. yesterday they were paraded before the media. >> this colonel appeared tense and unhappy. >> we have no indication when we will be sent home. >> reporter: they said they were being treated well but it was impossible to tell if they were under duress. there was no need to guess how these men were being treated. they're captured ukrainian soldiers also being held by militants and also shown off to journalists yesterday. the new self-appointed mayor of slavyanask claims the european observers are spies. he told us he wants to swap them for militants held by ukraine's government. it looks a bit as though you're
7:19 am
using those military observers as hostages as bargaining chips. >> translator: as foreign military officers they're prisoners of war, he told us and they can be traded. >> reporter: that was news to the observers who stressed they have diplomatic status and hadn't undertaken any covert activity. >> we are not prisoners of war, we are the guests of the mayor. and he treated us as such. >> reporter: moscow has said it will do everything it can to free the european observers. one of them was released late yesterday on medical grounds, but the mayor told us he hasn't had any contact at all with the russian government. norah, jeff? we are starting out the day sunny side up. we'll see a lot of sunshine in
