plan we put forward, i announced $1 billion in our initiative. a sizable portion of that will be devoted to implementing various aspects of this readiness action plan. we've already increased, obviously, rotations of personnel in the baltic states, for example. we have the air policing, we have the activities that are taking place in the baltic and the black sea, but this allows us to supplement it. it allows us to coordinate it and integrate it further with additional contributions from other partners. what it signifies is n.a.t.o.'s recognition that, in light of recent russian actions as well as rhetoric, we want to make it

crystalle clear, we mean what we say when we're talking about article 5 commitments and an increased presence serves as the most effective deterrent to any additional russian aggression that we might see. angela king. >> thank you, mr. president. what are your specific expectations for what regional actors like saudi arabia, yemen and jordan can legitimately provide to a coalition against an islamic state? is there a role for iran as well? as you know, secretary kerry today says he expects the allied countries to coalesce around a specific plan by the end of september. do you agree with the timeline that he set out and what concrete commitments fx any, are you leaving this summit with from the other nations that were here? >> let me start with a general

point. there was unanimity over the last two days that i.s.i.l. poses a significant threat to n.a.t.o. members, and there was a recognition that we have to take action. i did not get any resistance or push-back to the basic notion that we have a critical role to play in rolling back this savage organization that is causing so much chaos in the region and is harming so many people and pose as long-term threat to the safety and security of n.a.t.o. members. so there's great conviction that we ought to act as part of the international community to degrade and ultimately destroy i.s.i.l. and that is extremely encouraging. beyond that, what we have already seen is significant

support from a variety of member states with specific actions we have been taking in iraq. keep in mind, we've taken already 100 strikes in iraq that have had a significant impact on degrading their capabilities and making sure that we're protecting u.s. citizens, critical infrastructure, providing the space for the iraqi government to form. our hope is that the iraqi government is actually formed and finalized next week. that then allows us to work with them on a broader strategy. and some of the assistance has been in the form of airlift for humanitarian assistance. much of it has been providing additional arms to the peshmerga and the iraqi security forces. there has been logistical

support, intelligence and surveillance and reconnaissance support. so a variety of folks with different capabilities have already made a contribution. i'm confident that we will be able to build on that strong foundation and the clear commitment and have the kind of coalition that would be required for the sustained effort we need to push i.s.i.l. back. now, john kerry will be traveling the region to have further consultations with the regional actors and players and i think it is absolutely critical that we have arab states and specifically sunni majority states that are rejecting the kind of extremist anilism that we're seeing out of i.s.i.l. but say that is not

what islam is about and are prepared join us actively in the fight. my expectation is that we will see friends and allies and partners of ours in the region prepared take action as well as part of the coalition. one offoffour tasks is also going to be to build capability. what we've learned in iraq is, yes, i.s.i.l. has significant capabilities and they combine terrorist tactics with traditional military tactics to a significant effect. part of the problem also is we haven't seen as an effective fighting force on the part of the iraqi security forces as we need, and we're going to have to focus on the capable units that are already there, bolster them, bolster the work peshmerga's done. we can support them from the air

but ultimately we're going to need a strong ground game and we're also going to need the sunni tribes in many of these areas to recognize that their future is not with the kind of fanaticism that i.s.i.l. represents so that they start taking the fight to i.s.i.l. as well, and that's going to require the sort of regional partnerships that we're talking about. in terms of timetable, we are working deliberately. if you look at what we've done over the last several months, we've taken this in stages. the first stage is to make sure that we're encouraging iraqi government formation. second stage was making sure that building on the intelligence assessments that we have done, that we were in a position to conduct limited air strikes to protect our personnel, critical infrastructure and engage in humanitarian activities. the third phase will allow us to

take the fight to i.s.i.l., broaden the effort and our goal is to act with urgency but also to make sure that we're doing it right, that we have the right targets, that there is support on the ground if we take an air strike, that we have a strong political coalition, diplomatic effort that is matching it, a strong strategic communications effort so that we are discouraging people from thinking somehow that i.s.i.l. represents a state much less a caliphate. so all those things are going to have to be combined and, as i said, it's not going to happen overnight, but we are steadily moving in the right direction, and we are going to achieve our goal. we are going to degrade and ultimately defeat i.s.i.l. the same way that we've gone after al quaida and the same way that

we've gone after the al quaida terrorists in somalia where we released today the fact we killed the leader of al-shabaab in somalia and consistently worked to degrade their operations. but we have been very systematic and methodical in going after these kinds of organizations that may threatenne threaten u.l and the homeland, and that deliberation allows us to do it right. have no doubt, we will continue and i will continue to do what is necessary to protect the american people, and i.s.i.l. proposes a real threat, and i'm encouraged by the fact our friends and allies recognize the same threat. julie davis. >> thank you, mr. president. i want to follow up on what you were saying about i.s.i.l. and

ask if you think the objective is to destroy and degrade them, are those the same thing in your mind? is the goal to ultimately -- secretary kerry said there's no containing them, so is the goal to ultimately annihilate then? and also you talked about the importance of expertise on the ground and building up capacity on the ground. do you think air strikes are not going to do it here, if ultimately action is needed in syria, can you realistically expect the free syrian army to do what's needed on the ground and to destroy and not just push back i.s.i.l.? >> you can't contain an organization that is running roughshod through that much territory, causing that much havoc, displacing that many people, killing that many innocents, enslaving that many women. the goal has to be to dismantle

them, and if you look at what happened with al quaida, in the fatah where their primary base was, you initially push them back, you systematically degrade their capabilities, you narrow their scope of action, you slowly shrink the space, the territory that they may control, you take out their leadership, and, over time, they are not able to conduct the same kinds of terrorist attacks as they once could. as i said, i think in my last press conference, given the nature of these organizations, either potentially remnants of an organization that are still running around and hiding and still potentially plotting,

absolutely, and we will continue to hunt them down the same way we're doing with remnants of al quaida in the fatah or elements of al-shabaab in somalia or terrorists who operate anywhere around the world. but what we can accomplish is to dismantle this network, this force that has claimed to control this much territory so that they can't do us harm, and that's going to be our objective. as i said before, i'm pleased to see that there is unanimity among our friends and allies and they are prepared to work with us in accomplishing that goal. with respect to the situation on the ground in syria, we will not be placing u.s. ground troops to

try to control the areas that are part of the conflict inside of syria. i don't think that's necessary for us to accomplish our goal. we are going to have to find effective partners on the ground to push back against i.s.i.l., and the moderate coalition there is one that we can work with, we have experience working with many of them. they have been, to some degree, outgunned and -- out manned and that's why it's important to work with our friends and allies to support them effectively. keep in mind, when you have u.s. forces, other advanced nations going after i.s.i.l. and putting them on the defensive and putting them on the run, it's pretty remarkable what ground forces can do, even if initially

they were on the defensive against i.s.i.l. so that is a developing strategy that we are going to be consulting with our friends, our allies, our regional partners. but the bottom line is we will do what is necessary to make sure that i.s.i.l. does not threaten the united states or our friends and partners. okay? one last week. colleen nelson. >> thank you, mr. president. some senate democrats facing tough races in november have asked you to delay action on immigration. how have the concerns of other democrats influenced your thinking and do you see any down side at this point in delaying until after the election? >> i have to tell you, this week i have been pretty busy focused on ukraine and focused on i.s.i.l. and focused on making sure that n.a.t.o. is boosting

its commitments and following through on what's necessary to meet 21st century challenges. jay johnson and eric holder have begun to provide me some of their proposals and recommendations. i will be reviewing them. my exec says is that, fairly soon, i will be considering what the next steps are. what i'm unequivocal about is that we need immigration reform, that my overriding preference is to see congress act. we have bipartisan action in the senate. the house republicans have sat on it for over a year. that has damaged the economy, it has held america back, it is a mistake and, in the absence of congressional action, i intend to take action to make sure that we're putting more resources on

the border, that we're upgrading how we process these cases and that we find a way to encourage legal immigration and give people some path so they can start paying taxes and pay a fine and learn english and be able to not look over their shoulder but be legal since they have been living here for quite some time. so, you know, i suspect that on my flight back this will be part of my reading, taking a look at some of the specifics that we've looked at and i will be making an announcement soon. i want to be very clear, my intention is, in the absence of action by congress, i'm going to do what i can do within the legal constraints of my office because it's the right thing to do for the country.

all right. thank you very much. i had a wonderful time. >> pelley: the president of the united states live as he wraps up the n.a.t.o. summit meeting in great britain. the president said essentially two things, crossed two major themes, one, that all 28 n.a.t.o. countries will assist ukraine in its fight against pro russian separatists in that country, but not with lethal aid, but with things like medical care for wounded troops, body armor and the like. on the other hand, the president said n.a.t.o. would use lethal force in the fight against the terrorist organization known as i.s.i.s. or i.s.i.l. which is operating in syria and iraq. the president said we are going to defeat i.s.i.l. bob schieffer is in our washington news room. bob, when the president began and said russian aggression threatens our vision when talking about ukraine, sounded like the kind of a n.a.t.o.

speech ronald reagan could have made. it was the cold war all over again. >> well, it really was. i mean, this is quite an extremely complicated situation. this whole cease fire that has just been announced in ukraine with the russian forces there, this is obviously just the start. but the creation of this rapid response force that n.a.t.o. is going to put in place, that's about 4,000 troops they will move at a moment's notice to wherever a member state is attacked, that is a very significant thing. n.a.t.o.'s talked about doing that for a long time, still a lot of details, who's going to furnish the troops. the united states, obviously, is going to put in $1 billion into this to implement some of this, but i think that is fairly significant, scott. i also think it is significant that the president said he agreed with the secretary of state on i.s.i.s., they cannot be contained, they have to be

they inspected a burned building. anne makovec reports from 22nd and 23rd streets with the dangers and concerns about the building. reporter: inspectors arrived on scene. firefighters have been here about 20 hours. they have been watching all the stuff packed into these two stores here on mission street in case of fire reignition which it has done a couple of times over the last several hours. there's still danger of the building collapsing so they are considering emergency demolition. the fire started at 1 p.m. yesterday afternoon in a store called big house. it was difficult for firefighters to get to it. the top two stories are used for storage and were packed with even more merchandise. four people were injured during the firefight. three taken to the hospital for smoke inhalation. one of them was a firefighter and a second firefighter was treated at the scene. the damage was contained to these two buildings. but one, the big house, is a

total loss. >> the building is heavily compromised in structural integrity. about 95% of the roof burned off or fell into the building. we also have what appears to be a second floor mezzanine that collapsed down to the first floor. >> reporter: people in several nearby apartment complexes and businesses were evacuated yesterday. they are back home this morning. and interesting note, the city actually investigated the building a couple of times as a fire hazard. but the owner was able to clean things up before any fines were levied. live in san francisco's mission district, anne makovec, kpix 5. >> anne, how long will mission street been closed? >> they every. >> reporter: they said for the morning hours. muni is allowed to pass by so there's some limited traffic. otherwise it's just one block mission between 22nd and 23rd. >> thank you. neighbors believe a burning candle started another fire early this morning in san francisco. it began just before 5:00 this

morning. the third floor of an apartment building on corbett avenue. dozens forced out of their homes temporarily. >> we just gathered the dog and ran down and evacuated. >> reporter: how scary was that? >> pretty darn scary. we were two apartments away same floor. >> nobody was injured. investigators still looking for an exact cause. new this morning, police in hayward are looking for a man who punched an elderly man at a park knocking him unconscious. it happened last sunday evening at kennedy park. police say the victim was collecting recyclable items near a gathering of around 20 people. a man from that group approached and punched him in the head causing him to fall to the ground. he is now in critical condition with brain trauma. today a section of an east bay freeway will be dedicated to a chp officer killed in the line of duty. kenyon youngstrom died two years ago after being shot in the head during a traffic stop on interstate 680 in alamo. today a state senator and three

members of the state assembly will attend a dedication ceremony. youngstrom was 37 years old. he left behind a wife and four children. happening today, a new push to put more money towards gas pipeline safety. state senator jerry hill will hold a news conference this morning about the recent $1.4 billion fine against pg&e. now, it all stems from the deadly pipeline explosion and fire in san bruno back in 2010. much of the money from the fine is expected to go towards the state's general fund. but hill has planned to divert more of that towards pipeline safety measures. women joggers have been the victims of four recent sexual assaults in solano county. police are now looking for a suspect who may have scratches on his face from victims fighting back. the attacks have happened near busy roads sometimes right in the middle of the day. >> especially if he does it during the day because you think you'll be fine during the day. >> the latest attack happened wednesday evening. a 17-year-old girl was jogging

near west america drive and sandstone way in fairfield. the other three incidents happened in cordelia in early august. the urban shield conference continues today in downtown oakland. protestors are expected. urban shield is a five-day trade show and training exercise for law enforcement officers. this afternoon, politicians and others will be among those protesting the event. they say it glorifies the militarization of the police. >> urban shield is an effort to further militarize the police departments in alameda county and it's something we certainly don't need. >> because of protests expected against urban shield all days off have been canceled for oakland police officers. urban shield is hosted by the alameda county sheriff's department with the u.s. department of homeland security picking up the tab of more than a million dollars. new this morning, the jobs report released today is showing a significantly weaker month of hiring than in the previous month. employers added more than 142,000 jobs in august but it

is the lowest level this year. unemployment, however, has fallen a tenth of a percent since july to 6.1%. san francisco holding a job and career fair later this month. it happens on september 17 at the sir francis drake hotel. anyone is welcome and meet hiring managers from local, national and fortune 500 companies. san francisco transit officials are seeking public input on plans to improve the reliability of heavily used bus lines. a hearing starts at 10 a.m. today at city hall. muni will be presenting what it calls rapid network aimed at improving several lines. they include the five fulton, the nine san bruno and the 71 haight noriega lines. and uber has already outgrown its headquarters on market street in san francisco. so the ridesharing company has made a deal to build two 10- story buildings in the mission bay neighborhood. new complex will have room for at least 2,000 employees.

[ laughter ] >> don't see that happening though. hey, guys, a lot of fog around the bay area this morning. trying to break up now in some of the interior valleys. but it's going to be a slow burnoff throughout the day. it's pretty cloudy over the city of san francisco. coit tower, you have some dark gray clouds out there. but it looks like some sunshine as we head into the middle of the day. we have 64 degrees now in oakland. it is 60 in san jose. 60 degrees also in santa rosa. 62 degrees in concord. well, looks like high pressure going to be taking over at least slightly as we head into the first part of the weekend. so today looking good into the afternoon. becoming mostly sunny away from the coastline and nice. then some morning clouds and afternoon sunshine as we get into the weekend, changes on

sunday. this is why. you have hurricane norbert off the coast. this is a category 1 hurricane continuing to spin around all those baja vacations i feel bad for those folks there. the system right along the coastline. so doesn't look like it's going to move onshore but they are still feeling the effects of that hurricane. so some very heavy rainfall there. the possibility of some flash flooding, as well. and some strong gusty winds. now, the track of this system takes it all the way up right along the coastline so very dangerous all along baja, california. looks like it could make landfall into the northern parts of baja, possibly into san diego, as we head in toward late sunday night into monday. not as a hurricane but as still a very strong storm system. all right. you can see norbert down to the south. up to the north we go. we have some sunshine on the way. and some warm temperatures, too. in fact, still going to be hot as you head to the interior parts of the state. 95 degrees in sacramento. about 99 in fresno. heading to lake tahoe should be beautiful there in the high country about 80 degrees there. hot 101 in redding. well, the low clouds and fog
