counterterrorism raid in australian history. australian intelligence officials say islamic state militants planned a public killing in sydney, grabbing someone off the street and beheading them. hundreds of police raided more than a dozen properties some of far one man was charged with conspiracy. last week australia raised its threat level to high. and today the senate is expected to pass legislation giving the obama administration the authority to train and arm syrian rebels fighting isis. the measure was passed by the house yesterday. a cbs news/"new york times" poll found the majority of americans do not believe the president has a clear plan for fighting the militants, however, seven out of ten support air strikes against isis in iraq and syria, but when it comes to putting u.s. ground troops in either of those countries, more than half of americans say they are opposed. susan mcginnis is in washington. susan, good morning. >> anne-marie, the president

also remains opposed to so-called boots on the ground in iraq and syria. he repeated that again yesterday. this vote today will move a key part of his strategy forward allowing the syrian rebels to take up the ground fight. the senate is expected to vote on a key piece of president obama's plan to defeat the terror group. >> the amendment is adopted. >> yesterday the house approved that measure to give the president $500 million to arm and train moderate rebels to take on isis militants in syria. the president called the decision an important step forward. the amendment easily passed the house despite doubts from lawmakers on both sides of the aisle. >> the last thing that we should do is arm islamic rebels to fight other islamic rebels. >> we don't know if somewhere down the line they will turn our guns right back on us. >> secretary of state john kerry testifies about the u.s. strategy in the house this morning. yesterday he told senators more than 50 countries have joined the fight against isis.

tomorrow in new york the u.n. security council debates isis and iraq. that will be chaired by secretary kerry. anne-marie? >> all right. susan mcginnis in washington. thank you, susan. flash flood threats and warnings are posted across much of the southwest this morning. there is already heavy flooding in arizona. evacuations are under way in nogales with schools closed today. there's also flooding in texas and what's left of heavy rain from hurricane odile is expected to keep coming. >> we continue to track tropical moisture. it's been a very busy season as some of the systems have come out of the eastern pasting and brought their system to the northwest. flash flood watches still in place. locally we could be talking about over 4 inches of rain, all of this from the remnants of what was hurricane odile. here's a look at the timing. look forward today. heavy rain moving out of southeast arizona, around tucson, working toward southern new mexico. we're going to watch this

stretching from across texas, all the way from west texas all the way over toward houston. they, too, could lead to localized flooding and dangerous travel. in mexico's baja peninsula, wide damage was caused this week. a bridge was wiped out and tens of thousands remain without power or water. and this morning an out of control wildfire in northern california threatens thousands of homes. governor jerry brown declared a state of emergency. currently there are at least ten major wildfires burning in california. the most dangerous just east of sacramento. the so-called king fire exploded, burning through nearly 44 square miles. it is just 5% contained. more than 2,000 homes are at risk and hundreds of them are under evacuation orders. >> well, we're leaving what has the only place that felt like home in my life, so i'm praying to god everybody's going to be

safe but selfishly i don't want our house to burn either, you know. >> further north in weed folks are assessing the damage after a wildfire destroyed 110 homes and damaged another 90. two churches and a community center also burned to the ground but no serious injuries are reported. in pennsylvania police continue to hunt for a suspect who gunned down a state trooper. he's described as an excellent marksman who's extremely dangerous with a grudge against law enforcement officers. marlie hall has our report. >> reporter: the pennsylvania state police released new photos of shoots suspect eric frein. investigators say he belongs to an area military simulation unit whose members play the role of soldiers from eastern europe. >> in his current frame of mind frein now appears to have assume thad role in real life. >> reporter: the 31-year-old suspect is accused of ambushing two state troopers friday night killing corporal bryon dickson and wounding trooper douglas.

>> it's a cowardly act, you know. as we said before, the troopers did not have a chance. >> reporter: investigators identified frein as a suspect after his jeep was found stuck in a swamp near the police barracks. they say the suspect has survival training and is extremely dangerous. >> it is clear to us that eric frein has a longstanding grudge with law enforcement and government in general. >> reporter: some schools in the area are close because investigators believe the suspect could be hiding in one of the many wooded areas. people here are nervous. >> i mean if he does that to police officers, then he can do anything to anybody. >> you hear everybody talking about it. people are concerned that something's going to happen to them. >> reporter: frein's father, a retired army major, told police his son is an excellent marksman who doesn't miss. marlie hall, cbs news, blooming grove, pennsylvania. well, more bad news for the nfl. another player is facing domestic violence charges as the league struggles to deal with

a growing problem. danielle nottingham reports. >> jonathan, what's your side of this? >> reporter: arizona cardinal running back jonathan dwyer is the latest nfl player to face charges of domestic violence. phoenix police arrested him wednesday afternoon and charged him with assaulting a woman in his home causing a fracture and aggravated assault on a child. >> after she was physically assaulted, he had took a shoe and threw it at their 18-month-old child. he has admitted that these incidents occurred, but he has denied assaulting the woman in this case. >> the arrest came hours after the reversal from the nfl on running back adrian peterson. >> we made a mistake and we needed to get this right. >> reporter: the team bench peterson last sunday after he was indicted for whipping his 4-year-old son with a tree branch. he was slated to play this week, but now he's on paid leave, still earning his usual $691,000 a week.

yellen says relates will remain near zero as long as inflation remains under control. here on wall street today investors will be watching reports on last week's unemployment and august housing starts. the dow rose wednesday to a new record high. the nasdaq was up 9. the s&p gained 2 points. amazon founder jeff bezos plans to build a new rocket engine. bezos is leading the blue origin space company to make an engine to eventually replace the russian engine now being used in unmanned launches. it is a partnership with boeing and lockheed martin to construct engines for delta and atlas rockets. and rolls-royce has gotten its biggest order ever. the order to buy 30 rolls royce phantoms for $20 million comes from a long hong kong tycoon who uses the cars to chauffeur guests for the luxury resort he's building.

it was chris's failing kidney that forced the hawaiian native to put his career on hold. >> i am the oldest of my younger siblings and i have to lead by example and take care of my younger brothers. >> it has definitely brought us closer as brothers. it's really been a really humbling experience for me, you know, to see him make this huge sacrifice for me. >> reporter: but before doctors could do the kidney transplant, a setback. tests discovered chris needed heart surgery as well. >> i had to talk to him in football aspects. shoot. all right. fourth and long right now. we thought we were going to get the first down but it's fourth and long right now, you know, and we've got to go deep, you know. we've got to dig deep. you know, he threw for a first down and made it past through the heart surgery, got in the end zone, and did the kidney surgery. >> reporter: not only was he the kidney match, they say their relatively comparable size made the match even better and the

6-1. a police chase winded through the streets of los angeles last night. officers from three agencies tailed the driver suspected of stealing a white van. police made several attempts to get the driver to stop, and then a helicopter news crew from kcbs caught this. >> oh, oh, oh oh, oh. he hit a dog. >> yeah. moments later the driver stopped and was taken into custody. the dog was taken to a vet for treatment, and we are told the dog named gordo is going to make it, but he may lose part of his hind leg. well, artificial sweeteners may raise blood sugar instead of reducing it. a new study found that zero calorie sugar substitutes in diet soda, yogurt, and other

foods may increase the risk of developing diabetes. the additives could actually make the problem worse rather than making it better. the study appeared in the journal "nature." and a man will soon be reunited with his jaguar convertible. it was stolen in new york city more than four decades ago. bigad shaban tells us how investigators in los angeles recovered it. >> reporter: in 1968 this vintage jaguar convertible was stolen just outside its owner's manhattan apartment. 40 years later it was found in a shipping crate off the california coast headed to europe. >> i don't believe it. i'm sitting here and i still don't believe it. >> reporter: 82-year-old ivan schneider is the owner. he spoke to us from his home in florida. schneider remembers that morning in 1968 when he left for work and couldn't find his six-monday-old car. >> i was heartbroken to say the least.

never did i think i'd see my car. >> reporter: a routine customs check identified the car as stolen. investigator michael moletta helped recover the convertible. he said when schneider last drove the convertible, it had 6,000 miles on it. today it has more than 28,000 miles. where has the car been all this time? the current owner who was shipping it out sold it to a person in the netherlands. he had it for about three months. he bought it from a person in turlock who had it for 40 years. >> reporter: officials are still tracking down who may have stolen the car. schneider now plans to get his long-lost car refurbished so it looks like it last did when he drove it more than four decades ago. she cbs news, los angeles. >> it's not looking that bad. it might be looking like a lot more money now. efforts to build an international coalition with isis. we will speak to the ambassador to the u.n. samantha pow jeer

first we have a little moisture out there. kind of humid out, too. >> very muggy and mild outside right now. still some scattered showers around the bay area, may see a few more throughout the morning. how long will that stick around? we'll talk about that coming up. >> and no big accidents or stalls out the door quite yet. we have some areas of overnight roadwork especially along 880. you will hit it jackson to 16th out of oakland. they picked up the full freeway closure southbound at marina. we'll show you what's coming up. we are getting our first rain in months here in the bay area. it's causing problems especially in the east bay. thousands of pg&e customers lost power overnight. some transformers caught fire in the rain. the utility has crews out working on the problem areas and they have already been able to restore service to some customers.
