welcome to "cbs this morning." white house officials just revealed a short time ago that defense secretary chuck hagel is resigning. the former republican senator led the pentagon for less than two years. >> president obama's expected to make an announcement in about one hour. bill plante has been speaking to his white house sources. bill, good morning. >> good morning. the white house portrays this as not a firing but by mutual consent. they say the president and secretary hagel have been talking about this since october. the fact of the matter is hagel never really did fit in here. he came on board to help the drawndown of forces in afghanistan to basically end the war. and now the united states is busy fighting another war, like it or not, and hagel is not very comfortable with the way things are working. he doesn't have access as much as he would like to the white house team here. he feels as he has told others that he's fed up with the micromanagement that's going on.

and he is not comfortable and they're not comfortable with him. so you're going to have this announcement of a mutual departure. and no successor to date. we expect the successor, the white house says, in short order. it's likely to be one of the people who were mentioned when hagel was nominated like moishl flonio a former deputy of defense, ashton cart another deputy, or maybe senator jack reid who has combat experience democratic senator from rhode island. the fact of the matter is is this ends a chapter which was not very productive for either the white house or the pentagon. >> bill thanks. >> n an interview last week we asked hagel if he had the confidence of the president. >> then there are these stories, that the president wants to change his national security team. he's looking at his last two

years. maybe he wants to change his national security advise his secretary of defense. maybe he wants to change other elements. is that true? >> well, you'd have to ask the president. but -- >> do you concern yourself with it? >> no, first of all, i serve at the pleasure of the president. i am immensely grateful for the opportunities i've had in the last two years to work every day for the country and for the men and women who serve this country. i don't get up in the morning worried about my job. it's not unusual, by the way, to change teams at different times. >> so you would expect things to change? >> i didn't say that. i didn't say i expect things to change. what i'm saying is it wouldn't be unusual to do that first of all, historically. second, i've got to stay focused on my job. and i do. and i am very fortunate i have some of the best people in the world to work with.

seneca. this is expected to reach flood stage later this evening. that could cause dangerous flooding for some neighborhoods. after a series of crippling snow storms pounded the buffalo area last week, western new yorkers still recovering from nearly seven feet of snow are now facing the second phase, the flooding. with temperatures expected to hit 60 degrees today and rain in the forecast, communities along lake erie are turning their attention from snow removal to flood warnings. >> people say, well my home doesn't flood. i know. but there's always a first time. and we're seeing first times all the time now. pack a bag, have your important papers, and be ready to leave the house. >> reporter: the national guard is ready to deploy where necessary. they have pumps, generators, water rescue teams, sandbags, and boats.

>> we hope it doesn't flood our house or anybody else's for that matter. we don't want nobody to get flooded. >> reporter: despite the threat of rising waters buffalo mayor brown is encouraged by the response so far. >> it's amazing that in recent days over six feet of snow fell on this community and we're 100% of streets open. >> reporter: but western new york is not out of the threat just yet. >> we still have not recovered. we still see this as an emergency. so we are preparing for the worst and hoping for the best. >> reporter: not only are people concerned about the potential for flooding and watching creeks like this closely, winds are expected to gust up to 60 miles an hour. that could create conditions for downed trees and even power lines. >> jericka, thanks. spent part of the weekend stuck in the snow. it shut down interstate i-90 at

snoqualmie pass. drivers who tried to get through without chains found themselves spinning out. meteorologist danielle niles of cbs station wbz is tracking a stormy week ahead that could affect the holiday travel. danielle, oh, no good morning. >> good morning, and good morning to our viewers in the west. a lot going on across the country today. a threat for thunderstorms in the southeast. rain and snow from the midwest to new england. fairly quiet on the west coast now. we get another store, another piece of energy coming in. that will mean the increased threat for rain for today. showers will turn to steady rain. heavier downpours between seattle and portland changing to snow across the northern mountain, the plains. this will continue through the day tomorrow. gradually tapering off tomorrow night into wednesday in terms of the heaviest rain before another storm comes in to end the week. rainfall amounts will generally be an inch or two. amounts greater than that are likely just east of seattle.

cold air for thanksgiving in the midwest. another round of showers in seattle. >> all right danielle thank you. this morning police and protesters across the country are waiting for a decision in ferguson missouri. the grand jury is looking at charges for darren wilson in the shooting death of michael brown. mark strauser in ferguson. >> reporter: good morning. good morning to our viewers in the west. police moved us back another 40 yards from the justice county center behind me. security and anxiety are both higher here, anticipating the grand jury decision. >> mike brown! >> reporter: seven miles east of ferguson 125 protesters and the police watching them proved overnight that it is possible to have demonstrations here without clashing. there were no arrests. dan

daniel isson is the missouri public security safety director. >> what we're trying to do is have areas that are designated that people can protest and express themselves but we want it to be isolated. >> reporter: they have formed a security plan that involves local police, straight troop state troopers and the national guard. >> i have a feeling that things will go well, they'll be peaceful and orderly. >> reporter: the grand jury made up of seven men and five women must decide whether to charge ferguson police officer darren wilson for the fatal shooting of michael brown. the jurors could also decide not to charge him at all. this weekend michael brown sr. handed out donated thanksgiving turkeys to needy families. >> this is a tough time for me. and just to give back it's a good feeling. >> reporter: brown has pleaded for demonstrators to be peaceful, regardless of what the grand jury decides. >> if it isthe decision comes today

what are you going to do? >> reporter: at christ the king church sunday, the pastor spoes to an uneasy organization. >> the anxiety level as a whole is off the charts. >> reporter: missouri governor jay nixon declared a state of emergency here a week ago. many factors could affect it the grand jury decision including thanksgiving holiday coming up and also a forecast of cold weather. >> mark, thanks. international negotiators this morning agreeing to an extension with iran. agreeing to restrict its nuclear activities in exchange for lifting trade sanctions. the deadline approaches with no deal. >> senator lindsey graham is criticizing a new benghazi report from a panel led by fellow republicans. he says the house intelligence committee blew it by clearing the obama administration of a cover-up. the two-year investigation finds no intelligence failure. it says there was no missed

opportunity to rescue ambassador chris stevens and three other americans who were killed. >> i think the report's full of crap. the people who have been looking at benghazi in a stove pipe fashion have not come up with what i think is a reasonable explanation for all the shenanigans. >> it finds contradictory intelligence about who carried out the 2012 attacks. bill cosby says people should check the facts before believing what he called innuendo innuendos. this morning, we are hearing new and disturbing claims about bill cosby's affair with women. as don dahler reports this accuser is a long-time nbc network employee. good morning. >> good morning. frank scotti used to work with bill cosby. when the comedian had his groundbreaking sitcom on nbc during the '80s. not only does he claim he sent thousands of dollars monthly to

women on cosby's behalf but he witnessed some of cosby's inappropriate behavior. frank scotti still has the receipts. from the money orders he regularly sent to women he believes were bill cosby's ex-lovers. >> again. why would send someone $2,000. suspicious. >> reporter: and he says cosby arranged for an agency to send aspiring models to his dressing room, some of whom he claims were teenagers. >> he said get rid of everybody and leave that one here. >> reporter: scotti now 90 years old, spoke with the new york daily news. a relative told cbs this morning scotti has been sharing these stories with family for years. but cosby's lawyer was dismissive, saying it appears his story is pure speculation so he can get his 15 minutes of fame. the near dayily trickle of revelation, about cogs buy has not stopped.

hill is the latest woman to claim she was drugged and raped by cosby. she said she appeared in picture pages when she was just a 15-year-old model. >> i always thought it was odd i would wake up in my bed the next day and i wouldn't remember anything. it just felt weird to me. i remember still being in high school saying to him, you know i'll come see you, but i don't want to drink it makes me feel funny. >> reporter: on friday cosby told floridatoday.com, i know people are tired of me not saying anything but a guy doesn't have to answer to innuendos. people should fact-check. people shouldn't have to go through that and shouldn't answer to innuendos. his attorney also blamed the media. this situation is an unprecedented example of the media's breakneck rush to run stories without any corroboration or adherence to traditional journalistic standard standards. it is long past time for this media vilification of mr. cosby to stop. cosby received a standing

ovation friday during a performance in florida. according to the associationed press, at least eight she's on his comedy tour have now been canceled. some of music's hottest acts are celebrating new honors this morning, from the american music awards in los angeles. but last night wasn't just about those trophies. as ben tracy shows us the winners and the performances that wowed the audiences are what people are talking about today. >> she wasn't nominated for a single american music award because her album just came out. ♪ don't say i didn't ♪ ♪ say i didn't warn you ♪ but somehow the night still belonged to taylor swift. she performed her new hit "blank space" and also received the first ever dick clark award for excellence. >> what you did by going out and investing in music and albums is saying you believe in the same thing i believe in that music is valuable. >> in terms of trophies, some of the big winners included --

ed pablo good mondays mornings, everyone. 7:26. here's what's happening around the bay area. tough one for giant fans, cbs sports reporting the red sox have landed pablo sandoval. sandoval will reportedly get close to $100 for the next five years. he won three world series rings with the giants san francisco police are investigating a fatal shooting in the debows triangle area. neighbors say they heard several gunshots. police have not provided a motive and so far we don't know the identity of the victim who died. traffic and your forecast for the big holiday week coming up right after the break. stay there.

holiday spirit only goes so far. plus aaron alexis killed 11 in the washington naval yard. now his sister talk. it's an issue you'll see only on "cbs this morning." "washington post" heads to the supreme court to take up social media. it's whether threats posted on facebook should be considered a true threat and if so whether the people posting them can be prosecuted. a man received prison time for violent ramts on facebook against his wife and co-workers. he says it's free speech.

how many people in the usual grand jury of 23 say yay there should be a charge? how many say nay? here in missouri and i cannot stress it enough it is a grand jury of 12 people. nine must vote. that's a very difficult vote to get. does it disturb you that it seems they're deliberating? >> i think the the idea of deliberation in a case like this might be warranted by the amount of evidence they've heard. they've heard as much as a trial jury would ordinarily hear. they've heard all of the evidence by the prosecution. all the evidence from the defense. however, this idea of deliberation is what we expect from a trial jury not a grand jury. remember, the trial jury looks at is it proof beyond reasonable doubt. in a case like this, if it should go to indictment that could take days upon days. in a case of indictment we're looking at a low standard of probable cause. remember this, however, there is

also the question of the missouri law of a police officer's right to use self defense and to use defense as an extraordinary power of the police. much stronger than in other states. >> ferguson has been described as a city on edge. over the weekend we kept hearing it looks like the grand jury will dietindict. what do you make of all these leaks? >> i don't think there are leaks. i think there are no leaks. i think what has happened is unfortunately there are reporters who get information that they then jump to the conclusion that there are leaks. yopg anyone knows what is happening within that grand jury room, and the the unfortunate part of certain members of the media as well as outside agitators is the ginning it up factor. we have no idea what is going on in there beyond deliberations. >> we asked several questions because we really don't know. >> we don't know. but there are a variety of charges, charlie. >> indeed. and what is the significance of

the fact that the prosecuting attorney, mr. mccullough has promised to seek a court order if officer wilson is notindict ed ed? >> well, i find that extraordinary. the reason they're secret is to protect the identity of withins in all of the process. it's always been that way. on the other side of this h, what he's saying is if there's no indictment i want to show the community how fair i was. that's why he's doing it. the court, however says this. we're not necessarily going to give you this idea that you can give these out. >> does the jury know that people are watching? do you think they feel pressure at this point? >> how could they not? they live in the community. there's pressure all over the country. >> they're not sequestered, though. >> they're not. this morning planning is under way for official ceremonies to offer marion barry, the man elected four
