oil and gas prices are down big and right now there is no up. opec, the organization of petroleum exporting countries said today it has no set target. the price of oil is down from $108 a barrel in june to below 58 friday, and opec says even if the price goes to 40 they will not change production levels.

what that means for gas prices, likely a similar slide. the cost of a gallon is already down more than $1 since june. we have two reports starting with jericka duncan. >> reporter: nationally, the average for a gallon of regular gas is $2.56. down from a more than $4 average in july of 2008 when prices hit an all-time high. and places like california where drivers typically pay more for gas, the current average per gallon is $2.88, that is down from $3.59 in 2013. denton monitors the average for oil price information service. how low do you think gas prices will actually go? >> i think by christmastime we will be below $2.50, it will be cheapest christmas since 2008 but from there prices will continue to drop, already a dozen states that have a sub $2 price point and there is going to be more to follow. >> reporter: aaa estimates u.s. households saving $100 a month in gasoline prices today

compared to peak prices in the spring and summer. lower crude oil prices are expected to reduce household heating oil costs by 27%, a savings of $632 for families compared to last winter. >> right now, it is simply supply and demand, the u.s. is producing more oil now than it has since 1986 and if we add another 50 or 60,000 barrels a day or so we will go back to comparisons to when richard nixon was in office. >> reporter: he says food and clothing prices could drop too. >> simply trucks delivering the food to the grocery stores, the clothes to the malls, et cetera, you have cheaper diesel prices so there may not be necessarily a fuel surcharge you might have seen if prices were much higher than they are right now. >> reporter: airlines are one of the biggest beneficiaries of this sharp drop in fuel prices and, jeff, analysts predict passengers could see air fares decrease by next year. >> glor: jericka, thank you very

much. this drop in oil below $60 a barrel sent markets tumbling, the dow fell 315 points on friday, it opens tomorrow coming off its worst week since november 2011. from all of us we are joined by jack otter, editor of barrons.com. markets show oil prices are falling, why is that? >> because the global economy is weakening, obviously markets don't like that, what is more, any company that is involved in oil production, any country that is involved in oil production obviously is getting hammered, you are feeling that in your 401-k, finally traders hate uncertainty and with opec's commentary today nobody can see a bottom in oil prices, traders take a sell first, ask questions later mentality. >> glor: the big issue in this country is the shale boom but there is going to be a big effect on shale production, what is that? >> so this is the supply-side of the story. the only-- the main reason at least there is a global glut of oil is because of this shale boom.

the problems is it is very expensive to get oil out of these shale formations, around $60, as oil skids below the $60 mark, they don't make anymore money, now they will keep pumping for a while but eventually that could reduce supply. >> glor: some of the potential operations are going to shut down. >> and there are operations in 20 states, that could mean layoffs. >> glor: let's talk about opec, they are in a different spot than a couple of decades ago, what can they do? >> they simply don't have the power they used to, their exports to the united states have been cut in half since 2008, the one lever they have is they can keep on pumping, force prices down, that is going to hurt the shale producers and under cut nigeria and hurt putin in russia so they are playing a game of global chicken with oil prices right now, the only sure winner, the american consumer at the gas pump. >> glor: all right, keep following, thank you, jack. >> thank you. >> glor: president obama is proposing a $1.1 trillion spending bill following late night passage by the senate on saturday, that did not happen without a spirited, at times angry, debate.

here is julianna goldman. >> reporter: just after 10:00 o'clock last night, the senate finally reached a compromise. >> yays are 52, 41 nays the motion is agreed to. >> reporter: the more than 1,600 page spending bill will fund the federal government through the fall of 2015, tea party activists opposed a measure that loosens limits on individual contribution to national political parties. liberal democrats, including elizabeth warren of massachusetts, opposed the weakened banking regulations. >> now, i am here today to ask my republican colleagues who don't want to see another wall street bailout-- >> reporter: and conservative republicans led by texas senator ted cruz delayed debate on the bill to protest president obama's immigration action. >> this point of order is targeted, not for the entire omnibus but specifically to the dhs funding that the president has announced will be spent unconstitutionally. >> reporter: but the delay that kept senators working all day

saturday actually worked in the democrats' favor, they used the extra time to advance more than 20 presidential nominations before their party loses control of the chamber next year. and they still found time to spread some holiday cheer. new jersey's cory booker tweeted this photo of several of his colleagues singing christmas carols as they ate dinner just outside of the senate chamber with the hashtag "cr omnibus carols." jeff, it doesn't look like that hashtag is trending but don't expect the holiday spirit to last into 2015 despite tensions between the parties and within senator cruz's taking heat from other republicans for bringing them back to the brink of another shutdown. >> glor: juliana, thank you. for more on all of this, congress in 2015, and the presidential race in 2016, we are joined from washington from our political director john dickerson tonight. what ted cruz did last night, what does this mean for the incoming congress next year? >> well, for republican leaders in the senate it may mean more

headaches, they were furious with ted cruz, they thought what he did was basically make a big noise for himself at their expense and what they worry, republican leaders do in the senate is that he sees his pathway to the presidency by basically running against republican leaders in the senate and that just means everything they do will have this kind of a fight associated with it. >> glor: all right. speaking of the presidency in 2016, jeb bush set to give a commencement address tomorrow and said this weekend he will release 250,000 e-mails plus from his time as governor of florida, is he leaning toward a run? >> well, those who talk to him feel like he is leaning towards a run, and he has been weighing a run for several months now. he has been thinking about two things, one, whether he can run a positive solutions-oriented campaign in a process that gets pretty ugly and been thinking about his family and whether he wants to drag his family through this. he has got three issues on education, on immigration and even on taxes that cause some

friction with the base of the republican party, so it wouldn't be a cakewalk for him. >> glor: john, will all democrats just wait on one big name on the republican side? this is shaping up to be quite a field. >> well, if you look at the people who are at least thinking of making a bid for the presidency, it is probably the most robust field in republican history, you have got, in addition to jeb bush, chris christie, scott walker of wisconsin and then rick perry from texas, and then a number of senators, rick santorum who ran last time is probably going to run again, marco rubio from florida, rand paul will also run and then of course as we talk about, ted cruze probably so really strong field and now we have to see who really decides to throw their hat in. >> glor: the discussion continues to pick up whether mitt romney will run again. >> that's right, he said publicly he won't but in private he seems a little bit more open to it, telling one person i talked to that if jeb bush decides not to run, romney might think about it, so like the rest of us he is waiting to see what

decisions are made. >> glor: john dickerson from washington, thank you very much. former vice president dick cheney says he has no regrets about harsh interrogation techniques the cia used after 9/11, he defended those tactics on nbc. >> we did capture bin laden and a lot of senior members of al qaeda who were responsible for 9/11, i would do it again a minute. >> reporter: he says the interrogators deserve praise and should be decorated. cutting greenhouse gas emissions, the climate deal was struck after two weeks of talks in peru developing and wealthy nations argued over responsibility for dealing with global warming and all agreed to make plans to reduce emissions. the pact will be finalized in paris next year. hunt is under way from a killer who escaped from a rural jail. more than a hundred law enforcement officers are searching for demarcus woodward indicted in july in charges of shooting a work release inmate.

they say he was one of three inmates who broke out of jail yesterday. the other two have been captured. two years ago today a 20-year-old adam lanza opened fire at cbs news, los angeles. >> glor: two years ago today a 20-year-old adam lanza opened fire at sandy hook elementary school in newtown, connecticut, 20 children and six adults were killed. tomorrow, some families are expected to announce their part in a class action lawsuit against the maker of the assault rifle lanza used, don dahler reports. >> reporter: the families whose loved ones were taken from them in 2012 have had 24 months to mourn, 24 months to try to understand why, and 24 months to take legal action, that period ends today. so sandy hook victims families have reportedly filed a lawsuit against bushmaster, the company that made the semiautomatic rifle adam lanza carried. none of the families or their attorneys are commenting today, but connecticut senator richard blumenthal is. >> two years have passed and congress has been complicit in gun violence in this country by failing to act, and i share the

frustration that may in part underlie the reason for this legal redress. >> reporter: bushmaster's sister company remington is the subject of another class action lawsuit, the plaintiffs in that suit contend the model 700 rifle can fire inadvertently even if the trigger isn't pulled, but the newtown families aren't accusing bushmaster of making a faulty weapon. new york attorney robert cello says the bar is high. >> if you can prove that the manufacturer knew in some way that the gun would end up in the hands of a proscribed purchaser someone who shouldn't have the gun you may be able to show liability, but it is going to be difficult. >> reporter: th families are enlisting big-name legal talent, including mike koskoff who represented the jackson family and karen hinton, a former aide to president clinton. newtown has no plans for any ceremonies marking the second

>> glor: the lawyer for sony pictures warned news organizations today not to use any inside information released in a recent hack attack. in a letter david boyse calls the document stolen information, an attack ensnared upcoming mega project including a legendary movie hero. here is allen pizzey. >> reporter: the cast of the next james bond film, "spectre" barely had been rolled out when

sony pictures announced the spy himself, hackers have stolen the script and leaked snippets online, along with details of disputes among producers and executives about the film's ending. >> in a statement posted on the official 007 website, the producers vowed to take all necessary steps against the thieves and against anyone who makes infringing uses of it or attempts to take commercial advantage of confidential property known to be stolen. the last bond movie, "skyfall," made $1.1 billion and counting, the company has both reason and means to apply the lawyer version of 007's famous license to kill. the script hack appears to be part of an infiltration that saw confidential sony information, including embarrassing e-mails by executives leaked to the public, the hackers are now promising a christmas surprise. >> want to go kill kim jong un? >> glor: although we have no idea who they are.
