recipe for new careers at a bakery bootcamp. >> i believe that disability is a gift. captioning sponsored by cbs this is the "cbs evening news." >> axelrod: good evening. i'm jim axelrod. this is the western edition of our broadcast. we begin tonight 22 months from election day with presidential politics. that's because of what mitt romney has been saying about his plans. romney, unsuccessful in his two prior attempts as a candidate for the white house, addressed republican party leaders at their winter meeting in san diego last night and as nancy cordes tells us, he is sounding more and more like he'll test the theory that the third time's the charm. >> looking forward to see you. >> reporter: governor romney was greeted by this crowd of party faithful with enthusiasm from some and skepticism from others, which he acknowledged with humor. >> the last few days the most frequently asked question i get is, "what does anne think about all this?" and she believes that people get better with experience.

( laughter ) >> reporter: it's easy to see why even supporters were stunned when romney shared his change of heart with a room full of donors last week. the two-time candidate has long denied any interest in a third run. >> i'm not running. i'm going to be helping someone else who is. we don't know who that is yet but we're going to get a good republican. >> reporter: recently polls have showed he would start out on top of a crowded field of g.o.p. hopefuls and that clearly got him thinking about a potential platform. >> first, we have to make the world safer. second we have to make sure and provide opportunity for all americans, regardless of the neighborhood they live in. and finally, we have to lift people out of poverty. >> reporter: that last part is a new focus for romney designed in part to overcome his damaging caught-on-camera comments about low-income americans in 2012.

>> reporter: stumbles like that helped democrats define romney as a wealthy, out-of-touch businessman in the last election, and members of hillary clinton's inner circle say they're delighted. one even told the "new york daily news," "i would like to run against mitt romney in every election forever." f and that's what concerns some of the g.o.p. officials who listened to governor romney last night. they like him. they respect him. but they say this g.o.p. field is already filled with a large crop of current senators and governors who don't have to defend two failed bids for the white house, jim. >> axelrod: all right, nancy. so mitt romney has lost one race for the nomination. he's lost one race for the white house. what's his rationale going to be to get his party to take a third chance on him? >> reporter: well, what he seemed to be saying last night was practice makes perfect. but on a more serious note, he was clearly also trying to lay out a very simple, easy-to- understand platform that shows that he's thought about this a lot and that he's got a really

clear rationale, maybe even clearer than some of the republicans who say they want to run for president. >> axelrod: nancy cordes in always-sunny san diego. thanks for joining us. europe is on high alert tonight as troops hunt for isis-trained terrorists. it's been two days now since anti-terror agents in belgium uncovered and dismantled a plot to kill police officers there but several suspects got away. charlie d'agata is in brussels tonight. >> reporter: parts of belgium look like militarized zones today with the net apparently closing on the ringleaders of the suspected terror plot. troops took over the streets and took over from police, providing well-armed protection of potential terror targets, like the u.s. embassy and predominantly jewish neighborhoods. defense minister stephen vanderfoot said even more troops were on the way. >> there are 150 people deployed today, and this will grow to the

full two companies. >> reporter: but the presence of soldiers on the streets has raised tensions in muslim neighborhoods. this aid worker feeds 900 impoverished families. he's worried about a backlash since belgian police smashed a suspected islamist terror plot on thursday. >> they will say blame it on the muslims. they will blame it on the terrorists. they will blame all the muslims are terrorist. >> reporter: and he know the troops aren't there to protect his neighborhood. >> to keep muslims from attacking someone else. >> reporter: is that what it feels like? >> for us we feel like this. >> reporter: more than two dozen suspects have been arrested across belgium, france, and germany. europe has been on high alert since islamic extremists killed 17 people in paris. today, one of the brothers blamed for the paris massacre, said kouachi, was quietly buried in his home city of reims. despite protests who don't want

his final resting place anywhere near him. european foreign ministers will be meet hearing in brussels on monday to discuss the terror threat throughout europe, and, jim, what they'll be focusing on is exactly what to do with fighters who are returning from syria. >> axelrod: charlie d'agata covering for us in belgium tonight, charlie, thank you. heavy rains didn't stop pope francis today. the rains turned into a full- blown tropical storm and the pope had to shorten his visit there. as alan pizzey reports, he left the area just in time. >> reporter: it wasn't quite walking on water, but by braving the weather in the same cheap yellow poncho the faithful wore, pope francis came close. the visit was to express sympathy with the place where 14 months ago a super-typhoon left more than 7,000 people dead or

missing and four million homeless. "i wanted to come to be with you," francis told them adding "it's a bit late, i have to say, but i am here." his insistence on an open pope mobile meant francis got as soaked as those who lined the road to greet him. a meeting with representatives of typhoon victims left him speechless with sorrow and sympathy, according to papal aides. another approaching storm forced francis to cut his visit short by four hours. a woman was killed by scaffolding knocked down by the wind, and a second plane carrying dignitaries skidded off the runway. officialdom has also suffered verbal storms from francis. in a speech on friday, he appeared to criticize gay marriage with a reference to what he called efforts to redefine the very institution of marriage. he praised the church's opposition to modern birth control, which in the philippines is subsidized and hit out at corruption. his message of solidarity with the poor has struck a vibrant

chord in a country where an estimated 25 million people live on less than 60 cents a day. francis' farewell mass tomorrow is widely expected to break theo record for a papal event set in the same place where the late st. pope john paul ii, five million people. alan pizzey, cbs news, rome. >> axelrod: they are being called a modern day bonnie & clyde. a teen couple on an allegedte crime spree through the south. jericka duncan is on the trail. >> reporter: authorities have been looking for 18-year-old daulton hayes and his 13-year- old eighth grade girlfriend cheyenne phillips for the last two weeks. in that time, police say they have stolen three vehicles including this red pickup, and forged checks they found in the truck. the two left two days before hayes was to appear in court on burglary and theft charges. their alleged crime spree started in kentucky where they're from. they've been spotted in north carolina, south carolina and georgia.

some have dubbed the duo bonnie & clyde, but sheriff chaffins, who is leading the investigation, calls it a bad comparison. >> they are not bonnie and clyde. >> reporter: on monday, the couple appeared relaxed inside a walmart in south carolina, despite a multi-state search for them. sheriff chaffins is worried the couple is now armed. the last vehicle they allegedly stole contained two handguns. >> reporter: last week, hayes' mother received a text from her son that said he was fine. phillips sent her mother a text around the same time asking for $100. >> and i'm just afraid that he's going to wind up getting her hurt. >> reporter: hayes is facing

several charges for the alleged crimes he has committed in multiple states. phillips, the 13-year-old, will be treated as a juvenile, and, jim, it's up to a prosecutor to determine what punishment, if any, she receives. >> axelrod: jericka, thank you. preliminary reports are out on monday's deadly electrical malfunction in a washington, d.c. metro tunnel. passengers waited more than 30 minutes to be rescued as emergency crews were initially dispatched to three different locations. julianna goldman has a look at the confusion and the chaos. >> reporter: the national transportation safety board says the incident started around 3:06 p.m. when a circuit breaker broke on a section of electrified rail near the metro station, sending smoke pouring into the tunnel.he at 3:15, the train stopped about 200 feet past the station. but according to a report released today by the d.c. mayor's office, metro employees didn't report smoke until 3:22

with no mentions of passengers being trapped. at 3:31, the emergency crews arrived. the radio system in the tunnels, specifically for these types of emergencies, is down, forcing rescue crews to use cell phones instead. >> make a hole! make a hole. >> reporter: once they get to the lower level of the station they finally learn passengers are stuck in the tunnel. ( coughing ). >> please stay calm. >> reporter: by 3:33, nearly 30 minutes after the smoke starts people on the train are calling 911. one man tells the dispatcher the car is filling up with smoke and says, "it's going to be a bad situation here very soon." around 3:40, a rescue team finally reaches the more than 200 passengers, only to find the emergency exit at the back of the train won't open. crews use a special key to enter the train through a passenger door. eventually, all the passengers are evacuated down the track and back to the station.

one woman would die, 84 would be taken to area hospitals. the n.t.s.b. said today it is still in the very early stages of its investigation. jim, it could take months or even a year before they determine the cause of the accident and offer any potential recommendations to enhance metro's safety. >> axelrod: julianna goldman in our washington newsroom tonight. julianna, thank you. the measles outbreak that began last month in disneyland spread rapidly this week. there are now at least 51 cases. in orange county, california, a note sent by health official to parents reads, "if your child has not received at least one dose of m.m.r., and is exposed to measles, he or she may be excluded from attending school. bill cosby takes the stage tonight, defying calls to exit the spotlight. and the $100 million condo sets a real estate record when the "cbs evening news" continues. the cbs evening news continues.

>> axelrod: the embattled >> axelrod: the embattled comedian bill cosby is back on stage in denver tonight. demonstrators outside the theater say cosby needs to stop performing in public because of growing allegations of sexual assault. but cosby remains defiant. carter evans now on the loud voices of cosby's critics growing ever louder. >> we believe the women! >> reporter: the scene keeps playing out over and over, protesters outside while bill cosby performs his stand-up routine inside. so far, more than 30 women have accused the 77-year-old comedian of drugging and raping them. the allegations go back decades. andrew wollenstein is the coeditor in chief at "variety." >> when you look at the way bill cosby has continued to perform it suggests either that he's h kind of tone deaf to what is

going on here or simply chosen to persevere in hopes perhaps he could beat this by just hanging in there. >> reporter: cosby has not responded publicly to the accusations. none have been proven and his attorney says they're not true. this week, 24-year-old model chloe goins, was interviewed by police in los angeles. she claims cosby sexually assaulted her at the playboy mansion in 2008. on friday's the comedian's attorney says he can prove cosby was in new york when the alleged assault occurred. what if these allegations aren't true? >> that would be positively tragic for bill cosby. on the other hand, in the court of public opinion, it almost doesn't matter. it's as if there's been so much smoke, it's the same thing as fire. >> reporter: and some of cosby's hollywood peers are fanning the flames. director judd apatow has lashed out on twitter. this week he explained why: >> people who commit these acts should be in prison.

>> reporter: nbc recently canceled a new show it was planning with cosby. on friday, the network's entertainment chairman said the controversy had reached a critical mass and "i'm glad we're out from under that." he says nbc, the network where cosby reached his greatest fame, won't employ him again. >> that's kind of precedent setting. it's hard to see how he's really going to be able to work in this town again. >> reporter: for now, cosby continues his stand-up show on the road, hoping the laughs are louder than the outcry. carter evans, cbs news, los angeles. >> axelrod: basketball analyst greg anthony won't be calling any more games this season. both cbs sports and turner broadcasting having suspended anthony after he was arrested last night at a hotel in washington, d.c. and charged with soliciting a prostitute. a high school basketball coach in southern california in trouble for running up the score against an opponent has now been suspended.
