streets. this is the "cbs morning news" for tuesday, january 20th 2015. good morning, i'm lauren liteer in for anne pary green. this morning another online video surfaced purportedly showing isis militants threatening to kill japanese hostages. the video was posted on websites associated with isis. the terror group is threatening to execute the hostages unless a $200 million ransom is paid in the next 72 hours. the man speaking sounds like a british militant involved in other hostage beheadings. japan recently pledged about $200 million to help countries fighting isis. president obama delivers the state of the union address tonight. but his proposal for tax increases on the wealthiest americans is already facing opposition from the new republican congress.

susan mcginnis is in walk. good morning. >> reporter: no surprise there. this is the first time the president is delivering his state of the union address to a congress fully led by republicans. this could be more about framing the debate for 2016. >> you got to play the whole game. >> reporter: in a video, monday president obama appeared calm and confident hours before delivering his sixth and second-to-last state of the union speech. >> i'm more relaxed, a little better at it than the first time out. >> reporter: the white house has already unveiled much of what the president will propose. he will layout plans for six weeks of paid family leave for federal workers and new cyber security protections for consumers. the strongest emphasis though will be helping struggling americans. he will try to accomplish that through a higher capital gains tax rate. while the hikes are not expected to pass the new congress, the experts say they could help lay

groundwork to help democrats in upcoming elections. >> they will say i know the middle class is still struggling. i'm the one with the democratic party who is going to try to correct this. the republicans are not going to correct it. >> reporter: the president has invited several special guests to sit in the presidential box during the address, among them american alan gross, who was detained in cuba five years. gross was released last month after president obama took executive action to restore diplomatic relations between the u.s. and cuba. afterwards the president heads to idaho and kansas to push his ideas. lauren. >> susan mcginnis in washington. you can watch cover annual of the state of the union address beginning tonight at 9:00 eastern, 8:00 central. a construction worker was killed when a highway overpass it was a being demolished collapsed in cincinnati. late last night, the overpasco lapsed onto the southbound side of interstate 75. it was a part of an off-ramp. the bridge fell on a

tractor-trailer, injuring the driver. the cause of the collapse is not known, but hundreds of tons of concrete fell onto the roadway. >> this will be amess. it's not or should or could, it will be. we anticipate at at least a 44-closure of i-75 south. >> the truck driver suffered only minor injuries. jury selection begins today in the trial of james holmes who is accused of opening fire at a colorado movie theater if 2012. holmes is charged in the attack that killed 12 people and wounded 70 others during a midnight showing of the "batman" movie. he was arrested in the theater parking lot wearing a mask and body armor. holmes pleaded not guilty by reason of insanity. if convicted, he could face the death penalty. pope francis is back at the vatican fol his week-long visit to asia as he was flying from the phillipines to rome monday. he made news with his response
