streets. this is the "cbs morning news" for tuesday, january 20th 2015. good morning, i'm lauren liteer in for anne pary green. this morning another online video surfaced purportedly showing isis militants threatening to kill japanese hostages. the video was posted on websites associated with isis. the terror group is threatening to execute the hostages unless a $200 million ransom is paid in the next 72 hours. the man speaking sounds like a british militant involved in other hostage beheadings. japan recently pledged about $200 million to help countries fighting isis. president obama delivers the state of the union address tonight. but his proposal for tax increases on the wealthiest americans is already facing opposition from the new republican congress.

susan mcginnis is in walk. good morning. >> reporter: no surprise there. this is the first time the president is delivering his state of the union address to a congress fully led by republicans. this could be more about framing the debate for 2016. >> you got to play the whole game. >> reporter: in a video, monday president obama appeared calm and confident hours before delivering his sixth and second-to-last state of the union speech. >> i'm more relaxed, a little better at it than the first time out. >> reporter: the white house has already unveiled much of what the president will propose. he will layout plans for six weeks of paid family leave for federal workers and new cyber security protections for consumers. the strongest emphasis though will be helping struggling americans. he will try to accomplish that through a higher capital gains tax rate. while the hikes are not expected to pass the new congress, the experts say they could help lay

groundwork to help democrats in upcoming elections. >> they will say i know the middle class is still struggling. i'm the one with the democratic party who is going to try to correct this. the republicans are not going to correct it. >> reporter: the president has invited several special guests to sit in the presidential box during the address, among them american alan gross, who was detained in cuba five years. gross was released last month after president obama took executive action to restore diplomatic relations between the u.s. and cuba. afterwards the president heads to idaho and kansas to push his ideas. lauren. >> susan mcginnis in washington. you can watch cover annual of the state of the union address beginning tonight at 9:00 eastern, 8:00 central. a construction worker was killed when a highway overpass it was a being demolished collapsed in cincinnati. late last night, the overpasco lapsed onto the southbound side of interstate 75. it was a part of an off-ramp. the bridge fell on a

tractor-trailer, injuring the driver. the cause of the collapse is not known, but hundreds of tons of concrete fell onto the roadway. >> this will be amess. it's not or should or could, it will be. we anticipate at at least a 44-closure of i-75 south. >> the truck driver suffered only minor injuries. jury selection begins today in the trial of james holmes who is accused of opening fire at a colorado movie theater if 2012. holmes is charged in the attack that killed 12 people and wounded 70 others during a midnight showing of the "batman" movie. he was arrested in the theater parking lot wearing a mask and body armor. holmes pleaded not guilty by reason of insanity. if convicted, he could face the death penalty. pope francis is back at the vatican fol his week-long visit to asia as he was flying from the phillipines to rome monday. he made news with his response

to question about birth control and religious freedom. don champion has the details. good morning. >> reporter: good morning. in his first two years of the catholic church pope francis has been become known for his off the cuff pope. later this year we learned he will visit washington, d.c., new york and sfid. he is expected to visit the white house, address congress speak at the u.n. and hold what is described as a ramally for families in philadelphia. when asked about birth control. he defended the ban on artificial contraception. he urged parents to practice responsible parenting and regulate the number of children they have as church teaching allows. francis saying quote, some think that in order to be good catholics, we have to be like rabbits, but. and the pope clarified his remarks concerning the attack on the french newspaper "charlie hebdo". the pope said he was not justifying violence when he said if a friend cursed his mother he could expect a punch.

francis says violence contradicts church teachings. the pope says if practice people must be prudent. this is not enough to needlessly provoke others unless they want a harsh response. lauren. >> don champion here in new york. thanks. the eastern half of the country is in for a new round of winter weather. snow will spread into the great lakes in mississippi valley tuesday. the system is expected to move into the ohio valley mid-atlantic and northeast on wednesday. heart stopping video from i-95 in new jersey on sunday. he was stopped behind a tractor-trailer that had spun out on the icy roadway. then he turns to see another 18-wheeler barreling towards him. the rick's driver barely steers clear, smashing over the center divider before jackknifeing and coming to a stop. hours after helping the patriots wrap up the afc championship this wilfork performed heroics off the field.

the defensive tackle pulled a woman from a flipped vehicle on his way home from sunday's game. >> we were just trying to stay poised in certain situations. and i'm pretty sure she was kind of scared. so the last thing i wanted to do is have her panic and that's the first time i told her, i said "don't panic, i'm get you out of here." >> the driver stuck inside mary ellen brooks was a patriots fan home from the game. brooks was charged with drunk driving. it appears not all members was up to good deeds on sunday. the team is under investigation by the nfl for what is being called deflate-gate in their playoff victory. first, dangerous rides. bikers take over the streets of miami. this is the "cbs morning news." miami. this is the cbs""cbs morning news." ." ra giving me new perspective.

dirt bikes are flooding south florida to celebrate the dr. martin luther king, jr. holiday. the tricks and high speed wheelies are a part of the annual event that attracts bikers from all across the opportunity. >> we going to one-hand. we going to step on our seats. run every light there is to run. >> reporter: but that's creating enthusiastic headaches for drivers is there they need to cut it out, man. >> reporter: it caused a phone line at police dispatch to ring with complaining motorists. our cameras were rolling as some bikers drove down the wrong side of the street, crossed on to medians and popped up on to one wheel while speeding down the interstate, all evading the cops. >> they just celebrating. we don't mean no harm don't mean to cause no pressure. we just out here celebrating martin luther king, jr. birthday. >> reporter: a celebration that could be putting people's lives at risk. >> it's not safe. >> reporter: it's illegal to ride atvs and dirt bikes on city

>> reporter: good morning, a gloomy report this morning from the international monetary fund. it lowered its global economic forecast for this year and next but the imf raised the projected growth for the u.s. economy. the u.s. is the only major economy since seeing upward revisions. wall street is rebounding after a tough week. the dow lost 230 points last week t. s&p finished 25 points lower and the nasdaq lost 70 points. the world's economic forum is under way in davos, switzerland. it was the gathering of the world's financial and political elites at the swiss resort. 2500 participants are expected. they discuss the pressing issues facing the world, including the economy, environment, health and politics. at da haves, oxfam issued a report on global wealth. the bottom line the rich are getting richer. according to oxfam, the richest 1% of the world's population will own more than half of the world's wealth by 2016.

last year the share of global wealth among the world's richest people rose to 48%, up from 44% in 2009. the online retail giant amazon is going hollywood. amazon studios will begin producing and acquiring original movies for release in theaters and video streaming. amazon wants to produce 12 movies a year to release. it already has developed a slate of tv series. lauren a family in britain got a no-show bill because their 5-year-old son didn't attend another child's birthday party. the bill for $24 was put in alex far's toolbag. his father derek nash said they had originally accepted the invitation realized they had conflicting plans and didn't know how to reach the ought family t. birthday boy's mother says the concontact details were on the invitation. far has no plans to play. he is told he is being taken to

be careful. >> go slow. >> take your time. yes. good morning. there you go. it's tuesday, january 20th. i'm michelle griego. i think your hands wouldn't work. >> hi everyone, i'm frank mallicoat. it's tuesday, it's 4 against 30. so foggy this morning coming over the bay bridge when you get into the tunnel at treasure island it's foggy in the tunnel. >> you couldn't even see the approach to the tunnel right? i called the national weather service this morning. it's very difficult for them to see the fog underneath the high level clouds. i gave them a call and said you might want to start thinking about the dense fog advisory. the current air temperatures in the 40s and 50s. later today, with the bright sunshine, just a couple degrees warmer than yesterday. we'll talk about that full seven day forecast straight ahead. yeah no surprise. chp issued their own dense fog advisories for just about every bridge in the bay area and it's difficult to see which one we're looking at. this time we're looking at the san mateo bridge. where despite the fog not too many accidents out the door. so you know be extra careful driving on the
