captioning funded by cbs this is the "cbs morning this is the "cbs morning news" for thursday, january 22nd, 2015. good morning. good to be with you. i'm anne-marie green. well, this morning a winter storm system is triggering heavy snow in the southwest, southern rockies, and the plans. up to 8 inches is expected in some areas as the system heads east. winter weather advisories and warnings are posted in new mexico, texas, oklahoma, and colorado. rain and thunderstorms are expected over parts of the gulf coast. it started snowing in the denver area yesterday. the snow is expected to have cleared out by this morning, but temperatures will drop to near 10 degrees make for slick roads and treacherous travel. eric fisher of our boston affiliate wbz is tracking the storm.

>> wintry weather in our southern plain this morning. picking up some significant snowfall here. it's been falling during the overnight, continuing as it tracks its way east, even snow potential in and around dallas especially the northwest side of the city and that could slow down the commute. that could slow down the commute. but many of these spots saying 3 to 6 inches of snow. the storm is the one to watch in the next few days. heavy rain around houston moving toward the gulf coast. friday across the southern states including birmingham atlanta, and charleston and then the storm is going to start to climb up the east coast. rain totals could see a couple inches in a few spots especially in around houston, austin, hill country, and san antonio, and then a strip of rain from jackson along the i-20 corridor. then as it starts to work its way up the east coast, a rapid deepening of the storm system. this could bring quite a few things into play late friday night into saturday. a lot of things to watch. i think this one close to the coast is likely. that brings snow potential to places like d.c. philly, new

york, and boston cities that have not been seen yet. i'm eric fisher, cbs news. snow fell in new jersey late yesterday. a weather winter advisory for coastal new jersey is in effect for this morning. no heavy accumulations are expected though. and this morning fire officials in new jersey are trying to figure out what caused a massive fire in an apartment complex. the four-story building is located in edgewater across from new york city. huge flames and smoke shot into the sky. this morning the fire is contained, but about 400 residents were forced to evacuate. only minor injuries are reported. but the size of the fire is shocking even to veteran firefighters. >> this is probably the biggest one i've ever seen. >> there are more than 400 apartments in the complex. a local state of emergency has been declared edd and schools in edge edgewate will be closed today.

14 years ago another fire destroyed a condominium that was under construction. two bodies have been recovered from the remains of a maryland mansion that burned monday. four people are still missing. the fire left the 16,000-square-foot-home in ruins. it's still unclear what caused the fire, but there are no immediate signs of foul play. well the justice department completed its investigation into the shooting death of michael brown. the government was deciding whether officer darren wilson who shot michael brown violated his civil rights. susan mcginnis is in washington. good morning, susan. >> good morning, anne-marie. there's no official announcement yet, but law enforcement sources tell cbs news there's no evidence that's been found that officer wilson violated any civil rights laws that he broke any of those laws. now, this would effectively close the michael brown case, but another investigation is still open. law enforcement sources tell cbs

news the fbi completed its investigation into the shooting death of michael brown by police officer darren wilson. wilson shot and killed the unarmed teen during an altercation last august. a missouri grand jury refused to indict him. after completing interviews with more than 200 people and review reviewing surveillance tapes and cellphone videos, the fbi finds wilson did not violate brown's civil rights. there were accusations that the officer had used violent unnecessary use of force. >> certainly we can understand the father who fears his son can't walk home without duress. >> prosecutors are trying to determine if the largely white ferguson force has demonstrated a history of racial profiling and discrimination. in his state of the state address, missouri governor jay nixon spoke of the need for

reform. >> we must recruit, train, and certify professional law enforcement that reflects the diversity of the community it serves. >> authorities again released video of more than 100 people wanted for looting at a local market during the height of the violence. now, nothing so far from michael brown's family about this, and benjamin crump, the family's attorney, says he's not commenting until the justice department makes its official announcement. anne-marie? >> susan mcginnis in washington. thank you, susan. two police officers are being investigating during the death of a man during a traffic stop. like the ferguson shooting the incident is raising questions and anger in the community. michelle miller reports. >> reporter: it was 9:20 p.m. on december 30th when two officers from the bridgeton police department pulled over a car with two men inside. >> the reason i'm pulling you over is you went through that stop sign right there.

i'm going to shoot you, he continues to move. >> was this a justified shooting? >> in my mind, yes. >> reporter: the bridgeton police department says it stands behind the officers. both men are on paid leave, and the county prosecutor is investigating, but the dead man's attorney wants the state attorney general to take over the case. michelle miller, cbs news, new york. the home of the gunman responsible for the sandy hook elementary school massacre will be torn down. he shared the home with his mother before the shootings. the two-acre property will be kept as open space. demolition will likely take place in the spring. house speaker john boehner is asking israel's prime minister benjamin netanyahu to make the case to congress for new sanctions against iran. he made the invitation without consulting president obama, a move the white house calls a

firefighters in new york released a construction worker pinned in a hole thursday. he was digging a trench when the ground buried him in rock and soil. he's hospitalized in stable condition. on the "cbs moneywatch," raising the curtain on windows 10 and remembering the man who ran the tootsie roll empire. jill wagner is at the new york stock exchange with that and more. good morning, jill. >> good morning, anne-marie. microsoft unveiled the next generation of its windows operating system, windows 10. it includes a headset that lets users see hollow grams or 3-d in space. without a computer screen. holograms project lenses it appears to float in front of the user. microsoft hopes the latest version will gain wide gait acceptance, something windows 8 didn't do. >> we want to move from meeting

windows to choosing windows to loving windows. >> windows 10 also comes with a new web browser. the upgrade won't be available until later this year. asian stocks were mostly higher ahead of a domestic corporate earning ace nounsment. tokyo's nikkei gained half a percent. hang seng gained more than half a percent. markets are looking at the european central bank today. the ecb is expected to announce a bond buying program similar to the one instituted by the federal reserve to bolster the sluggish european economy. stocks ended yesterday broadly higher. the dow gained 39 points. the s&p rose 9. and the nasdaq finished 12 points higher. american express says it's cutting more than 4,000 jobs this year. that's about 6% of the american express work force. the cuts include workers in the u.s. and overseas. amex quarterly earnings beat expectations, but the company says it faces competitive and

bill belichick meets with the media today for the first time since new allegations of cheating emerged. the nfl is investigating whether his team deliberately took air out of the footballs in sunday's afc championship game victory. the controversy has put a cloud over the patriots' latest on-field achievement, making it to the sixth super bowl in 14 years. the nfl says the investigation into whether the patriots legally doctored footballs will take morea few more days. the allegations picked up steam late tuesday night when espn reported 11 of the 12 balls used by the patriots were lighter than league rules allow. the nfl mandates game balls have between 12 1/2 and 13 1/2 pounds per square inch. the patriots' footballs were reportedly two pounds low, making them easier to grasp. >> you want to make the pass as

a woman in suburban new york says she is stunned and confused after her husband demolished the home they shared. diane andryshak was away monday when her husband james ryane bulldozed the modest ranch. she says he did not have permission to knock down the house, which was in her name. >> we weren't fighting. we weren't arguing. i don't know what happened. i don't know anything. >> andryshak said she lost everything she owned was in the house. rheim faces charges of criminal mischief. two new breeds will be competing in the prestigious westminster dog show this year. the wirehaired vizsla and the coton de tulear will be will make they're debut at westminster in february.

in havana, u.s. and cuban officials will meet for talks on restoring diplomatic relations. the negotiations involve the highest level u.s. delegation in decades. today's meetings are expected to expand on wednesday's talks which focused on cuban migration. meanwhile homeland security says additional coast guard cutters have been deployed to the florida straits to halt cuban migrants from reaching united states by boat. in cuba more than ever they're wanting to come to america. manuel bojorquez reports from havana. >> reporter: inside their tiny living room, nancy and alexi showed us their big secret.

the boat they are building to flee cuba. how long have you been working on this? two months. nancy told us work is slow. parts are bought on the black market and some of the wood comes from a coffin maker. when it's complete, nancy, her husband, and her four children will attempt to cross more than 90 miles to the u.s. and a new future. nancy says her family has been marked ever since she joined a dissident group in 2008. what do we do, she says? how do i support my children? my daughter can't work, my son can't work either because this country doesn't have jobs for them. like many others, they are also driven by fear that the favored status for cuban refugees that lets anyone stay who reaches u.s. shores may disappear as the two nations re-establish relations. more than 370,000 cubans have left for the u.s. over the past decade. last month the u.s. coast guard captured or turned away 481
