i'm alison harmelin in for anne-marie green. the groundhog was alive back on february 2nd. for millions of people from the great lakes to the southeast winter has got p worse again. snow fell on cities not used to winter weather like charlotte, memphis, and louisville and right behind the bitter storm comes bitter blasts that's sure to keep snowfall around longer than usual. this was a close call on icy roads in virginia. it's blamed for eight traffic deaths in six southern states. black ice a major concern. >> there's still ice on these streets. i wouldn't advice anyone to go out. but if you've got to stay safe. >> this highway turned into a frozen crash course. it wasn't just driving that was treacherous. chunks of ice fell from this skyscraper in charlotte. a dicey situation turned out

oklahoma in louisville. a couple needed rescuing when they tried to save their dog which wandered out on an icy pond. a neighbor and a kayak took care of the rest. >> i went over the dog, she pull her paws up her. she had long fehr. i got her nose up on the boat. >> they ventured onto a frozen waterway when a girl gotfell through the ice. two boys were found safe after their snowmobile got stuck. we kicked down the sign and started a fire with the gas. >> they say it could be a month before service returns to normal. >> i've been persistently either late or leaving at 6:30 in the morning and still standing

around. >> i hope my job isn't in jeopardy. >> right on the heels of all that snow are dangerously cold temperatures. eric fisher meteorologist of our boston station wbz is tracking the deep freeze that's setting in. >> the cold a big story over the next couple of days. bitterly cold start to the day. feels like temperatures are 25 to 35 degrees below zero. these are the temps out in the morning when you factor in the wind and actual temperature by midday. 36 below in international falls. below with windchill in chicago, cincinnati,'ve nashville. the cold is on its way to the deeper south. we'll see record lows set over the course of the next couple of days. thursday morning is the coldest one. look at lexington, well below 10 degrees below zero. 11 below in cleveland. subzero temps across tennessee. teens in atlanta and the 20s in north florida. in terms of high temperatures,

next few days awful cold. barely above zero. same story in chicago. st. louis holding in the teens. fresh snow on the ground. and moving over toward the southeast and into the northeast, new york city teens on friday. your coldest day. 20s in lan for thursday and there are some skills closed down. i'm meteorologist eric fisher for cbs news, stay warm. president obama's immigration act was supposed to kick in today. it won't. it was blocked by a federal judge. the administration says he'll appeal but for now the administration will comply with the ruling. susan mcginnis is in washington. susan, good morning. >> allison, good morning. this is not surprising. the president has long clashed with those opposed to both his immigration policy and his use of executive power. now, this ruling may not derail the president's plan but for now it puts the future of millions of immigrants in limbo.

it would have been today that the department of homeland security would have began accepting applications for legal status frommion undocumented illegal immigrants. >> i disagree with the justice's ruling and will appeal. >> reporter: but the judge blocked president obama's executive action on immigration. judge hainan's ruining gives 26 states time to sue the administration to stop the president's action. in his ruling the judge said the president had judge weigh in and say yeah you were right. >> he'll say the law and history are on his side. >> i'm confident that it is well within my authority and theat their

discretion. >> these immigrants were disappointed with the ruling. >> we're americans like everyone else. we pay our taxes. we're not here to cheat the system. >> in dallas they parade. in tucson they held a rally. the obama administration said it will abide by the ruling during the appeal process. and while the appeal process goes forward, the president is urging lawmakers here to pass

more than 100 residents were evacuated after losing their drinking water and electricity. there were no serious injuries. this morning

police in las vegas continue to search for the gunman who shot and killed a mother of four in a road rage incident. they also have a new account of how it played out. vanessa murphy of our las vegas affiliate klas reports. >> my mom was protecting me this night, you know. she was doing what every mother would do, protect her babies. >> reporter: crystal myer's mother tammy was teaching crystal how to drive on february 12th when things took for the worse. she was driving home blocks from the family's house a driver sped up from behind, cut them off. crystal reached over and honked the horn. the other driver got out of his car to yell. tammy drove home but didn't give up. >> unfortunately i can't ask tammy what was in her midnight at the time of her actions. >> reporter: the lieutenant said tammy told crystal to get her
