i'm alison harmelin in for anne-marie green. the groundhog was alive back on february 2nd. for millions of people from the great lakes to the southeast winter has got p worse again. snow fell on cities not used to winter weather like charlotte, memphis, and louisville and right behind the bitter storm comes bitter blasts that's sure to keep snowfall around longer than usual. this was a close call on icy roads in virginia. it's blamed for eight traffic deaths in six southern states. black ice a major concern. >> there's still ice on these streets. i wouldn't advice anyone to go out. but if you've got to stay safe. >> this highway turned into a frozen crash course. it wasn't just driving that was treacherous. chunks of ice fell from this skyscraper in charlotte. a dicey situation turned out

oklahoma in louisville. a couple needed rescuing when they tried to save their dog which wandered out on an icy pond. a neighbor and a kayak took care of the rest. >> i went over the dog, she pull her paws up her. she had long fehr. i got her nose up on the boat. >> they ventured onto a frozen waterway when a girl gotfell through the ice. two boys were found safe after their snowmobile got stuck. we kicked down the sign and started a fire with the gas. >> they say it could be a month before service returns to normal. >> i've been persistently either late or leaving at 6:30 in the morning and still standing

around. >> i hope my job isn't in jeopardy. >> right on the heels of all that snow are dangerously cold temperatures. eric fisher meteorologist of our boston station wbz is tracking the deep freeze that's setting in. >> the cold a big story over the next couple of days. bitterly cold start to the day. feels like temperatures are 25 to 35 degrees below zero. these are the temps out in the morning when you factor in the wind and actual temperature by midday. 36 below in international falls. below with windchill in chicago, cincinnati,'ve nashville. the cold is on its way to the deeper south. we'll see record lows set over the course of the next couple of days. thursday morning is the coldest one. look at lexington, well below 10 degrees below zero. 11 below in cleveland. subzero temps across tennessee. teens in atlanta and the 20s in north florida. in terms of high temperatures,

next few days awful cold. barely above zero. same story in chicago. st. louis holding in the teens. fresh snow on the ground. and moving over toward the southeast and into the northeast, new york city teens on friday. your coldest day. 20s in lan for thursday and there are some skills closed down. i'm meteorologist eric fisher for cbs news, stay warm. president obama's immigration act was supposed to kick in today. it won't. it was blocked by a federal judge. the administration says he'll appeal but for now the administration will comply with the ruling. susan mcginnis is in washington. susan, good morning. >> allison, good morning. this is not surprising. the president has long clashed with those opposed to both his immigration policy and his use of executive power. now, this ruling may not derail the president's plan but for now it puts the future of millions of immigrants in limbo.

it would have been today that the department of homeland security would have began accepting applications for legal status frommion undocumented illegal immigrants. >> i disagree with the justice's ruling and will appeal. >> reporter: but the judge blocked president obama's executive action on immigration. judge hainan's ruining gives 26 states time to sue the administration to stop the president's action. in his ruling the judge said the president had judge weigh in and say yeah you were right. >> he'll say the law and history are on his side. >> i'm confident that it is well within my authority and theat their

discretion. >> these immigrants were disappointed with the ruling. >> we're americans like everyone else. we pay our taxes. we're not here to cheat the system. >> in dallas they parade. in tucson they held a rally. the obama administration said it will abide by the ruling during the appeal process. and while the appeal process goes forward, the president is urging lawmakers here to pass

swarm. jill wagner is here in new york with that and more. good morning, jill. >> good morning, alison. swiss officers have opened a report. now comes a report by "60 minute tss" and a number of european media outlets that hsbc's swiss bank helps clients hide funds to avoid paying taxes. hsbc acknowledges its role and says it's changed up practices. the struggle to keep up with student loans is hindering americans from buying homes. overdue payments rose to 11.3% in the final quarter last year, according to the federal reserve in new york. that is the highest in the year. it used to be that 30-year-olds with student debt were more likely to have mortgages because of higher education levels, but now the fed says they're less likely. a report says talks between greece and its creditors. the dow gained 28 points. the s&p reached 3 points higher

reaching another record high and the nasdaq composite finished 5 points higher. a new survey finds americans are less satisfied with retailers after three years of gains. higher prices are part of the reason. nordstrom scored highest on the customer satisfaction index for 2014. amazon took the top spot for online retailers. at the bottom of the list walmart was worst rated. and a florida shopping mall has a new policy. all teenagers must be accompanied by an adult after 9:00 p.m. this is what triggered the policy change. about 100 teens rushed the movie theater after they were denied tickets to see "fifty shades of grey" last saturday. others rushed the food court outside the mall in yond. no one was injured and there wasn't any damage. straight ahead, road rage shooting. new details in the las vegas

police in las vegas continue to search for the gunman who shot and killed a mother of four in a road rage incident. they also have a new account of how it played out. vanessa murphy of our las vegas affiliate klas reports. >> my mom was protecting me this night, you know. she was doing what every mother would do, protect her babies. >> reporter: crystal myer's mother tammy was teaching crystal how to drive on february 12th when things took for the worse. she was driving home blocks from the family's house a driver sped up from behind, cut them off. crystal reached over and honked the horn. the other driver got out of his car to yell. tammy drove home but didn't give up. >> unfortunately i can't ask tammy what was in her midnight at the time of her actions. >> reporter: the lieutenant said tammy told crystal to get her

22-year-old brother. he was armed with a gun. they searched for him, followed him, returned home, the driver showed up and shot tammy. the son shot back. he took off. >> i did what i had to do to protect my family. everyone can think what they had to think. i did it for a reason. i would do it for anyone i love. >> tammy died two days later. at this vigil tuesday night -- >> tammy, tammy. >> reporter: the family gave their side of the story. >> she didn't go out on a hunt. she took her daughter home to safety. she got her son. she took the chaos away from her home like any mother would. >> reporter: metro police say there is a victim at the center of this road rage incident turned homicide >> it's our job and it's our obligation as a community and law enforcement organization to ensure that everyone is safe regardless of what our personal opinions are on certain person's actions. >> when people are panicked

madison square garden. >> my choice for the best in show is the beagle. >> reporter: at the 139th annual westminster dog show it was miss p, a beagle, that was named best in show. the winner bested more than 2,700 other dogs from 15 countries competing for the top prize. >> i am super ecstatic about the winner. it's a beagle. i own a beagle. i was in awe and i almost lost my voice from cheering so hard. >> reporter: behind the scenes it was a crowded frenzy of primping and posing. some stopped to powder their dog's nose while some tried to take a cat nap. >> we're so exhausted we want to make sure they're not exhausted. >> reporter: rocket a shih tzu co-owned by publisher patty hearst won best in the toy group.

for the first time in decades the international cloud atlas is expected to you. a rare new cloud formation was reported over iowa. mark phillips shows us the stargazers behind the historic discovery. >> reporter: clouds get a bad rap. >> they're generally considered a negative thing. when there's bad news in store, there's clouds on the horizon. >> reporter: but the founder of the cloud appreciation society and 37,000 member around the world have their heads in the clouds and they that's a good thing. >> they associate them with dreaming, they associate them with freedom, freedom of the imagination. >> reporter: imagine this one. >> wait a minute.
