>> what we're telling the public in general is you've got to be vigilant. captioning funded by cbs 2015 2015. good morning this is the "cbs morning news" for monday, february 23rd, 2015. good morning. i'm lauren lyster in for anne-marie green. this morning a wintry mix of snow, sleet, and freezing rain is spreading across the lower half of the country. there are winter weather advisories and warnings posted from new mexico to the gulf coast states. travel will be hazardous, and temperatures will be 20 to 35 degrees below average from the mississippi valley to the lower great lakes. more snow is expected today in arkansas where temperatures will be below freezing. meteorologist eric fisher of our boston station wbz says a brief respite from those bitterly cold temperatures is over. another major arctic blast just like we saw last week. temperatures 20 to 40 degrees below average. records are certainly going to fall. look at the windchill values well below zero on monday morning. by tuesday, 40 below zero in parts of new england.

>> ice will be a big part of this latest weather system. tennessee was hard hit over the weekend. at one point yesterday 44,000 people lost power. nine people there died of hypothermia. meanwhile it continues to rain today in parts of california. a flash flood warning is posted in parts of los angeles. heavy rain yesterday created traffic headaches. in the mountains the storm produced snow. the rain was falling in hollywood as stars of the screen gathered for the 87th academy awards. small moves took top honors on hollywood's big night and a film about a washed up actor's comeback bid was the biggest of them all. danielle nottingham has the highlights from hollywood. >> "birdman." >> reporter: "birdman" flew away with best picture. alejandro took away an award for beth director and best

with her tribute of the past and even wowed the film's star julie andrews. before the big show, the stars were out here on the red carpet which got a little soggy at times. rain showers were too heavy for the giant tent covering the red carpet, but that didn't dampen the spirits of fans who cheered for their great stars. nominee robert duvall made a prediction. >> i don't think i'm going to win. >> reporter: he turned out to be right, but for him and all the stars who came up a little short, there's always next year. danielle nottingham, cbs news, hollywood. 11 students at wesleyan university in connecticut are hospitalized after apparently overdosing on a drug commonly known as molly. two of the students are in critical condition. two are in serious condition. the students became ill on sunday. it's not clear if the students were together or where the drugs came from.

>> i hope this serves as an example in a way for other students to be more cautious and careful. it can happen to anyone. >> molly or mdma, a synthetic party drug can cause liver, kidney or cardiovascular failure. police are trying to trace the source of the drug. the head of homeland security wants the public to be vigilant. a somalian-based terrorist group is call for attacks on shopping malls in the u.s. minnesota's mall of measure was name as one target but u.s. officials say there's no credible evidence suggesting an imminent attack. susan mcginnis is in washington. good morning, susan. >> good morning, lauren. a joint intelligence video went out around the country following this terror attack threat by al shabaab, not calling on a threat

itself but calling on other individuals to carry out attacks here and elsewhere. fbi officials are working with mall owners nationwide boosting security after terror groups al shabaab released this video saturday calling on groups to attack shopping centers, specifically naming minnesota's mall of america. >> we now have a situation where groups like isil, al shabaab and aqap are calling on individuals to carry out attacks on their homelands. >> al shabaab is an al qaeda-linked group that claim responsible for the 2013 attack on the westgate mall in nairobi, kenya, that killed more than 60. u.s. authorities say there is no credible evidence that a u.s. mall is imminent. still shoppers at the mall of america are on alert. >> yeah i'm scared because i have kids. i have two little ones. >> the video comes days before funding for the department of homeland security is set to expire. homeland security director jeh johnson says that could furlough

the workers he needs in the fight against terror. >> it's bizarre and absurd that we're even having this discussion in challenging times. >> reporter: they say al shabaab is trying to compete with tar rohr groups like isis for new recruits. in addition to heightened security officials are urging shoppers at mall of america and malls everywhere to be extra vigilant. now, minnesota is known to have a large somali population. authorities say dozens of somali men have traveled to somalia in recent years to fight alongside al shabaab. lauren? >> susan mcginnis in washington. thank you, susan. in ukraine, four are in custody following a deadly explosion. a bomb attack attacked marchers in the country's second largest city. the blast killed two people and injured dozens, marking the anniversary of the ouster of viktor yanukovych. it came amid new hopes for peace.

rescuers from a local marine sanctuary followed in an inflatable boat, coming as close as ten feet from the whale. the crew began cutting with a pole equipped with a knife finally sawing the lines from its tale. on the "cbs moneywatch" gas prices take a hit as an oil refinery strike expands, and digging deeper to visit disney. jill wagner is at the new york stock exchange with that and more. good morning, jill. >> good morning, lauren. members of the united steelworkers walked off the job saturday at the largest u.s. refinery in port arthur, texas. workers at three other plants followed. the strike began february 1st and now affects one-fifth of the u.s. production. the union said it started the strike because the bargaining is not happening in good faith.

the refinery dispute is starting to impact the price of gas. the average price of a gallon of regular jumped 13 cents in the past two weeks to $2.33. it's gone up 26 cents a gallon in just the last month. this week president obama is expected to veto a republican attempt to force the construction of the keystone xl oil pipeline. congress passed the bill february 11th. environmentalists have been protesting the pipeline for years. the white house says the president will veto it because it shifts the authority of the pipeline from the white house to congress. on wall street both the dow and s&p finished the week at record highs thanks in part to deals between greece and its creditors. the dow gained 154 points on friday, the s&p finished 12 points higher. the nasdaq gained 31 points . a just released poll finds most americans support president obama's proposal to raise taxes on rich americans. the "associated press" gfk poll found 6 p% of those say wealthy
