oh, i shot him, i'm sorry. the elderly oklahoma deputy who fatally shot an unarmed suspect is charged with manslaughter. this morning, new questions about his role at the tulsa sheriff's department. and alaska airlines jet makes an emergency landing when passengers hear banging coming from a cargo hold. it turns out to be an airport worker trapped inside. >> that's him, i think they're standing in the middle. on the trail, hillary clinton makes her first campaign appearance today, while another republican joins the race for the white house. >> we must change the decisions we are making by changing the people who are making them. and a real life tale of the tortoise and the hare.

a college runner celebrates the end of his race a little too soon. this is the "cbs morning news" for tuesday, april 14th, 2015. captioning funded by cbs good morning, good to be with you. i'm anne-marie green. the reserve deputy sheriff in oklahoma who fatally shot an unarmed suspect turns himself into authorities today. and this morning, his relationship to the tulsa sheriff's department is under scrutiny. robert bates has been charged we second degree manslaughter in the death of eric harris. the 73-year-old was a tulsa police officer from 1964 to 1965, and he's been a reserve deputy since 2008, bates donated to the sheriff's re-election campaign and has given five vehicles and other equipment to the sheriff's department. sheriff's family said that bates is a long time friend but tells

the world that bates did not receive special treatment because of his donations. danielle nottingham has more. >> reporter: the last moment of eric harris' life were captured on police video. tulsa county sheriff's deputies say he was the target of a sting operation and was trying to sell a gun to undercover agents. >> it's a luger. >> a luger? german luger. >> reporter: an office wearing camera equipped glasses joined the chase and tackled harris. also nearby 73-year-old reserve deputy bob bates. bates is heard warning that he's going to use a taser. but instead of a crackle of a taser, a gunshot is heard. bates apologizes. >> shot him, i'm sorry. >> reporter: a dying harris complains he's losing his breath and hears this in response. >> -- your breath. >> reporter: the district attorney decided to charge bates

with manslaughter. >> there's no way an officer can get this confused for this. >> mr. bates is a former tulsa police officer. he's highly trained. hundreds of hours of training. he's probably one of the more trained reserve officers in the entire fleet. >> reporter: bates' attorney was asked about his client's donations to the sheriff's department. >> the fact that he's been benevolent towards the sheriff's department or any citizen has given to the city. and we have a lot of great citizens of tulsa that have given to the city or the police department. that's not to be criticized or belittled. >> reporter: harris' brother said police offered to quote, make things right before he called a lawyer. >> if i wouldn't have hired counsel, if the group wouldn't have come out, we wouldn't be here now getting justice for my brother. >> reporter: andre harris said he does not believe the shooting is racially motivated but is sad that one of the last words his brother heard was an expletive. danielle nottingham, cbs news.

>> well, the use of reserve officers like robert bates to free up regular officers for high priority duties is not unusual. bates is one of 4,000 active reserve officers in oklahoma. they are permitted to carry firearms but receive far less training. there's no age requirement but they must pass annual tests which bates did. the former south carolina police officer charged with murder in the shooting death of a fleeing suspect can be heard on dash cam video saying that he doesn't understand why the man ran away. michael slager shot walter scott to death during a traffic stop. slager's supervisor can be heard telling him to gather his thoughts. >> kind of jot down your thought, what happened. your adrenaline is pumping. >> cell phone video shows slager who is white shooting scott who

is black eight times in the back after he fled. an alaska airlines passengers reported hearing sounds coming from the cargo hold. inside was an airline ramp employee who became trapped before the plane took off. jasmine viel of our station reports. >> that the him i think standing in the middle. >> reporter: a sleepy ramp agent was escorted out of the front cargo hold for this alaska airlines light 448 monday after it made an emergency landing 14 minutes after takeoff. this employee who started his shift at 5:00 a.m. told authorities he had fallen asleep. le passengers say the plane's takeoff at 2:39 p.m. must have woken him up. >> all of a sudden, we hear banging underneath our feet. >> reporter: jamie davis was sitting in first class literally above the commotion. >> two of us thought somebody was stuck in the wheel because that's kind of the sound of it. we started hearing voices,

pounding, significantly louder. >> reporter: you can hear the faint banging from passenger troy gee in row 7. gee said two passengers jumped up and took control. one trying to calm down the frantic ramp worker as they alerted the pilot. >> just kept banging. kept banging. at some point, the marshal made himself known. he yelled really loud saying, we're getting ready to land, hold on to something. >> reporter: alaska airlines said the ramp work's shift was over and his four-man team thought he had gone home when he didn't answer his cell phone. and the cargo hold is pressurized and temperature controlled posing little risk. still the worker was taken to the hospital. davis said some changes should be made to make sure this doesn't happen again but he's understanding. >> they work long hours and late nights. >> that was kcbs' jasmine viel

reporting. the worker passed the drug tests after his rescue and the federal aviation administration is investigating. now, hillary clinton holding the first campaign event of her second run for the white house this morning in iowa. she traveled about 1,000 miles in new york in a small van making a few stops along the way. this morning, the list of potential republican challengers has grown. susan mcginnis is in washington, susan, good morning. >> good morning, anne-marie. there are now three republicans running for president in 2016. one democrat, hillary clinton, is sharing the spotlight at least for right now with florida senator marco rubio who is hoping to be seen as a young fresh face of the gop. hillary clinton is ready to take on iowa after her 1,000-mile road trip. yesterday afternoon, she stopped for lunch at a chipotle restaurant near toledo. >> i'm running for president. >> reporter: today, she holds her first campaign event since announcing her run for

president. in contrast to her campaign eight years ago, this time, she's going small. today's event is at a community college in the town of monticello. population, 3,800. clinton hopes a more intimate approach will resonate with voters. >> i already know she's very qualified and an intelligent person but i just wanted to meet her. >> reporter: so far, clinton is the first democrat to join the race. last night, the republican field got another contender when florida's junior senator marco rubio became the third republican to announce his candidacy. the 43-year-old son of cuban immigrants is billing himself as a fresh face. ready to lead a new generation of americans forward. >> just yesterday, a leader from yesterday, began a campaign for president by promising to take us back to yesterday.

>> reporter: republican senators rand paul of kentucky and ted cruz of texas are already in the race. now, jeb bush and marco rubio call each other friends. jeb bush is supposed to be the fund-raising powerhouse of the gop field which could end up with as many as 12 contenders. anne-marie. >> susan mcginnis in washington. thank you, susan. well, this morning a drenching rain is moving across the southeast. folks from texas to the carolinas could see a foot of rain before the end of the week. flood watches and warnings are posted in parts of texas, louisiana, georgia, the carolinas, kentucky and west virginia. in west texas, heavy rain flooded roads and stranded cars. parts of several state roads were closed but there were no injuries reported. coming up on the "morning news" now, falling from the sky, bricks rain down on a street in cleveland. this is the "cbs morning news." it was so loud, it was just like boom! >> in cleveland, a witness described bricks falling from the top of an old bank building to the street below on monday. the bricks crushed a minivan parked on the street. a man nearby narrowly escaped. witnesses say there was a strong gust of wind just before the bricks fell. the building was not occupied and there were no injuries. streets were closed off, though, because of the risk of more falling bricks. four former blackwater security guards sentenced to a 2007 shooting in baghdad that kill killed two iraqi sillians say they'll appeal. nick slatten was given a sentence of first degree murder. three other men were sentenced and behind bars. three our men opened fire in the heart of baghdad. defense lawyers say the men were shooting in self-defense. family members say the men are scapegoats.

>> at any other point in history these men would be held up as heroes, but instead, they're being imprisoned for what amounts to life sentences for defending themselves and their team mates in the most dangerous place on earth. >> 17 iraqis were wounded in the fire fight. hundreds of passengers and crew on two cruise ships are being treated for gastrointestinal symptoms. more than 100 people were sickened by a norovirus aboard the celebrity infinity which sailed into san diego yesterday. and the royal caribbean ship legend of the seas arrived today in san diego with 116 passenger, and crew who became sick from unknown causes. a well-known mountain lion is found living under a house in los angeles. the animal was spotted in a crawl space beneath the large house monday and is still there. a state wildlife crew tried to get the mountain lion to leave but failed. for now, they're waiting to see if it leaves on its own.

today is the 150th anniversary of the fatal shooting of president abraham lincoln. on the night of april 14th, 1865, lincoln was shot at ford theater by actor john wilkes booth. it came only five days after the south surrendered to end the civil war. lincoln died early the next day. his death shocked the nation and lincoln was unable to finish what he had planned to do to rebuild the south and reunite the country. on the "cbs moneywatch" now, the rush to preorder apple's smart watch and a creative craigslist ad to sell a car. jill wagner is at the new york stock exchange with that and more. good morning, jill. >> good morning, ar. it's estimated 1 million people

in texas, a crane collapsed at the dallas museum of art. it just barely missed a piece of outdoor art. surveillance video shows the crane falling on to the building earlier this month, sending workers running as the crane tipped over. there were no injuries. lauren hill the college basketball player who died from a brain tumor was remembered at a memorial service in cincinnati. hill died friday after battling cancer for a year. the vigil was held in the same arena where she scored her only points for the mt. st. joseph basketball team five months ago. one of hill's teammates recalled her courage and praised her for

the inspiration. a recent study finds new treatment for epilepsy is showing great promise. it uses a marijuana extract. dr. jon lapook reports. >> you're going to school. >> reporter: from age 1, hank kovac suffered from severe epilepsy that could not be controlled with medicine. his mother megan says in one day he could have 25 seizures. >> i thought he was playing in the other room. he was not playing in the other room, he was convulsing, turning blue, and that's when i thought i lost him. >> such a good boy getting him all hooked up. >> reporter: last summer, she eagerly enrolled her son in a small trial to see if medical marijuana could help. twice a day hank receives a marijuana liquid extract. called epidiolex. the medicine does not contain thc, the ingredient that can cuse euphoria and paranoia. megan said the change has been dramatic. >> we instantly saw results. he was smiling again. we noticed a decrease in
