this is the "cbs morning news" for wednesday, april 15letth 2015. good morning. good to be with you. i'm anne-marie green. we begin this morning with another case raising questions about the use of excessive force by police. this case involves police in a tucson, arizona, suburb. an officer there used his police car to ram an armed suspect on february 19th. our reporter has the story and the dramatic dash cam video. >> reporter: if a picture's worth a thousand words there's no word what came to his mind the first time he saw this video. >> it's one of those things where the first time i saw the video i went whoa holy crap were the first words out of my mouth. >> a man stole a rifle and ammunition out of walmart. he did not listen to the

commands of police. >> you don't want to do this. you don't warrant do this. >> reporter: what's worse they tried to talk the suspect down. a man pulls up and says he poses no threat because it's locked. >> it's locked. he can't get the lock off. >> seconds later we learned that's not true. >> okay never mind. >> all right. one round just went out. >> as the suspect then swings the gun directly toward the patrol car. good news is businesses are locked down thanks to officers and 911 personnel. >> we're looking at a potential hostage situation and potentially something even worse. >> but that never happened thanks to the actions of officer michael ropico a first-year cop with nearly ten years before that both with tucson police and nypd. >> that's not an easy decision right there. that's a tough tough, tough

decision. but he made it. and this guy walks away out of the hospital two the video throughout the day. i haven't watched with a single person who wasn't disturbed by that particular force. >> the suspect faces felony charges. the officer was cleared of any wrongdoing and has returned to full former deputy sheriff is free on bail. he's to appear in court. bates says he confused his taser with his handgun fatally shooting eric harris earlier this month. harris was on the ground being retaped by purchasing one, the idea to pay to play. obviously mr. bates has this

desire to be out in the field. he's got great financial wealth. he gets to do what he wants to do apparently. >> reporter: bates' layer says his client is not guilty. the sheriff's office says bates who is a full-time insurance salesman was well trained and authorized to participate in police activities. across the country there were demonstrations against police brutality in new york city. people were taken into custody and in los angeles a group of people blocked train tracks. >> this morning secretary of state john kerry says he's confident the united states can negotiate a file dealfinal nuclear deal with iran. the senate committee passed it yesterday after the white house said the president would sign it. it's an

opening statements begin april 27th. and this is the second anniversary of the boston marathon bombing. a moment of silence and other small remembrances are planned. three people died in the attack and another 360 were injured. he's convicted of 30 counts and could face the death penalty. hillary clinton has another round of events planned in iowa today. she's laying out her policy agenda as her presidential plan gets rolling. >> hillary clinton is laying out the basic tenets of her campaign while she's in iowa. this is the state she came in third place. she said she's the only democrat who's running. three republicans are on the trail as well. it's only a matter of time before they have company. hillary clinton ended her first

here on wall street stocks closed mostly higher led by gains in energy companies but following some mixed earning reports, the dow gained 59 points, the s&p finished the day three points higher. the nasdaq lost nearly 11. european regulators are expected to file anti-trust charges against google as early as today. critics charge google hurts its competitors by favoring its own. it began nearly five years ago. europe's anti-negotiators. if a case is filed google could be fined about $6 billion. a consumer advisory group is looking into the relationship between cramped airline seats and passenger health. last summer, passengers squeezed into the least amount of personal space in airline history as airlines reduce leg room and planes become more crowded. the panel is set up by the department of transportation.

it is considering the impact of shrinking passenger space on air rage and emergency evacuations. >> a former lottery security executive has been charged with fraud for allegedly hacking into computers that picked a winning iowa ticket. eddie tipton was arrested in january. he denies the charges. prosecutors say he's seen on surveillance video allegedly buying the $14 million winning ticket. lottery officials are forbidden from buying tickets. that winning ticket, though, was never cashed. he could get five years in prison and a $7,500 fine. and if you're a fan of the video game guitar hero, get ready. the popular video game is being resurrected. guitar hero live will be released this fall. it introduces a redesigned guitar, live action actors and

♪ when a man loves a woman ♪ this morning fans are remembering soulful singer percy sledge who died tuesday in louisiana. his 1966 recording of "when a man loves a woman" topped the charts and became a classic. sledge worked picking cotton and as a hospital orderly before his rise to fame. in 2005 he was inducted into the rock and roll hall of fame. percy sledge was 74. in bay county florida, the tourism council voted yesterday to spend more money on spring break's security after a month of violence in panama city beach. as mark strassmann reports, some there are wondering if it's time to shut down the parties for good.

>> reporter: when spring break partiers show up, panama city beach grows 2000% from 12,000 full-time residents to 250,000 mostly college kids. it's a big local payday. march alone pumps $9 million into the local economy. sparky sparkman hosts the spinnaker, a beachside club. >> you've got the crawl coming out of the doldrums of winter. so therein lie as big part of the problem with spring break. >> reporter: so many problems the sheriff has to set up a spring break jail, a mobile booking center. last month there were almost 1,100 arrests triple the previous year's total, mainly for drinking and drugs. but armed and dangerous suspects jumped. sexual assaults almost doubled

from six to level eleven. a gunman shot 11 people at a house party a few weeks ago and this video shows an apparent gang rape of a passed out 19-year-old woman. two men were later arrested. bay county sheriff frank mckeithen. >> what's so disgusting and repulsive and sickening about this is this is happening in broad daylight within ten feet of where this happened. there's hundreds, hundreds of people standing there. >> reporter: resident wes pittman wants the party controlled. your view the balance is completely out of whack? >> we're in chaos at the moment. this spring break the way it has evolved over the last several years has become a blight on the entire community. >> reporter: the city has tried cracking down. more i.d. checks. bars had to close at 2:00 a.m. drinking on the beach was banned temporarily. mayor gayle oberst. >> whatever it takes to get spring break under control, then we're going to do that. >> even if it means pushing it down the road. >> no matter what it takes.
