cbs this is the "cbs morning news" for tuesday, may 19th. good morning, good to be with you, i'm anne-marie green. this morning, police in waco, texas, are on alert for members of motorcycle gangs headed their way to retaliate in the wake of sunday's deadly shoot-out. nine gang members were killed and 18 wounded. about 170 members of five separate gangs are under arrest charged with engaging in organized crime. so many that authorities temporarily opened a convention center to process them. the biker suspects were driven to the court by the bus loads. each is being held on $1 million bail. it's unclear how many will face murder charges. heavily armed officers remain outside the restaurant where the trouble began. dozens of motorcycles left at the scene were carted away. authorities expect to finish collecting evidence there today.

police say the shooting began after a restroom fight broke out. the shooting moved to the parking lot and that's where police responded. police acknowledge shooting at the bikers, but it's unclear, how many, if any, gang members were killed by police gunfire. police have been threatened and authorities are on alert for retaliation. >> it's our understanding at one point, that the leadership of the bike groups had basically put a green light out for uniformed officers in the area. >> reporter: motorcycle riders have been asked to stay off the road in and around waco. gabe babins a former alcohol and firearms agent spent 30 years undercover infiltrating biker gangs. >> if you're familiar with how these guys think, their tools of the trade, guns, knives, hatred for each. there was nothing shocking about it, it just happened to take place on a large scale in a public venue. >> autopsies are being performed

on each of the nine victims to determine how they were killed. and the twin peaks restaurant chain has severed ties with the waco restaurant pulling its name from the franchise. now to the controversy over the e-mails exchanged by hillary clinton on a private server while she was secretary of state. late last night, the state department proposed a deadline of january 2016 to complete its review. clinton turned over 55,000 pages last december. she said she wants the e-mails made public, but admits she erased roughly as many e-mails as she handed over. clinton is expected to testify before a house panel about her e-mail practices and the deadly attack on the u.s. compound in benghazi libya. yesterday, clinton began a trip to iowa since she announced her candidacy for presidency. she spoke at a private home about fair wages for workers and campaign finance. she took no questions from

reporters. she has more events scheduled for today. president obama is restricting the transfer of military equipment to local police forces. he says guns and tanks made for combat used by local law enforcement can send the wrong message. susan mcginnis is in washington with the details. susan, good morning. >> anne-marie, good morning. the president is responding to those who think the police response to events like the rioting in ferguson month, last summer looked more like an occupying force than local law enforcement. and there could be more changes coming. >> reporter: amid heightened tensions over police tactics today lawmakers will look at ways to build trust between law enforcement agencies and the communities they serve. public safety experts will testify on police accountability and training. president obama is already taking action, issuing an executive order monday to limit military-style equipment like tanks and grenades in the hands of state and local police.

>> we've seen now militarized gear can sometimes give people a feeling like there's an occupying force as opposed to a force that's part of the community that's protecting them and serving them. >> reporter: the limits are part of the president's response for a public call for dialogue after self-high profile police shootings. among them the shooting of 18-year-old michael brown in ferguson, missouri. and most recently the death of 25-year-old freddie gray who died from injuries while in police custody in baltimore. >> ultimately, when violence erupts in a city, police are going to bring whatever force they have to bear and they're going to ask for more if they need it. >> reporter: while law enforcement agencies requesting gear will have to announce what they request publicly an explain how they train the officers to use the military-style equipment. and here on the table here on capitol hill today the use of body cameras by police. anne-marie. >> susan mcginnis in washington. thank you, susan. the fbi says it found no evidence that damage to the windshield of an amtrak train

that derailed in philadelphia was caused by gunfire. the national transportation safety board says it's not sure if anything hit the locomotive's windshield. but the safety board has not ruled out that possibility. eight people were killed in the may 12th derailment. more than 200 others were injured. in iraq, shiite militias are gathering at a military base outside of ramadi this morning. the iranian-backed fighters are preparing to retake the city west of baghdad from isis militants who took control sunday. the obama administration called the loss of ramadi a setback. iraqi authorities say 500 people including civilians, have died since friday. thousands of residents fled the violence. and this morning, rescuers are searching for victims of deadly flooding and mudslides in colombia. heavy rains triggered an avalanche of debris and mud in the mountain town of salgya

the trial of a new york city police detective accused in a motorcycle gang attack continues in manhattan this morning. the suv driver beaten by a mob in the 2013 incident spoke about it publicly for the first time monday. alice gainer of our new york city wcbs reports. >> reporter: covering his face with a t-shirt undercover p.d. undercover nypd detective braszczok comes into the

courtroom. as they traveled back in september of 2013. the driver of this suv alexian lian was pulled out of the suv and beaten in front of his wife and daughter by another biker. the assistant district attorney said braszczok reached into the suv and beat him and drove off. in court, he described what happened as videos on his hands, face and torso were displayed. panic, he said he knew he hit someone because he feared for their lives. the assistant d.a. called what the bikers did classic mob mentality. but the defense countered that lian did nothing to de-escalate the situation. the defense also asked lian about braszczok, can you attribute any aggressive physical conduct that day to this particular person? no. the prosecutor said that the did what was possible to which his defense attorney says, quote, though it wasn't

three generations of the british royal family were on hand monday with the opening of the world famous chelsea flower show in london. queen elizabeth and her husband the duke of edinburgh were joined at the lavish display by prince charles and his wife camilla. prince aharry greeted his grandmother with kisses. monday was commencement day at columbia university here in new york city. among those in attendance, two aspiring writers with one credible story. anna werner reports. >> lizzie valverde.

>> reporter: lizzie valverde's graduate from columbia university marked the end of years of study is and the beginning of a new family. her mother and her sister joining her here, together for the first time. you've never been to a family event together before, have you? >> no, no. >> we didn't even know until yesterday. >> reporter: that's because over 30 years ago, leslie parker, battling drug addiction after a troubled childhood placed her two daughters up for adoption. >> i was basically homeless when i was pregnant with both of these girls. and as much as i loved them and wanted to keep them, i really would be extremely selfish, and i couldn't offer them anything but love. but that's not enough to raise a child, it really isn't. >> reporter: so sisters lizzie valid valverde and katie olson grew up in separate homes. valverde studied poetry. olson became a stand-up comic. it was in january of 2013 when

both decided to go back to school and signed up for the same writing class at columbia as perfect strangers. >> we were going around the table and lizzie said something about being adopted. there were a couple of details that started to add up. the light bulb went off. i had this big uh-huh moment. >> reporter: and you're looking at her, what are you thinking? >> the first thing i said was, is this real life? >> reporter: valverde had previously found their mother and reunited the family. >> there was a lot of pride, a lot of sorrow. >> reporter: why the sorrow? >> because i wasn't there to see them grow up. >> reporter: why didn't the two of you get back when you found your mom? >> we definitely got a sense like there's a higher sort of power. >> i got my fairy tale. it feels like a fairy tale. >> reporter: they both now have degrees in creative writing, and a tale of their own to tell, one that only sounds like fiction.
