morning." charlie rose is on assignment so anthony mason is here. many of you in the southwest are dealing with a heat wave. flooding threatens millions. bill weakens to a depression overnight. heavy rain is still flooding roads throughout texas. >> some areas could see up to a foot of rain. it stretches from texas to illinois as bill heads north. omar villafrankca is in seely, texas. >> there was some flash flooding based on some of the debris up here. those dangerous waters prompted several overnight rescues. the storm didn't relent overnight. it took aim where cars struggled to make their way through the newly submerged roads. rough water continued to lash the galveston shoreline. water filling the streets.

tropical storm bill arrived on monday with 50-mile-per-hour wind gusts whipping trees. headlines poke through the nearly blinding rain. >> living in galveston the past three years. haven't seen anything like this. >> it shattered a pier. the shores of the lone star state were hit hard leaving behind debris-lined roads and rain-soaked roads. >> flooding the whole area. >> reporter: as the system moves north it's expected to bring nearly a foot of rain to texas and oklahoma.ing some of the wart-logged plains that flooded last month. classes are canceled here because we're expecting more rain in the area. across east texas and parts of oklahoma they are also expect something possible tornadoes because of the coming storms. meteorologist lissette gonzalez of wfor is tracking bill as the storm moves inland.

lissette, good morning. >> good morning. although bill weakened to a depression overnight it's dumping heavy rain bringing gusty winds into texas and oklahoma. the threat for flooding and tornadoes. we look at the final advisory. bill is moving to the north at 13 miles an hour. forecasted to continue across texas today, into oklahoma tomorrow and turning into the northeast into the ohio river valley into the weekend. flash flood watches in place. some areas could pick up five to eight inches of rain with up to a foot of rain or more. in the meantime excessive heat continuing across the southeast and desert southwest with highs climbing into the triple digits. >> thank you lissette. police in northern new york are widening the manhunt for two escaped kills are. a law enforcement source says wanted posters will be distributed at border crossings with canada and mexico. officials have a new theory that prison employee joyce mitchell

may have just been a pawn in an escape plan that involved somebody else. anna has the latest. >> reporter: good morning, gayle. since they have no concrete leads here in clinton county law enforcement is being forces to expand their search and their theories including did the convicts have another plan to get away? just a mile from an elementary school officers with assault weapons search homes, garages and sheds for any sign of the fugitives richard matt and david sweat. law enforcement sources told cbs news the two men and prison employee joyce mitchell, who was charged with helping them escape, were involved in a plot to kill her husband lyle. it's something her lawyer denews. >> from what i can tell is that she was not involved in a plan to do harm to her husband. >> reporter: steven johnstone says the copile is very close, that lyle visited her in jail tuesday and is trying to raise money to bail her out.

>> she's very upset, very weepy and very upset. >> peter light was a corrections officer at the prison. inmates in the honor block, including matt and sweat, were allowed to wear civilian clothes. something was never done when he worked there. >> i had never seen that. never, never seen that before. >> and the risk with that is -- >> not being recognized. being able to get around. >> reporter: the search is now expanding. ron hoscoe is a former assistant director of the fbi crimmal division. >> as they star to get thinner and fewer leads, what they'll do is self generate leads. this will be looking at other fugitive cases, how people were able to escape and elude capture for a long period of time. that's commonly changing your appearance and blending in. >> reporter: expand the search. the question is will that also

expand the bill for the search? this is costing about a million dollars a day. that's the smat. court documents accuse munther omar sala of being a supporter of isis. he raised suspicion after police spotted him on the george washington bridge with a lantern. the 20-year-old u.s. citizen is enrolled in a college specializing in aeronaught ics. a man charged with planning a shooting as an anti-islam event in texas also wanted to target the super bowl. he appeared in court tuesday. he allegedly provided the guns used to attack the prophet maumtd cartoon contest. two phoenix roommates were killed in the shootout. he wanted to join isis and discussed attacking the super bowl in arizona earlier this year. an apartment balcony near

the university of california berkeley campus may have fallen because it was overloaded with people. tuesday's collapse killed six students and seriously injured seven others. john blackstone at the scene in berkeley where the incident has left a tight knit community in shock. >> as you can see, crews have removed the collapsed balcony from the building to have a closer look at the damaged materials. balconos on other units have been red tagged until they can take a closer look. this complex has become a gatheringgather ing place for affected members of the community to come together to grieve. as bagpipes played "amazing grace," mourners laid wreethsaths of flowers near a growing memorial for six college students all but one from ireland, killed early tuesday morning when this balcony collapsed. >> this has been a tragic day in

ireland. ir don't think there's a family in ireland that hasn't been touched by the tragedy here. >> all of the victims were attending a late night party cell bratebrateing a birthday. the deck gave way sending them 50 feet to the ground. five of those kills were from ireland. all 21 years old. and planning to spend the summer studying and working on visas. the sixth was 22 and from northern california. >> i came out at midnight and saw all the rubble on the ground. >> seven other students who remain hospitalized are seriously injured. now police are working to interview other partygoers. building inspectors could also look into whether the balcony was overloaded when it fell. >> it's a wake-up call. we're going to investigate this particular incident with our inspectors. we're not going to leave any rock unturned. >> about 700 irish students
