a shooter is on the loose, at least nine people are dead after a gunman opens fire inside a south carolina church. this morning as the search for the suspect intensifies, officials say the crime was fueled by hate. >> it is the most dastardly act that one could possibly imagine. waters rise along with fears of floods from texas to indiana as the remnants of tropical storm bill continue to drench millions joompt say good-bye to alexander hamilton. the treasury department says the $10 bill one day will feature a portrait of a lady. and drone deliveries get a boost. the faa says rules allowing unmanned aircraft to deliver packages to your doorstep will be in place within a year. this is the "cbs morning

could let everyone know what happened. that's according to the president of charleston's naacp. presidential candidate jeb bush is canceling a trip to charleston because of the shooting. alison. >> brian webb tracking the story. thank you, brian. this morning the remnants of tropical depression bill are making a slow but very wet trek to the east. bill threatens an area of the southern plains, mississippi and ohio valleys with heavy rain and dangerous flooding. heavy rainfall isho have been f flooded a are prepariring for more h high flood water. a flash flood trapped some teens at a parark in san antntonio yesterdaday. they werere able to g get onto the roof of their car. in central texas a 10-year-old boy was swept away by the high water and is in critical condition. this morning flood watches and warnings are in effect from texas to illinois. eric fisher of our boston station wbz is following the

severe weather. >> bill has been bringing soaking rainfall across texas and oklahoma. some of it on the move. where you see red or ma again da, over 4 inches of rain and scattered clusters that have been around san antonio leading the pockets of flash flooding. gudado texas, 10.35. el campo over half a foot. bill will chug its way east as you work its way into arkansas into missouri and the weekend heading eastward into the ohio valley. the whole time it's maintaining the deep spin. rain totals we could see more than five inches in this main band as it works its way off the northeast. parts of oklahoma 3 feet of rain. inconceivable. the weekend, the remnants of the tropical moisture in the ohio valley on saturday. sunday it's the last day we'll deal with bill. that could bring strong storms

to new york city and new england before it finally moves out to sea. i'm meteorologist eric fisher. a wind swept brush fire southeast of phoenix arizona, has burned two homes and forced the evacuation of a trailer park. the fire started yesterday morning and quickly spread doubling in size almost every hour. the cause of the fire is under investigation. a second new york city college student is in custody this morning in connection with an alleged terror plot. both men are accused of being inspired by isis. kenneth craig says the suspect was arrested after a dramatic conflict with fbi agents. >> reporter: fbi agents showed up at fareen mumuni's home. he was arrested after he allegedly attacked an agent with a large kitchen knife. investigators say he repeatedly attempted to plunge the knife into the torso of an fbi special

agent. the agent was wearing body armor and was not hurt. the fbi says mumuni and college student munther saleh were alleging to carry outer ror attacks. saleh was arrested on saturday. the 20 y50er8d had researched pressure cooker bombs on the internet. he was stopped twice for lightering on the george washington bridge. like mumuni saleh charged at them when he was arrested. he came to their attention after posting support for isis on his twitter account. people in mumuni's neighborhood are on edge. >> it shocks the whole neighborhood. >> reporter: court papers reveal both men admitted to the fbi they are fervent supporters of the islamic terror group. prosecutors say the woman who allegedly helped two murderers escape from a new york prison talked to them about killing her husband.

jill wagner is at the new york stock exchange with that and more. good morning, jill. >> good morning, jill. from super size to shrinking down. the fast food chain is announcing for the first time in 40 years the number of its restaurants in the united states is declining. up scale fast food chains like chipotle and five guys burgers have eaten into mcdonald's business in the last few years. at&t will, quote, vigorously dispute a $100 million fine imposed by the fcc. the fcc alleges at&t offered customers unlimited data and then slowed internet speeds after they reached a certain level. it's the largest fine ever proposed by the fcc. here in wall street stocks finished higher after the federal reserve indicated it was in no rush to raise interest rates. the fed's benchmark rate has remained near zero for more than six years in an effort to bolster the economy. the dow gained 31 points. the s&p rose 4 points and the nasdaq rose 9 points. uber says it will appeal a

a good car seat is only part of the equation for child safety. a just-released study shows shortcomings in the attachment in most vehicles tested. that includes some popular family models. >> reporter: many cars on the market aren't making it easy for parents to properly install child restraints. the insurance institute for highway safety looked at the built-in hardware or latch system which stands for lower anchors and teathers for children. >> we evaluated over 100 vehicles and only three earned the top rating of good and more than half were poor or marginal. >> reporter: the ratings are based on how easy it is to use the hardware. in many vehicles latch can be easily confused with other hardware or almost impossible to spot. only three vehicles received a rating of good, the bmw 5 series, mercedes benz gl class and volkswagen pasaat. those rated poor were the toyota sienna mini van and nissan

the american league east leading rays ended up beating the nationals, 5-0. cleveland browns quarterback johnny manziel is speaking publicly for the first time since leaving a rehab facility. the former heisman trophy winner addressed the media following a browns practice wednesday. manziel disappointed his first season in cleveland said he's ready to put off the field distractions behind him. >> it was a distraction. i feel bad about that today. i feel bad about that throughout the last months of my life really thinking back and thinking how much of my life outside of this field and the locker room was documented. >> manziel said he'll no longer make his trademark money sign after a big play. hockey fans will celebrate the blackhawks third championship today with a parade and rally at soldier field. patrick kane is a key member of those three championship squads, but he's been in the hockey spotlight since he was a toddler. this hockey card from 1994 shows some on ice action. look at the fan in the front row. it's a 5 or 6-year-old kane

manmade, and he calls for a global crusade to protect the environment. brian williams will reportedly not return to the "nightly news" anchor chair. according to "the new york times," nbc is planning to bring williams back in another role, primarily at the cable news network msnbc. he's been serving a six-month suspension for telling false or exaggerated stories about his reporting. lester holt is expected to be named as his permanent successor. a utah man could be in hot water after a young boy driving a big rig was posted on facebook. >> dad? >> what? are you all done? >> yeah. >> the video shows the boy holding the wheel on a rural highway. at least one car passes the semi in the left lane. the man recorded from the passenger seat is believed to be a utah-based truck driver. >> i can understand where he's coming from, father/son binding time but honestly, that's not the way to do it.

today as what's left of the storm heads north and east. flood watches and warnings are posted from texas to ohio. the fcc votes today on new guidelines designed to stop automated calls. the agency says it's received more complaints about so-called robocalls than any other issue. if passed it could crack down on automated calls from overseas, raise the amount they can fine illegal robocallers and give them the power of subpoena to identify robocallers. here in new york city three postal workers are accused in a scam to rip off a santa program that's supposed to give gifts to underprivileged children. the three were arrested on charges including conspiracy and mail fraud. >>. >> reporter: any sense of shame, sir, stealing from indigent children? >> reporter: when people hear the accusation against terry jackson, they don't mince words. >> how do you do that to

children? how do you do that to children? >> shameful. greedy. >> shocking. disappointing to hear. >> reporter: federal prosecutors say he conspired with two other people to rip off operation santa. the 100-year-old tradition at the farleigh post office. less fortunate kids and families write letters and good hearted secret santas go shopping for what they need. prosecutors say the three postal workers wrote multiple letters of their own pretending to be needy children and gave them to secret santas who visited farleigh, then collected for themselves clothes, boots, laptop and tablet computers and headphones. >> any sense of remorse? >> reporter: jackson allegedly went a step further taking 50 packages secret santas dropped off for legitimate needy kids and redirecting them to his own home in queens. prosecutors say mahogany strickland directed three packages containing snow boots, clothing, and a toy train to her home, wait for it, on saint
