afternoon. kpix 5 reporter kiet do is live in santa cruz with the chilling new details from the investigation. kiet. >> when officers discovered her body in the dumpster they say the accused teenager was standing right nearby. he was arrested immediately. that was right around 8:00 in the evening. he was taken to the stationhouse interviewed overnight until early this morning. police did not give an indication as to the motive or whether or not he confessed. it was a detective who decided to do one more check of a recycling dumpster when he made the discovery. >> maddie's body was concealed in a recycle bin in a way that was not obvious or readily apparent. >> reporter: investigators say 8-year-old maddy middleton was acquainted with the 15-year-old boy and went to his apartment willingly. investigators say she was killed in the hour between when she was reported missing and when officers first arrived on scene. >> it appears that she was lured to the suspect's apartment willingly. additionally we have had determined that maddy was

murdered inside of the suspect's apartment. she was then carried downstairs to the recycle bin where she was concealed within that bin. >> reporter: at 8 p.m. last night police evacuated everyone to the street after her remains were found and the boy was arrested. we saw a distraught woman in the parking lot of the apartment complex when the arrest took place. neighbors say she is the mother of the teen. back at the apartment complex, a steady stream of neighbors and well-wishers dropped off flowers at a growing memorial near the dumpster. what did you hope to get out of coming here today? >> to add love to this area. >> reporter: riley mcshane lives at the complex and saw maddy last week and is shocked that one of his own neighbors is accused of the crime. >> he is just like a normal kid. he hangs out with other normal kids and plays with his yo-yo all day like i haven't -- you know, he didn't really strike any chords as being a baby killer.

>> reporter: and the santa cruz county district attorney says there are some circumstances to this case that will allow this teenaged boy to be charged as an adult. live in santa cruz, kiet do, kpix 5. >> what started as a routine test drive at a concord car dealership escalated from 0 to 60 when a sales associate was kidnapped. >> basically turned to him said hey we're not going back to the dealership. you're coming with me. and the salesman was like, no, we need to get back to the dealership and the guy is like no, grabbed his shirt and slammed him against the window. >> police say the customer- turned-kidnapper ran several red light and threatened the salesman, who jumped out of the car and called police. soon after, police arrested the suspect after he crashed the car. millions of gallons of water gushing out of a broken pipe in san bruno. the water is flowing through the junipero serra county park into the creek crystal springs

road looks like a lake. the water slowed down a bit. the pipe supplies water to the peninsula but customers are unaffected. the warm weather is a factor in today's first "spare the air" day for smog in 2015. the bay area quality management district issued the notice because air quality is expected to be unhealthy today. it's caused by wind, high temperatures and exhaust. commuters are urged to find different waste of commuting rather than driving alone and roberta gonzales joins us with more on one very hot tuesday. roberta. >> let's kick-start with the "spare the air" day because it is the first of the season. the areas most affected will be the santa clara valley where we are anticipating unhealthy levels of pollution and it's trapped very close to the ground because we are lacking a breeze. south-central bay, moderate quality air in the east bay, that's also where that pm is trapped close to the diablo range, particulate matter. at the valley crystal clear

skies. we have currently 94 degrees in livermore. the relative humidity is at 15% even this bird that's on our cameras are not enjoying the heat. frank we'll talk about how hot it will get coming up. the man accused of killing a woman at san francisco's pier 14 was back in court today. francisco sanchez had pled not guilty to charges of murdering kate steinle earlier this month. prosecutors added a new weapons charge against him today. he pleaded not guilty to that, as well. sanchez has been deported five times and has several prior felony convictions. family members of four irish students killed in the berkeley balcony collapse extend their thanks issuing a statement thanking those who have helped them since the tragedy. a fourth story balcony collapsed in june killing six people. seven others were injured. the family members say they are grateful for the berkeley police, fire department, first responders and hospital staff. they said, we are also very mindful of the many friends who were there in berkeley that

terrible night. some of whom were also seriously injured and others who responded so tenderly to the needs of our children at the scene. a former new york prison work pleaded guilty today to helping two convicted killers escape from a maximum security prison. joyce mitch the was jailed shortly after the elaborate elaborate. richard matt was shot and killed. david sweat was captured and sent to another prison. president obama is in africa and said they should create jobs. and then he had a message for the rest of the world. >> if africa changes i call on the world to change its approach to africa. 50 cents a pop. >> i mean, 50 cents is saving like california basically. >> reporter: desalinization already provides some of the island's usable water and the goal is to get a second unit up and running by the end of september. chelsea edwards for cbs news. help from mother nature could be coming though. forecasters say an el nino storm system is brewing in the pacific could bring above average rain in the winter. we have seen more wildfires during the drought. some slightly hopeful news on the front. the u.s. forest service says the acreage burned by the wildfires is smaller than compared to last year thanks to weather and more firefighters on the lines. fire crews battling the willow fire near bass lake have evacuated hundreds of homes. it burned more than 1700 acres since saturday and is 5% contained. further north in nevada and placer counties, firefighters are trying to get a handle on the lowell fire. that wildfire has burned more than 2,000 acres and is about

the dow is up 188. a study showed someone falls victim to identity fraud every two seconds and many times thieves get the card number from your wallet. anna werner reports from new york. >> reporter: if you think your protected your credit card information, you should talk to new york city's cassandra tang who found that the card that was still in her wallet had somehow been used to take out $200 at an atm across town she had never been to. >> we use our debit cards, credit cards or whatever every day. it's scary to know that my card can n compromised. >> reporter: her credit card company told us thieves probably got her information and made a duplicate card complete with new p.i.n. number by skimming it. this fraud expert says that's

now common. thieves can simply swipe using a small card reader and go. >> i will simply take this and swipe it. i just stole the information on your card. >> reporter: once it's stolen, your information can wind up on the "darknet," the underbelly of the internet. >> there's the phone number, full address, credit card number, with the p.i.n. number. >> reporter: there is something credit card companies are moving to. the newer card technology called chip and p.i.n. a more secure chip in the card combined with the use of a p.i.n. number. europe put that in place years ago to combat fraud but the u.s. is years behind. >> it's not just a little bit behind. it's embarrassingly behind. anna werner, cbs news, new york. as mentioned, this year credit card companies are moving to chip cards. most retailers still have to

[ laughter ] >> weather watcher checking in with us this afternoon, that's 96 degrees so says mr. hagel in novato. wow. that's hot! he has a relative humidity at 23%. that's very, very dry there. let's take a look at this reading 94 degrees. that would be brian bower in san ramon. two-mile-per-hour wind which is nonexistent. it's bone dry inland away from the bay. now in addition the heat we have a "spare the air" alert in effect for today. the most concentrated area will be the santa clara valley where we have a lot of the pollutants trapped close to the ground due to the lack of wind. it's an offshore flow. an offshore flow looks like this. look at those clear skies and hazy in some location. it's 94 degrees in livermore.

the humidity there, 13%. that's not good news for firefighting efforts. we do have the marine layer, it's trying to inch its way up the coast here not going to make it. it's as far as around the monterey bay area. we have double-barreled areas of high pressure right there contributing to the temperatures soaring to summery readings into the triple digits. it's going to stay hot. cooling down thursday but they we have subtropical moisture lifting from the south up in a northerly fashion so it's going to be muggy thursday and friday. you will barely notice the cooldown due to the increase humidity. 104 today in sacramento. 100 already in redding. 74 today in monterey bay. sunse 8:22. not good sleeping weather at all. temperatures 50s and 60s overnight. today, nearly 80 at the beaches and 90s peninsula, 90 santa clara valley 102 antioch, 103 discovery bay. you're getting the feeling for

fly 10 months ago seriously injuring the pilot and killing the copilot. one theory is the copilot released equipment meant to slow the descent of the spacecraft too early. the spacesuit is saved using kickstarter the smithsonian raised enough money to preserve the suit worn by neil armstrong during the walk in 1969. the museum met its goal raising a half million dollars and now it hopes to raise more to help save the suit alan shepherd wore the first american in space. solo traveling can get lonely. so a new app being dubbed by users as the tender of the skies is trying to change it. it allows flyers to chat via private messages or in a group. you can find and track one another via flight numbers. mile high's creator says the app is intended to be more about business and networking instead of dating. well, it was worth the wait a new dr. seuss book is being heralded as great!
