let's go places. welcome to "cbs this morning." plane crash investigators are rushing to identify a piece of debris that may be from malaysia airlines flight 370. this airplane section found wednesday appears to be from a boeing 777. that is the same type of aircraft that disappeared with 239 people on board. >> the six-foot long piece washed up on the island of reunion off the east coast of africa. it's thousands of miles from the last known position of flight 370 and the search area near australia. seth doane is in beijing where the flight from kuala lumpur was supposed to land. good morning. >> reporter: authorities are treating this as a significant development but caution it is too soon to know whether indeed it is a piece of that missing flight mh-370 which was supposed to land here in beijing nearly the 17 months ago.

the wreckage that's washed ashore is believed to be the part of a wing called a flapperan. its dimensions are consistent with a boeing 777 aircraft. australia's deputy prime minister warned they call the find a major lead. >> there is a number on the parts. bd-670. that is not a serial number or registration number, but it's possible that it could be a maintenance number. >> truss said investigators will consider barnacles on the wreckage to determine if they are something considered to be floating in the ocean for about 500 days. it was discovered 2300 miles west of where searchers have been scouring the sea floor of the southern indian ocean in a 46,000-square-mile area off the coast of australia. models suggest the wreckage could have floated that car carried by ocean currents.

statement saying they were watching these developments closely. and most of all, they care about where their family members are. >> captain sully sullenberger is a cbs news aviation expert and a co-pilot known for his miracle on the hudson landing. >> good morning. >> based on what you know and listening to some of the questions and answers in seth's piece, is this likely a part of the flight from malaysia? >> the investigators will be attempting to confirm whether or not it was a part much mh-370. whoen the part was manufactured by boeing, a piece of it called a data placard having a number, unique number, should have been affixes to it. if that data placard is still on the part it would be one way of confirming whether or not it was on that airplane. >> captain sully, how many 770 planes are missing in the world at this time?

>> one. so you think you have -- >> i think that says a lot. >> i think it does. >> it needs to be confirmed, but it's a possible good first step in solving what's been one of the biggest aviation mysteries in history. >> were you surprised at the location of where this debris was found? >> i think it's what one would expect. that tells us with the prevailinging currents nv s and winds, this ended up about where you expected it to if it went in the water where we had been searching. >> they'll be trying to work backwards through time using models of wnd and current to see if that's the case. you have to realize how employ time has passed. how complex the currents are with seasonal variations. and that process really lacks sufficient resolution to pin it

down much more than it's done up until now. >> captain sully sullenberger, thank you for joining us this morning. >> university of cincinnati police officers in court right now to face a murder charge of murdering an unarmed black man. ray mond tensing is pleading not guilty. the officer says he fired a shot in self-defense but the prosecutors accuse him of murder. the officer's body camera captured the entire incident on july 19th. some of the footage you are about to see is graphic. dean reynolds is outside cincinnati with the community's response. >> reporter: officer raymond tensing is in jail and out of a job after the university of cincinnati fired him on wednesday. the school says it is reviewing its police department's policies and procedures. >> hands up, don't shoot. >> reporter: cincinnati

responded with peace wednesday night hours after the grand jury's timt. just after 6:00 p.m. on july 19th, ray mond tensing pulled over sam dubose for driving without a front license plate. >> you don't have a front license plate on your car. >> reporter: it was captured on tensing's body camera. >> do you have your license on you? >> why did you pull me over? >> again, the front tag. >> tensing tried to open the door but he was apprehensive and slowly started to roll away. >> stop, stop. >> tensing fired a shot to the has killing dubose instantly. >> this is the asinine act i've seen a police officer make. >> if he started to roll away, just, seriously, let him go.

you don't have to shoot him in the head. >> reporter: tensing surrendered to authorities. stu matthews is tensing's attorney. >> he began to leave and officer tensing reached in and tried to stop the car. >> right. >> which was officer tensing's mistake. but he got caught up in there and was being dragged as the car is pulling away. >> so you say this is a life and death situation that's he was -- his life was in danger. >> that's our position. >> reporter: a second police body cam shows tensing on the ground but the prosecutor dismissed its significance. >> he wasn't dragged. he fell backwards after he shot him in the has. >> the car sped away because dubose's dead body was pressing on the accelterator. his family credited the video with bringing them one step closer to justice. >> my brother was about to be one other stereotype, and that's not going to happen.

and he shot in self-defense, but the prosecutor claims it was murder. >> i've been doing this for over 30 years. this is the most asinine act i've ever seen a police officer make. this might happen in afghanistan or somewhere. this just does not happen in the united states. people don't get shot for a traffic stop. when you see this, you will not believe how quickly he pulls his gun and shoots him in the head. i'm treating him like a murderer. >> he faces life in prison if convicted. democratic presidential candidate bernie sanders is showing us again this morning that his campaign is different. the vermont senator could not leave washington, so he streamed a speech to thousands of small gatherings around the country. nancy cordes is in washington where she talked with sanders after last night's big gathering. nancy, good morning. >> reporter: good morning. you know the campaign is billing this as the largest event for any candidate so far this season.

♪ now, auto insurance companies claim they can save you money, but consumer reports is pushing back. this morning in a new article "the truth about car insurance." the magazine, quote, embarked on a comprehensive project spanning two years in which we analyzed more than 2 billion car insurance price quotes from more than 700 companies. that's a lot. first on "cbs this morning," margot gillman of consumer reports is here with the findings. good morning. >> good morning. thanks for having me. >> i think people are going to feel differently about their insurance companies, but let's get started. because most people think it all fends on my driving record. i've got a good record, i'll get good rates. >> our study has a lot of

surprises. the main one is that there is a complete lack of transparency in how car insurance is priced. imagine going to the store to buy a loaf of bread and having no idea that $3 is a good deal and $10 is outrageous. well, that's exactly how it is with car insurance. i bet if you would ask most people if they think -- most people wouldn't know if their insurance price is fair or outrageous. and that's because the insurance have a very complex way of pricing you. and more and more it has to do with factors like your credit score and how you shop and less to do with how you drive, whether you're a safe and careful driver. >> let's go into that. how is it that your credit score is more important than your driving record in determining how much you pay? >> insurers say that credit scores predict not how many accidents you might have because a credit score can't do that, but what is the likelihood that you're going to make a claim. it's important to understand that the credit score that they use is not the fico score that most consumers are familiar with

and know the number of. it's a secret sauce special score that they cook up on their own. what they do is they go into your credit report and they cherry pick 30 out of about 130 elements. and, you know, weight them differently to predict to them whether you are a good, poor or excellent credit risk. >> so talk about your credit score and drunk driving conviction. >> right. one of the things we found tock you have a poor credit score but pristine driving record, you can be charged hundreds and hundreds of dollars more than a person who has an excellent credit score but a drunk driving conviction. >> makes no sense. >> so they're trying to determine whether you're litigious or not in the end. >> yeah. whether you go and use your insurance for the purpose you bought it. >> did they respond to this at all? >> we did not get comments. we talked about credit score -- some insurance companies do. they make arguments that credit score is a fair predictor of risk. >> state farm insurance sent us the following statement.

they said this. our use of a credit score helps us measure auto insurance risk more precisely. so they acknowledge that they do it. what about data you collected from every zip code? >> well, we have -- this study was massive. so we looked at every insurance company, the five biggest insurance companies in each state by zip code. so we had -- we have 2.2 billion price quotes that we looked at and worked the statisticians and we have very high evidence that it's accurate. insurance is a pricey proposition, and so insurers very frequently try to sell you on the idea that you could get a discount. loyalty discount, discounts for putting in anti-theft devices. but we actually figured out a way to crunch the numbers and see what those discounts are. and they are often really negligible. you'll save more money by switching insurers. >> let me understand this. with credit ratings important because they determine whether

-- >> in terming of physicality, what are you looking for? >> the bigger the better. i love zbik people. they're still being told to lose weight and be skinny and it's a tragedy so i think it's more exciting to see a larger person. they have more power. ire more interesting. >> she used to put her own body in the crosshairs for the sake of her art. that's her in 1985 in a piece she called little eve. now at 65 she can no longer take this physical punishment. >> when i first saw this, i thought, that likes like it hurts. >> to the normal pedestrian, you would call it pain. we don't use pain. it's another rather interesting
