allowed to turn onto market between 3rd and 8th streets. kpix 5's cate caugiran with the reason behind the change. >> it's going to be a mess. >> reporter: a potential traffic mess all in the name of safety. >> i know it's a pain to turn either way, whether it's left or right. >> reporter: from now on you can't turn left or right on market street between 3rd and 8th. only delivery trucks, muni, shuttles or taxis, not uber or lyft. these are part of the latest chapters in the vision zero plan. >> eliminate traffic fatalities or collisions involving pedestrians and bicyclists and motor vehicles. >> reporter: they hope to cut down on traffic and accidents. >> it's a big city. >> reporter: do you feel comfortable driving in this area? >> no, i wouldn't feel comfortable driving around this area because of all the pedestrians and cars and bikes and scooters and so many different obstacles. >> reporter: market street

corridor is popular for tourists and an accident prone area. >> i have seen a lot of fatalities here. >> it's dangerous to drive down here and to walk around here is dangerous. >> reporter: mta hopes less cars means less accidents. some say the plan is flawed. >> instead of market they will use howard or folsom doing the same thing. >> reporter: we caught violators on camera. >> watch the bike! >> reporter: traffic enforcement was there to stop it this time. next time sfpd says if they see it you will have to pay $238. that's a lot more than a muni pass or a lyft ride. >> there's more easier for everyone to switch to public transportation so everyone could have a chance to move around efficiently. >> reporter: looking ahead mta says it doesn't plan to extend these restrictions farther down market street. but then again that's no guarantee it won't happen. cate caugiran, kpix 5. >> and drivers are still allowed to drive across through

market street. the bike and pedestrian opened again on the eastern span of the bay bridge closed because of construction at pier 23. cyclists will stake another protest tonight like this one over san francisco's crackdown on traffic enforcement. police have been ticketing riders to fail to stop completely at stop signs. at 5:00 tonight protestors will leave duboce park and stop one at a time as they travel through the haight. san jose police pushing for a new recruit today laying out plans before the city council now to widen its use of a drone. the department bought the flying camera last year and used it for bomb threats. now it's laying out a one-year pilot program for further use. police will need approval from the faa. santa clara county leaders are meeting today to consider a plan that would replace an aging jail. the cost to replace the county's main jail south with a seven-story facility is about

$243 million. the county is also considering a applying for state funds to help pay for the proposal. proponents for a new jail in richmond are hoping to stop the project before it goes any further. a wildfire raging in lake county doubled in size overnight. the "jerusalem fire" has scorched 12,000 acres northeast of middletown and not far from the large "rocky fire." andria borba reports. >> reporter: firefighters hope to wake up with a sense of containment around the "jerusalem fire." it raged all afternoon torching land and taking up everything in its path. smoldering -- flaming -- raging -- in less than a day, wind- driven "jerusalem fire" jumped from small to out of control. >> we are experiencing a wind shift which is dangerous for firefighters because fire will be going one way and all of a sudden start burning a different way. >> reporter: sending you have

towering pyro cumulus clouds over lake county again. >> 0% containment right now. >> reporter: the "jerusalem fire" is burning on the southern edge of the nearly contained "rocky fire." >> we can't get to the remote areas. >> reporter: while the terrain is less rugged, the vegetation the flames are ripping through is thicker, leaving a post- apocalyptic landscape and more acreage ready to burn. this fire continued to rage overnight out here in lake county. the "jerusalem fire" they are hoping to have some kind of containment on it when they wake up in the morning. we're a few miles east of middletown on jerusalem valley road. as we came in yesterday afternoon and evening you could see paths were dozers cut more lines, trying to slow down the fire in its path. in lake county, andria borba, kpix 5. >> some 50 structures are still threatened. check out these pictures from the california national

guard. it shows crews building on a bridge to assist with the "rocky fire" fight. it's strong enough to cross cache creek. the fire is 90% contained. new questions being raised about the teen accused of killing maddy middleton. police say 15-year-old aj gonzalez posted a comment on instagram about his crippling anxiety before the kidnapping and killing of his 8-year-old neighbor. now investigators are looking into whether he was behind a threat against santa cruz high last november. that same phrase was used in emails threatening a mass shooting at the school. alameda police warn precedents a suspect serial burglar may be getting bold. a man in this surveillance video is a person of interest in half dozen burglaries that began in june, but they say during his last break-in on sunday, he sexual assaulted a resident. police say the suspect cut screens of open windows and climbed in. >> i hardly every ever lock my

apartment complex until late at night. it's always open. >> i have left my door open overnight, driving to the grocery store. >> police tell people to lock doors and windows, something that's rarely done in that area. clean-up is under way in parts of ferguson, missouri after a night of protests and violence. don champion is there where the town has been on edge since the anniversary of michael brown's death. >> reporter: another morning of clean-up along ferguson's west florissant avenue after another night of protests. >> not what we want the world to see about ferguson but we have to come together and get through it all together. >> reporter: by day, the stretch of the avenue is filled with small businesses struggling to stay afloat because of a drop in customer traffic. the reason? by night, the avenue has yet become a battleground for protestors pushing for police reform and officers trying to

maintain order. monday night marked the fourth straight night of protests here coinciding with the one-year anniversary of michael brown's depth of police moved in on demonstrators when some began throwing rocks and frozen water bottles. 23 people were arrested along the avenue here last night. monday, county officials declared a state of emergency to help police control the protest. last night there were new concerns over heavily armed civilians who called themselves the oath keepers. they mixed in with protestors and claimed to be protecting people who work for a website called info wars. the st. louis county police chief called their presence unnecessary and inflammatory. don champion, cbs news, ferguson, missouri. >> the scene last night wasn't as violent as sunday when police shot a man after he and several others got into shootout. an exhausted walmart truck driver is it blame for a crash -- is to blame for a crash that killed a friend of tracy morgan's and injured him.

san francisco sheriff says he is working to get his driving privileges back in order. ross mirkarimi's license has been suspended since february for failing to report a car accident. the sheriff says he thought the matter was taken care of by his insurance company. his office added, quote, sheriff mirkarimi is working immediately to resolve the issue. he has contacted the insurance representatives. right now the sheriff is limited to driving between home and office. he is up for re-election in november. it's a sentence that went viral a texas judge ordered a man charged with assaulting his girlfriend's ex to marry the woman or face 15 days in jail. now the couple is speaking out about how the sentence and the global reaction to it has changes them. >> completely did not expect it. >> reporter: he says the media attention blew his mind. >> fell asleep the other day and woke up and i was the front page of yahoo. i took a nap by 1:00, 5:00, i'm on world news. >> a lot of phone calls and

people wanting us on the show or call us. dr. phil wants us. the doctors wants us. >> reporter: shared by thousands, potentially viewed by millions, and not just in the u.s. >> my cousin in england saw it in the paper yesterday. one lady tried to offer me her wedding trust. >> reporter: the judge has not responded to requests for a comment from media outlets on his sentencing practices or why he felt a marriage order was appropriate. on friday, a person in pennsylvania started a petition to the white house calling for rogers' disbarment for violating bundy's first amendment rights. the petition has nearly 700 signatures. bundy says he doesn't plan to sign the petition but he hopes the attention will bring about justice. >> i didn't expect that many people to care. but when you read the story, you know, so many people feel certain ways about marriage. now, it is a big deal. it's a commitment. and for me not to have the final decision and every, single aspect of it who is

weeks ago with his girlfriend and their 3-month-old baby. they will have to start over from scratch. santa clara the victim of theft. the city has more than a dozen meter or backflow regulator thefts in the last few weeks. they believe it's being stolen for scrap metal. it cost the city more than $40,000 now they are offering a reward for information leading to an arrest. a desperate sign of the state's crippling drought. the guadalupe river is bone dry. betty yu reports. >> reporter: mile after mile, weeds and rocks, trash and dead fish, litter the riverbed where water used to flow in down san jose. >> reporter: riding it out won't be easy for the santa clara water distribute. >> it's very difficult. we want to maintain habitat and

ground water. there's not fluff to do both well. >> reporter: i'm standing at the bottom of the guadalupe river and there isn't a drop of water in sight. the district says even if it were to release water, most of it would be soaked up in the bone dry soil. and it would disappear with within a month. two years ago the guadalupe looked like this home to many animals like ducks, beavers and other wildlife. many them have since left or died. today, the river isn't flowing at all. even in spots where there's water. >> nice to see it flowing. but, you know, we are in our fourth year of drought. so we can only work with what mother nature gives us. >> reporter: the guadalupe river part of a restoration clean-up 10 years ago. homeless have been living along the river using the water as a resource. we still did find plenty of homeless people along the river. in san jose, betty yu, kpix 5.

breaking news in oakland. two alameda county sheriff's deputies had been hurt while sec an eviction notice -- serving an eviction notice at 11 a.m. on peralta street. there was an explosion. the injuries are minor but they have been taken to the hospital. we'll have a report at 5 p.m. how is this for a catch of the day? this video appearing to show a fisher man reeling in a drone has gone viral. the drone caught the entire thing on video. it was buzzing by a san diego
