bay bridge drivers are used to wild commutes but as kpix 5's anne makovec shows us this morning it was a chicken that managed to "fowl" up rush hour traffic. [ cluck cluck ] >> whoo! whoo! . >> reporter: this was one of many nail biting moments in a very exciting morning commute. the chp chasing a chicken at the bay bridge toll plaza running loose for almost four hours when finally officers closed in. >> it's a little bit different, you know, for the bridge but -- >> reporter: for much of the morning the hen was a hazard and hilarious and a clear carpool lane violation. drivers didn't know what to do. people stopped to snap photos for social media. in the meantime the chp tweeted that drivers should let them figure out why the chickens cross the road. it's not worth getting hit. each person who did get out to try to catch that chicken soon found out how tough it really was.

>> i say let him run around. he all right. no how to dodge cars. he been docking cars all morning for hours. >> reporter: as this wild goose chase continued traffic backed up for miles on the oakland side of the bridge but finally, with enough officers in place, the chicken was cornered. >> yay! [ applause ] >> reporter: and that free- range chicken was free no more people were thankful for the happy ending. >> glad he is still alive. appreciate you know -- lucky bird. >> reporter: the chicken in the back of the chp crewser is none chp cruiser is none the worse for wear. >> the chicken became a hit on social media. take a look at this other picture the chp tweeted out of the felonious fowl capture, the hashtag, can't make this stuff up. >> great story.

okay. moving on now, san quentin is restoring services to inmates after the legionnaire's disease outbreak. dozens of people have symptoms so they are being monitored. the prisoners are able to spend more time out of cells and again have hot food instead of individual boxed meals to keep the illness from spreading. recent court filings in the case against raymond "shrimp boy" chow are raising questions about a 2006 unsolved homicide. allen lung was the leader of a prominent chinatown organization before he was killed. the killer was not caught. the fbi used 11 informants and one provided information about lung's murder. they want the government to reveal the court's identity so the claims about lung's mother can be investigated. baltimore police prepared for big rallies as lawyers for six officers appeared in court today. weijia jang is in baltimore

with the latest. >> no justice, no peace! >> reporter: the protestors outside the baltimore courthouse were small but vocal as they demanded justice for freddie gray, the 25-year-old black han who died of spinal injuries while in -- black man who died of spinal injuries while in police custody. >> if can happen to him, why not me? i'm in these communities every day. i consider myself a street creature and it could have been me. >> reporter: the rally was peaceful but there was some trouble when some of the protestors started walking through streets disrupting traffic. [ yelling ] >> reporter: at least one person was arrested. this latest round of demonstrations happened as attorneys for the six baltimore police officers charged in gray's death appeared in court. the judge in the case denied motions to have state's attorney marilyn moseby recuse herself and turned down a request to have all charges against the six officers dismissed. he still must decide whether the officers will be tried

together or individually. gray's death in april sparked protests that locked down the city. demonstrators threw bricks and rocks at police officers, set a cvs on fire and did more. weijia jang, kpix 5. >> they will convenient again wednesday evening. time off has been canceled for all cops. manhunt in illinois for three suspects wanted in the killing of a police officer. the loves a decorated officer known as g.i. joe hitting the chicago suburb community home. lieutenant joseph gliniewicz was shot tuesday morning while chasing three suspects. the manhunt includes dozens of police dogs and helicopters. he leaves behind four sons and a wife. he was going to retire next month. new website was unveiled today that will give detailed information on police interaction with the public. the open justice website was launched by the california

department of justice amend includes three datasets, law enforcement or officers killed or assaulted in the line of duty and death in custody and arrests and bookings. a san francisco police officer is under investigation for allegedly raping a woman at her home. court documents say the two went to dinner earlier that night, then drank alcohol at her home before he allegedly raped her. uc-berkeley police are looking into a woman's report she was attacked at a campus library. the woman told investigators it happened yesterday morning. so far investigators are not identifying the specific library or releasing details about the incident. you have an old traffic ticket you can't afford? the state is stepping in to give you a hand. kiet do has more on the new program that could save you money. >> reporter: the governor signed this into law to help people out of what he called a

hell hole of desperation under a mountain of penalties and fines. there are nearly 5 million people in california with suspended licenses because they got a traffic ticket they couldn't afford to pay and then hundreds of thousands of court fines on top of that. it's estimated that the amount of unpaid traffic tickets in the state is more than $10 billion. legal aid groups have been pushing for this calling it a civil rights issue because it affects mostly poor minority drivers. critics say it's a vicious cycle because offenders can't get to work to money to pay off the fine which results in more fines. >> sounds like a win-win. it sounds like great way to get your name off the list. it gives the state the money it probably needs for roads and bridges. so sounds like a good idea. >> reporter: the amnesty program applies to tickets only before 2013. all fines will be reduced by at least 50%. if you can prove you're low income, then fines can be

reduced up to 880%. it doesn't apply to dui or parking tickets. the program only lasts for a year and a half. it ends march 2017. in downtown san jose, kiet do, kpix 5. san jose residents are one step closer to getting the help they need with steep rent prices. right now rents can be raised 8% a year. the city council is moving forward with a proposal to lower that amount. it would also make it illegal for landlords to evict tenants just so they can raise the rent. the average rent in the city is $2,200 a month. and it's been one month since the city of richmond approved its new rent control law but it could be repealed. a petition is going around to change the law. but local leaders are urging people not to sign it. they hope to stop petitioners from gathering just over 4,000 signatures by friday. finding a roommate and sharing rent costs just got easier. a new app promises to help

patriots quarterback brady is waiting for a federal judge's ruling on friday as to whether he will stay out of the game on the first four games of the season. when asked about the off see so he didn't miss a step. >> it's been such an enjoyable off season. dialogue about professional football and the health of its player. the film "concussion" stars will smith tackling the issue of brain damage caused by hits including depression and alzheimer's. the movie hits theaters in december. the nfl issued a statement saying, we have no higher priority than player health and safety. some help this morning for smokers trying to equipment a new study says ecigarettes may be the thing to kick the habit. >> reporter: olivia is trying to stop smoking once and for all. >> how many cigarettes did you smoke when were you out? >> reporter: she tried to quick but started again and is now turning to electronic cigarettes for help. >> i'm buying a vape to stop cigarettes and get into a more healthy lifestyle. >> reporter: a new brush study finds smokers to switched to electronic cigarettes significantly reduced their

exposure to harmful toxins even if they still light up regular cigarettes from time to time. >> there's a simple explanation for it. these people are now getting nicotine from a different source. so they smokeless. >> reporter: professor peter hayek helped lead the study which gave ecigarettes who wanted to quick. over 4 weeks they tested their exposure to various chemicals in lower doses in ecigarettes. those who switched completely cut their exposure up to 80%. and researchers say even those who were dual users reduced exposure to toxins by up to 60%. >> so certainly the message to people who are both "vap-ing" and smoking would be to stop smoking when they can. >> reporter: but researchers say even the road to quitting has some health benefit. tina kraus, cbs news, london.
