>> nasa confirms there's water flowing on the red planet. i'm michelle agree yay go. >> it's one of the biggest mysteries of space and the stuff of science fiction movies. the announcement could change everything we know about mars. >> today we're revolutionizing our understanding of this planet. >> a scientific breakthrough on mars. >> under certain circumstances, liquid water has been found on mars. >> reporter: mars appears to have flowing streams of salty water in the summer. dark streaks appear during the warmest months and fade when the cold of winter takes over. it's a discovery that could change forever how human beings view their celestial neighbor. >> this liquid water can be used for irrigation, drinking

water, and rocket fuel. [ cheering ] >> public fascination with mars has increased ever since nasa launched the rover curiosity which sends back images of the martian landscape. >> the holy grail is to find evidence of liquid water that may sustain life. and nasa may have hit the jackpot. >> reporter: the discovery of a free flowing water source on the planet means a manned mission to mars could get off the ground. >> it vastly increases the chance that there could be microbial life on mars. and if microbial mars, who knows what else could exist on mars. this is a game changer and changes the whole scientific landscape. >> the source of the water is a mystery. it could be an underground

aquifer, water vapor from the atmosphere or some combination. >> reporter: it has been a devastating few weeks for many of the school district students and staff. kim ferguson and her family lost their home in the valley fire but today they came back so they can go to school with the community. >> people here are so important to us. and this was our home. >> reporter: ferguson is a teacher and her daughters goo to the middle and high schools. getting back into the routine is important. >> a little displaced and disjointed. but when i see my kids, my students, and their smiling little faces, it's going to feel better. it's been pretty crazy. a lot of different moving around. so it's adjusting and getting

used to things. >> reporter: cob elementary will have to remain closed. those students will be placed in portable units behind the middle school. >> it's different having to drive all the way here. he's nervous. it's like starting a new school all over again. >> reporter: starting over is what today is all about. and jessica is hoping to see a lot of familiar faces. >> everybody knows everybody and everybody watches out for everybody. and all the participants know every kid. >> i'm looking forward to doing some cool stuff with my cool teacher. >> reporter: teachers and staff greeted as many kids as they could. >> reporter: firefighters and even smoky bear was here to welcome the kids and make them feel comfortable. most of the firefighters plan ongoing back to the fire once all the kids are back in

school. lisa chan, kpix 5. >> the valley fire is almost fully contained. the federal government is urging victims of the valley fire and the butte fire in the sierra foothills to register for help. the two fires destroyed 1700 homes. workers from fema and the small business administration say temporary housing the available. at the state level. the department of finance is transferring $10 million from the rainy day fund to pay for cleanup. the ukraine and syria will be at the top of the agenda when president obama and vladimir putin meet for the first time in a year. jamie yuccas reports from the u.n. >> reporter: president obama addressed the general assembly saying that any resolution of the syrian war must include the removal of the syrian president from power. >> after so much carnage, there cannot be a return to the pre-

car status quo. >> reporter: his remarks put him at odds with russian president vladimir putin. in the first address to the united nation general assembly in a nation, putin said backing his ally is the only solution to defeating terrorists. >> translator: truly fighting the islamic state and other terrorist organizations. >> reporter: president obama and president putin's speeches are a warmup. the two leaders will discuss ukraine and syria tonight. outside the united nations protesters chanted putin is a killer. >> our brothers are getting killed over there. >> reporter: the u.s. will push moscow to live up to the fragile peace plan.

and the kremlin says ukraine would be discussed only if time allows. >> russian officials announced that russia will take part in syrian peace talks. hillary clinton is in the bay area today. she'll attend a trio of campaign fundraisers at private homes. tickets for each event range from a thousand dollars to $2700. tomorrow she'll have breakfast in san francisco. donald trump says he's an expert on america's tax code and unveiled his plan to make the system simpler. cbs reporter craig boswell reports. >> reporter: donald trump unveiled his tax plan to the world in the lobby of the luxurious trump towers. >> this is my wheel house. that's what i do well. the economy is what i do well. >> reporter: under the plan, single people making less than

$25,000 a year. and married couples making less than 50 will pay no taxes. everyone else will fall under one of the tax rates. the corporate rate gets cut to 15%. >> my economy will expand so rapidly. we're going to take jobs back from other countries and we'll be able to pay for it. >> not everyone is getting a break. trump plans to eliminate many tax credits and deductions which would result on raising wealthier taxpayers' taxes. >> nobody knows the tax code better than i do. i'm a student of the tax code. it's a very important expense if you're running a business. >> reporter: the latest wall street journal poll shows trump is in a virtual tie with dr. ben carson. marco rubio and carly fiorina are tied for third.

>> trump's plan has received an endorsement from a conservative group that encourages candidates not to raise taxes. by the end of the week, the u.s. supreme court is expected to announce whether it will weigh in on then't trust challenge to major league baseball. san jose wants to build a ballpark and mlb has refused to give them the go ahead. baseball has had ann't trust exemption since 1922. a jury trial begins on a man accused of mass murder in oakland. he allegedly shot seven people to death in 2012. and last spring a judge granted a request from a prosecutor for a competency trial. earlier the judge ruled he was incompetent to stand trial

citing reports from two psychiatrists. a plan to let bicycles roll through stop signs is running into a road block. the ordinance would permit bicycles to treat a stop sign like a yield sign. and the second wave of improvements to serve the 165,000 daily riders and improvements include increased frequency of the morning and evening buses. a christmas present for the drivers, prices at the pump keep falling and californians will be getting a break. a man gets spooked by a spider and loses all common sense. the lucky break. >> you used the c word, christmas. we're talking autumn. and seasonal temperatures outside. the change; however, that you need to know about. we'll talk about it as the ,,

the duck boat involved in a fatal crash in seattle had mechanical problems that should have been fixed years ago. the duck boat veered into an on coming bus. the axle should have been fixed years ago. >> the ntsb has learned that ride the ducks international which refurbished the vehicle in 2005 notified customers of a potential safety concern in 2013. they recommended repair or increased monitoring by operators. >> five people were killed and 50 people were taken to the hospital with injuries. 16 are still being treated.

a michigan man nearly blew up a gas station. a spider was hanging out near the gas tank when he tried to torch it with a lighter. no word on the spider. just in time for the holidays. under two bucks a gallon for gas. it's a very good possibility. >> reporter: and we're here at the chevron near downtown san jose where the cost is $2.89 for a gallon of regular unleaded. the average cost in san jose is $2.92. this is the new normal. there's a worldwide glut of oil, way more supply than demand. we'll stay oversupplied through 2016 and at the price we'll gradually drift upwards. and gas prices will not go up until about 2017. the saudis will take a

financial hit if they reduce production. and iran has a large supply of oil ready to be released and could be pumping 4 million gallons a day into the system when sanctions are lifted. the california average is $2.99 a bit higher because of the explosion in february. and prices could fall 50 cents a gallon by christmas. in downtown san jose, kpix 5. the record high for california was $4.67 a gallon in october 2012. the city of free month is celebrating the completion of a project they say will save energy and help the environment. city leaders unveiled solar canopy carports at three locations around the city. the systems are expected to

clouds. haven't you loved all the types of clouds in the recent days. 70s away from the bay. and the clouds all from this. it's a swath of clouds that continue to roll across the bay area. this is the scene looking out from the santa clara valley. here's a view where the coast is not clear. socked in with low clouds and patchy fog and it's producing a little bit of drizzle. and hazy out to san francisco. the skyline is not even visible. but this one is -- the lawrence hall of science in berkeley. lots of blue skies on top of the deck of clouds. and it's a tad cooler in most areas today. it will be seasonal inland and warmer on friday. we have a very enhanced marine layer because of the area of low pressure to the north of us pushing up against that marine layer. and that's going to pull down cooler air mass. temperatures going down.
