good afternoon everyone, i'm michelle griego. >> hi everyone, i'm frank mallicoat. the bus brawl is prompts an investigation and kpix 5's cate cauguiran with a look at the fight caught on video. >> reporter: this video now at the center of the oakland unified school district investigation. >> what we did see was extremely concerning for us. >> reporter: here you see a student get up as anderson is telling him to sit back down. the coach is seen pushing the student as the conflict escalates. the district identified the man in the baseball cap as decarlos anderson. the high school jv football coach. >> we want to establish all the context surrounding the incident. determine what might have precipitated the altercation. >> reporter: troy flint spokesperson for the district says the video was sent to the school yesterday but the incident happened september 19th. as the football team was returning from a game in crescent city. >> there's never an acceptable situation where an adult should be putting hands on a child or engaging in a violent manner toward the student. that's a hard and fast principle that we uphold in the district. >> reporter: the district can't identify the student in the

video but said that he is okay and is a senior at mcclimbens. >> we apologize to the community. we realize when the incident like this occurs, it's a breach of trust. as educators we have to be hold to a higher standard to uplift and to nurture children and protect them. >> reporter: the district says the coach is on paid leave as this representation continues. in oakland -- investigation continues, in oakland, cate cauguiran, kpix 5. >> just because the coach is now on leave doesn't mean he is guilty. the drought may be to blame for the first ever sighting of africanized killer bees in the bay area. the bees are more aggressive than honey bees and they were found in parts of lafayette. until recently they had only been detected as far north as mariposa county but the warmer than usual winters experts say, are driving the bees further north. >> they also tend to swarm more often. if you disturb the hive, our normal bees will chase you for you know, up to 100 feet. but these bees will chase you up to a quarter mile and send

out multiple bees to attack. >> experts warn that people should never disturb a beehive and if you come across a hive report it to the local vector control. bay area getting a visit from a presidential hopeful. hillary clinton is in san francisco this morning for one of several fundraising events. her visit began yesterday with campaign functions in saratoga and orinda and belvedere. she will speak later today. this time in santa clara, making it the third jail death since august. kpix 5's kiet do on what police are doing to stop it from happening again. >> reporter: and this is the third inmate to die here at the jail since august and it happens at a time when the jail itself is in crisis. and under intense scrutiny. this all happened at 10:30 yesterday morning when a jail guard found the inmate unconscious inside the cell. and tried to perform cpr and first aid. paramedics also tried to bring him back but he was pronounced

dead. sheriff's detectives, the da's office and the coroner are all investigating which is standard procedure. and that inmate's identity is not being released until the man's family is notified. in other big news with the jail, two of the three jail guards accused of murdering an inmate last month are now free on bail. jereh lubrin and rafael rodriguez each posted the bail can the da is charging the three with murder for allegedly beating to death michael tyree last month. tyree was found unconscious an hour after surveillance cameras captured the three entering his cell. the sheriff has called the beating gus disgusting and -- disgusting and implemented new training for recruits and also looking for ways to pay for and install more surveillance cameras. and the sheriff also asks federal investigators to come and examine the jail. they are now due back in court october 13th and probably plead not guilty. in downtown san jose, kiet do, kpix 5. police have not released the identify of the inmate who

died or how long he had been in custody. the victims of a brutal beating at levi's stadium's bathroom last year says the 49ers are partly to blame. the two filed a lawsuit accusing the team of not doing enough to prevent the potential for violence from drunken fans. two central valley brothers were arrested after a video surfaced here on youtube appearing to show them throwing punches and kicking the two victims. a 49er spokesperson declined to comment on that suit. richmond police have identified the two men killed in a deadly shooting last night. officers say 33-year-old hung nguyen and 31-year-old eric aguilar were found shot to death inside a car on natalie court around 8:30. investigators are now trying to figure out who is responsible and a motive for the shooting. he has evidence linking raymond shrimp boy chow to the murder of chow's predecessor, chow is the leader of the chinatown fraternal organization in san francisco. prosecutor wants to use that evidence in chow's november

racketeering trial. chow has not been charged in the 2006 death of his predecessor, allen lung. a city of oakland is getting an anonymous gift of $750,000 toward public safety. mayor libby schaaf if police sheaf wint will make the -- police chief wint will make the official announcement this afternoon. it will go to the safety program and it will help increase the number of oakland residents serving in the city's police department. california's four year drought has the entire state in a water crisis. the area hit hardest is the central valley where wells have run dry. danielle nottingham in the country where residents are struggling to stay in their homes. >> reporter: high are marquez checked the gauge. when did they fill this? >> every monday. >> reporter: you have to ration 2,000 -- for the next five, six days. >> exactly. exactly and you know, it's -- it's hard. >> reporter: it's become the way of life here in o keyville

has about 90 residents and homes like hers are stacked with boxes of drinking water. and trucks haul in more to fill tanks funded by the state's emergency drought relief program. >> without this, you know we can't take a shower. we can't wash clothes. we can't -- we can't do anything without it. >> reporter: in the county, nearly 1700 household wells are dry. more than all other counties combined. gilbert ran this pipe three blocks to tap into a neighbor's well when his dried up last year. >> i never seen this happen before especially in california. because they would find a way to drill down and help us out. >> reporter: he says drilling a new well would cost $30,000. so he may be forced to leave his home of 30 years. >> i got no choice but to move because we need water. >> this is where we grew up. how we just going to leave it? >> reporter: the people who live here know these tanks are only a temporary solution.

they're pushing government to build a community well. danielle nottingham, cbs news, okeyville, california. >> $38 million from california's emergency drought relief program is used to pay for drinking water and fill up the water tanks but only homeowners can lease the water tanks. many other people are forced to rig hoses to their neighbor's home and then share from that water source. well, the ongoing drought may prompt insurance companies to drop fire coverage for california customers in some of the high risk areas. that's the word from the state insurance commissioner dave jones. he says those customers could be forced to shop for more expensive insurance plans. jones making the comments yesterday while meeting with wildfire victims and volunteers in calibers are county. they hope to fully contain the destructive valley fierily thursday. the wildfire has burned more than 76,000 acres in lake napa and sonoma county and now 97% contained. fire has destroyed more than 1900 structures and blamed for four deaths since it started

back in september 12th. a disabled sailboat was towed off the beach in san francisco this morning. investigators say two men beached the boat yesterday and when police arrived to help, they discovered one had an outstanding warrant for his arrest. witnesses say the boat is badly dodged and not fit -- damaged and not fit to sailment a park ranger guarded the boat overnight so no one could steal from it. the big announcements from google. it kicked off a special media event by unveiling updates to the nexus smart phone line. the new android phones are called the nexus 5 x and 6 p. they will run the latest version of android called marshmallow and starting price is $379. and you may have noticed a couple of posts making the rounds on the facebook news feed. claiming to protect your personal information. but don't fall for them. it's all a hoax. facebook says quote -- anyone

could take days for election officials to determine if there are enough valid signatures to then qualify for the ballot. under current law all kids are required to be vaccinated against childhood diseases before going to a california school. happening today, the head of planned parenthood is in washington to defend the use of taxpayer dollars going to the organization. but as craig boswell reports, some lawmakers are willing to go to great lengths to strip the funding. >> reporter: planned parenthood president cecile richards appeared before congress tuesday to defend funding for her organization. >> the federal funding that planned parenthood receives allows the doctors and clinicians at the health centers to provide birth control, cancer screenings, and testing and treatment for sexually transmitted infections. >> reporter: the nonprofit has been under intense scrutiny since anti-abortion activists shot undercover videos of planned parenthood doctors allegedly selling fetal tissue to researchers for profit. a practice that would be

that cooler air mass. so you couple the two together and partly cloudy skies today and temperatures cooler than what we experienced yesterday. and now we have a weather pattern change at the end of this workweek. meanwhile in throughout the central valley today also unseasonably mild. mid and high 80s. 76 degrees in the high sierra. 67 at the coast. and 83 degrees in yucaipa. sunset tonight at 6:58 and by the time it comes back up tomorrow morning at 7:404, our overnight lows again on the mild side. in the 50s. right around 60 degrees. now today's high temperature is 60s beaches and 60s 70s around the rim of the bay and # 6- degree -- 76 degrees in san jose. about five to seven below average in the tri-valley. and 74 in napa with the west wind up to about 10 miles per hour. cooler on wednesday. and then friday, mid and high 90s. and it's baseball tonight. bum garner on the mound for the giants again kershaw. go giants. make it a great day everyone.
