leaders working now against illegal activity going on in the shadows. and good evening to you, i'm juliette goodrich. santa clara county leaders say the change needs to come now against illegal massage parlors. kpix 5's mark kelly explains how they plan to crackdown before the super bowl 50 crowd arrives. >> reporter: behind the blinds and lights is a secret world no one likes to talk about. >> these massage parlors are fronts for human trafficking. >> reporter: this supervisor wants to lift the curtain on the dozens of massage parlors in the south bay supporting the legal day spas but clamping down the on the illegal brothels. >> we want to support good businesses that don't allow people to be trafficked in our community. >> reporter: under the new ordinance, massage therapists would have to get a license from the state massage therapy board. owners would have a criminal background check and parlor

pass a health and safety inspection. >> they are not going to be limited anymore. >> reporter: thanks to a state law places like santa clara county have more independence than ever to write the rules when it comes to massage parlors and politicians say with tens of thousands expected here for super bowl 50 and human trafficking concerns high, that law came just in time. >> what the super bowl has given us is an opportunity to do is very important to have a community conversation about whether or not this is okay with them. and what i'm hearing people in our community say it's not okay. it ends here. >> reporter: in santa clara county, mark kelly, kpix 5. >> county supervisors will take a second vote on the ordinance this week. san francisco has seen its number of car break-ins skyrocket in recent months. these smashing in windows and snatching whatever they find. kpix 5's emily turner is in north beach with what police are doing to fight it.

emily. >> reporter: they have created a task force. they recognize this is a major problem and so they are really trying hard to crackdown because what's happened is these crooks are targeting the vulnerable folks who don't know about the crime who are coming into town, tourists. >> it's the big surprise tourists come and they expect a completely safe neighborhood and in 20 seconds, their car is broken into, the passport stolen, the credit cards are stolen and then they are completely at a loss what to do. they don't know where to go, who to call. >> reporter: there's been about a 70% jump just in the last year of smash-and-grabbing in the big tourist areas the central district for san francisco police department. now san francisco police are finally putting people behind bars in high numbers. they have created an entire team dedicated to these smash- and-grabs, with undercover officers, extra patrols and that's paid off especially in the last couple of weeks when they have made 20 different arrests. now, how many different crimes those 20 people have committed

they are still not sure. but they say that of all the people committing the crimes these are certainly movers and shakers. coming up at 10:00 you will hear from the police captain of the central district some interesting information about those 20 people namely, the fact that some of them are gang- related. reporting live in north beach, emily turner, kpix 5. >> emily, thank you. four teens are under arrest accused of planning a shooting at their high school in the sierra foothills. tips stopped the plan. the sheriff describes it as an elaborate plot. >> detectives located evidence verifying a plot to shoot staff and students at somerville high school. the plan was detailed with names, locations, victims, methods in which the plan was to be carried out. >> the teens are facing weapons charges. their names are not being released because they are under 18. and we are learning new details tonight about the

deadly college shooting in oregon. investigators say the gunman chris harper mercer shot and killed himself after exchanging gunfire with police. a newly released timeline shows the shooter was down 10 minutes after the first call to 911. police also recovered an additional gun from the suspect's home bringing the total number of firearms to 14. he reportedly singled out his victims based on their religion. >> they were christian and he would stand them up and if they were christian he said you will be with god soon. that's what i have been told. >> the shooter reportedly left the document with one of the students to hand over to police a source describing it as a rant of someone who was mad at the world. he wrote about feeling like a loser without a girlfriend. his hatred for black men and going out in a blaze of glory. well, hurricane joaquin is causing severe flooding along the east coast tonight. while the region is going to avoid a direct hit the storm is

dumping record setting rain. charleston, south carolina is one city that's swamped. it's a similar story up the nos north carolina where the rain just keeps on falling. and in new jersey, one home is in the water. the heavy rain is blamed for at least two deaths. and closer to home we have our own dangerous weather to worry about. winds are gusting prompting a warning for parts of the bay area. meteorologist brian hackney is in sausalito tonight where the wind was certainly blowing earlier. hi, brian. >> reporter: if anything it's strongers since we last talked. wind gusts in the bay area are approaching 60 miles an hour at this hour and there are whitecaps on the bay. we reported them earlier. as soon as you see those whitecaps you know the winds are at least about 23 miles an hour. stronger than that over the bay. right now the peak gusts up to 59 miles an hour at mount diablo. it's blowing at ocean beach up

to 50 miles per hour. oakland 36-mile-an-hour gusts. because of the strong winds, there are red flag warnings in the north bay hills at 30 miles an hour and higher elevations could approach 60 miles an hour. the real problem is the last line on the screen the potential for downed trees. the trees bring down power lines and powerful winds, boy, if a fire gets ignited by a downed power line it could go quickly. we hope it doesn't happen. with the drought weakening trees and gusts up to 60 miles an hour, it's going to be a wild night in the bay area. we'll have the complete forecast in a few minutes. >> thank you. we are also following developing news out of north carolina tonight. dozens hurt after a canopy collapsed at a high school. details ahead. plus a win in the ongoing fight to keep san francisco streets clean. the method that seems to be workin

were inside. according to the school's website, s.a.t.s and a band competition were going on at the time. officials say injuries range from minor to life-threatening. and back here in the bay area highway 101 is about to get a major face-lift. the san mateo county transportation authority is allocating $108 million towards projects that will improve the highway's aging infrastructure. the goal a smoother commute. local sales tax dollars from the voter-approved measure a will cover all the costs. a step forward in cleaning up san francisco. the city says a special paint that repel urine is working so well it plans to use more. they painted nine walls in the tenderloin, mission and south of market neighborhoods. the paint bounces back at those going in public. at the plan to coat eight more walls next week in problem

to save dwindling elephant and rhino populations. it says china is one of the biggest offenders adds that a recent survey found 80% of the ivory in san francisco is illegal. organizers are furnishing for tougher laws to stop it. they say if something isn't done, there could be grave consequences. >> and killing them is a reflection on who we are as a species as well so we have to come together to end this or the species is going to be extinct within a generation. >> this was one of dozens of marches held worldwide. organizers say 100 elephants are killed every day. and a rhino is killed every 7 hours. a small dog with a big bark managed to scare away three bears from a southern california home. it was all caught on camera. >> reporter: don't let her sweet face or size fool you.

jules is a true guard dog. >> she wasn't having it. you're not coming into her property. >> reporter: friday afternoon, two bears believed to be a year old wandered into the families' front yard. a third bear is on the balcony just out of the camera's view. >> mama bear sitting up here. >> reporter: the 20-pound french bulldog didn't hesitate chasing them off. here you see one bear estimated to be more than 100 pounds scour the fence to get away from jules. >> blew me away. i couldn't believe it that she turned know a wolverine. >> reporter: david hernandez says a wildfire a couple of years ago impacted the food source for wildlife. so now animals look for food in people's yards. hernandez says some of his neighbors encourage it by feeding the bears. >> it is a crime and you can actually do jail time for it if you are caught doing this. some of my neighbors give them dog food and 25-pound bags. there's one lady in the neighborhood that actually makes them meatloaf. >> reporter: it may sound funny, but with two children hernandez isn't taking any chances. his daughter's bedroom window

[ laughter ] >> it's cold out here. there is a bitter black of ak particular wind in the bay area tonight. the gusts up to 60 miles an hour in parts of the bay area and it looks as if they could get stronger overnight too. and that's why we are going to revisit what we mentioned at the beginning of the show.

pressure gradient is being created and that means very windy conditions tonight in the bay area. the winds will abate by tomorrow morning. we'll ease off the wind advisory by 10:00 sunday morning but the winds could be stronger overnight. to sum it up a partly cloudy night from the bay area with gusty winds. the winds will begin to ease up tomorrow. and tomorrow we'll get a sun/cloud mix. kind of a brisk day close to the shoreline. warmer inland. it will be in the 80s again for sunday. high temperatures tomorrow in santa rosa 85 degrees. 84 for napa. 84 degrees in fairfield. 82 in concord. in livermore 83 degrees. here in the city 74 degrees. 79 at oakland and 81 in san jose. it's going to be a nice day for the sonoma county harvest fair going all weekend. it will continue tomorrow in santa rosa at the fairgrounds 85 degrees. it's also where they have the super bowl trophies won by bay area teams on display. extended forecast calls for the warmest readings tomorrow to be in the mid-80s inland.

it's the pac-12 home opener the bears and we'll have more on the giants and a's and college football right after this. it's the pac-12 home opener for the bears and they are looking to do something they haven't done since 2007 going 5- 0 to start the season. they are facing ahigh-powered offense in washington state. bears leading 21-7. goff up top to kenny lawler who makes the one-handed catch and nine-yard touchdown pass and cal 21-13 after missing the point. the cougar fake the point in the second half and get near the first down marker but the ball pops loose picked up by stefan mcclure who returns it 45 yards to the house. cal down 21-20. but wazzu respond. next ball the four yard score. cougars up 8. 3rd quarter 28- 26, goff throws the fourth touchdown of the game to harris who goes 24 yards for the

score. it gave cal a 34-28 lead after a two-point conversion. the bears are now 5-0 and 2-0 in the pac-12. auburn beat san jose state in other college football action. 35-21. despite another big day from tyler irvin senior running back ran for 160 yards already has a 100-yard game with the season. san jose state falls 2-3. fifth touchdown of the game. auburn wins 35-21. falls to 2-3. urban meyer and the top ranked buckeyes on the ropes against indiana. down 17-13, in the third, ohio state would go for it on fourth down and ezekiel elliott does a little more than that. he goes 65 yards to put ohio state back on top. elliott finished with 274 yards and three touchdowns. and that made this buckeyes fan

very happy. the hoosiers though would rally back in this one and have a chance to tie it in the final seconds but a bad snap on fourth and goal sent the hoosiers all the way back to the 30-yard line. the desperation heave is knocked down and ohio state hangs on to beat indiana 34-27. and the buckeyes have won 18 straight dating back to last year. jim harbaugh joined on the sideline by his brother john as michigan visited maryland. the wolverines held the terps to 71 yards on offense and forced four turnovers. they record back-to-back shutouts for the first time since 2000 and michigan was without their star running back devian smith but no problems. drake johnson stepped in and wracked up 103 total yards and two touchdowns. the wolverines beat maryland 28- 0 and are outscoring their opponents 122-14 during their four-game winning streak.

jim wins wherever he goes. to the raiders now. they are checking off things on their 250 do list and the losing streak away from home, check. improve on their 3-13 record last season, they're well on the way with a chance to match the win total from 2014. the raiders will try for their first three-game winning streak since 2011 tomorrow in chicago. the game will be a reunion for the bears head coach john fox and oakland as jack del rio who is fox's defensive coordinator in denver the last three years but del rio knows the game isn't about the coaches even if he wants it to be. >> i wish it could be us wrestling on the 50. but --[ laughter ] >> --that's not going to come. foxy might still take me. he is a tough guy. no play-off baseball for the giants as they officially end their season to. but there is some celebrating left to do. they end their season tomorrow. this afternoon a sendoff for tim hudson who is the major active wins leader with 222 wins. hudson who pitched his last game on thursday was honored by

the giants before today's game against the rockies. top of the 1st inning, tomlinson sends one out. but he takes it a little further to with an inside-the- park home run. 4th inning, 2-0 san francisco. crawford over the fence. 21st homer of the year. no doubt about that one, 21st of the year. giants win 3-0 and they go on to 3-2. the rangers one strike away from clinching the a.l. west versus the angels clinch. the division. carlos perez with a two-out two strike single to score and that ties the game. next batter johnny gives los angeles the lead with an rbi single to center. so the angels come all the way back to win this one 11-10 preventing texas from clinching the division. so texas leads the a.l. west by 1 1/2 games over
