ivory sales in california, once restricted, now banned completely, the governor making the law much tougher today with

the stroke of pane. good evening. i'm brian hackett. >> and i'm betty yu. maria medina live on closing the loophole that allows some ivory to be bought and sold legally. marie i can't. >> reporter: betty, the law allows you to bay and sell old ivory but now this new law changes that. here in chinatown it wasn't difficult finding stores that sell is ivory night. think it's a great thing. there's way too much poaching going on. >> reporter: in san francisco's chinatown we found several is stores selling ivory. the owners say they're selling it legally because it was made before the 1989 global ban on elephant ivory imports. >> and where is that ivory from? >> reporter: an investigation found san francisco is the second largest market in the country for ivory trinkets. >> it should have been stopped a long time ago. >> reporter: today jerry brown

closed that loophole. the new law will jut law the purchase or sale of elephant ivory rhinoceros horn in the state after july 1st. the owner of this store told us she will continue selling is ivory despite the law because she's retiring and will shut her doors soon. >> i'm just kind of short- sighted. and are they really going to retire soon? >> reporter: and so the store owners have until july 1st to get rid of their ivory, or it is a $50,000 fine or time in jail. there are exemptions to the law, including musical instruments. in san francisco, maria medina, kpix 5. >> the law does have some exemptions for musical instruments and antique guns. the governor has also shot down three bills aimed at regulating drones. they would have banned flying them over schools in session is, prisons, and jails. another would have given

firefighters immune tee for flying drops over emergency situations. the governor said the law would provide little benefit to the public. concern over the bay bridge after the lead designer of the eastern span says the cables could be sues september is i believe to corrosion. joe vazquez joins us live from treasure island. you got to see the cables close up, right? >> reporter: brian, we saw photos that an expert says appears to show some rusting. we're talking about a part of the bridge right there where those main large cables connect down to the deck of the break. according to the chronicle, the bay bridge designers worried corrosion could eventually cause serious problems. at the top of the eastern span of the bay bridge, the cable that's holding it up is protected from bad weather by a steal jacket. but the bottom of the bridge is a different story. the place where the cable attaches to the anchorage has rainwater seeping in. it's possibly causing corrosion. >> what you are looking at here

is one bundle that is a part of the main cable. >> reporter: lisa fulton is a berkeley metallurgy engineer. she says is these photos of the anchorage clearly show white splotches and red rust, indicating that a zinc protective coating is wearing off. >> what this indicates is that the gal of united states coat hag been -- the galvanized coating has been consumed to the point that the underlying steel has been exposed and is allowed to rule. >> reporter: when you see rust like this, what flag does it raise? what could be the problem? >> is the problem is when you have corrosion, you have loss of metal, and eventually, in an earthquake, it might be enough to damage the cable enough that it could collapse. >> reporter: in a statement, caltrans says is, "corrosion protection is an issue on every steel bridge. it is not at all unique to the bay bridge. all cables that hold up all bridges are vulnerable. " caltrans setsz working on the

problem that it is supplementing the design of the box, that area over there that is supposed to protect the cable. reporting live, treasure island, joe vazquez, kpix 5. riders had problems in the south bay. the ticket machine at the stations quit taking credit cards. they fixed the problem pretty quickly but vta is encouraging passengers to carry cash. tonight firefighters are worried a grocery store in san jose, gutted by fire, could collapse. the fair started early this morning at a market. it quickly went up to four alarms before firefighters could put it out. firefighters say a grocery store has plenty of items that could had a fuel to the flame. all that's left are the walls. there are fears that they could come down and crush mobile homes. those people have been evacuated and are spending the nature in a shelter. witnesses say the fire is a huge blow to the community.

>> we saw this massive smoke cloud in the sky. >> one of their favorite stores and one of their main means of food and other things go down to the ground. it's pretty shocking. >> no one was hurt in this fire. the cause is still under investigation. >> a vile is lent struggle between an armed robber and a san francisco homeowner, and it's all caught on camera. sue surveillance video captures the two men wrestling inside a garage on la ply i can't street. the victim finally manages to snatch the handgun from the suspect. he runs outside andy use the weapon to try to stop the attacker, but the man ran off. police posted the video on youtube. here's a closer picture of the suspect. anybody with information on him is asked to call the san francisco police. meanwhile down south, a carlsbad mother is suing police for brutality. video of the arrest shows officers violently holding down 40-year-old cindy hahn, then kneeing and hitting her.

she says she was leaving a birthday party with her kids and complained to an officer on the street about a car alarm. officers followed her and pull her over for a seatbelt violation, though no ticket was issued. carlsbad police are not commenting. a memorial service is going on right now in san mateo for the victims of the deadly rampage at an oregon community college. these pictures came kpix 5 newsroom minutes ago. people are passing out white flowers and lighting can dainls memory of the nine people shot to death on thursday. nine other people were wounded in the rampage. at least two are still in the hospital in critical condition. churches today did what they could to comfort the survivors of the shooting. some form prayer circles to comfort them. referenced took the opportunity to address gun violence. one told his congregation the government needs to stop, needs to do more to stop people bent on evil by making it harder for them to get guns.

a survey shows the big income inequality gap in san

francisco, and we mean big. the median for whites is a little over $104,000 a year, up 11% from 2011. but look at what it is for african-americans. it is just under $30,000. a drop of 5%. that's lower than what blacks make in oakland. asian and latino households saw their incomes go up. state officials say there is still plenty of fire prevention money that has gone unused. the state collected more than $300 million through a property owner fee implemented four years ago. now that the fiscal year has wrapped up, officials say there is more than $40 million left over, and some suggest that the state is holding on to it to fight a class action lawsuit filed by critics of the fee who say it's an illegal tax. and some south bay boy scouts spent their sunday collecting donations for the victims of the butte fire. they asked people to bring items the displaced residents could use while they rebuild,

including clothes and camping gear. and all of it is on the way by caravan right now. it's one of the most scenic spots in the bay area. that makes it popular for cyclists. but don ramos says that beautiful ride can be dangerous, even deadly. >> reporter: riding a bike up mount diablo has always been a challenge, which is the actual name of the race held there today. but there are also times when the greater challenge is just staying alive. >> when you are doing the downhill you definitely want to be careful coming into the corners because you never know what's around the corner. >> reporter: the problem is vehicles is passing slow moving bakes on blind curves. they move into the oncoming lane right into the path of cyclists sailing downhill, often at an unsafe speed. it's caused deaths and injuries, including an accident just last week, where a woman swerved over to avoid having to drive alongside a cliff. experienced cyclists say the danger has become a familiar part of the ride. >> when you're going into corners, if you can't see,

you've got to assume that something bad could be around the corner. >> reporter: after a growing number of complaints, park management is slowly beginning to take action. they have posted warning signs and now tell drivers entering the park not to pass on corners. but safety is advocates say what's really needed is a double yellow line on curves to drive home the point. >> it's the yellow line. that's what we need. we need a no passing on corners indicator on the road. >> reporter: and then on wednesday the parks department announced it had found the money for new signs, double yellow lines, and a safety study. >> is it frustrated that they take so much just to do a study to find out something that everybody already knows? >> isn't it? that's bar rock address in government at work. >> reporter: of course, the biggest challenge may be to get everyone, cars and bakes alike to slow down and show a little patience. >> there have been three head-

nice time of year to go, crowds have dissipated, and just a few thunderstorms out there. overnight lows, a little bit on the chill side, 57 for san jose, and 58 degrees at livermore. all right, for tomorrow we're pretty close to average. 71 in san francisco. tomorrow concord hits 77. 7 in the south bay at san jose. oakland at 75 degrees. plenty of sunshine south of the bay area with 79 degrees in the south bay. 79 for sunnyvale, 77 at palo alto. and by the shorelines the numbers will mostly be in the six. the east bay tomorrow, upper 70s and a few low 80s, and a little bit cooler than we had it today in the north bay with low to mid-70s for the most part. santa rosa at 77 degrees. extended forecast calls for agents -- a little warming. friday, saturday, and sunday we're back into the low 90s inland, but still plenty of
