raise the ticket price and parking fees by 50 cents. for some, that's reasonable. >> if it's 10 cents or 25 cents, i don't think it's going to matter in the grand scheme. >> reporter: others want to get something more for their money. >> you would pay more for a faster caltrain. >> yes. >> reporter: no idea if caltrain will one day be faster, but there are plans some day to run on electricity. with no government funding, plus the fact that current fares don't cover half their budget is why caltrain is put out its hand. >> i think they're getting a pretty good amount of money as of now. >> reporter: if a ticket hike sounds like deja vu, it kind of us. just last year, caltrain raised comfares by a quarter. others by 50 cents. >> the way that it is now, i think that it affects a lot of the middle income families. >> reporter: caltrain's board is expected to take a vote on

the fare increases in early december. if they pass, they would go into effect in 2016. in mountain view, mark kelly, kpix 5. >> you can let them know how you feel about the hikes tomorrow night at mountain view city hall. the first ever elevated bike lane is coming tomorrow. construction agains on 12th and goff streets. it's designed to improve the community for bikes, cars and pedestrians. >> it prevents people from driving into the bike lane easily, and also encourages people to ride their bikes in the bike lane, rather than on the sidewalk. >> an estimated 3,000 cyclists made the ride down market street each weekday. new bike lanes in san francisco, and now new car lanes in oakland. an hov lane will make its debut

on interstate 880 tomorrow. santa cruz police trying to figure out why a car went off the end of a pier and into the ocean. it happened last night at cal beach. two men were pulled from the submerged car. the second is in critical condition. witnesses say the driver went over a parking block and through the rail, plunging 20 feet into the water. here's a photo of the car being pulled out of the surf. nobody knows yet exactly what led to the plunge. crews are still digging vehicles out from tons of mud after torrential rainses. crews are still working to get highway 58 near mojave back open to through traffic. it was buried in up to 20 feet of of mud and debris. more than 200 cars and semi trucks got stuck in the muddy mess. a light drizzle blanketed the area today, as crews continued to free more of the vehicles. much of the mud has now hardened making the process much more difficult.

it will take days to reopen the road. hundreds of cars were also stuck in the mud along the grapevine. but that freeway has been cleared and is back open. the storm that landed in southern california is one for the record books, and meteorologists are calling it it a preview of what el nino could do this year. >> reporter: kenny rogers is a farmer, he knows the conditions are ripe for something that could be worse. el nino. >> i've seen numerous floods and the damage from an el nino. >> reporter: meteorologists have been watching for mobilities and scientists say warm temperatures in the pacific, and a lack of a high pressure system could allow the ocean storms to come ashore. >> this year, it's actually a strong el nino. >> reporter: only six with this classification in 65 years. when our el nino storms were

blamed on 17 death it's, and half a billion dollars damage in southern california. >> it's those heavy storms that are back-to-back on multiple days that really stress the system. >> reporter: we saw this week, when too much rain, too quickly caused mudslides on highway 58, stranding motorists, and swallowing almost 200 cars. so keep emergency supplies in your vehicle. have a ready kit in your house, and if you are on the road when the waters rise, remember -- >> turn around. don't drown. it's not worth it. >> reporter: joy benedict, cbs news. >> it's crazy about a rain. el nino fears are also causing prices to go up on some food products, including sugar and palm oil. an east bay driver is facing charges tonight of staging a side show. he was spotted fruitvale about 1:00 a.m. after a brief chase, he was arrested. chp says the car will be impounded for a month at the

driver's expense. some of the bay area's worst crimes lately have been blamed on stolen guns. now there's a move to fix that. kpix 5's ann mackavick. >> reporter: san francisco police chief greg suhr explained the rules on kpix 5 sunday morning. saying the punishment depends on how much the gun is worth. >> since prop 47 in november, of last year, it has to be over $950. >> reporter: if is is, it's a felony. if it's worth less, it's a misdemeanor. stolen guns were used in three recent high profile murders. these three, known as the drifters are accused of killing three people using a gun stolen from a car near san francisco's fisherman's wharf. >> the more i looked at this, the more surprised that i was

that california of all states hadn't gone as far as we should. >> reporter: that's why it would require anyone whose gun has been lost or stolen to report it to police. the but the governor vetoed a similar proposal in 2013, saying responsible people report the loss of theft of a firearm, and irresponsible people do not. i remain skeptical that this bill would change those behaviors. chief sur says his department seizes about 1,000 guns per year, but only a small percentage of those seizures lead to actual prosecution, because the d.a. requires dna evidence from the gun it itself. chief suhr says there are no changes in sight. >> there have been conversations, but i'm not sure of any move right now to make it it happen. this push for stricter gun laws is forcing gun stores to close. san francisco's last shop in the mission will close its

>> oh, my god. >> reporter: hundreds dressed as zombies fled in real terror saturday night. someone opened fire at the crowded zombie con tweet festival at fort meyers. just before the end of festivities. >> reporter: one man died at the scene. he was identify as 20-year-old extavius taylor. a football player at a junior college. >> right in front of me. right here, and the body is right there. >> reporter: four others were taken to the hospital with main life-threatening injuries. one person refused treatment. >> there was people taking cover. you know, officers were running towards the shots, and that's when we located the victims. >> reporter: police searched the area for a suspect, but did not arrest anyone. the event has been running for 8 years, and attracting more than 20,000 people to the city. not everyone likes it. the festival has been the

subject of protests and some community complaints. police are asking for help from the public, who may have cell phone pictures or videos to share. wendy gillette for cbs news. >> despite the shooting, the popular event will continue. two people have died in a small plane crash in a southern california nature preserve. the plane went down some time yesterday in the san bernandino mountains. the identities of the victims have not been released. the preserve is located at the western tip of josha tree in addition park. two men are recovering from injuries suffered in separate shark attacks in hawaii. one of the victims was filming in oahu when he was attacked by a tiger shark. nearby kayakers pulled him to shore. he suffered severe injuries to his feet, and legs. and a second attack happened about eight hours later to a surfer at waikiki beach. >> it took me a second to realize, it was like a massive shark was on my leg. so i kind of had to push him

the storm came to shore ear this morning with 150- milen ur winds and torre thousands in the philippines are reeling from a powerful typhoon. the storm came to shore early this morning, with 150 mile-an- hour winds and torrential rain. tens of thousands of people fled their homes as roofs and walls were torn away. a woman and a teenage boy were killed. it is moving slowly and is expected to linger over the region for days. a sign of winter weather ahead. this is upstate new york, where ice caused multiple accidents and shut down roads. it's just the first taste of what's to come in the months ahead. >> that is treacherous, treacherous to get caught in that ice, and especially october. but that's what happens in the northern tier of states. back here, what happened is we had thunderstorms break out in parts of yolo and solano county this afternoon. they are now beginning to die on the vine. just a few hours ago, it was coming down, but good in that

part of the bay area. in fact, as visual proof, we've got the hi-def doppler showing us that now toward the end of the loop, there's just a little bit left between vacaville and fairfield. it was really coming down earlier today. this is what it it looked like. the rain, the windshields, it looks a lot like winter in that part of the bay area. the temperatures now, with the flood alerts posted until 7:00 tonight, brief, heavy rain possible. they're worried about that rocky fire burn area. as a result, debris flows are possible. right now, the numbers around the bay area, 70 degrees, 68 livermore. san francisco, 64. santa rosa 69. you can see, look at that large scale low circulation just winding over california. the low pressure moving through the northern part of the state is what's triggered the thunderstorms today. the rest of us got away with a nice, actually kind of a spring like day. tomorrow, we'll warm up a

little bit. mid-70s around the bay. 80degrees inleft-hand side tomorrow. things are warming up a little bit. there's that low that's in northern california. heads out of the state, and will go to partly cloudy skies on monday. then by midweek, we'll be back in the mid-80s, with plenty of sunshine and mild shore line. a nice october week ahead. on the future cast, look at the diablo range. they give way to sunshine later in the day on monday. but it wouldn't be a surprise to see a few showers form overnight. this is the view from high atop mount vaca. worried that some of the heaviest cells were right on top of our sight. warming trend will begin in mid- 80s inland by wednesday. here's how it looks. looks not bad at all in the central valley. near 80 degrees at redding. overnight lows tonight, mid-

50s. forecast highs a little bit warmer than average, but not by much. concord, 80 degrees. down in the south bay tomorrow, mid-70s will do it with someone's over in the east bay, numbers approaching and in some cases equaling 80 degrees. 80 for concord. up in the north bay, we'll have sunshine and the numbers will be in the mid-70s. a beautiful monday on tap for the bay area. 60s over by the shore. and at ukiah, 77 degrees. 80 for lake port. in the extended forecast, we're going to be looking for increasing sunshine, especially inland tomorrow. a few clouds around the bay. for tuesday, wednesday, thursday, and friday, the numbers begin to climb. into the mid-80s inland. the low 80s around the bay. not a bad beach week, if you can find some way to head out there. saturday and sunday will increase clouds by the weekend. temperatures will be in the mid- 80s inland. if you would like to join the
