schaaf tells me she has a brand- new stadium plan that she plans to present to the nfl owners. she has a plan, the mayor, the nfl and raiders owner mark davis, just had a closed-door meeting and they wrapped up about 30 minutes ago. >> we are not prepared to share details about that plan yet. it is still under development. but we know that we are close enough to that finish line. >> reporter: mayor libby schaaf will speak at tonight's nfl town hall meeting but won't release any specifics about the new stadium plan. >> we have made tremendous progress. we have moved from depending on an outside developer to really seeking a partnership with the raiders. >> reporter: while it sounds positive, coming from the city, raiders owner mark davis seems frustrated telling the media there's no progress in recent months but fans are upset with the team for threatening to move to carson. >> i'd like to send a message to mr. davis if he thinks the

leaf. it will be the nfl's biggest super bowl ever at levi's stadium. len ramirez outside the stadium where there's a lot of work to get done in the time left. right, len? >> reporter: there is still a lot of work veronica. the host committee said today that it expects one million people to visit the bay area during super bowl week. they have been planning this events for the last 2.5 years. now 100 days to go and some of the major components are still not finished yet, like the traffic plan. planners say super bowl 50 will be unlike anything levi's stadium has ever seen before. >> certainly there will be things like you see in a regular sunday at, you know, 49ers games. but there's going to be quite a bit that you won't even recognize come super bowl sunday. >> reporter: the ceo is talking about how parking lots will be used, the way traffic will be directed, a secure perimeter around the stadium, and that may even go for how bay area freeways are used. 100 days to go, the committee's traffic plan is still being worked out with 41 miles

this month on hebron court. then another on burkhart avenue on monday. kpix 535's kiet do spoke to one of the -- kpix 5's keit do spoke to one of the victims who was shaken up but determined not to let it happen again. >> reporter: tomas castillo had just dropped off his son at arroyo high school and just got hope when a man pointed a gun at the back of his head. he instinctively grabbed the barrel. >> these two guys followed him. don't to any foolish things, turn around. put the gun on my head the back of my head. >> reporter: facing three armed men, tomas had no choice but to give up. the men walked into the sliding glass door in the back. when the crooks saw and heard his wife calling 911, they took his wallet and ran. whatever happened, tomas was not going to open that door. you were ready to die before you would let them inside the house. yes. in my mind, it's just go ahead, shoot me, i don't want to get inside because as soon as they get inside, that's a big

problem. i got my two daughters and my wife inside. what can we do? >> reporter: this is the second time this month it happened where parents are attacked after dropping their children off at arroyo high school. in both cases, the victims were asian men and their crooks enter the houses through the side gate. detectives are looking for a getaway car similar to this blue nissan rogue. >> so one of the theories that we are exploring now is the possibility that these suspects are conducting either surveillance prior to the crimes occurring or have some sort of information knowing that these fathers will return home after dropping the kids at school. >> i think you're padding your pockets. is that what you think it is? >> reporter: he used to keep his gun in his bedroom. now it's on him all the time. >> they want a shootout, let's go. go for it. >> reporter: san leandro police say they have increased patrols of both marked and undercover units and they are asking anyone who knows anything to give them a call. in san leandro, kiet do, kpix 5. the family of ai woman shot

and killed by emeryville police filed a wrongful death lawsuit against the officers. yuvette henderson allegedly pulled a gun at a home depot last february. police chased her down a few blocks away. they say henderson then tried to carjack at least three drivers before turning the gun on them. henderson's family claims the coroner's report tells a different story. >> they hit her at least three times. none of the shots were in the front of her body. they were in her back. and in her side. >> one of the officers was equipped with a body camera but he didn't activate it before the shooting. the lawsuit seeks unspecified damages on of what of henderson's six children -- on behalf of henderson's six children. after three months, rohnert park says that a police officer acted reasonably in pulling a gun in an incident that went viral. >> this one really got a gun on me. no, you don't touch me. you don't touch me. >> cell phone video shows officer dave rodriguez walking toward don mccomas and asking him to take his hand out of his

pocket. when he refuses, the officer draws his gun and points it down. the city now says that rodriguez saw what he considered suspicious behavior including mccomas ducking behind a truck. mccomas is going to file a civil rights claim and possibly a lawsuit. tonight police in london are scouring the streets in search of a bay area man who went missing last week. 24-year-old josh sanchez- maldonado of san francisco was last seen on october 22. he works as a financial trader. investigators say he was in england for a job interview. his family members have just arrived in the uk to monitor the search. >> if you see josh, if you, um, approach josh, josh is a very likeable person, very communicative, outspoken, lovable person. just let him know that we're concerned and that we're looking for him and that we love him very much. he hasn't done anything wrong. he might be lost. uhm, make sure that he is okay.

>> police have not yet determined which company josh was interviewing with. a worker at a san jose restaurant at the center of a shigella outbreak has tested positive for that disease. however, the health department is saying it doesn't appear that that worker caused the outbreak. that's based on the onset of the worker's symptoms. nearly 200 people have gotten sick since the outbreak at marisco's san juan started two weeks ago. health experts say they may never know where it originally came from. so we all know that parking can be impossible in san francisco. >> one guy thought he had a pretty creative solution though. >> reporter: why not make your own carport? the problem is the city says he didn't get a permit. t mess. the hidden danger in those rtable battery pac >> and they plugged into inn to charge their phones but ended one a burnt-out mess. the hidden danger in the portable battery packs. >> two days, you have two days left until halloween.

i'll take dinner in my room, with chocolate milk. make pasta tastier with johnsonville italian sausage. we don't make sausage. we make family. and sausage. a half-acre grass fire was burning behind yerba buena evacuations were you may have smelled smoke near coyote creek in san jose today. a half acre grass fire was burning behind yerba buena high school. no evacuations were reported. a new parking concept in oakland aims to boost business. the mayor's office is looking into implementing market based pricing at parking meters. the idea is to increase meter prices in high demand areas where parking is hard to find and decrease fees where demand is low. market-based pricing would only be enforced in certain commercial areas of the city. sometimes it can be a night maker to find a parking spot in the crowded streets of the bay area. but one san francisco man decided to take matters into his own hands. kpix 5's joe vazquez on carving

out a space for his car that backfired on him, joe. >> reporter: yeah. allen. like you said, it's tough to find parking. this homeowner says i will make my own carport. i'll have a place to park. there you can see these walls are 7, 8 feet tall, carved out of the hillside that was once here. the city told him it would take about a year to get the permits together but he apparently decided he wasn't going to wait. here's the before picture taken by google maps in june of this year. pay close attention to this area on the right side of the screen. it shows a grassy slope with a no parking sign in front of it. now look at the same house today. a major construction project is under way. dirt from the hillside is dug out. the city says this is construction work to carve out a carport. but that it's being done without a permit from the department of building inspections. and that has earned the homeowner a notice of violation for work without a permit. >> first of all, safety is number one. >> reporter: the director of the department of building

inspections is tom. he says the problem with making your own parking spot without a permit is that it might not be done properly and the hillside could collapse and that could be a problem not just for folks inside the house but neighbors or people walking by, as well. >> there may be people seeing this thinking, well, he bought the property. it's his. he should be able to make a parking spot. >> yeah, you're able to do it but you are bound by the law. you need to apply for permits, go through the proper process to make sure whatever you do is safe. >> reporter: now, i want to take you back to the first photo. remember that no parking sign that was right in front of where the parking garage would be? well, now we're back live. you can see that actually that sign has somehow moved down, well, about 12 feet here. some down the sidewalk here. it's not clear exactly how this sign moved. i will tell you i reached out to the homeowner. we spoke briefly before he hung up. said he didn't want to comment

cell phone video shows smok. namic engine on fire! >> not what you want to hear or see at the airport. in fort lauderdale, cell phone video shows smoke pouring out of a dynamic airways jet. the engine caught fire as the plane prepared to take off for venezuela. all 110 passengers on board had to quickly evacuate on the runway using emergency slides as crews doused the flames. 15 people were taken to the hospital. keeping our phones and tablets charged becoming more and more of a challenge. but the portable battery packs are a more common solution. as consumerwatch julie watts explains some users are

complaining of big problems with those. >> once i felt my knee actually burning. it had a little flashback on my jeans. that's when i knew, wait, something is happening. >> reporter: that something was michelle grace's portable battery pack exploding. the aftermath, her rug scorched by fire, charred pieces of battery pack shrapnel and burns to her clothing and skin. >> it all happened so fast, i turned around, and my couch was on fire. full-on flames. >> reporter: the culprit, a $30 lithium ion battery pack interest a popular retailer. to date, the consumer product safety commission has 540 recalls or complaints involving all types of charging devices. >> the battery fully charged the fire is more intense. >> reporter: the engineering professor at worcester polytech institute experiments on lithium batteries. he says although fires are uncommon, problems can happen in older devices when battery management systems fail and they keep taking in charge

there's a lot of counterfeit out there, a lot of cheap knockoffs. >> thank you. well, east bay m.u.d. is naming names again. the utility has released a list of nearly 1100 customers who are penalized for excessive water use over the summer. software ceo [ non-english language ] topped that list. his diablo compound drained just over 9600 gallons a day. construction executive michael carvin and another were next from alamo along with former safeway ceo steve bird who used 7200 gallons a day. also on the list former golden state warrior donald foil. his orinda estate used about 3,000 gallons a day. in case you're wondering, the average house uses about 250 gallons a day. so -- >> big difference. takes a lot of water to grow pumpkins but halloween will be dry. paul deanno out amongst the

dodgers last week has reportedly been hired by the marlins. he is miami's 8th manager since 2010. it goes from the highest payroll in baseball to one of the lowest. bud black beat out steve for the job in washington. black was fired by the padres in midseason. and san diego did find a new manager today. they tabbed diamondback third base coach andy green for the job. at the ripe old age of 39, charles woodson won the nfl's defensive player of the month award. woodson is just the third player in nfl history to intercept a pass after turning 39. he has four so far this season. raiders host the jets on sunday right here on kpix 5. both teams much improved from last season. oakland quarterback derek carr remembers throwing his first nfl touchdown in the big apple. >> when i threw the ball to street and i saw him run in first of all i couldn't believe the game was that fast the first time i saw him run i was like you got there quick and he
