welcome to "cbs this morning." an intense manhunt across two states is over after a deadly shootout overnight in kentucky. state troopers and a u.s. marshal shot and killed floyd ray cook. >> cook was on the run for nearly a week after he allegedly shot and wounded a tennessee police officer. adriana diaz is in berksville, kentucky where the manhunt came to a dramatic and violent end. adriana, good morning. >> reporter: good morning. cook was found a half mile down this road shortly after midnight. officials in this area had nearly called off the search until they detected a heat signature they believed to be cook's body. two state troopers and a u.s. marshal found them lying in a ditch and shots were fired. >> he brandished a gun. shots were sustained. cook sustained wounds which ultimately led to his death. >> reporter: the 62-year-old fugitive was pronounced dead, ending a week-long manhunt that

expand two states and involved more than two dozen agencies. cook had approached a woman asking for water. she recognized him and called 911. >> i unlocked my car and i thought i saw a shadow in the garage. and i looked at it again and i said, oh, my god, oh, my god. and my brother said, what is it? i said, it's him, it's him. >> tonight was kind of the scary moment. we didn't know where he was. when you're searching in the dark, that's an uneasy feeling. >> reporter: police had been frantically searching the tennessee border looking for cook after he allegedly shot a police officer on saturday. >> i have help coming, i need you to breathe. talk to me, brother. >> reporter: police say that officer's life was saved by his bullet proof vest. cook allegedly opened fire on another officer just an hour later while evading capture. cook has a rap sheet stretching

back to the 1970s. it's been convicted of rape, burglary, robbery, and assault. >> there is a feeling of relief that it is over, that the community is safer now, just because we found him. >> reporter: police haven't said whether or not cook was the first to open fire. earlier this week, two of his known associates were taken into custody. >> adriana, thanks. breaking news from central texas where a powerful storm system is causing significant damage. at least one tornado touched down. the storms began moving through the area around san antonio before daybreak. several buildings west of the city are heavily damaged. they include a bank and other historic structures in the town of dahenet. the local sheriff describes them as pretty much destroyed. tornado and flash flood warnings are posted throughout the area and there are reports of serious flooding in san antonio. there is more damage just southeast of san antonio where

schools are closed because of the storms. the local high school had part of its roof peeled away. forecasts also confirm a tornado touched down this morning in san marcos, between san antonio and austin. so far, though, we are not hearing reports of any injuries. this morning passengers on a flight to venezuela say that it was chaos when an engine burst into flames just before takeoff. more than 100 people had to evacuate the boeing 767 at fort lauderdale hollywood international airport. one person was seriously hurt. david begnaud is at the airport where the fire forced other flights to be delayed or cancelled. david, good morning. >> reporter: good morning. the national transportation safety board is set to arrive in fort lauderdale any moment now. one airport official yesterday said, we averted a disaster. it took firefighters two minutes to get the on scene. it took people on board the aircraft six minutes to get out. it was a pilot behind the dynamic plane who apparently saw

what appeared to be fuel that was leaking from the back of the aircraft. >> engines on fire, engines on fire! >> reporter: cellphone videos captured plumes of smoke billowing from dynamic airways flight 405 as it sat on the runway. the crew members and passengers evacuated on emergency slides. >> i saw black smoke going over the window. then i see the flames. >> reporter: these siblings, daniela and david magro, were flying home to venezuela. >> in that moment when you turned and see flames on the wing of the plane, what was that like? >> my mind just went blank. i just wanted to get out. >> i went from the side of the plane. >> reporter: so you exited from the side where the engine was on fire? >> yes. it was all smoke. when you went down the slide, you couldn't see anything.

>> reporter: the fire temporarily shut down the fort lauderdale airport. crews used foam to extinguish the flames. at least 21 people were taken to broward health medical center. one received treatment for burn injuries. a national transportation safety board team is now investigating what caused the apparent fuel leak. this is the second time a boeing plane engine has caught fire in the last two months. in september, a british airways boeing 777 became engulfed in flames in las vegas. >> there are numerous layers of inspections designed to catch things like this. every once in a while something falls through the cracks. in a case like this, it just was >> reporter: the airline said, quote, we would not like to speculate about the causes of the incident and are fully committed to cooperating with

the ntsb. many of the passengers stayed over last night in a hotel. there was another flight headed to venezuela at 10:30 today. a two-year budget deal to avoid a government default is ready to sign. the senate passed the measure overnight, beating an upcoming deadline. the vote was delayed when republican president sal candidate senator rand paul spoke for an hour criticizing the deal. it raises the debt limit through march of 2017, after the next election. it increases military and domestic spending by $80 billion. jeb bush is pushing back against critics this morning who say his presidential campaign is failing. his performance in wednesday night's debate is getting low marks, especially his attack on marco rubio for missing votes in the senate. the former florida governor brought a new slogan to new hampshire, "jeb can fix it." he told reporters thursday, "we have the most money, we have the greatest organization, we're doing fine." the largest ever diplomatic

push for peace in syria is under way this morning in vienna. new video from inside syria shows us the war's violence. what appears to be a syrian military helicopter dropping barrel bombs on a suburb of damascus. explosions rocked the area. an international monitoring group says an attack on a marketplace yesterday killed dozens. in vienna, secretary of state john kerry is trying to broker a cease-fire. nearly 20 countries including russia and i ran are gathered in austria but there is serious disagreement on when syrian president assad would leave power. there is concern that if it's too soon, extremists could take advantage. retired admiral william mcraven appeared last night on my pbs program.

assess where you think the options are in syria for the united states in the battle against isis and other groups. >> now we have to be able to devise a strategy i think to go after isis that is more than just drone strikes and air strikes against the leadership. that is clearly a component of how you have to deal with isis. but recognizing that isis that is in iraq, we're going to need to partner with the iraqi soldiers, and we need to get out and have boots on the ground. we need to be true partners with them as they begin to root out isis in iraq. >> true partners meaning they will be on the front lines fighting with them, or providing other kinds of services? >> again, i'll defer to the president and the secretary and joe dunford. bill mcraven's opinion is we need to absolutely be on the front lines with them. this is a serious national security issue. in order to deal with it, we are

going to have to put young men and women at risk again, put boots on the ground. >> mcraven also says the united states needs to stay engaged in afghanistan. he calls the war against isis and the taliban a generational fight. an iowa school bus driver is behind bars this morning, accused of assaulting a special needs student. video of the incident is disturbing. other students with cellphones reported the violent confrontation thursday in the back of the crowded bus. elaine quijano is here with ow those students spoke up. >> reporter: good morning. cordi according to kids on the bus, when the student said something inflammatory to the driver, the driver stopped the bus. >> get up here. >> reporter: gracie foster grabbed her cellphone and started recording the violent confrontation after driver robert scarborough stopped the

bus. >> he threw him on the ground. i was shaking and everybody was crying around me. >> reporter: you can see the student throw an object at scarborough. he walked toward the student and, according to police, grabbed the student and struck him in the face. >> hey! stop! >> reporter: this bus passenger was sitting next to the student. >> he hit him in the head, and he has a disability. he's supposed to be watching us, not hurting us. >> reporter: students can be heard crying and screaming at the driver to stop. >> hey! stop! >> reporter: the driver returned to the seat and drove to the next stop. students saw a police car parked nearby and ran off the bus to alert the officer. >> sit down! >> you can't do that! >> reporter: 61-year-old robert scarborough was arrested at the scene and taken to jail on

charges of assault and injury causing child endangerment. the school district posted a statement saying, it appears as though the driver made a series of poor choices regarding how to handle the student's behavior. the driver has been placed on administrative leave. charlie? a new hampshire prep school graduate will spend one year in jail for statutory rape conviction. 20-year-old owen labrie gave the sign of the cross and looked up thursday before the judge handed down his punishment. he will spend five years on probation. after his release he will be forced to register as a sex offender for the rest his life. labrie maintains it was a sexual encounter with the girl, who was 15 at the time. >> a child is not sufficiently mature to handle a sexual situation with an older person such as yourself. that's the crime you're convicted of.

she was in over her head. >> cbs news's legal expert rikki klieman is here. good morning. >> good morning. >> is this a fair defensentence? >> the judge is looking at what the jury found. the jury found statutory rape, meaning that the reason he is convicted of three misdemeanors of statutory rape was simply because the girl was underage. he was acquitted of the forcible rape. on the other side of that, he is convicted of a felony, which is the cause of the great punishment here. >> but on the sex offender list for the rest his life? >> what happens in misdemeanor sexual assault or statutory rape in new hampshire is, you do not register as a sex offender. however, the felony, which is the use of a computer to lure or entice a minor into sex, that carries a mandatory sex offender

for life. >> if he had used a phone, he would not be on the sex offender list? >> absolutely correct. because he used e-mail and facebook, it puts him in the jackpot. >> but this means he can never coach his child's soccer team, he can never pick up his child at school some day, for the rest of his life? >> that is absolutely correct. people do not really know, unless they have listened to the litany of the attorney yesterday, what it means to be a sex offender for life. this is a young man who might have been a pastor, might have been a teacher, and can't do either of those things. >> what does it matter that he used the computer instead of the phone? >> it's the statute. it was originally designed for pedophiles patrolling the internet for sex. the prosecution here says he is just as much a predator. >> thank you, rikki. this morning, the military

is working to remove the wreckage of a blimp that crash landed in rural pennsylvania. army investigators want to know how the high tech air ship broke its tether in maryland on wednesday, then drifted across two states. chip reid is in muncie, indiana where the blimp came down. >> reporter: good morning. one of the two blimps is indefinitely grounded in maryland. the other is here in pennsylvania, stuck in a deep ravine. the 243-foot balloon was part of a military exercise, designed to guide missile defense systems to incoming threats along the eastern seaboard. now it's languishing in a remote wooded area. on thursday, state police blasted it with shot guns, firing at least 100 rounds to help it fully deflate. ken hunter, already startled by

wednesday's freak landing, heard the barrage. >> you could hear the shots. no question about it, if they were deer hunters, they were doing a lousy job, i'll tell you that. >> reporter: the tail was folded up and packed into a truck. its electronics were removed. an army spokesman says a technical recovery team is trying to figure out how to get the rest of the 10,000-pound aerial detection system out of a deep ravine. >> we're looking at options of using a helicopter to pull some of the equipment out. >> reporter: a second blimp in aberdeen, maryland has been grounded indefinitely. the aerostats were tethered with cables 1-1/8 inches thick made of a material billed as five times stronger than steel. it was supposed to be withstand hurricane-force winds. back in february we asked the army about that tether. >> we really dona not worry abo the tether. there's a one in a million chance of that tether breaking. >> reporter: yesterday i asked

biker gangs. a graphic video shows the deadly gun fight. the like a that angered police and prosecutors. and inside a growing drug epidemic. one young woman's descent into addictions. that's coming up. a turkish faith movement secretly funded up to 200 trips for american lawmakers and their staff. the trips had similar itineraries including meetings with members associated with the movement. the congress men, contacted by usa today, said the house ethics committee approved the trips, but some of the disclosures contained false information. the "wall street journal" reports on an iranian businessman arrested in iran. cbs news confirms he was deigned two weeks ago as he was visiting relatives in tehran, the latest sign that hardliners in iran are

trying to block foreign investors in the wake of an historic nuclear deal. he's the fourth iranian-american to be detained in iran in recent years. the "new york times" reports on federal drug offenders released from custody starting today. it will help with prison overcrowding. 6,000 prisoners will be released back into their communities. the faa is investigating a new drone scare. british airways flight 117 was approaching new york's jfk international airport thursday when the crew spotted the drone. it was about five miles northeast of the runway, hovering at around 2,000 feet. >> we just had a drone report just off your left side, two miles, 300 feet, drone reported. >> the plane landed without incident. the faa says 40 drones have been reported near jfk since

november. the "washington post" reports walmart price cuts on sunday. it's offering free shipping for orders of more than $50. target free season -- offers fr shipping starting on sunday. this clash happened in waco, texas, in may. don dahler is here with the video and the controversy. don, good morning. >> reporter: good morning. the video is stunning and graphic. it shows the moments before the shootout between rival gangs. officials say their office didn't release the video. the video obtained by cnn shows members of one gang.

the other gang rolls in and a fight breaks out. the crowd moves in for a closer look. and then the bullets start flying. bikers dive to the floor and at least one gang member draws his gun and aims it towards the parking lot. moments later another gang member emerges, covered in blood. the bikers scramble for cover. one is seen firing his weapon, and stashing it after police arrive. another shows a gang member sliding his gun to his biker brother. customers hide under tables as the chaos continues. >> i just got a call from a passerby. they were going by twin peaks, thought they sheheard a gunshot. >> reporter: waco police were on the scene in less than a minute. the video shows gang members streaming out of the restaurant with their hands in the air. the blood shed left nine people

dead and 20 injured. officers arrested 177 people, all initially charged with engaging in organized crime. so far no one has been charged in connection with the nine deaths. cnn also obtained graphic crime scene photos which included images of hundreds of weapons, including knives, brass knuckles, and more than 150 guns recovered after the assault. but the question remains, who leaked this evidence? >> i certainly have theories or guesses. and as others may as well. but again, those are theories and guesses. >> reporter: waco police say it did not come from them or the district attorney's office. >> we are continuing to abide by the gag order and we'll continue to do what the judge has asked us to do, which is not speak any further on the twin peaks matter. i think somebody will have some pretty serious explaining to do. >> reporter: one theory circulating is that the video and other evidence was leaked by one of the lawyers defending one

or more of the bikers arrested after they received it through the discovery process. if that's the case, it would be an ethical and legal violation. norah? >> don, thank you so much. this morning an inside look at a drug epidemic causing heartbreak through the country. the cdc said the number of people who say they have used heroin increased in 2007, 50%. bill whitaker reports on sunday on a crisis. here is a preview. >> reporter: you look young and fresh, the girl next door. and you were addicted to heroin. >> i mean, obviously very flattering that you say i don't look like a junkie. but even miss america could be a junkie. i mean, anybody can be a junkie. >> reporter: hannah morris is in college now. she says she's been clean for a year. but in high school, she was using heroin.

hannah lives outside columbus, in the upper middle class suburb of worthington. her parents are professionals. the median income here is $87,000 a year. before she got hooked on heroin, hannah thought it was just another party drug. how did you get to those depths? what was the path you took? >> i started with weed. and it was fun. and i got the good weed. it went to -- oh, my gosh. it went to pills. it was still fun. percocet, xanax, vicodin. all that kind of stuff. then heroin. i started smoking it at first. >> you were 15? >> yeah. i was like, oh, my gosh, it was amazing. >> you remember it even now? >> oh, yeah. let's say i had never done drugs in my life, i would normally be a 6 or 7. when you take heroin, you're at like 26. and i wanted that again. >> reporter: she says rather

♪ tes tesla drivers have been experimenting with the car maker's new auto pilot system. some have posted videos of frightening experiences to youtube. tesla rolled out the new technology two weeks ago. john blackstone tried out the new feature at a tesla dealership outside of san francisco. john, good morning. >> reporter: good morning. we're here in a tesla store where the newest feature available makes this a car that can almost drive itself. once in the driver's seat, you choose settings on the big screen, and then turn on auto pilot. but that brings up this big warning that tells you exactly when and how to use auto pilot safely. but it's a warning many drivers have been ignoring.

>> you would have taken out the cones! >> reporter: the evidence is in youtube videos, suggesting auto pilot is a good way to get a thrill ride while pushing technology to its limits. >> whoa! oh, hello. austin meyer here. >> reporter: when austin meyer posted a video of himself driving while reading a paper, he ended with an admission he was on a private road with someone else looking ahead. but he realized others may not be as careful. >> it feels a little like the wild west to some degree, because tesla is releasing an auto pilot before it's completely bullet proof. but to me this is absolutely wonderful. it lets us see where the technology is going. >> reporter: kobe brooklyn is tesla's director of communications. should you have taken more measures to tell people what they should not do when they switch this on? >> we've been very clear with our customers what the intention of these features are. and we trust our customers and we expect them to be

responsible. >> reporter: i can do this, but i shouldn't do this. >> you should keep your hands on the wheel. you're still being responsible. your paying attention to the road, your hands are by the steering wheel. >> reporter: get too close to a car in front, and the brakes come on immediately. that showed up in a youtube video when a tesla stopped, preventing an accident on a wet road. >> by marketing a system that does some but not all of the driving, tesla could be setting itself up for liability, first, if the vehicle malfunctions, but second, if the driver of the vehicle misuses or abuses the system. >> reporter: somebody is going to get in an accident. will tesla for that? >> if there's unfortunately an accident, the driver is in control of the car. >> reporter: other automakers are offering features like crash

good morning. i'm liza battalones with your "kcbs traffic." if you are a bart rider heads up for 10-minute delays now leaving san francisco heading towards millbrae, sfo and all east bay locations because of earlier problems out of the balboa park station. no problems for caltrain or "ace" train this morning. and the bay bridge commute took a while but it's finally beginning to loosen up at the toll plaza. only slow now from the foot of the maze. a little bit of sluggish traffic because of earlier problems on the bridge. it's going to stay slow across the span heading into the city. northbound 880 in oakland, still very crowded approaching and passing high street. southbound 880 heavy leaving oakland bound for the hayward area. and over at the san mateo bridge, all the earlier delays are now gone.
