police are looking for tonight. mike. >> reporter: brian, i'm in the castro and this used to be the center point of halloween hundreds of thousands of people for many years. then the city shut down the celebration. still a lot of people show up here. and what police are looking for are people getting too happy and drunk. halloween isn't just for kids of course. and that's what police are worried about. they think for many, it's amateur hour. >> we'll be in all the traditional club corridors and where there have been celebrations in the past. and again, we want to facilitate a really good time. >> reporter: cops in every bay area city are warning they will be out in force tonight in their uniforms. they aren't costumes. some bay area towns halloween went to the dogs. in jack london square, oakland, for instance. in some spots, it was like being a kid in a cay store. >> we sell candy from all over the world. >> reporter: so tonight is also amateur hour for diane campbell, who has owned the

candy store in the city's polk gulch nine years and is giving out candy on halloween every year. >> because i love my customers and i want to thank them because they're so loyal and we are growing up -- they are growing up with us and i just love the kids and i love the families. >> i got swedish fish and some gummis and then here, some reeses. >> reporter: you get to eat as much as you want? >> yes. we can just eat it. >> reporter: really, mom? [ pause ] [ laughter ] >> reporter: while this might be the gorilla of your dreams, it's not everyone's. i don't like that. [ laughter ] [ child screaming ] >> reporter: this is why i don't like halloween. it's scary. it is scary! >> look, look at the guy under there! it was a guy! >> no, no! so please be careful tonight and police are watching. in san francisco mike sugerman, kpix 5. >> chp in oakland released more. they say plan ahead if you are going to drink tonight. unlike many people who will be in costume, we won't be. our handcuffs are real. there will be plenty of extra patrols tonight on the cal campus. uc-berkeley police are expecting a bigger than normal crowd between halloween and the cal usc game today. they are ready for more people flooding fraternity row and south campus. they have also warned students that police will crackdown on any sort of illegal activity especially drugs. live look outside shows nice mild conditions if you are out and about. you would never suspect that our first modest winter-like system will turn things cool and wet within 24 hours. the storm pouring south from the pacific northwest is producing prefrontal showers in oregon at this hour and futurecast will show us what

will happen overnight and tomorrow. first as you can see, clouds are forecast to thicken up overnight leading to a mostly cloudy sunday. showers will develop later in the afternoon over the north bay and here they come. they will spread south tomorrow night and up in the mountains, the first winter storm watch of the season with snow above 7,000 feet and the heaviest snow due in monday morning. long delays on 80 are possible by monday. we'll have the complete forecast including more changes for midweek in a few minutes. well, halloween got off to a deadly start in east oakland after a hit-and-run accident. it happened around 12:30 this morning at macarthur boulevard and 106th avenue. police say a mustang convertible driver ran a red light and hit a nissan altima. a 19-year-old passenger in the convertible died. the driver of the mustang is under arrest. officers nabbed him after they say he tried to leave the scene. police say alcohol appears to be a factor in the crash. the nissan driver is in the

hospital. and at least one man is dead tonight after a shooting in concord. police found his body in a parking lot on frisbee court. they found a second man shot on lacey lane near monument boulevard. investigators say it looks like the two victims were together at the parking lot. and that's when the gunman walked up and shot them. police don't have a motive and so far there are no arrests. san francisco's last gun shop is closed for good. high bridge arms on mission street decided that it just couldn't do business because of a new ordinance that requires gun sellers to videotape all of their sales. they also have to give weekly reports to police on ammunition sales. high bridge arms sold its last gun last week because of the ten-day waiting period. the store opened in 1952. in fire ravaged lake county they are looking to rebuild this weekend. one bike at a time. san mateo fire department spent the day getting 250 bicycles

together. they are all going to children whose homes were destroyed in the fire last month in the "valley fire." that wildfire is one of the most destructive in state history. the flames destroyed nearly 1300 homes and killed 4 people most of the damage in middletown. >> that area up there is beautiful. there's a lot of mountains, flat spots, great place to have a bike. makes a kid feel great. i always remember when i got my first bike how special that was. that's kind of the driving force. it's going to be a special moment. >> san mateo fire department was asked to do something for the children and they decided to build bikes. they will be giving them out next weekend. the super bowl spirit is invading vallejo for halloween. the 50 tour rolled into vallejo's fright night along the waterfront. fans get to see the storied history of the bay area's football teams on the biggest stage. all eight super bowl trophies won by the raiders and 49ers are on display. today fans got a chance to get

kelly tells us the season c called a large toxic algae bloom is threatening this year's dungeness crab season. mark kelly tells us the season could be put on hold or called off. >> reporter: trace traveled from alaska to take a crack at catching dungeness crab. >> it's fun. i like fishing. >> reporter: but he might have to head back north empty- handed reporter: hey, betty. empty-handed. -- >> ally worried. i hope it will be all right. it --i hope it will be all right. i'm not trying to think too much on it. >> reporter: state officials are testing for a neurotoxin which the crabs pick up from algae blooms. >> this one can't be boiled out. you can't cook it and get rid it. it will make you really sick. it can be potentially fatal.

>> so as a precaution, the california department of public health is doing extensive testing in the ocean and the crab beds just to be sure that nobody harvests any crab that could be dangerous to public health. >> reporter: but while those tests continue, fishermen are getting antsy to get on the water. after all, crab season is slated to start next weekend. >> hopefully it's only two weeks. if if it does get put off. but they say it could be a month. >> if we don't get the fish then i make no money. >> reporter: trace hoped to make a quick $30,000 off dungeness crabbing but if this season's catch is off limits, he will set his sight on more bountiful waters. >> go back up north and go crab there up to washington. >> reporter: so if the tests come back this week and the crabs are in fact safe, recreational crabbing season would start next saturday and the commercial folks they could hit the water the following week. mark kelly, kpix 5. rescue teams are still

working to free a humpback whale off the southern california coastline. authorities found the whale in fishing line yesterday about three miles out in the pacific. crews cut away some of the line but about 100 feet of rope remains. rescuers especially worried because the rope appears to be stuck in the whale's mouth. well, catching uber tonight could cost you big time. coming up, we'll tell you how to avoid surge pricing. >> the words we have been waiting to hear just might rain. >> and then something completely different. we'll have the forecast as we look live over the city and a few low clouds coming in. it's all coming up after a break.

underway across the bay are like this one in san mateo. people dressed in costumes showed up at skylawn memori park in san mateo. t ancient hispan day of the dead celebration are under way in the bay area including san mateo. people showed up at the park in san mateo. the holiday is a time for those to come together to remember those who died. it dates back more than 2500 years. this next story might put a scare to those who plan to use uber tonight. there are ways to avoid the price surging extra costs. >> reporter: page is a man about town. >> i have been to the airport this morning. i have been to usc. i have been to compton. >> reporter: when he needs extra cash, he drives for uber. halloween is going to be a

treat. >> a little crazy tonight. >> reporter: the trick this halloween is finding a fare not affected by surge policy. rates go up as demand goes up. on twitter uber's surge pricing is a controversial topic. this person uses uber but feels it's not there for fare rates to rise when uber is struggling to keep up with demand. >> it cost more at nighttime. >> reporter: because the price is higher? >> yes. absolutely. >> reporter: but there are ways around it. at northeastern university in boston, scientists actually did a research project on uber's surge pricing. they determined you can generally beat surge pricing by walking to a different pickup location. or you can just try waiting about five minutes. that's what they said they have done. just wait five minutes. they say it's their secret way to beat surge pricing. >> she is chastising you for giving away the secret. >> do not air that. >> reporter: surge pricing is updated every five minutes automatically. so if demand suddenly goes

down, fares go down, as well. uber passengers might not like fare surges. but page mosley and his fellow drivers certainly do. you plan to work tonight? >> no. [ laughter ] >> reporter: he and his wife plan to take their children trick or treating tonight. uber told us they have asked for more drivers to be on duty tonight in hopes of avoiding a surge pricing surge. in hollywood, greg mills. we have been duly informed. tonight sunset about 6:12 p.m. and we got a beautiful shot of it from high atop -- this is one of our many camera towers and then time lapsed it so it appears as if the sun is sinking into a big deck of low clouds and fog. a cold front is on the way in the bay area. the low clouds building along the shore and what a beautiful sight that was as the sun sank slowly into the west. isn't that pretty. live over the city we are looking at mostly clear conditions inland at least. and temperatures 80 degrees at concord. wow.

still warm in the east bay. 78 at livermore. here in the city, 61. santa rosa very pleasant halloween evening. you couldn't ask for better weather. it's going to be nice as we head into the later hours. we'll be in the mid-50s to mid- 60s. mostly clear skies except at the shoreline. there's some fog out there by south san francisco and here's what's happening. low pressure that's over the pacific northwest will give us nice mild weather tonight and rain up north. by that i mean up in oregon and far northern california but for us it's going to be nice tonight. tomorrow low pressure sinks south bringing a cold front with it. prefrontal showers begin to develop over the north bay in the afternoon and then we'll get wet down south tomorrow night. winter storm watch is posted as a result for snow above 7,000 feet. up to a foot of new snow heaviest snow will be monday morning winds up to 50 miles an hour long delays possible on 880 and 50 by monday morning. futurecast shows the rain. you can see clouds increase overnight. by tomorrow morning we'll have more clouds in the north and

the south. time lapse rolls on. we'll see scattered showers developing in the north bay. up here by tomorrow evening at this time. then south overnight tomorrow night. it's great we escaped with our lives on this one with halloween tonight and this coming in in just 24 hours. that's good news. here's how it looks then. low clouds develop tonight. mid-70s inland, for us that's cold. windy and wet later tomorrow. how much we expect? a tenth to half inch of rain by late month. everybody will make a big deal of it because it's the first real rain of the season. it's good news. travel weather forecast for tomorrow now it's going to take a while for the rain to get here. don't forget we fall back tonight. sunsets at 6:12 and tomorrow night sunset at 5:11 p.m. sunset as weather set the clocks back one hour tonight. forecast highs will be actually still a little warmer than average even with the cold front. the cold front doesn't reach here really during the day tomorrow. that's why it's still 72 in
