there. hi, everyone. good afternoon. >> kpix 5's jackie ward is live from the scene with the very latest. jackie? >> reporter: frank and michelle, we just got to the scene a few minutes ago. there's a lot going on. let's show you immediately what's going on behind me. a big rig carrying cars got stuck on the hill and at this point in the investigation, police believe the brakes gave out causing it to slide down. here's what the police captain had to say. >> got stuck at the crest of the hill. and he tried to dislodge it. he called a tow truck. tow truck was out here. so was the tow truck driver. >> reporter: the truck then hit a vie-voltage power pole and then crashed. 11,000 people were without power.

that number is down to 1700. this accident caused diesel fuel to start leaking into a city sewer line. to say this is complicated, would be an underestimate. muni and regular traffic is diverted. nobody was hurt. pg&e is on scene. we're expecting this area to stay convested for a while long. from potrero hill, jackie ward, back to you. >> thank you. a barrel barreled into a garage in san leandro and landed on top of a sleeping woman. debris was scattered on the lawn. authority say the woman sleeping inside the converted garage had to be rescued from underneath the car. the driver and three dogs inside that garage were also injured. >> and just knowing from previous experience that vehicle is going going fast in order to penetrate the wall to leave the skid marks in the intersection prior to impact. we know that witnesses were saying somewhere in the area of

santa rosa now at 58 degrees. here's what you need to know. on this tuesday afternoon, it's sweater weather. mostly sunny with a lot of blue sky. great visibility. we have a frost advisory that goes into place. the reason is, this area of low pressure is slow to kick out in an easterly direction. still has wrap-around moisture. high pressure is building in. remember the circulation of the winds surround the high. it's a clockwise fashion. it's pooling in all of the cool air mass in the gulf of alaska bringing it down to california. we'll have more widespread 30s overnight. that's why we have the frost advisory in place where all of that blue highlighted area away from the bay. temperatures dipping downg to the freezing point. we dipped down to 27 in the high sierra. the flurries are beginning to tip off, the high is 37. 58 and the rain showers have ended in monterey. a sundown at 5:02. by the time it comes wack

in california will be able apply tomorrow is veterans day. starting the next day, u.s.

military vets in california will be able to apply for special drivers as licenses. the dmv says the word "veteran" will appear upon the licenses. they will allow vets to show proof of military service without having to carry paperwork. figuring out where thousands of fans are gonna leave their cars. that's the next hurdle. the warriors have to clear that for their new arena project in mission bay. this afternoon, the san francisco port commission will talk about parking plans. one idea that's being tossed around. use port property at 19th and illinois streets for overflow parking. chipotle is scheduled to reopen 43 restaurants following an e. coli outbreak. health officials have not determined the exact cause of the outbreak that made 40 plus people sick last month. it was traced to 11 restaurants in oregon and washington. but the company closed 43 in the region as a precaution. a warning for people who love pan fried meats or backyard barbecues with a lot
