scene. it happened on demarcus boulevard. officers were trying to stop a stolen vehicle. the chase started on 580 and at some point the suspect rammed the motorcycle officer causing three crash. the officer ended up with a compound leg fracture taken to the hospital in castro valley. we have cell phone video that captured the chaos after the chase ended. you can see officers rushing to help the hurt officer. police say two suspects have been arrested, two others still on the loose. freezing temperatures caused black ice before daunted in the east bay. several cars spun out on the fish ranch road off-ramp from highway 24 in orinda. the chp closed the ramp until sunrise until the ice could melt. temperatures were 30 degrees in the area. many spots in northern california were in the mid-30s. besides the frost, we have also

seen some rain today. roberta gonzales is here tracking it all. >> we have had it all. the black ice, which was caused by the ponding left over from the rain showers over the weekend. the sun never allowed that ponding to evaporate. it froze over with temperatures that dipped down to 28 degrees. this is our live hi-def doppler radar. new rain showers associated with the weak cold front blasting through the area producing some very light rain across the bay area. the very latest precipitation is here around 780 and between military way and about east 2nd street just outside of benicia. this is a scenario. spotty shower no measurable precipitation as this weak cold front digs out from the north to the south. we have temperatures that will be dipping down again tonight with the clearing of the skies down to 30 in santa rosa. 38 degrees. but before we give you the extended forecast, i want to leave with you this. once you got the rain and you have a hint of some sunshine, we have rainbows in dublin all

the way back into downtown san jose. rainbow weather and now what you can expect for new year's eve that forecast coming up later in this broadcast. right now, state water managers are surveying the sierra snowpack for the first time this winter. that snowpack is critical for california's water supply. the monthly surveys are conducted at phillips station off u.s. highway 50 near sierra at tahoe. water experts say the snowpack is about 120% of normal for this time of the year. they are hoping for 150% in april for a chance to ease the drought. police in fairfield continue to investigate the death of a 4-year-old boy. his grandmother is under arrest accused of drowning him in a bathtub. kpix 5's jackie ward reports from the neighborhood where it happened. >> reporter: neighbors tell us that the family was new to the neighborhood. this man lives just a few houses down from where some

believe drowning happened. he has two young children. >> no, we never saw the kids playing outside or, you know, congregating with people so it was a little weird like there was a bunch of kids in there we never seen 'em. >> reporter: fairfield police got to jefferson street yesterday morning and determined that the death was suspicious and alleged he had been intentionally drowned in the bathtub. >> because of the nature of the call, the little boy having died and certain information certain statements didn't add up with the scene indicating. detectives from our major crimes unit responded and took over the investigation. >> reporter: the boy's grandmother 51-year-old dawn raines-hewes is being held in solano county jail on suspicion of murder. >> i think there was neglect in the sense of maybe too much on their plate to handle all the children at once. >> reporter: there were two other little children in the house when it all happened a 6- year-old and 1-year-old little girl but they were unharmed.

they are now in protective custody until further notice. in fairfield, jackie ward, kpix 5. raines-hewes is expected to be arraigned tomorrow afternoon in fairfield. the san mateo county sheriff's office is trying to find two men who robbed a millbrae gas station. they were caught on surveillance video monday night at the valero gas station on el camino real. the robbers were wearing masks and one was armed with a semi- automatic handgun. the clerk said they stole cash from the register and fled in a silver or dark colored 1990s suv. the clerk was not injured. a fire early today destroyed a home in concord where qualitiers had been staying on north 3rd street near willow pass road where squatters were staying. firefighters found live power lines in the front yard making access very difficult. the fire was out within an hour. fire marshal says the house was

supposed to be vacant but several squatters were there. no one was hurt and the cause is under investigation. more than a dozen people have been killed as floods ravage parts of the midwest. cbs reporter anna werner looks at the continuing threat. >> reporter: more residents are being forced to evacuate near st. louis. people in the town of valley park have been told to leave their homes. as the mississippi river threatens st. louis county it took team work to fill 20,000 sandbags. officials pleaded for help and the people responded. >> just like field of dreams if you build it they will come. >> reporter: the corps of engineers is monitoring 19 levees on the mississippi river and its tributaries. in the shadow of the majestic arch of st. louis, the mighty mississippi is expected to crest over 43 feet close to the

second highest ever. missouri governor jay nixon. >> water levels in some locations will expected to be higher than the flood of 1993. >> reporter: the river crest today 22 feet above flood stage. nine states saw flooding. 50 died. in union, missouri, water flooded. cindy claims her neighborhood isn't prone to flooding. >> they wouldn't sell me flood insurance. so i have never been concerned about it. >> reporter: it's been more than 20 years since this kind of event has happened in the area. but all of that rain that came down in december is all winding up down here. anna werner, cbs news, west alton, missouri. bill cosby has been arrayed on a sexual -- arraigned on a sexual assault charge in pennsylvania. he will be free on $1 million bail waiting for trial. over the past few years over 50

women have accused him of inappropriate touching, drugging or rape. kenneth craig reports this is the first time he has been charged. >> we are here to announce today charges that have just been filed against william henry cosby. >> reporter: bill cosby will face arraignment today for an landlord 2004 assault on a temple university employee. >> mr. cosby charged with aggravated indecent assault. >> reporter: over past several months more than 50 women have accused him of sexual abuse some dating back decades. this is the first time he has been charged. today's charges stem from the victim's account of the incident which was similar to those of other accusers. >> on the evening in question, mr. cosby you remembered her to take pills that he provided to her and to drink wine. the effect of which rendered her unable to move or respond. >> reporter: cosby has always denied the accusations and refused to speak about them.

>> no, no. we don't answer that. >> reporter: prosecutors say they filed the charges because the statute of limitations to be sexual assault is due to expire next year. >> today after examination of all the evidence we are able to seek justice on behalf of the victim. >> reporter: kenneth craig, cbs news, new york. >> the woman accused in the deadly crash on the las vegas strip tested positive for marijuana. a toxicology report shows there was active marijuana present in lakisha holloway's blood. she is the woman accused of killing one woman and injuring others -- dozens of others -- by running her car on a sidewalk on december 20th. police believe her actions were intentional. four on duty secret service agents were hurt in a head-on collision in new hampshire and the driver of the other car was killed. it happened last night in wakefield near the maine border. hillary clinton was campaign in the area but was not involved in the accident.

police say a car crossed over a center line and hit the agent's vehicle. their injuries are serious but not life-threatening. san francisco-based twitter says it is cracking done on you threats and hate speech. a new policy bans users from promoting violence or threatening people based on race, religion, ethnicities or national origin. terror groups including isis have been using twitter and other social media sites to recruit followers and to spread their ideology. good news for those who have been missing fresh dungeness crab. the commercial crabbing season is about to re-open in oregon and washington. crabbing has been on hold since a massive algae bloom infected the crabmeat with toxins. but the levels appear to be going down. so there's hope that california may be able to open our season eventually, as well. still ahead a big celebration at sfo. the milestone the airport just reached. >> plus, with football fans from around the country coming here to the bay area, new

scene of the crash with the latest. cate? a dublin officer hurt in a pursuit. kpix 5's cate caugiran is at the scene of the crash with the very latest. cate. >> reporter: betty, we just got here a few moments ago and we can see that investigators are still here on the scene. we'll give you guys a closer look right now. you can see there's a dark colored compact vehicle that appears to have some damage, may have been involved in this incident. we are still waiting to confirm that with police. off to the side there, take a closer look, you can see behind that officer there, there's the badly damaged motorcycle that the officer was riding at the time when he was in pursuit of that car, the stolen vehicle

that we're learning right now. um, we do have some aerial footage for you. we know that that officer is badly injured. this all started when chp started to chase a stolen vehicle. now, as you look at the aftermath we know the chase started westbound on 580 in dublin around 10 a.m. and ended about 15 minutes later here at dublin and demarcus boulevard. and there were four people in the stolen car, two were arrested. the other two got away. we're told that the driver rammed the car into the officer's motorcycle. now that officer has a compound fracture to the leg. we also have some cell phone video that is actually the chaos after the crash. that's dublin police all rushing to the aid of the officer who was injured. now, we are still waiting to get details about the suspects and a description of the two that got away. back out live here, the investigators on scene have their work cut out for them. roads have been blocked in this area. as for that injured officer, we

know that they were transferred to eden medical in castro valley. we are still waiting to get a status on how that officer is doing. reporting live in dublin, cate caugiran, kpix 5. new at noon, a pedestrian was seriously hurt after being struck by vta train in san jose. according to investigators, the train was crossing capitol avenue a little after 10 a.m. the male victim didn't hear the train horn as it crossed the intersection with the green life. transit service was disrupted in the area during the investigation. today san francisco international airport marked a big number, 50 million passengers passing through its gates this year the most ever. they teamed up with virgin america to celebrate at terminal 2 and gave the 50 millionth passenger two roundtrip tickets to hawaii, the 50th state. the woman was caught by surprise as she was about to fly to washington, d.c. >> i mean, i figured they
