it firsthand out in pacifica. jackie? >> reporter: frank and michelle, it's been quite a wet afternoon out here in pacifica. after the storm, you know the ocean churns up all sorts of stuff including massive waves. it was quite a scene. just your typical day at the beach when suddenly, that! nothing quite like a facial compliments of mother nature. from fort point to pacifica, the waves were angrily churning all morning drawing dozens of people to watch all the action. >> it's great. i can't get in the water to surf or paddle board so i have to do something. >> reporter: so you'll find a way to get in the water taking pictures? >> i get under the water occasionally taking pictures. >> reporter: a lot of people came out for the perfect picture. >> awesome to see a newscaster get buried by waves. [ laughter ] >> reporter: others were looking for a very specific moment. >> i kind of like the ones where the person doesn't really realize how high the waves can be? it's kind of a guilty pleasure.

and so they're unaware and they come down and smash right there. it's doesn't hurt anybody but they get wet. >> reporter: high tide brought some tremendous waves that came crashing and pounding down on the rocks and up over the seawall. let's just hope when [ indiscernible ] claim their product is waterproof that it is. >> it's supposed to be waterproof. i got buried a couple of times here so we'll see if this camera is waterproof. >> reporter: the people of pacifica have a message for el nino. >> bring it on! we need rain. >> whoo! >> reporter: okay, so see where those people's are walking along the sidewalk -- see where those people are walking along the sidewalk? that's where a bunch of news crews were standing earlier? that's 25 feet away from the seawall. me still got drenched by the waves there. they are no joke! in pacifica, jackie ward, kpix 5. the usgs is taking a break in the weather to measure

flooding on streams and rivers. this crew is working new santa cruz measuring water levels at the san lorenzo river. no surprise by the findings. >> right now the elevations of the river are 5.67 feet follow. give you an idea, flood stage is 28 feet. so right now we are not in a flood situation. >> the data they collect is used by the national weather service to develop flood forecasts. there are over 400 stations in california where usgs crews measure stream flow conditions. a mess in san mateo county early this morning. the chp says this big tree came crashing down around 3:30 this morning. it happened on highway 84 near woodside. traffic was reduced to one lane each way. caltrans cut up and removed the tree. lanes reopened about 7:00 this morning. and more damage from el nino storms. a major rockslide has blocked a main road leading into yosemite. tons of rocks and boulders slid on to highway 140 inside the

park around 5:45 this morning. park rangers and road crews are working to clear the dirt and rock from the road but don't know how long that will take to clean up that massive slide. we're in a lull now but not for long. let's check in with roberta about storm number 5, right? >> yeah. let's first off back up just a little bit, if we may, because, you know, we were talking about storm number 4 fizzled out. so we want to look ahead to storm number 5. let's go ahead and call on our hi-def doppler radar and we are now picking up some rain. take a look at that right there. pretty moderate heavy down poured around portola valley but that's about it. still see the rain from storm number 4. otherwise it's been diving to the south of the bay area. okay, as promised, frank, here we go with storm number 5. this arrives late friday night into saturday and then behind it, that storm number 6 that promises to move into the bay area just in time for your monday.

so we are working it every other day very active weather pattern. we'll walk you through the storms coming up later on in this broadcast. >> thank you. a reminder, you can get all the latest weather information on the go with the cbs bay area weather app. you can search "kpix" and download it. the other big story today, the markets are in another downward spiral. let's look at the dow right now at the big board. it's down 390. concerns about china are a big part of the slide. its central bank is under pressure to dramatically devalue the yuan. lower oil prize are also playing a role. governor jerry brown unveiled a $170 billion budget today and it boosts school spending to more than $10,000 per student. the budget also earmarks $80 million for centers serving disabled californians. but the governor warned that money going to people in need

will force cuts to come from somewhere. >> too many goods too quickly becomes bad in terms of you have to cut things. and then when you cut things, you cut the university, then they are going to raise tuition. if you cut child care, then those families are going to be hurt but across the board, there's only so much money. >> one part of his plan every driver should enjoy, the governor reintroduced a multi- billion-dollar plan to fix the state's crumbling roads. a bay area teacher is accused of behaving very badly on the job. kpix 5's kiet do has the details on a sex scandal shaking up a palo alto school. reporter: it's rare to have a female teacher involved with male students. but investigators say it happened at east palo alto aspire phoenix academy. back in the fall prosecutors say that danielle performed sex acts on two boys, she was 33, they were 15. it happened in her classroom during free periods and after

school. investigators say there were two separate occasions when the teach her sex with one boy. but then there was another instance where the teach her sexual contact with both boys at the same time. the boys told their friends and eventually word got to police. the english teacher is free on a quarter million-dollar bond and pleaded not guilty saying the boys made the whole thing up. the d.a. says since there are no other witnesses, it's now their word against hers. the school says mattco has been fired. >> she is scheduled to appear in court on march 23rd for a preliminary hearing. the two boys may be testifying. an antioch teacher's aide faces child abuse charges after video shows her hitting a special needs student. it shows a 9-year-old boy in a striped shirt being slapped as two other aides hold him. police say the woman who hit him is 26-year-old kamaljot kaur. she and a second staffer are fired by the "tobinworld"

school. >> i mean, the abuse you see on that tape is so disturbing, you have adults laughing at what's going on in that class. i have never seen anything like it. it's incredible. >> the boy was not injured and returned to school. "tobinworld" had its certification suspended last year for hiring staff that didn't complete required background checks and weren't properly certified. and an east bay pastor will be cited for illegal dumping. nathaniel jones was caught on camera unloading furniture in his own west oakland neighborhood. he told kpix 5's da lin his intent was to leave the items out for the homeless. police are looking for a suspect in a sexual assault. an 18-year-old menlo park woman says she was attacked while jogging in atherton on tuesday. she says it happened on isabella avenue between 5:00 and 6:00. investigators are asking homeowners on isabella and alayna avenues to come forward with home surveillance video. some other bay area headlines. walnut creek police believe

this man may be a serial robber. he hit a 7-eleven and a valero gas station robbery in december. he is suspected in holdups in san leandro and redwood city. oakland police say they now know who was involved in a brazen downtown shooting yesterday. police released this surveillance video of a man shooting at another man on broadway in downtown oakland. a female bystander was wounded. but she will recover. late this morning, police released this photo of jesse sterling valdez. police say the man he was shooting at ran away and has not been found. this woman caught on camera in a muslim rant was back in court pleading not guilty to misdemeanor hate crimes. a man says she assaulted him and other muslims while praying in a park. she works at the department of corrections and is released without bail. it wasn't the big one but it will do. someone is up a million bucks after buying a winning

the girl's father s video. security at the tsa is defends its decision to pat down a 10-year- old child for several minutes. the girl's father shot this cell phone video. security at the raleigh-durham airport stopped the family because of a juice box in her bag and a false positive for explosives. the family was heading back home to san diego. the father says the decision was inappropriate an invasive. the tsa says the patdown followed approved procedures. parents on edge this noon as they mark the anniversary of the charlie hebdo shooting. reporter jonathan vigliotti on what happened when a man tried to attack a police station today. >> reporter: cell phone video captured the moment after french security forces shot and killed a man with a butcher knife outside a police station north of the capital.

authority say the suspect shouted a allahu akbar fearing muslim attacks. the bomb squad moved in. the suspect was wearing a heavy jacket with what appeared to be wires sticking out. but police say the suspicious device turned out to be a fake. french prosecutors say the man carried a piece of paper with the isis flag. locals say the man was known in the neighborhood as mentally unstable. the incident took place on the one-year anniversary of the deadly militant attacks on france's charlie hebdo satirical magazine. it comes nearly two months after suicide bombers terrorized the french capital killing 130 people. jonathan vigliotti cbs news. authorities believe the man police killed in today's attempted attack was from north africa. new at noon, cheers erupt as the last of 17 trapped miners in upstate new york are brought to the surface.

the roof got stuck at 900 feet down inside one of the world's deepest mines when the elevator failed. it took 10 hours to get them out. hard to believe this story but a federal judge in san francisco has ruled a monkey cannot be a copyright owner. the monkey named naruto took 24 picture of himself. peta filed suit saying the photos are the property of the monkey and profits should go to the monkey. the judge ruled the copyright act does not cover nonhumans. "star wars" grossed more $760 million. it surpassed the previous number one avatar. "the force awakens" still trails avatar in worldwide ticket sales. if music is your thing

in the past 24 hours, over .3" of rain in orinda. mike says boy, over an inch and a quarter there. antioch .07." pacifica .02" of rain and that's just since this morning. we had storm number 4 bringing us some hefty rain around 4:30 a.m. in the saratoga and los gatos areas. look where it's raining now: its right there in throughout the portola valley area, showers trailing up into half moon bay, as well. so that's what we mean by just a scattered spotty shower throughout the day today. that's the progression of this area of low pressure as it continues to take a nosedive and skirt past the bay area. i just love this view! this is from the transamerica pyramid looking out towards the bay bridge and treasure island. we have some puffy clouds out there, lots of blue skies, too. temperatures are in the 50s from 50 in santa rosa to 56 degrees in concord. we still have that high surf warning in effect until 2:00 for the northern california coastline.

you can change the world. that's according to this week's jefferson award winner. sharon chin shows us how. >> reporter: shannon farley helped start two nonprofits and kevin barenblat was the tech executive when they were seated together at a fundraising lunch in 2013. >> he was peppering me questions about tech nonprofits. >> why aren't there more more khan academies and wikipedias? organizations leveraging technology for good. >> hard to get started as a tech nonprofit. >> reporter: they decided to change that. >> additional startup and entrepreneurial fashion we just dove right in. >> reporter: shannon and kevin rented this office in san francisco's presidio and kicked off fast forward, an accelerated program to give new tech based nonprofits the tools they need to succeed. >> we left our jobs. >> it's a marriage of impact and technology that can have real good in the world. >> it's expensive to be poor. >> reporter: nonprofit startups that get accepted to fast

forward's summer program receive a $25,000 grant. >> ask myself what can i do to change things? >> reporter: the nonprofit i got to make it was one of them. his website teaches inner city young people how to launch their own business. >> i was just started and needing help. >> reporter: he received 13 weeks of training from fast forward from 100 volunteer speakers and mentors leaders in technology, nonprofits and philanthropy, companies and foundations like google and mozilla lending office space for classes and financing the program with donations. so nonprofits get the basics. >> some of that is curriculum and content, understanding of fundraising and managing a board or building a product. >> reporter: shannon and kevin say so far, 14 nonprofits have come through the program and they have each grown their budgets by an average $1.7 million. >> i'm really excited about that. >> reporter: he learned how to improve his website so it now gets tens of thousands of visitors.
