i'm michelle griego. >> hi, everyone. i'm frank mallicoat. let's get right out to kpix 5's jackie ward at the san francisco federal court where the verdict was announced just moments ago. jackie. >> reporter: good afternoon. those 162 charges include racketeering enterprise, money laundering and ordering the murder of his predecessor back in 2006. as each of the counts was read, raymond "shrimp boy" chow showed zero emotion. after the court proceeding his defense team explained to the media that's because chow expected this outcome after what they called a trial that had "so many issues and misconduct." he testified in his defense and he says he is innocent who is the victim of a judge who didn't adequately listen and wasn't fair, quote. >> the defense feels frustrated, agonized and outraged. we feel like we have been

stabbed in the back by the jury. understand why we have suffered this conviction. it was predicated on the testimony of five snitches that no rational human being would believe or extend credibility to. >> reporter: chow's sentencing date is expected to be march 23rd with a past criminal history and racketeering conviction it's likely he will be sentenced to life in federal prison. now, a life sentence would essentially be a death sentence as chow is 66 years old. from the federal courthouse building in san francisco, jackie ward, kpix 5. also breaking at noon, mexican druglord joaquin "el chappo" guzman has been recaptured by mexican authorities. the mexican president made the announcement via twitter. he tunneled out of a maximum security facility. the second escape he made.

it's unclear how and where he was caught. top white house officials are in the bay area right now briefing with sillicon valley tech leaders on how to effectively combat terrorism using technology. kiet do is live in san jose with more on the secretive meeting. >> reporter: they are in this building. it was a secret until the last minute. they kept a low profile. no long row of black suvs or armed guards but here was the big clue that something was afoot. a u.s. government jumbo jet parked in a special section at mineta international airport with the same markings and colors as air force one. the airport would not divulge any details about the aircraft. then we spotted white house chief of staff denis mcdonough in the red tie making a coffee run to starbucks. he had a sizable team of secret service agent who surrounded the cafe on fourth and san fernando. not a sight you see very often in downtown san jose. in the middle with the pink tie is homeland security director

jeh johnson and wearing the blue johnson on the right is the deputy secretary of the department of state. this is the high level meeting that reportedly includes the heads of the fbi, nsa and the attorney general. we have confirmed top executives from google, facebook and paypal are here. the fed will debrief the executives on how terrorists are using their own technology including encryption to get followers. the government wants to use the same technology to prevent it. they say they need help in identifying terrorists and preventing future attacks. >> the hope is that we would be able to find ways to work effectively with the technology community that would make it harder for terrorists to use the internet to recruit followers and incite them to carry out acts of violence. >> reporter: this is an informal meeting where the officials will be picking the brains of sillicon valley executives. also, this is a signal from washington, dc that they are turning up the pressure on sillicon valley to do more about terrorism. live in downtown san jose, kiet

do, kpix 5. new details in the ambush of a philadelphia police officer. police say the suspect who fired more than a dozen shots into a cop's cruiser last night did it in the name of islam. a police official says the suspect told officers he had pledged allegiance to the "islamic state." investigators have also learned the suspect's gun was stolen from police. the officer is recovering after surgery from gunshot wounds to the arm. two middle eastern refugees including one from sacramento will be in federal court rooms this afternoon facing charges related to terrorism. reporter weijia jang on the arrests, refueling the refugee debate. >> reporter: aws mohammed younis al-jayab and [ non- english language ] are due in federal court in sacramento and houston today. they are being held on terrorism-related charges. court documents show that 23- year-old al-jayab traveled to syria where he wrote that he wanted to go there to work. the 24-year-old in houston is

charged with providing support to isis which the government calls isil. investigators say in november of 2013, al-jayab al-jayab flew to syria. he returned to the u.s. in january and said he had been visiting his grandmother in turkey. >> he clearly didn't let u.s. authorities where he had been or what he had been doing and this is one of the great challenges of the foreign fighter problem. >> reporter: federal officials say there are no signs the men were plotting an attack in america but say their investigation was cut short when news of the case was leaked. texas senator ted cruz heard about the arrest on the campaign trail and immediately called upon the president to suspend his plan to bring 10,000 syrian refugees to america. >> the fact that these two have been apprehended underscores how real this danger is. >> reporter: in addition to the terror charges, the two men are charged with lying to the u.s.

government. weijia jang, cbs news, washington. >> a new field poll reveals 33% of californians expect another terrorist attack close to home soon. only 20% of people surveyed said they are confident law enforcement could prevent an attack. more than half worry the government will go too far in their antiterrorist efforts eroding personal liberties. new at noon "affluenza" mom tanya couch made her first appearance in court today. she is charged with helping her son flee the country to avoid jail time for a parole violation. 18-year-old ethan couch is still in mexico where the pair fled. he was nicknamed the "affluenza" teen after he avoided prison for killing four people in a drunk driving accident claiming he was spoiled and didn't know right from wrong. also this afternoon, the couple accused of killing two children and abusing a third will be arraigned in monterey county. tami joy huntsman and her 17- year-old boyfriend facing charges of murder, torture and child abuse. prosecutors say they killed two young children in salinas and left the bodies in a storage

unit in redding. they also allegedly abused a 9- year-old girl found injured in an apartment in plumas county. some startling new numbers on santa clara county's troubled jail. sheriff laurie smith says she fired 22 correctional officers and suspended 27 others over the last 6 years. a third were for misconduct toward inmates. smith says the numbers illustrate a strong record of holding problem employees accountable. this is the same jail where three deputies beat a mentally ill inmate to death last august. meanwhile, san francisco's first female sheriff was sworn in today. vicki hennessy is the city's 35th sheriff. she won the november election with 61% of the vote ousting sheriff ross mirkarimi. hennessy started working at the sheriff's office in 1975 as part of the first recruit class that included women. the market is struggling to regain its footing after three days of triple digits losses in the new year. let's take a look at the big board. the dow has been up most of the morning.

but it is taking a downturn now. right now down about 48. you can thank in part a robust jobs report that's improving the mood of traders. the latest report shows american employers added 292,000 jobs last month and that kept the jobless rate at 5% for the third straight month. in bay area headlines, a concord man is behind bars for driving in the oncoming lanes of highway 4 fleeing police. police say 33-year-old ricky barnett was behind the wheel of a stolen bmw. the chase led to a crash that injured one person. police say they found methamphetamine and a stolen loaded handgun inside the bmw. facebook is looking for ways to get its workers to the menlo park campus. they donated a million dollars for a traffic study. besides looking for congestion solutions, the social media giant will explore using the old rail span for buses and rails. san francisco has put a price tag on super bowl 50. the city says it expects to

the democratic presidential front-runner is attending three fundraisers in the bay area two in san francisco and one in palo alto. tickets run as high as $2,700 a plate. she will likely be facing more questions about her emails. reporter craig boswell on a new batch just released including some just updated to classified. >> reporter: the state department released another 2300 pages of emails from hillary clinton's private email account she used during her time as secretary of state. the government says portions of 66 emails were upgraded to classified status. one of them is now considered secret. clinton, the front-runner for the democratic presidential nomination, says she did not send or receive classified material on her personal account. the state department says none of the emails now considered classified was labeled that way at the time. one back and forth between clinton and her state department adviser jake sullivan appears to reference sending secure information through less secure means. sullivan: they say they have had issues sending secure fax.

they are working on it. clinton: if they can't, turn into nonpaper with no identifying heading and send nonsecure. the state department made the emails public very early friday morning but about a week after, a court ordered date. >> we'll meet the 82% mark for total number of pages of documents released which was the goal set for last week. >> reporter: republican national committee chair rice probe bus questioned the time of the emails saying releases in the middle of the night and on holidays are an obviously attempt to hide the truth. the state department maintains it will meet the court ordered schedule to release the entire 55,000 pages. craig boswell, cbs news, the state department. let's check in with julie watts now a look at weather. we have a break but a short break, right? >> yeah. if you look at hi-def doppler you can actually see the first sign of showers out of the way. storm number 5 is starting tonight into tomorrow morning. it will go from the north

throughout the evening into tomorrow morning. here's what we're looking at right now. gray skies. maybe a couple of stray showers today ahead of that approaching system. temperatures currently in the low 50s. outliers are in the upper 40s santa rosa chilly. we did see some cold temperatures this morning in certain locations but most of us were pretty mild. as i mentioned, storm number 5 arrives tonight. as we pull back a little bit, you can see storm number 6 waiting in the wings. a wet start for the weekend, a break for sunday and then for storm system on monday. so this is pretty much going to be status quo for the next few days. rain a day with a break, rain, a day with a break. rain moves in up north, notice the time friday, 11 p.m. it moves through the bay area overnight. but as we pause just after lunch tomorrow, a couple of stray showers remaining, mostly cloudy though and for the most part dry for the better half of saturday. sunday dry with a few scattered showers and some snow in the high country and then our next round of rain monday 8 a.m.

>> they are passing out! >> australian shepherds. >> when you get a pet, it's a big responsibility and there's lots of things you need to do. what's first? >> well, very first thing is to recognize before you even adopt a pet is that there's a big financial responsibility as well as that they are a lot of work. so you have to be ready to be invested in that. and then once you have made that decision, the very first thing we recommend is that you seek veterinarian examination because we want to make sure there's no underlying issues like heart disease, potentially, or maybe they have a cleft palate which is the top of your mouth has a hole in it. so before you get super attached you don't want to necessarily engage in a lot of diagnostic testing. >> how do you find a vet? talk to a friend? >> referrals are good. i feel like if you moved to a new area or you're new to where you are, you don't have a vet, calling one of the specialty practices and finding out who they might recommend is a good way to go. also, the american animal hospital association is a association that most of us belong to and that's a good --

it provides guidelines that make us a better hospital. >> vaccines? >> yes. once the animal has been taken to the veterinarian, we'll review the paperwork that they have come with. we want to make sure they have received vaccines. we go over with the owner what the vaccines are that are available. round worming should be done, fecal analysis should be done. they're so passed out. [ laughter ] >> they're so beautiful. >> we talk about preventative care, what to do in terms of making sure they don't get sick ever in their lives but especially as puppies. we talk about diet make sure they're on the right foods because there's a lot of information out there. >> there's a lot of food that's just probably not good especially for puppies. >> there's a lot of misinformation. everybody has their opinions but your veterinarian is who you really want to utilize for that. >> these two need a caffeine break! >> i forgot to mention heartworm prevention and heartworm disease. some areas have heartworm and some don't. >> cody and kona your guys are great. you picked up when i said your
