much of the eastern us shut down this morning thanks to one of the most powerful blizzards in years. there are weather problems here in the bay area, as well. one coastal town has declared an emergency. super bowl city is taking shape. i am live in san francisco where the preparations for super bowl 50 are well underway. at a 7 a.m. on january 23, 2016. good morning. we have julie watts here this morning with a check of the forecast. this is what's left of this round of rain.

we have a nice dry break heading our way. let's take a live look outside this morning talk about where we are seeing some of the lingering showers and what's left over from the system. light to moderate rainfall moving into the east bay this morning. oakland you are seeing pockets of moderate rainfall. lafayette you as well. we will continue to see pockets of this like -- like this or other day. a couple of showers with periods of heavier rainfall popping up throughout the day today. temperatures are in the 50s, 50 for concord, 56 oakland, 53 san francisco and 52 santa rosa. as you can see, we have mostly cloudy skies to start, we will likely get some breaks and blue -- a blue and there throughout the day today. as we take you throughout the day today, a mix of sun and clouds and lingering showers today, with possibility of thunderstorms this afternoon, and definitely snow in the mountains of your heading up to the high country. we do have a winter weather advisory.

scattered showers, here is what we have on doppler right now, advancing on throughout the day, popping up sporadically. keep an umbrella handy you may not need it, you may get lucky and miss these pockets of rain. we are going to keep showers in the forecast or much of the day today but i will have your full forecast including an extended -- extended dry break coming up. damage from a powerful surge has led to an emergency declaration this morning in pacifica. as kpix 5's betty reports large waves came up over a seawall and hit waterfront homes. >> what we are standing in, this is literally the sand that came with the waves >>reporter:carrie jackson knows the power of an el niño storm and a monster wave. >> i tell you, when it hit me, i am a pretty strong little girl, or woman, but i try to

push away from the building and it literally was pushing me forward and it was the most frightening thing i think i've ever felt >>reporter:she was picking up what panels from her damaged fence this morning, when she turned her back against the ocean. that is when it wiped out her entire front yard, and slammed her right into her for plex >> the surge has literally -- literally lifted and hit the building and they came down and pulled everything out. >>reporter:that sent her front yard crashing right onto her toe, leaving a possibly broken. her home is past -- is one of structures around pacifica that have been battered by el niño storms. on beach boulevard, many homes have sandbags out. and now the city needs help from the state, and federal government to fix infrastructure. like the peer, and this crumbling seawall. >> this is going to be a wild ride. we have not even started resident say the last time they saw damage on a similar scale was during the el niño

winter of 1997, and 98. a bit farther south, strong surf is pounding half moon bay, too, causing part of the coastline there to crumble. crews are using massive boulders to try to stabilize the shoreline at veranda beach. the waves are also threatening to wash away a road. >> the water doesn't offer anything. it has a lot of power. >> crews plan to continue showing up that stretch of coastline on throughout the weekend. also, snow is piling up today in the eastern us as a big storm continues there. this is time-lapse video at the white house yesterday. last night, and nhl game in washington between the capitals and anaheim ducks had to be postponed because of the weather. and since yesterday, schools and government offices have been closed from georgia all the way to new york state. the national weather service says the storm could easily cause or than $1 billion in damage. don champion has more from washington.

>>reporter:living up to expectations, the storm dumped heavy snow from tennessee to new york overnight. roads were treacherous, and drivers who dare to venture out or miserable. >> i could definitely do without it. i would like to have that 60- degree weather back we had in december >>reporter:near mount vernon, kentucky, hundreds of people were stuck for hours. after numerous accidents forced officials to close interstate 75 in both directions. wind gusts up to 50 miles per hour are creating blizzard like conditions. authorities encouraged people to watch out for one another. >> take care of your neighbors, especially those that are senior or handicapped >>reporter:here in washington, dc this could be one of the worst storms to ever hit. 2feet of snow, or more could be on the ground by the end of the weekend. residents are being told to stay home. the city's subway system is shut down until at least sunday. >> to close it down inside, is just kind of ridiculous.

>>reporter:at the airports, travelers face another frustrating day. more than 7000 flights were canceled on friday, and saturday. jennifer brimer is trying to get -- stranded in chicago trying to get home to north carolina. >> i am just here for meetings, i have my briefcase, my computer on my phone that is about it mac forecasters expect the storm to move out by sunday, giving millions a day to dig out before the new work week against. don champion, cbs news, washington. the national weather service is warning of life- threatening blizzard conditions all throughout the day. this morning, about 20 inches of snow had accumulated in silver spring, maryland. that is just right outside of dc. a close call for united airlines flight that started its journey out of san francisco airport. the plane skidded off a snowy runway yesterday. at chicago's o'hare international. it came to a stop in a snow- covered grass area just before noon central time there. the boeing 737 was carrying 179

passengers and six crew members . fortunately no one was injured. we are just 15 days away from super bowl 50 in santa clara, which will air right here on kpix 5. more than 1 million people are expected to pack san francisco's super bowl city for all of those festivities leading up to the big. kpix 5's and markovic is there right now it shows us crews are already adding ready to shut down several streets in that area. good morning. >>reporter:good good morning, it is going to be fascinating to watch this thing take shape. i am here in justin herman plaza in san francisco, where behind me is what will eventually be super bowl city. they sort of have a giant lego kit here ready to be built. you can see the cruise gathering to start the project this morning. it is going to be a fan village playground, of sorts, it is going to be free, and open to the public. here is what it will eventually

super bowl city opens one week from today. it will be a hub of activity for the week leading up to super bowl 50. organizers say it will show off the bay area's food and wine scene, cutting-edge technology and diverse culture. getting around the area will be a real challenge especially by corporate. >> there will be some construct -- congestion for the will be reroutes and detours. we will get you to your destination, just might be slower. >>reporter:starting today, we

he was an experienced surfer. for people are dead after a gun man open fire in canada but it happened yesterday at a high school and at a second location in northern saskatchewan. the gun man allegedly shot two of his brothers at home, then went to the school. a23-year-old teacher is among the dead, canada's prime minister spoke about the violence from switzerland. >> the community is grieving, and all of us, across the country, our hearts are going out to the families and to the whole community. >> at least two other people were wounded per the royal canadian mounted police now have the suspect under arrest. so far, he has not been publicly identified. more problems with the bay bay bridge. coming up, what is being done about all of those leaks. good morning everyone, it was like old times at oracle last night. i am not just talking about the game, i am talking about who was running the game.

future. scattered showers, possibility of a couple of thunderstorms and then if you are sick of all of this rain, good news, we do have a brief break. you can see showers light to moderate throughout the bay area as we zoom into the bay, starting to dry out. a moderate cell passing through oakland right now. folks, get ready for a couple of lights bring a separate overall, this is what you can expect from time to time throughout the day. scattered showers. as you can see, the area of low pressure with the system is going to move onshore today, as it does. the showers will start to die down. notice a jet stream here dipping down. we are currently under a trough, we have high pressure holding out here in the pacific as this moves in and builds and over the next couple of days. we will see that extended dry period. showers of north from a little disturbance tomorrow night, but for the most part what you see today's what you're going to get and then we will dry out. this is the remnants of storm

number 11 living onshore today. and that we are drying out as high pressure about them behind it. future cast showing the showers, right now, a scattered shower at best, cloudy skies continuing through midday today and again, scattered showers throughout the bay area continuing until the evening hours. by tonight come around 9 o'clock, here is the deal, when you get a lot of rain you have moisture, a low-level moisture, clear skies overnight. we could see some dense fog tomorrow anticipate dense patchy fog if you have to drive in the morning tomorrow. we do have a weak disturbance tomorrow night to our north could be showers from the north bay, most of us going to stay dry. and that continues on through at least midweek next week. lingering showers with possible thunderstorms today but mostly dry and mild tomorrow, then a dry break through midweek next week. we do have a high surf warning and a coastal flood advisory today, and a winter storm warning if you are headed up to

kpix 5's wendy tokuda showss re on their welcome back, 90% of our students arising above graduate college within four half years. kpix 5 5 shows us how to students are on their way to such success. >>reporter:we first met them delmont when he was a senior at santa clara high. president of the black students union. captain of the basketball team. >> he comes into the classroom, and he will do his thing, and he leaves by saying, have a great day at santa clara high. it is just the cutest thing ever. >>reporter:the counselor, tina, was one of the few who knew how hard it was for demond to do so well. his father, was in and out of jail. >> i don't tell anyone my father is in jail, it hurt me, for my friends to know they can bring it up at any time and it would hurt 10 times more. >>reporter:'s his dad eventually left, his mom struggled to raise three boys. demond got a job to help out.

>>reporter:you know, it would not be the bay area without a few protests. that is just the name of the game around here. look at the activity in justin herman plaza this morning. where they are setting up for the super bowl city, it is like they are working with this giant metal lego kit right now. they are making a fan of village it will be a playground for football fans. it is all going to be free, and open to the public. here is what it will eventually look like when it opens one week from today. the hub of activity, for the week leading up to super bowl 50, organizers say it will show up the bay area as a food and wine scene, cutting edge technology and culture. getting around the area could be a challenge. especially by car. starting today, we are losing access to key downtown arteries around justin herman plaza. no driving on washington street to don chee way, or beal onto market and no cars allowed on howard between third and fourth streets.

in addition to their traffic jams, as mark mentioned, we can also expect to see some protest. >> we are going to protest during the super bowl, the number of displaced artists from the city. >> with the amount of people we are going to have here, we were anticipating there would be protests of some nature , and we will work to facilitate everybody's first amendment rights. >>reporter:from homeless advocates to black lives matter protest, police say they are prepared, but as usual for security reasons, the chief is not giving any specifics. back out here live, you see all of the activity behind me hit here in justin herman plaza they are setting up the stage for some musical events. that will be a huge highlight of the pre- super bowl celebrations. one week from tonight, it is going to be the kickoff concert with the bay area's own, chris isaak they will also have fireworks, and also the big relighting of the bay bridge lights. everybody is really looking

the county fire turner back in september because of a number of issues up at the expansion project we had scheduled for there is also a steam explosion that injured a worker. the agreement calls for a cap of $85 million on additional cost. the project is now expected to be completed by the middle of 2017. a new -- new questions are rising about a deadly police shooting in pleasanton. authorities said a teenager shot and killed by an officer last summer was out-of-control and under the influence. but now, as kpix 5's don lind reports autopsy results appear to paint a different picture. >> he did not deserve to die in such a horrible way. >>reporter:six months after a pleasanton police officer shot and killed his son, john deming, senior, still has not got any answers. >> thanksgiving, christmas, his birthday is coming up. it will not get any easier. >>reporter:john, a reserve police officer from the city of oakdale says the new autopsy report packs up his belief.

the pleasanton police are covering up a murder. >> it paints a picture of cold- blooded murder mac back on july 5 a flasher, pleasanton police responded to a burglar alarm at a classic car dealership. officers say they spotted john deming, junior, inside acting like a madman running around and jumping on cars. they say he even through a 50th pound for jet at officers. beanbags and tasers either missed him or cannot stop him. was it wasn't simply say when the teenager attacked officer daniel and punched him to the point where he almost blacked out, the officer shot him in the head, and stomach. shortly after, police raided the teenager's home looking for drugs as a possible cause for what they termed psychotic behavior. the alameda county coroner's autopsy report now shows john deming, junior, did not have any alcohol, or drugs in his system. the report also finds he was not shot at close range as

previously suggested. >> it tells us that they are lying. it tells us that it is painted as a murder. there is enough here to arrest this officer on murder charges >>reporter:the pleasanton police department is not t alking, saying the case is under investigation. the district attorney is also looking into the shooting. in pleasanton, i am don lynn, kpix 5. >> a trial date is now set for the man accused of kidnapping and killing morgan hill teenager sierra lamarr. angelyn garcia torres faces murder charges linked to the 15- year-old girl's disappearance but she went missing nearly for years ago and has never been found. yesterday, a judge denied a bid i defense defense attorneys to get a grand jury indictment thrown out. now a trial is set for april 25, and if convicted, torres could get the death penalty. a body that washed ashore in marin county has been identified as that of a missing surfer from san rafael. the body a 40-year-old dan

teachers. >> people are not going into teaching anymore because the pay is lower and especially in this area. >>reporter:a new report by the learning policy institute says the supply of new k-12 teachers is that a 12 year low. but, the demand is high and at school tried to hire the thousands of teachers lost during the recession. >> we lost about 30,000 educators during the recession area teachers were taking pay cuts, and furlough days >>reporter:eric hinds is the president of the california teachers association that represents more than 300,000 teachers statewide. he says to fight this battle, they are reaching out to college, and even high school students to sell the idea on the career. convincing them to take a $50,000 yearly salary is tough. >> basic rent is her monthly salary. we do not pay the salaries that we need because many of them are cut during the recession. we are just now beginning to get back to where we were in 2008. >>reporter:some school districts now offer housing for teachers and signing bonuses.

a moderate school district is offering $10,000. risa hansen, san jose school district is also considering offering money to new teachers. >> it is a tough profession to enter in the bay area. >>reporter:both eric and marie said he began a teacher say, for those with a passion to stand in front of a classroom, the reward at the end of the day, is priceless. >> it is very rewarding. it feels good, at the end of the day, when you worked with a lot of kids and you feel like you have done a good job. >>reporter:to get to prerecession levels, districts would have to hire 60,000 new teachers. in santa clara, maria medina, kpix 5 the city of santa clara expect a surgeon 911 calls during super bowl week. the city's population is about 120,000, and it normally gets about 5000911 calls in one m onth. but with an expected 1 million visitors in the bay area for the big game, the city could get that many calls in one week. >> we have increased our 911 call receiving capabilities by

40%. that means it during the week of celebration, folks that have a need to call 911 will be able to get through this calm center and get an officer, or whatever needs they have to get dispatch to them for help >> santa clara is opening a second communication center inside levi stadium just for super bowl week. normal staffing levels will be trouble to cover 911 calls, plus any game related emergencies. one of the big questions there, is what the weather is going to be like. >>reporter:what kind of calls causally going to see from that? you know, still a little far but if i had my crystal ball i would tell you. i can't tell you that we are going to get showers today, and a nice dry break with this coming week we might get lucky. unfortunately two weeks that we are going to have to wait and see. here is a look at what to expect for the rest of the day today. scattered showers throughout the day, periods of light to moderate rainfall the driver you may even see some peaks of sun. we are seeing rain right now moving through the bay over

towards oakland in hayward. just light showers. you are going to want to keep that umbrella with you throughout the day today print from the satellite perspective we can clearly see the jet stream. we have a defined trough here, this is the area of low pressure moving in today. once it does, the showers will start to die off. back behind it, high-pressure building and this is what is going to be dominant over the next several days. that will help us dry out and stay dry through at least midweek next week. from the satellite perspective you can see this as storm number 11 for the month moving in london as it is we are trying out behind it. we will timeout the showers today starting off with scattered showers this morning, and as we go throughout the day they linger, we do have the possibility of embedded thunderstorms today. that could mean periods of a very heavy rainfall. by 11 o'clock tonight we start to clear on upper and keep help her keep in mind, low level moisture from all this rain combined with clear skies and light winds overnight could mean dense patchy fog tomorrow morning. if you do have to hit the road in the morning, be mindful, you
