build the massive fan village known as super bowl city. >> good evening. i'm juliette goodrich. we have team coverage tonight. andria borba is tracking the traffic building up around super bowl city. first we start with emily turner and the transformation underway. >> it's amazing the speed at which they're putting super bowl city up. just an hour ago my colleague mark kelly was standing right where i am in front of this building. there wasn't a second floor on it and now they've already begun the second floor. things are happening that fast. we wanted to survey all those changes so we hopped on a petty cab and rode around in 360 degrees. we were able to see all the tents popping up. they say every time they take a new ride it's like a new tent or some new contraption that's gone up. they say now we know the teams or at least one of the teams and these things are beginning to take actual

shape, it's become very, very real and they're very excited about it. you know who else is excited are all of the construction workers because they're picking up a lot of overtime, working around the clock. they're going to be working through the night tonight to make sure this is going to go up. everyone is so amazed at how quickly it's coming together and very excited about the final project. >> it's pretty exciting. as a petty cabber who works during the winter, it will bring a lot of people out so we're excited about that. >> everyone is waiting to see what it will be like when it's finished. you can tell maybe that's a building, a refreshment stand. so far from where we sit, everyone is pretty excited at least here at the ferry building but the true test is going to be with that commute tomorrow. emily turner, kpix 5. >> the construction of super

bowl city is proving to be a little tough on traffic. andria borba is live for what turned out to be a weekend head ache. >> it's only sunday. work week traffic hasn't even hit yet. drivers headed to the bay bridge who listened to siri ended up on her favorite street, which is exactly where the road closures are being rerouted to. if you remember, the traffic backup on battery during the b.a.r.t. strike, this rivals it. >> oh, my gosh. this is ridiculous. i don't like this and i don't think anybody else does to be honest with you. >> there is no driving on washington to don chi way. not to mention the southbound lanes

of the embarcadero closed near the ferry building. i spoke to an mta worker who was controlling a signal light at battery by hand. he's concerned about how bad it's going to get during these two weeks of road closures here in the city of san francisco. he says the only way it could be worse is if san francisco was hosting the olympics. live in san francisco tonight, andria borba, kpix 5. a live look at levi's stadium where super bowl 50 will be played. lots of preparation going on there and throughout the south bay. kpix 5's john ramos shows us how silicon valley is getting ready to host the big game and all the fans. >> reporter: when fans begin flying in for the biggest game ever to hit the bay area, the city of san jose wants to make sure it has a seat at the party. >> the city is going to be alive in lights and have a really good time. >> reporter: when the downtown marriott was designated as the champions hotel, ceasar chavez

plaza became the center of san jose's celebration plans. here a miniature football field will be created for kids. over there, a beer garden. a sparkling canopy with multicolored l.e.d. icicles in the trees and something called pillows of light. >> speckles of light everywhere. unlike anything i've ever seen. >> reporter: the party continues throughout the city. the arts and restaurant district south of 1st will hold street parties. the downtown holiday ice rink is staying open. at santana row where some of the condos are being rented out at $3,000 per night, they'll feature a beer blitz with stations set up to represent the various nfl teams. >> you'll essentially be able to drink your way around the nfl. [ laughter ] >> reporter: and it wouldn't be silicon valley if they weren't collecting data. so the city is working to track the flow of visitors' cell phones as they travel in, out, and around the

whole bay area. they say that will be helpful information for event planners in the future. but despite all the big intricate plans, for cairo weaver it comes down to something much simpler. >> i hope to see a lot of nachos and a lot of icies. >> john ramos, kpix 5. we know for sure the denver broncos are coming to the bay area. they held off tom brady and the patriots 20-18. brady nearly forced overtime but the broncos broke up a 2-point conversion in the final seconds. a patriots win would have meant a homecoming for the san mateo ao native brady. we'll have full highlights and reaction coming up in sports. super bowl 50 will be a homecoming for a few of the broncos players. tj ward played at de la salle high school. tight end vernon davis spent nearly a decade playing for the 49ers. and tomorrow

night 49ers legend joe montana will weigh in on the super bowl 50 match-up. it's part of our special countdown to goal. join ken bastida and jennifer montana here on kpix 5. in other news tonight, states across the east coast are in recovery mode after a blizzard buried cities with snow. the pennsylvania turnpike has partially reopened. and at last check 20 trucks were still stuck thanks to the mountains of snow who left hundreds of cars stranded. at least 28 deaths throughout several states have been blamed on the storm. millions across the region are trying to dig themselves out of the snow and ice. >> reporter: all along the east coast the diligent hum of digging. and scraping and of course plowing can be heard. crews are trying to clear the

roads as best they can. cities like washington, baltimore, and philadelphia are working to get metro, train, and bus services up and running ahead of the monday morning commute. >> this will be a long-term plowing and cleaning operation. i want to thank the city workers for their work. >> reporter: in new york, even though the travel ban has been lifted, officials are still urging residents to stay off the roads. >> leave your car where it is. don't try and shovel it out today. unless you have an emergency or something truly urgent. >> reporter: washington, d.c. brought in 400 extra snow removers and canceled schooled for monday. the coastal flood warning has been lifted in new jersey where several cities were inundated with high water that called widespread power outages. officials say the worst appears to be over. >> we've done really well in the storms and we have no concerns about damage from flooding any time soon. >> reporter: drivers in at least three states were stranded

for hours during the peak of the blizzard. while the storm has moved on, officials warn we're not in the clear just yet. >> it's still very dangerous. there's some of our highways look great. it's down the pavement and you might be cruising along at 50-mile-per-hour then you're going to hit snow. we've been very lucky with no fatalities. we want to keep it that way. >> reporter: chris welch reporting. airports in new york city, philadelphia, and baltimore are resuming limited service. the blizzard forced the cancellation of more than 800 flights today. they first ran away from police, then need address cue. -- then needed rescue. why a couple fugitives ended up calling 911 themselves. >> a daring jail break in southern california. what officers are calling their biggest advantage for planning the escape. ,,

a $50,000 reward is being offered. a chase to catch fugitives in the sierra turned in to a rescue mission this weekend. it all started friday in el dorado county. two men, one of them wanted by police, fled in to a wooded area after being pulled over by park officials but the snow and low temps proved to be too much for them. later that night one of them called 911 for help. crews finally reached the man yesterday morning. they had severe hypothermia. they were taken to a hospital and turned over to park officers. still ahead, a one-on-one with san jose's newest top cop. >> quite frankly, we need to continue to work on stabilizing the police department. that's the number one priority. >> only on 5, why the new acting chief is optimistic things can change. >> here's a live look outside at fisherman's wharf where we have partly to mostly cloudy skies depending which direction you look.

challenges facing the san je police department. only on ehely talked one on officers leaving, the public frustrated. those are some of the challenges facing the san jose police department. only on 5, devin fehely talked one-on-one with the new acting chief who is confident they can turn things around. >> i've been in this organization for 24 years, and i can't see myself wearing any other patch than this, so it feels good that i'm able to give back to the men and women of the department. >> reporter: decimated in recent years by the departure of officers, what eddie garcia

inherits is vastly different than the one he joined as a fresh face recruit. >> we have been the least staffed police department for years. >> reporter: currently the san jose police department has money in the budget for more than 1100 officers. the ranks have thinned so significantly that on most days there are fewer than 900 ready to hit the streets. >> quite frankly we need to continue to work on stabilizing the police department. that's the number one priority. >> reporter: the reasons officers are leaving are many, including a round of layoffs during the recession, followed by a voter approved pension reform plan that drove officers to other departments offering more money and better benefits. as the police department was shrinking, the public's frustration with it was growing. communities began hiring private security companies to patrol translator -- to patrol their neighborhoods. fed up with the inability to stop or solve the crimes prevented there. >> to hear that is a punch in

the gut to every member of the department. as we've seen, unfortunately, these officers have given their life for this community. >> reporter: but chief garcia says there is cause for optimism. he believes a negotiated settlement to the pension crited will finally help help -- pension crisis will finally help the department turn the tide of a losing battle of attrition. >> they're extremely eager to show the residents of the city why it is that we were once the safest largest city in the country. >> reporter: in san jose, devin fehely, kpix 5. julie watts is in for brian hackney. you put in long hours today. thank you. >> i have. i can't be held responsible when you're this tired for what you say on live television. fisherman's wharf. partly to mostly cloudy skies. some folks wearing a light jacket this evening. here's a beautiful look at the bay bridge. right now temperatures in the low to mid 50s depending on where you are. 50 in livermore. 55 concord. 55 in oakland. as i mentioned we're entering an extended dry period but we do have rainfall totals in the bucket. in terms of seasonal norms, we're at 107% of our seasonal norm for san francisco. 80% in oakland. 119% in san jose. 99% in santa rosa. this doesn't mean the drought is over but it does mean we're looking good going in to the extended dry period and we have more rain in the extended forecast. in the meantime this upper level ridge is building out over the pacific as high pressure builds, so do our temperatures over the next week or so. we're entering a gradual warming trend but take note of the disturbance to our north. most of us staying dry and staying mostly, partly cloudy skies. folks in the north bay though, you may see a

few showers. watch futurecast as i advance it over the next 24 hours. we could see a couple stray showers passing through the north bay. santa rosa, napa, many of our north bay cities. keep that in mind. the rest of us, mostly dry and mild temperatures. that's the story for monday. keep in mind as you head out on the road we do have the low level moisture with light winds and clear skies overnight. we could see patchy morning fog especially in the east bay and north bay valleys. warming trend continues through midweek. temperatures increasing day-to-day. tomorrow we begin with temperatures in the 50s. upper 50s to low 60s for the warmest spots. 52, oakland. 61, redwood city. 64 in san jose and the extended forecast shows more of the same. gradually increasing those temperatures day-to-day, topping outs in the upper 60s by schurz and -- by thursday and friday. next chance of rain, saturday. just in time for the super bowl festivities to kick off. sorry about that. >> do we have the game? is that

manning looking for his fourth career super bowl. and second with denver. 2nd quarter after a brady interception, hits owen daniels for the second of the game. it was 20-12 denver in the 4th quarter. brady throws one up for rob gronkowski in the end zone with under 3 minutes to go. new england turns it over on downs. there was no pass interference on that call. but new england gets the ball back. same score. brady connects with gronkowski. this is a 4th and 10. they got a lot more than that. 40-yard gain and new life for the patriots. then with 17 seconds to go, brady to gronkowski. this time it's a touchdown but because new england earlier missed an extra point, they had to go for two to tie the game and it did not work out. edelman, intended receiver. incomplete. so the broncos beat the new england patriots. their eighth super bowl appearance in franchise history.

>> there's no question this is a sweet day, sweet victory. to me this victory sort of is a great example of what this entire season has been like. it hasn't been easy. >> i wish the 2-point play would have been different. i'm sure everyone can look at different plays throughout the game when it's that close and say man, i should have made that play but we certainly fought to the end. >> there will be no homecoming for tom brady. the spurs are known for resting their players throughout the regular season so were the warriors surprised to hear that tim duncan will not play tomorrow night? >> no, i'm not surprised. i'm surprised more people are sitting. >> tim is 57 years old so he deserves a night off every once in a while. >> he was teammates with duncan for three years over a decade ago. as for tomorrow night, there's plenty of hype surrounding this game. the two teams have a combined record of 78-10 this season.
