respects. kpix 5 reporter anne makovec is outside the memorial which has just ended. anne? >> reporter: the funeral is wrapping up right now. it is a packed house inside memorial auditorium. you would be hard pressed to find a dry eye among them. [ bagpipe music ] >> reporter: augustine vegas, known as gus, was honored by hundreds of law enforcement officers but the most touching tribute -- >> best parts of me are from him. [ crying ] >> reporter: were from gus' ten children. >> you will live on and you will will forever be in our hearts. >> reporter: gus vegas had been with the richmond police force for 15 years but his family life was number one and in his off time he founded a nonprofit to help children in foster care. >> the love and encouragement you showed all of us kids, dad, it's the same love and encouragement we will show our kids. >> reporter: the suspect in vega's death is the father of

his 6-year-old grandson, robert vega, accused of shooting gus in his home last week in vallejo. robert was in a relationship with one of the officer's daughters. >> dad's final breath came doing exactly what he always taught us and that was to protect our family at all costs. >> reporter: you could see gus' wild side at today's memorial. >> i remember feeling so cool that my dad would pick me up from school every day on the [ indiscernible ] >> reporter: memories as they say good-bye at the richmond civic center plaza today. >> we're going to be okay. you taught us right. and we'll see you again, pop. >> reporter: now, part of the write-up about gus in today's program says that life is truly about the impact that we have on others during the time we're allotted and by all accounts, gus made the most of it. live in richmond, anne makevoc, kpix 5. new at noon the feds have filed a new motion firing back at apple for refusing to unlock the phone of one of the san

bernardino shooters. in the motion, federal prosecutors say the company has chosen to repudiate the judge's order instead of following it. the department also says apple designs its products to allow technology rather than the law to control access to critical data. more than 200 people were exposed to tuberculosis after a va hospital employee tested positive for the deadly disease. the employee was diagnosed in october but continued working at the va hospital in palo alto until last month. several california representatives sent a letter to va secretary robert mcdonald demanding answers. part of it reads, the va must have protocols in place for notifying management and instances of exposure to a particular disease or infection. the va has not responded to that letter. a state senator from oakland acted today to restrict the movement of coal through california cities. this follows a dispute over a plan to bring in three million tons of coal a year by rail partly with public funds from

utah to a former army base in west oakland. today, senator lonny hancock proposed two bills addressing potential threats to public health and the environment in oakland specifically. she also has two bills that apply statewide. . east bay drivers may find the afternoon commute home a little smoother. two new express lanes opened in the eastbound direction of interstate 580 through the tri- valley. and as kpix 5's kiet do reports, even more relief is on the way. >> reporter: they new express lanes opened april the 5 a.m. so far, so good. this is the counter-commute direction. not a lot of traffic volume on the roads. but they are still charging to use these express lanes. this has been years in the making with the 580 express lanes opening up within just the past couple of hours here east bay commuters finally getting more relief and more options. the new express lanes are 580 eastbound starting at hacienda and goes for 11 miles. the express lane is free for carpools, buses, van pools, motorcycles and qualified clean

air vehicles but here's the catch. you will need the new fastrak flex tag. it looks just like this. it has an indicator switch numbered 1, 2 and 3 and you select how many passengers are in the vehicle. you need the new flex tag to use the lanes for free. solo drivers can use the old fastrak tag but you will be charged a fee calculated on the amount of traffic on the road. freeway signs will constantly update you on the cost to travel from exit to exit and these new express lanes are in effect from 5 a.m. to 8 p.m. weekdays and are free outside those hours. these transponders receive and sendcy signal when you pass under the sign and then charges your fastrak account accordingly. 580 westbound lanes will open up on monday morning. that's when the express lanes will be open in both directions here on 580 in the east bay.

in pleasanton, kiet do, kpix 5. sad news in the sports world. the oakland a's have announced former infielder tony phillips died this week. he is known for making the final defensive play in the a's sweep of the giants during the 1989 world series. it's not clear how phillips died. he was 56 years old. to washington now where the body of justice antonin scalia is lying in restate in the great hall of the -- in repose in the great hall of the u.s. supreme court. cbs news' weijia jang has the tribute. >> reporter: the sun just started coming up above the supreme court when a group of people kneeled to pray for the late justice antonin scalia. >> we came out this morning to be here to witness his last visit. >> reporter: his casket arrived for the final visit following close behind were his children and his former law clerk serving as honorary

pallbearers. once inside the current members of the court joined a short ceremony. after the ceremony the public was allowed in. a high school junior from north carolina said she respected him. >> he is definitely someone who stands up for what he believes in and sticks with what he thinks is right for our country. >> reporter: president and mrs. obama are expected to arrive to the court sometime this afternoon to pay their respects. but they will not go to the funeral. the white house is sending vice president joe biden to represent the administration saying he has a personal relationship scalias. >> we believe we have settled on a -- an appropriate and respectful arrangement. >> reporter: the private funeral will be held tomorrow at the basilica of the national shrine of the immaculate conception here in the nation's capital. weijia jang, the supreme court. campaign 2016 now where it's down to the wire in south carolina. voters go to the polls tomorrow

. well, today's tip of the day is going to be is with cantaloupe. selection and storage is important. when you buy cantaloupe this time of year, you may cut them and they will be crunchy not a lot of sugar so here's what you want to do. when you buy them, make sure the net something tight all the way around. a little bit of green is okay this time of year but the less green the better. heavy for their size. that means they have a small cavity. when you bring them home, simply store them, here's the key now, you want to store them in the refrigerator. and let me tell you why. at room temperature, they will start to decay on you much quicker and get a little bit of that like a mouldy look to them and that you don't want. in the refrigerator, they will stay for 4 to 6 days that way.

but take about a couple of hours before and get them up to room temperature because once cantaloupes get picked the sugar content stops. with honeydew the sugar content continues. so there you go. cantaloupes, some proscuitto wrapped it, great. i'm tony tantillo, your fresh grocer, and always remember to eat fresh and stay healthy. meal time can be a feeding frenzy as pets compete for dinner or snacks. here is our pet expert dr. jill chase with some advice and cody and kona. >> back by popular demand. they are popular. >> they are not fighting though. >> no. i don't think so. but the question is good. are the dogs or cats that in a multi-animal family fighting for food? in which case i would say separate the bowls.

in my house i had a cat who would eat until she burst so i would have to physically remove her so she wouldn't eat everybody else's food. if you have animals fighting you have to feed them in separate areas. you have to put one in one room, close the door and the other one in the other room. >> i think kona wants me. >> there you go. >> so it is -- you know, it seems like an easy topic but in fact, it does happen a lot in homes and a lot of owners may not know what to do to make their lives less stressful. so one, definitely different bowls for different animals and two, if you have animals that are going to compete for food or even start to fight, then separate them into different rooms. >> those are meals. what about snacks? when you're just -- >> snacks are tricky. that's a really good question. you know, you have to be prepared to feet if it's a dog situation where you can just -- you have to be prepared to separate so that nobody is fighting over each treat, right? that can absolutely turn into a dogfight and that can be very dangerous and scary. >> okay. all right. those are good tips to know. this is kona, right?
