your realtime captioner is linda marie macdonald. coming from a buddhist temp. the ma plac a hectic scene in east oakland this morning. huge flames coming from a buddhist temple. the massive fire gutted the place and damaged nearby buildings as firefighters scramble to keep it from spreading. good afternoon, i'm frank mallicoat. >> i'm michelle griego. the oakland cambodian buddhist temple on east 10th street was

in flames when firefighters arrived around 2 a.m. kpix 5's jackie ward is live outside of what's left of the building and says investigators have a pretty good idea of how this happened. jackie. >> reporter: yeah. that's absolutely right. as you can see behind me, this building that's in the heart of an oakland community was gutted by fire. three people were sent to the hospital with minor injuries. the four people who lived here and six people next door are now without a place to live. this is what the oakland cambodian buddhist temple looked like yesterday. right around 2 a.m. investigators believe flames from 1,000 candles lit overnight created the flames that burned the place down. >> i saw the flames. they come down from the back. >> reporter: four monks and 7 women were in the building at the time of the fire but all escaped safely. a third alarm had to be called when flames jumped on the house next door. six people live in that home

and were all able to get out unharmed. a woman who lives across the street said her daughter woke her up when she heard the fire trucks. >> my daughter say mummy mummy, fire in my temple. big fire. oh, my god, my god. >> reporter: at one point fire crews were trying to put out multiple fires at once. >> it quickly spread to the rear of the structure that was on fire as well as to the house to the right of it. at one point we had three structures going with sheds and cars going. >> reporter: the flames engulfed the temple quickly because of the material the temple was made out of. >> it's all wood so that made it go up quickly, spread quickly. other than that the firefighters made a strong aggressive attack. >> reporter: despite the efforts, the building is a total loss but they will rebuild. >> i'm okay but i'm sad. i worry about my temple. >> reporter: although this was a massive fire earlier this morning, firefighters were able to get everything under control

in about 90 minutes. in oakland, jackie ward, kpix 5. >> firefighters rescued a man from a house fire in fremont. those flames broke out just after 6 a.m. in the 5500 block of hughes place. the man rescued was treated for smoke inhalation. firefighters are investigating what happened. a pedestrian is hurt after mistakenly walking into the path of an amtrak train. it happened this morning at the gilman street crossing in berkeley. a amtrak police officer says it appears the visually impaired pedestrian became disoriented and walked back across the tracks. no word on the victim's condition. developing in pleasanton, two juveniles arrested for a string of robberies at stoneridge mall. one is still on the loose. the first incident happened saturday. a 17-year-old girl was punched in the face and robbed as she crossed the parking lot there. the next day an elderly woman had her purse stolen at gunpoint. she was thrown to the ground and kicked before the trio sped off. suspects are juveniles, so

their identities are not released. some supervisors are unveiling a plan to increase affordable housing. it would double the amount of affordable units that developers are required to include in new projects. a couple of hours from now in richmond, affordable housing advocates will file a proposal for a citywide ballot measure. details will be released at a news conference this afternoon but the proposal aims to protect tenants against unjust evictions and unfair rent increases. supporters would need to gather nearly 4200 valid signatures by june for the measure to be included on the november ballot. the battle over privacy between apple and the federal government is taking a new turn. as kiet do reports, demonstrators plan to show their support for the tech giant. >> reporter: we are a week into the debate over privacy and security and every day brings a new development. so later today, a group called fight for the future is planning a nationwide protest at apple stores in 50 cities

across the u.s., europe and asia. in support of appear al's stance against the fbi. one of them will be right here at the palo alto store. protestors will be encouraged to display a digital message on their phones, don't break my phone. >> every major social movement that made serious world changes used various tactics including public protests, rallies and marches. it's exciting on an issue like this where there isn't a long hit of those types of actions to see so many people mobilizing so quickly. >> reporter: the government has a powerful ally in their fight against apple. a group of survivors and victim family members will be filing a brief in support of the government's attempt to force apple to unlock the iphone of san bernardino shooter syed farook. >> these are people who went through this horrific event, are suffering from it. they have questions. how could this happen? why did this happen? why was i targeted? >> reporter: also weighing in on the debate, microsoft cofounder bill gates.

gates is siding with the government and going against the tide in sillicon valley. gates says the government's request is specific, not general, and he says technology companies have been helping the government for years with investigations. but there should be rules and safeguards. >> you know, i'm hopeful that -- whether it -- whether it has the safeguards in place with the government not being blind and trying to stop bad things before they happen, it's a good debate to be having. >> reporter: and the protests begin at 5:30 p.m. local time. in palo alto, kiet do, kpix 5. protest organizers say they will also hold rallies outside fbi headquarters in washington, d.c. following campaign 2016, right now voters in nevada are getting their turn to pick a gop presidential candidate. cbs news' weijia jang says the stakes are high in the silver state. >> reporter: donald trump has a message for nevada voters. >> you got to vote, vote, vote! >> reporter: he is hoping to turn support in the polls into

slow donald trump. weijia jang, cbs news, washington. >> the democrats are facing their own primary in south carolina today. earlier today senator bernie sanders picked up a key endorsement from spike lee. and this morning, president obama unveiled his plan to close the detention center at guantanomo bay, cuba. the proposal will fulfill a campaign promise he made in 2008. but as mark albert reports, there's still opposition from congress. >> reporter: president obama announced his latest proposal to fulfill a campaign promise and close gitmo. >> it's counterproductive to our fight against drifts because they tuesday as propaganda in their efforts to recruit -- they use it as prop gand to in their efforts to recruit. >> reporter: there are 95 people in there. 56 of them are going to be moved to a facility in the u.s., the rest in other parts of the world the u.s. is

looking to south carolina, kansas and colorado. >> i don't want to pass this problem on to the next president whoever it is. >> reporter: the white house says moving the prisoners to the continental u.s. would save as much as $85 million a year. but it will take a one-time cost of up to $475 million to implement the plan which means, getting the approval of congress. and that appears unlikely. >> it would be illegal under current law to transfer foreign terrorists at guantanomo into the united states. >> reporter: congressman max thorn berry the chairman of the armed services committee called it a public relations move than a plan to work with congress. but he cracked the door a bit when he said it's not impossible to shut down gitmo and that he is willing to hold a hearing on the details of the president's proposal. the white house is urging congress to act quickly. mark albert for cbs news, the white house. >> house speaker paul ryan said the president did not include details required by law. those details include the exact

cost and location of alternative facilities. ryan said congress will not change the law to allow terrorists detainees on american soil. a colorado woman who cut a stranger's unborn baby from her womb has been found guilty on all 7 counts including first- degree murder. the woman was on trial for attacking michelle wilkins last march. wilkins was 7.5 months pregnant at the time. she survived but her unborn daughter died. blaine will be sentenced in late april. a new bill has been introduced in the state legislature that would ban anorexic models in california. the assemblyman mark levine's bill would set industry health standards and require modeling agencies to be licensed by the california labor commissioner. under the legislation models would need a doctor's certificate stating they don't have an eating disorder. still ahead, new details on a san jose police officer reinstated after posting threatening tweets against "black lives matter" supporters. how san jose's mayor is getting involved. >> and some big changes could

one of the city's police officers. phillip white, an 18-year veteran, g san jose mayor sam liccardo is opposing the reinstatement of one of the city's police officers. phillip white an 18-year veteran on the force got his job back a couple of weeks ago by order of an independent arbitrator. he had been fired for posting threatening comments online against the "black lives matter" movement. now mayor liccardo says he wants the city council to challenge that rehiring decision. in superior court white's attorney says his client posted the messages because he felt his family was being threatened.

a new proposal would put more restrictions on dogs in the golden national recreation area. off-leash walking would be limited to just five areas crissy field, fort funston, ocean beach, fort mason, and rodeo beach. and access would be restricted to certain parts of the areas. dogs would be completely banned in some other areas that are currently on-leash sites. critics say the proposal would prevent humans and their pets from enjoying nature. the group save our recreation released a statement: us e areas... the very reason the g-g-n-r-a was created." thanks, roberta "adlib big board" "a board" speaking of dogs, we have allergy season and you have a sick pooch. >> i was wondering where were you going with that. speaking of dogs, here's roberta! got stuck in freezing cold water. now we're hearing from the bay area crew thate to her a young girl fell into hole and got stuck in freezing cold water and now we are hearing from the bay area crew that came to her rescue. they were conducting a training drill near the boreal ski re resort in the rescuers conducting a training drill in the sierra sunday afternoon, andria borba reports reporter: it was supposed to be a sunny day of snowshoeing on castle peak for the white family from orangevale. then ten-year-old samantha got off trail and into trouble. >> at that time i noticed that she wasn't in powder. she was actually sinking on what looked to be a partial snow bridge. >> reporter: with mom and dad trying to pull her out, samantha slipped in. >> when we looked into the hole, all we could see was her head. >> i think it was scary that i was down there because it was dark and i could barely hear what anybody was saying.

>> reporter: dad got on the phone to 911 in truckee when after a climb on castle peak help came in from marin county. >> one of them asked is everything okay? no, my daughter is trapped in this hole 10 or 15 feet down. he asked, can we help? i said who are you? he said we're marin county search-and-rescue is. i said absolutely you can help. >> reporter: the marin county rescuers were training and didn't have all of their gear with them and were forced to improvise using ropes and a carbiner to get her out. >> she is a lucky girl with such cold water. >> reporter: she was back on solid ground in 15 minutes. then it was time to attend to her wet feet and prevent hypothermia. >> i'm glad i had goggles on because i had tears. it was very emotional. >> reporter: andria borba, kpix 5.

>> the crews from marin county warmed up samantha's feet and gave her some of their dry clothes so she could hike out without further risk of hypothermia. some scientists now believe the earth's sea levels rose more in the 20th century than in any of the previous 27 centuries. a study found human-caused climate change is at least partly responsible for the increase. the study was conducted by 10 climate scientists from rutgers and nine other universities from around the world. flying can be uncomfortable for a variety of sizes so airbus wants to make it easier by replacing individual seats with rows of benches. the aircraft manufacturer has filed a patent for a reconfigurable passenger bench seat which could accommodate smaller children and larger passengers. airbus says the seats would be adjustable and detachable. fitbit the maker of activity trackers is in bad shape on wall street. the company's shares dropped by up to 20% in trading today.
