victims. good afternoon, i'm frank mallicoat. >> i'm michelle griego. in belgium, authorities now say at least 34 people were killed and more than 200 wounded in yesterday's bombing attacks in brussels. president obama is pledging the u.s. will go after the "islamic state" group aggressively saying the world must be united against terrorism. brussels international airport one of the attack sites will remain closed until at least friday. investigators say one known suspect is still at large. kenneth craig is in brussels with the latest. >> reporter: authorities released new information about the suspects in the deadly attacks at the airport and a train station in brussels. they say the man in the middle of this surveillance photo is [ non-english language ] and that he detonated the bomb inside the aiort terminal killing himself and many others. his brother is accused of tonating a suicide bomb in

the subway. the other two people are not identified. the man on the left is believed to have killed himself at the airport. the man in the hat slipped away and investigators are searching for him. a raid in the brussels suburb this morning turned up empty. >> they don't know the community, right, well and they don't get the intelligence they need. >> reporter: in brussels, people are gathering to pay tribute to the victims. children are writing messages in chalk while others are pausing to pray. there's a heavy police presence at this memorial and across the city. many of the subways are back up and running this afternoon as people try to get back to their daily lives. >> we feel safe. we always live in safe place like this. >> reporter: this morning, people in belgium and in cities across europe paused for a moment of silence to remember the victims killed in the

deadly attacks. kenneth craig, cbs news, brussels. belgium. >> the attacks came just a few days after police in brussels arrested salah abdeslam the prime suspect in the terror attacks in paris. authorities are still looking for his accomplice. president obama is pledging to continue to offer belgium help in bringing those responsible for yesterday's terrorist attacks to justice. he spoke at a press conference today in buenos aires with argentina's new president. he said the u.s. will keep agreggively going after the "islamic state" until the -- aggressively going after the "islamic state" until the threat is destroyed. >> the world has to be united against terrorism and we can and we will defeat those who threaten the safety and security not only of our own people but of people all around the world. so that's top priority of ours and i know that you share those beliefs. >> the president is in argentina to try to reestablish relations between the countries following years of tensions. this is the first visit to the

country since he became president. counter-terrorism is also on the minds of the presidential candidates. and one of them is speaking about it here in the bay area. kpix 5's keit do is live at stanford with hillary clinton's message this morning. kiet. >> reporter: good afternoon, frank. hillary clinton is in the building. she is at the podium as we speak here in the campus of stanford university. in fact, we have a live look inside there right now. she got here at 11:34 this morning, running quite late. the speech was supposed to start at 11:00 and focus on counter-terrorism. she got here at the bechtel conference center with security that seems to be heavier than usual. lots of secret service agents outside roaming the property with uniformed sheriff's deputies. there is a wide perimeter fence set up, as well. we have a roundup now from the campaign trail of what the candidates have been saying about the brussels attacks. >> the terror attack in brussels it was not an isolated event. it was not a "lone wolf." it is part of a broader pattern, a war that is being

waged by radical islam. and we have right now a president who refuses to acknowledge what is happening, as a matter of political preference barack obama, hillary clinton and the entire obama administration refuse even to utter the words radical islam. >> we are fighting a terrorist organization. we are not fighting a religion. >> reporter: now, donald trump used the brussels bombing to bring up one of his talking points torturing captured terrorists. here he is talking about the mastermind of the paris attacks. >> well, you know, he may be talking but he will talk a lot faster with torture. if he would have talked, you might not have had to blow up all these people dead and all these people horribly wounded because he probably knew about it. i would be willing to bet that he knew about this bombing that took place today. >> reporter: mrs. clinton has been saying all along she hopes to work with other groups

internationally to isolate these terrorist groups and hopefully get help from all over the world in fighting these groups. her next stop is l.a. the location is to be determined. live in stanford university, kiet do, kpix 5. we will continue to bring you the latest developments in the belgium attacks on air and online at cbssf.com. new at noon, information has just been released about what may have caused a tour bus crash in san francisco's union square back in november. kpix 5's jackie ward is live at the san francisco police department where officers just announced the results of their investigation. jackie. >> reporter: michelle, after what the san francisco police department is calling a very lengthy and painstakingly long investigation, that lasted four months, they found that the bus had no mechanical errors, but they did find fault with the driver who is now facing an unsafe speed citation. they say he was going between 40 to 45 miles per hour in a 35- mile-per-hour zone. this is what the scene look

like back on november 13 as the city sightseeing tore bus barreled toward union square. 14 cars were hit and 19 people injured before the bus stopped. investigators didn't find pre- existing failure with any of the mechanical equipment including the brakes, the steering or throttle. they also can't find any evidence that supports the driver's claim that he was stepping on the brakes. >> if he did in fact step on the brake, um, which we believe he did not, we definitely would have proof to show he did step on the throttle so that's why we believe he just apparently stepped on the wrong pedal. >> reporter: the driver is still in a wheelchair as he recovers from the injuries. his attorney says this is what happens in collision investigations when they can't find mechanical errors, they are then forced to blame the driver. >> he did not keep his foot on the accelerators. he has 15 years of experience.

he is a marine. he kept his cool. he maneuvered that bus brilliantly. he saved a lot of people's lives and he is extremely disappointed. >> reporter: cartwright also says he wanted this investigation to be conducted by an independent outlet. he says the evidence is essentially destroyed during the investigation. so the citation [ indiscernible ] [ loud background noise ] >> reporter: civil litigation is pending. from san francisco police department headquarters, jackie ward, kpix 5. bart workers could soon get little something extra in their paychecks. the rail system is expected to give a $1,000 bonus to each of its 3300-plus employees like it did last year. it's because of the surge in ridership. bart signed off on the bonuses during union negotiation to settle the strike in 2013. critics say, though, the extra incentives come at a bad time. >> barred is in a financial crisis. they say they don't have money

for spare parts, security cameras, new trains. and yet they are giving out thousands to employees. so we have a poor agency that now has all the money in the world to give to their employees, the highest paid transit workers in america. >> bart is going to ask voters to approve a bond measure to help fix the aging infrastructure. no train service between north concord and pittsburg-bay point. engineers installed a new high- tech device on a test train in hopes of figuring out what's causing the trains to short- circuit. more than 100 trains are out of service. bart says it could be months before the problem is fixed. san francisco mayor ed lee just unveiled his plan to ease the city's homeless problem. a short time ago, he announced the location of a second homeless navigation center. it's the civic center hotel at 12th and market. the blighted hotel is scheduled for redevelopment. and the people overseeing the project have given approval to house more than 90 homeless

people there for about three years. the city of san francisco will cover the facility expenses. people in pacifica will hear from rescue workers tonight in the ongoing debate about a condemned apartment building in the city. they are going to talk about the latest order to evacuate that. the city yellow-tagged 310 esplanade because it's so close to a crumbling cliffside. two nearby buildings have been demolished. tonight's meeting takes place at the pacifica city council chamber and it starts at 6:30. talks start today on a plan to make san francisco the first u.s. city to guarantee six weeks of full paid parental leave. under state law employees can already get up to 55% of their wages through disability. now supervisor scott weiner wants san francisco employers to pay the remaining 45%. the rule would apply to mothers and fathers for companies working with more than 20 employees.

former stanford university swimmer brock turner is testifying today this is sexual assault trial. turner has pleaded not guilty to three felony charges. he is accused of assaulting a drunk woman in january in last year. the defense says the woman consented to the sex. yesterday a witness supported the defense statement that the woman didn't appear to be extremely drunk at the time. still ahead, the nation's highest court taking on the topic of birth control and who should pay for it. >> and finally some answers after a navy boat disappeared nearly 100 years ago. and they lie right in our own backyard. >> and hope you're enjoying this gorgeous spring day. in fact, here's a live look at all those blue skies. a few high clouds over dublin. we do have some rain, though, in our seven-day forecast. we'll tell you which one after the break. ,,

the justices are hearing a case.. that has to do with president obama's health- ce n.. specifically a battle over birth control in the supreme court today. the justices are hearing a case that has to do with president obama's health care reform plan. specifically, the requirement that health insurance cover contraceptives. the court will hear from catholic groups that say this isn't about birth control, but about religious freedom. >> the federal government has already made accommodations for nonprofit religious organizations that don't want to provide contraception. all they have to do is fill out a form or write a letter telling the government that they object. but several religious organizations including "little sisters of the poor" say writing that letter or filling out that form amounts to a permission slip for contraception which they argue violates their religious beliefs. >> it's going to be difficult for those groups to get a majority in the nation's highest court without the late justice antonin scalia. a ruling is expected by the end of june. from dc we head north to wall street. let's see how the big board is
