>> live, from the cbs bay area studios, this is kpix5 news. >> rescuers need a rescue of their own when a fire boat capsizes off ocean beach. good evening, i'm maria medina in for juliette goodrich. >> i'm brian hackney. gusty winds, high surf. near disaster. emily turner is live in the city with how the crew is doing tonight. >> reporter: luckily, only one person is still left in the hospital and he is expected to be okay. it is not the training exercise they anticipated but it is a rescue after all. it was a soggy day for several san francisco firefighters when their boat capsized just off ocean beach. it was supposed to be routine training but the weather would prove otherwise. >> it is something we are looking at in our independent investigation. but you are correct that the conditions were fairly stable

and the waves kind of picked up. >> four of the seven people on board went to the hospital. the crew was out, of all things, training for a rescue when they needed a rescue themselves. embarrassing, yes. but it was also lucky. >> all of our members were dressed appropriately in their safety gear that they would wear to affect a rescue they would be responding to. >> reporter: this is the first time anything like this has happened on the san francisco fire department. it is launching an inpendent investigation into what happened. in the meantime, one firefighter is in the hospital and the boat is secured upside down in the water waiting to be recovered. >> the next step is to work with a company to actually extract the boat from the water. it is in a precarious position. we are working with sources to affect that. >> reporter: the boat is completely upside down in the water and because of that, the

fire department isn't able to determine exactly how extensive the damage is that has been done to the boat. they hopefully will get that out of the water and be able to assess the damage. emily turner, kpix5. tonight, we are getting a look at a man suspected of wounding an eight-year-old boy in a drive by shooting. there is a warrant out for james jarrard's arrest. the boy was in his driveway playing with friending when he was shot in the neck. he had surgery and is expected to make a full recovery. dozens of changes will soon be on the table to fix what some call a flawed jail system in the south bay. mark kelly on what is going on and what it will take to fix it. >> reporter: inmates caught on camera earlier this month beating each other up was front and center at today's blue ribbon commission which was set up to improve conditions in the

same jail. >> what we could do better. >> reporter: just days before this brawl, deputies were instructed to scrap the security system. one they have been using since 2014 that separated freuding inmates. commission chair and kpix5 legal analyst cordell blasted the jail experts that came up with that idea. >> what kind of expert would recommend this kind of change? >> reporter: the commission made up of a variety of community leaders agreed to 121 changes they want to see in santa clara county jails including federal oversight, new leadership, and one big one. >> you must have better training, especially regarding mental health issues. >> reporter: following the august death of mentally ill

inmate michael tyrie, mental illness has been a big focus in the commission. this blue ribbon commission has met 11 times since november and even though today was its last formal meeting, members vowed to keep fighting for jail reform. >> we must continue to have the courage to speak up and to speak the truth. >> reporter: in san jose, mark kelly, kpix5. >> the recommendations will be made to the board of supervisors next month. a warning to hikers in solano county after two women were robbed in broad daylight at 3:00 p.m. in the cold canyon area of lake bariesta. deputies believe the suspect is from the canyon area. an instance of hate on college cam buses nationde is

being investigated. antsyantisemimetic banners are appearing. $15 an hour within six years. that is the plan for the minimum wage in california. the la times reports state lawmakers reached a deal with labor unions and they could approve the new minimum wage by next week. a one dollar a year increase through 2022. governor brown's office has not commented on the report. weekend bart riders are adjusting their ruths as crews work on stretches in the east bay. because of a mystery problem causing train to short circuit. and, it is the first weekend for maintenance work between the bay fair and san leandro stations on the fremont line. a free bus bridge is being offered there while crews work on much needed track repairs. they are replacing 2,000 feet of worn rail. 950 wooden ties and other track

components. five more weekend closures are scheduled. and in san jose, there is no light rail service right now between the civic center and saint james station. crews are repairing a cracked rail. a bus bridge is available there. the repairs should be finished by tomorrow. there is a catch in the crab season. not the kind that makes people happy. crabbers were allowed to start going out on boats after midnight, but no prices have been agreed on. crab season was put on hold because of a toxic algae bloom. bernie sanders. democrats in three states made their picks and a majority of them felt the bern. wendy gillette reports. >> good morning. thank you for joining us for the washington state caucuses. >> reporter: voters caucused in

washington state, alaska, and hawaii yesterday. >> we are looking to reject the republican party and its front runners donald trump and ted cruz. >> reporter: the biggest prize was washington with 118 delegates at stake. turnout was high at many of the caucus sites. one voter made her case for hillary clinton. >> she is the only one that has actually gotten things done in washington. >> reporter: another voter argued for bernie sanders and his fund raising policy. >> if we have a candidate that truly actually lives his values through his campaign by not accepting corporate money, we send a message that we want a new political party. >> thank you so much for being here tonight. >> reporter: sanders resonated with voters saturday. he won both washington and alaska. >> we are making significant end rows in secretary clinton's lead. >> reporter: clinton held a a

rally in wisconsin. she has planned fundraisers in illinois and wisconsin monday. wendy gillette for cbs news. >> despite the big showing for bernie sanders, hillary clinton still has a big lead in the delegate count. an online petition to allow guns inside the republican national convention in cleveland has gained traction. so far, more than 25,000 people have signed it. the petition explains although ohio state law allows for open carry of guns, the venue is forbidding guns on the premises in july. now from the latest in belgium. the american couple missing since tuesday are dead. justin tanned stephanie schultz were dropping off stephanie's mother at the airport when the bombs exploded. their parents learned of their fate today. two dutch citizens living in new york also died in the blast. and three men have been charged in connection to the terrorism

of the attacks. police nabbed him in a raid on thursday. he faces both terrorism and murder charges. meanwhile, a memorial is growing in brussels for the victims. kpix5's anne makovec has the latest. >> reporter: a tribute is growing in this brussels plaza to remember the victims of the bombings as people who live there try to get back to normal. >> it is really silent. >> reporter: the terror alert has been lowered one level, but the city is still on edge. >> i feel kind of nervous actually. because, all the police force and the military being on the streets is not that reassuring. >> reporter: a lot of attention has been focused on the muslim communities in brussels and the lack of integration in the city. muslim leaders say the attackers should not be considered part of their faith. >> they present themselves.

not the muslim community. muslim means you live in peace. >> reporter: in his radio address, president obama reiterated his calls to partner with muslim americans and welcome refugees. shunning the impulse to demonize their faith. >> it plays right into the hands of terrorists who want to turn us against one another. who need a reason to recruit more people to their hateful cause. >> reporter: next week, world leaders are meeting in washington dc to discuss nuclear security. the president says they will also take the opportunity to review the international effort to fight isis. in the news room, anne makovec, kpix5. >> there is heavy security at the brussels airport which has been closed since tuesday's bombings. a sol solidarity march has been postponed. in southern california, a u.s. marine killed in iraq made his final trip back home today. the body of staff sergeant luis

carden arrived home this afternoon. officials say carden was fatally wounded during an isis attack on his base last week. he had served three tours of duty in afghanistan before his deployment to iraq. >> my brother was my best friend. they were really close. so, we obviously, we have good memories of him. >> we are here to honor a man who gave his life. >> a week from today, he will be buried at river side national cemetery with full honors. pope francis marked his fourth easter vigil at saint peter's basilica saying darkness and fear must not prevail. he presighed over hundreds gathered in the church. he will hold easter mass in saint peter's square in a few hours. it was a massive march people won't remember ten years

in los angeles and in the bay area for immigrant's rights. len ramirez says one group is making hard to remember we don't forget. >> reporter: a hand held video shows a sea of humanity in downtown los angeles. latino immigrants marching shoulder to shoulder for as far as the eye can see. it was known as la grande marcha. the great march. >> it was bigger than anybody's wildest dreams. >> reporter: angel tenez who was the head of a los angeles community group was one of the marcher's organizers. >> this march went on for miles and miles and miles. street after street after street. we knew it was something that was, i guess in a word, out of control. because, the people kept coming. >> reporter: in march of 2006, latino immigrants were angry and frightened by hr4437, a bill known in congress as the border protection antiterrorism

and illegal immigration control act. >> the mood of the march is similar to now. there was word of building a wall on mexico. >> reporter: it inspired a wave of similar protests in cities across the country including san jose. the los angeles march was the biggest by far. the lapd estimated 500,000 strong with no arrests. but tenez says a new photographic analysis puts the crowd over 1 million by comparison, dr. martin luther king's famous march on washington in 1963 drew 250,000. yet this march is mostly unknown. most english language media simply ignored it. >> so the question is why isn't it being talked about? why isn't it known? >> reporter: on this, the tenth anniversary of the march, efforts are underway to call attention to it. >> i didn't want it to be

forgotten. >> reporter: new york artist diego is one of the artists congressmen rating it through posters and paintings. >> once you are in a museum, you can't go away. there is no way anybody can erase you. >> reporter: the marchs did not lead to comprehensive immigration reform, but they succeed in killing hr4437 an empowered latino immigrants to step out of the the shadow and be counted. now his goal is to get la grande marche in every history book in the nation. >> whether it takes one year, ten years, 100 years. >> reporter: len ramirez, kpix5. an american airlines co- pilot was detained today on suspicion of being drunk before taking flight. authorities believe his blood alcohol level was well above the legal limit. he was taken into custody at the detroit airport. the airline told them they were delayed bauds of a seat problem.

and then canceled the flight. they saw the co-pilot cuffed and taken away. a brazen move by a group of thieves caught on camera as they stole several cars from a dealership. the group of ten smashed the window. stole keys to eight cars. and then drove off with them. the thieves rammed the gate to get away. but not before causing more than $100,000 in damage to other cars as they drove off. the show didn't go on as planned as the newly renovated theater in berkeley. it was canceled because of power problems and permitting issues to get it open. troy trombone and the stone foxes were scheduled to play. customers will get refunds. they expect to be open for the april 7 concert. to cut down on traffic. parking restrictions are in effect near the golden gate bridge. from 11:00 a.m. to 5:00 p.m., parking is not

allowed on either end. private cars won't be available at vista point or the welcome center. but you can get to either location by tour bus, corporate shuttle or ride sharing service. you could probably also walk. it was a nice day for it. a little bit on the chilly side as the winds pick up. gusts at the airport up to about 38 miles an hour already. and as we look live at fisherman's wharf tonight to make sure everybody is okay. people are bundled up as they are strolling down the streets of san francisco here as we approach 11:20 at night. more state boarding. maybe you can get to the vista point that way. as we head to the airport, the numbers are mostly in the 50s . concord is the exception. 60 degrees there. livermore, 55. san francisco, 55 degrees. and 55 at santa rosa as well. we have got partly cloudy to clear skies around the bay area at this hour. and yet, in the wee small hours of the morning there could be a

little bit of drizzle around the coastal hills and the higher elevations as we get a low pressure trough digging in over the west coast. we will start off easter morning with partly cloudy skies. later in the day it will be nice. breezier tomorrow and not as warm as today. temperatures will be mostly in the 60s . futurecast shows low pressure digging over the great basin so the cooler air will spill south through tuesday and we get pretty brisk northwesterlies. we had an increase of low clouds along the shoreline. bigger on shore push. shifts to the northwest. it is a fairly dry direction. so things should clear out nicely. futurecast, see, the northwesterly flow scouring the clouds from the shoreline. by 1:00 in the afternoon, much of the bay area has mostly clear skies but lit be cooler, breezy. later today, a weak cold front approaches and the clouds increase. and the sunset will have a mix of clouds in it by tomorrow night at 7:30. so, here is what we are

expecting. cooler tomorrow. a little breezy. still not going to be bad. drizzle is a possibility. i put it mostly in to say if it happens, i told you it would. then cooler cloudier through midweek. as we look at overnight lows, we have numbers mostly in the 40s . chilly, sunrise 7:02. and the forecast highs not bad at all. 62 in the city. down in san jose. 70 degrees. we will be in the 60s in the south bay. we will be in the upper 60s , a few low 70s in the east bay. a few low clouds in the morning and sun and temperature ins the mid 60s in the north bay. and in ukiah, bid 60s for the most part. scattered forecast calls for thing to be a little unsettled. we thought it might rain wednesday and thursday. looks like partly cloudy skies. temperatures in the 60s all week and it will be balmy by next weekend. and much excitement. not in weather but in sports. mr. vern glenn? >> i have the sun coming up at 7:01 tomorrow.
