i'm frank mallicoat. >> and i'm ann in for michelle. >> gunshots reported in the u.s. capital visitor center and works in the capital complex has been told to shelter in place. both congress and white house on lock down. we'll keep you updated throughout the newscast. we have a live look at the capitol here where this is happening. a lot done at the capitol. we're learning now a capitol police officer has been shot. walked down at the capitol and walked down at the white house. we'll continue to follow this story and the shooter is still on run. much more coming up in a moment. that top story new at noon. the coast guard seized 13,000 pounds of cocaine. taking down 4 suspected smugglers. they're speaking about their bust for the first time. kpix jackie ward live. how did this go down. >>reporter: well, first of all, that amount of cocaine

is valued at $203 million. this is the 5th time the coast guard intercepted a major drug bust since june. we have video that the media had -- the coast guard said confiscating these drugs is more important than it has been. it's being fuelled by con cane distribution in south america and these vessels transporting the cocaine are extremely hard to depekt. >> they've been using this type of conveyance for a few years now. what we've seen in the last couple of years since we concentrated our efforts is look for more pressure. we've had better results since 2014 because of the pressure we put on them. >> they're built in the jungles of south america and their structural makeup is getting -- they're visible above the ocean.

these organizations have a high level -- this is a medium to large seizure for the coast guard. the vice admiral said they're continued good relationship with the navy is critical for their success. >> it's a big part of the war on drugs. what does this mean for them in that effort? >> okay. so of course, at any time they seize this amount of drugs, that's great news, right. but actually within the past couple of years, they've only gotten 20% of the cocaine that's being transported to the united states by the ocean. in alameda, jammy ports, kpix 5. a woman is dead after walking on interstate -- it happened around 6:15 a.m. the highway patrol got a call about a pedestrian on southbound 280 near alameda boulevard. officers found a woman lying dead in the road. none of the drivers

are stopped and investigators are trying to figure out how many vehicles were involved. the southbound commute was closed. now the lanes are back up. the mayor will talk about a deal to raise the minimum wage. >> among an agreement -- california would be the first u.s. state to have a wage of $15 an hour. the current minimum wage is $10. under the new deal, the hourly rate would increase gradually to $15 by 2020. it would mean a raise for 1 in 3 workers in the state. if approved, some businesses say they'll have to increase prices and lay people off. in san jose, taking the next step towards the high speed rail, planners are in the hot seat today. >>reporter: it was a big deal when the high speed rail said the station would be the first to get the train and not southern california. the officials who came up with that plan

will be in the hot seat at a transportation committee because of a report that said in part, the funding outlined by the authority is far from -- the latest numbers we have for the high speed rail puts the total cost at $64 million by 2025 and with the san jose to central valley costing $21 billion. once completed, it will get commuters from the baker's field area to san jose in 40 minutes. it actually takes 3 and a half hours. lawmakers want to know about the funding source and if they have been secured. everything from stimulus dollars to state bonds. >> never in the history of the united states have been begun a major project with all the money available up front. >> robert deidon who the train station is named after says the funding is no different. >> we begin the project and build as much as we can and attract the additional money while building. if you don't do that, you'll

never build a project. >> today's meeting is how high speed rail must survive generations. >> in california, we have a terrible time maintaining focus on long-term projects, and i hope that with the assembly -- what the assembly committee does is realize it's a good plan. >> the transportation meeting is set at 1:30 in sacramento. there was a -- interlock devices. they test the breath of a driver and prevent a car from starting if that person is unthe influence. the pilot program has been going on in four counties including in alameda. the governor wants to include every county across the state. the mayor of san francisco supports that. >> i can tell you as chief of police in san francisco, we're in full support of this bill just as we were

[indiscernible] and airbags -- just as we were with seatbelts and airbags. >> they'll be a key vote on that bill tomorrow in california. tomorrow, the san jose county takes up bills on medical warn. they have been trying -- councilwoman wants the city to hold off until california law becomes more clear. and the mayor sam says details and the proposed plan are lacking. san jose's current regulations are already among the toughest in the state. they restrict where dispensaries can operate and let them sell what they grow themselves. >> tomorrow, there's a public meeting where dog owners will fight for the right to walk the parks with their pets. the golden gate national recreation area is proposing reducing the space at 22 parks around the bay area where people can walk dogs off leash. since the rules -- once the

died. it's not clear if they were killed at the airport or the subway. three more people swept up in police raids and they're charged with participating in terrorist activities. but a man suspected was released. new evidence shows there's no grounds to keep him in custody. new at noon, gorge governor nathan deal vetoes this religious freedom bill the legislation would have allowed gay marriages and it have protected those who want to attend gay ceremonies. they reject the proposal -- in the race for the white house, tomorrow, the republicans candidates hit the stage as cnn host another town hall q and a session that's going to take place in milwaukee wisconsin and it comes a week before voters head to the poll in the critical primary. don champion reports, there's a threat of a lawsuit on the

campaign trail. >>reporter: donald trump is calling file, this time threat noting a lawsuit over cruz trying to grab delegates in louisiana. >> i won louisiana and i hear he's trying to steal delegates. welcome to the republican party. what's going on in the republican party is a disgrace. >> even though he narrowly lost to trump in the state, cruz's campaign reportedly have been trying to sway ten more delegates including some from former candidate rubio. cruz faces more criticism for his proposal to patrol muslim neighborhoods in the wake of the brussels attack, an idea he defended saturday. >> what it looks like is proactive law enforcement and it's engaging the problem. >> rival john kasich called a move a knee-jerk reaction. >> i don't know how you do it, and we can't aggravate the very people whose corporation with need.

>> sanders and clinton dismissed the proposal. this week, sanders will try to build in alaska and hawaii over the weekend. >> we're doing well with young people, and we are -- we think we do have a path towards victory. >> all the candidates will campaign heavily in wisconsin this week where voters will head to the polls next tuesday. don champion, cbs news. >> sanders picked up 128 delegates over the weekend, but still trails clinton in the delegate count by quite a wide margin. in california, trump is in the lead. he has 37% support from republicans in the state. texas senator cruz led behind him with 30% and kasich has 12%. however, among likely voter s s, cruz and -- the poll was conducted by the la times. the race in california is tightening between clinton and sanders.

peak at 15 miles-an-hour and cotton ball clouds have been plotting by. great observation there, dana. we have been picking up winds. look at san francisco, 20 miles-an-hour. these are sustained winds. 21 along the coast. 26 redwood city. it's a breezy to brisk afternoon. 17 in santa rosa. these winds are not going to let up. they'll continue to blow throughout the afternoon hours. here's the cotton ball clouds dana was referring to. cumulus clouds above 50,000 feet which signifies we have low pressure into the bay area. we're in the 50s, but toss in the breeze and it's cooler than it actually is. so today, a sprinkle still possible because of this. this is the core of the center air of low pressure. watch that right there. this is a frontal boundary sinking in california. all that cotton ball effect. those are the clouds surfing into our area.

it signifies some instability in the area. you notice by -- the jet stream tries to guide into northern california. not a lot out there. high pressure builds in with a passage of today's trough, we do have a pressured gradient. winds up to 30 in san francisco. winds up to 25 in napa. slight winds across the clara valley. 32 degrees in truckee with the snow falling. every since this morning, our sun will go down at 7:30 and clear skies overnight tumbling into the 30s and 40s. 38 degrees overnight low in the santa rosa area. 50s, 60s across the board. do you suffer from allergies? i do. okay. the pollen has been off the charts due to the wind, ushering the pollen around. they continue to blossom and go nuts. a string of -- gradual warming through the weekend. how about

from our washington d-c. we continue to follow breaking news from washington dc. a capitol police officer has been shot at the capitol visitor sent are complex. we're toad the shooter is now in custody. luckily the officer is not seriously hurt, but staffers, reporters were told to shelter in place and they were not allowed to leave their office. the white house and the complex was put on lock down. we'll have the latest at 5:00.
