this afternoon reaction is pouring in. i'm michelle griego. frank is off today. under the plan businesses will have until 2022 to incrementally raise wages until they hit $15. the law will benefit approximately 7 million california hourly workers. >> so this is about economic justice. it's about people. it's about creating a little tiny balance in a system that every day becomes more unbalanced. >> california is the first to pass a statewide minimum raise increase. >> the people here at the service employees international union say today was an emotional victory, but there's still more work to be done. by live video feed members of the service employees international union applauded along side the thousands of other workers who consider

today a major win. moments before governor jerry brown signed the bill that will raise the state's minimum wage to $15 an hour in 2022, the governor said today would not have been possible without the initiative led by the people here. for college student and jack-in- the-box employee javier this additional money will mean helping provide more for his family. >> living week to week and having nothing in your paycheck at the end is kind of scary sometimes. >> we have to go much further and faster. >> with the bay area being such an expensive place to live steve gilbert of seiu1021 says this bill is a launching point that will help fuel the battle minimum wage workers still have at a local level. >> people who work 40 hours a week should be able to support a family and that issue of supporting a family is different in different areas of the city. >> union workers say their fight's not over yet. their next move is a global strike happening on april 14th. that's part of worldwide

movement to raise everyone's wages. in oakland, kpix 5. >> jackie mentioned it's part of the fight for 15 effort. 300 cities and 40 countries will participate on april 14th. in a developing story today the man seen on video getting beaten by deputies is expected in federal court. pet love was beaten by alameda county sheriff's deputies last november after a chase that ended in san francisco. he claims those deputies stole his necklace and used it to bribe witnesses so they would keep quiet. on friday petrov was arrested during an fbi raid for guns and drugs in the city's visitation valley. so far it is not clear what charges he faces following that arrest. the california high speed rail has sped right past its budget, and now state lawmakers are calling the project a broken promise. the long awaited high speed rail is supposed to connect the bay area and southern california. today senator bob huff will urge a committee to reject the

latest business plan submitted. the first major stretch would be built from bakersfield to san jose. caltrain is increasing the number of cars from 2 to 3 on many of its trains. trains carry 7,000 bicycles each day, but it's not enough because trains are often full and people with bikes sometimes are not allowed to board. cycling advocates say they see multiple benefits. >> this is a win for everybody, not just bicyclists. it means that if folks can use the train with their bikes, they're not going to be on the roads clogging the streets. >> today caltrain officials and two bike coalitions celebrated at the caltrain depot in san francisco. in another upgrade caltrain plans to add an extra car for passengers on more trains as it refurbishes its aging fleet. b.a.r.t. is still trying to fix an electrical problem between two east bay stations. there is no regular train service between pittsburgh bay point and north concord martinez, and passengers have

to use shuttle buses. over the weekend b.a.r.t. ran trains to test that stretch of track. they still experienced problems. still not clear what's calling the spikes that can damage train cars. today state lottery officials are discussing the next step to address the drought now in its firth year. among the issue is whether conservations or ad orders should be lifted. the sierra snow pack is close to normal. as it melts reservoirs are expected to reach around 90% of average levels. however, southern california got comparatively less rain and is lagging behind. gathering to discuss freezing rent polices. the san -- the measure could freeze rents on apartments in the city but would not apply to single family homes or condos. the ordinance would also make it more difficult for landlords to evict tenants. new at noon a very slow speed chase on highway 37 in sonoma county this morning.

after a deadly accid amtrak trains are now running on schedule in the northeast, a day after a deadly accident. on sunday morning, a train was heading from new york to georgia when it hit a piece of heavy construction equipment. a backhoe on the tracks near philadelphia. two amtrak workers were killed. the equipment operator and a supervisor. more than 30 passengers were sent to hospitals. all are expected to survive. >> all you could see was a lot of dirt and debris flying past the train. then there was a couple of sort of like fire flashes. >> we will be looking at mechanical, operations, signal, track, human performance, and survival factors. >> the ntsb has recovered an event data recorder from the locomotive. the agency also has two sets of video recordings. it's not clear why that backhoe was on the tracks.

google says they removed an app from their play store that was created by the taliban. terror groups have successfully used social media to recruit and radicalize. it's rare they get away with creating apps. an intel group flagged the app called alamara. it allowed users to keep up to date with the latest taliban news. the supreme court just closed a voting loophole. the court unanimously decided to allow states to draw legislative districts based on total population. it's considered a defeat for conservative interests who wanted districts based only on eligible voter population. now popular zones with children, immigrants and other non-voters will have adequate representation. this just in, after years of litigation, a federal judge has just ordered a $20 billion settlement for the 2010bp oil spill. 5.5billion will go toward clean water act penalties and environmental damages. the judge said the settlement

is justified because bp proved grossly negligent in their offshoring practices. the spill leaked 134 million- gallons of oil into the gulf of mexico and killed 11 workers. now to the race for the white house, today both democrats and republicans are focusing on wisconsin. this as voters prepare to head to the polls tomorrow. as cbs reporter craig boswell shows us, this primary could have a big impact on the race. >> the race for the republican presidential nomination goes through wisconsin tomorrow. >> and the point that resonates in wisconsin resonates across the country. >> the latest cbs battleground tracker poll shows ted cruz with the lead over donald trump in the state. donald trump insists he'll do well in wisconsin but says he would do better if john kasich would just drop out. >> he hurts me more than he hurts cruz. >> the democratic race is clearer with hillary clinton maintaining a big lead over bernie sanders, who is looking for his fourth win in a row tomorrow. >> yes, we are going forward

with a political revolution. >> sanders has a slim lead in wisconsin in the cbs news poll. but it's within the margin of error. craig boswell, cbs news the white house. >> clinton has a 10 point lead in new york. it also has nearly three times as many delegates as wisconsin. house speaker paul ryan i insists he won't emerge as the republican presidential nominee. ryan has been mentioned as a consensus nominee should donald trump, ted cruz and john kasich fall short of the delegates needed to clinch the party nomination. ryan says there are "lots of reasons he stayed out of the 2016 presidential race including his young family and the heavy candidate field. happening today, the final teams last played each other three years ago in the ncaa tournament, and north carolina won. the game starts at 6:19 tonight. and in indiana a 17-year- old almost has the perfect bracket. listen to this, rebecca gentry

isn't really a sports fan. she'd rather read or watch netflix but after her english literature teacher asked her to fill out a bracket, she'd do it. she's only gotten three games wrong. this puts her bracket first in her class and maybe first in the country. >> my classmates most of them are coming up to me and they're like you're a celebrity now rebecca. i'm like don't say that, i'm not a celebrity. >> oh, but she is. in the two and a half weeks of madness she says she's only watched one game. opening night for the oakland a's is now less than seven hours away. they play the chicago white sox at the coliseum at 7:05. the arizona will spend their ace sonny gray to the mound. fans are optimistic about the chance for a better season after the a's got the fewest wins in the american league in 2015. and right now the san francisco giants are in action. they're playing the brewers in milwaukee behind pitcher madison bumgardner and the giants are leading 4-2 in the

3rd inning. bum garner has an imposing earned run average of 1.66 at miller park in his career. how about that roberta. >> and they have great weather for that game. i was just checking in with the milwaukee forecast. couldn't be better for the month of april. in addition oklahoma, i was at the -- i was in oklahoma, i was at the university of oklahoma this past weekend and they were playing villanova for the championship while going into the championship game. it didn't end well but it was great being part of that excitement on the campus there. weather up to 80 degrees in oklahoma. here locally willie says it's warming up fast here, and it seems like summer. boy, you're spot on. it's 73 degrees in the sonoma area. here in the city by the bay, the city san francisco, we're looking south. the temperatures are into the 60s approaching 70 degrees in concord to the east and also to the north in santa rosa. here's the deal, we're going to have a jump in our temperatures by 10 degrees on tuesday, and then a spike on wednesday all

the way to the mid-90s. we have high pressure building in from the desert southwest. as it lifts to the north and moves to the east we'll have an offshore flow resulting in record shattering temperatures by midweek. today 76 degrees in sacramento to stockton, 62 monterey bay. your pond is off the charts as we dry out and heat up on wednesday. locally 60 to the mid-70s, northwest breezy winds to 20. there's your sunset at 7:36. tonight it cools off very rapidly into the 40s and 50s. not too bad overnight, not quite as chilly as it was early this morning, nonetheless when that sunsets and the breeze kicks up it feels awfully cool. tonight we will have baseball action. did you see that 95 degrees rain. we have baseball action tonight, the a's playing host to the chicago white sox. we have a game time temperature of 58 degrees. at this time of the year you always need to bundle up when you head to the ball game. >> that is good advice.

i logged on to facebook, frank left his page open. >> uh-oh. mischief. thanks so much. in san francisco the search is on for two thieves. as kpix 5's kiet do shows they stole from sick kids at the make a wish foundation. >> it's the monday morning after the break-in and make a wish employees are cleaning up and wondering how someone could do something so low and selfish. >> what kind of person does this. >> somebody who's desperate. >> this is the fire exit where the crooks came in, and if you look closely it looks as though they jammed some kind of tool to pry open the latch. this crowbar was found in the office along with several other tools that will be turned in to police as evidence. on saturday summers cameras captured the two thieves coming up the stairs to the 8th floor wearing hoodies with their faces covered. one of the thieves looks like he's having second thoughts. the other one appears to convince him and they go upstairs to ransack the office for an hour rifling through drawers and cardboard boxes.

among the stolen goods ipads donated by the mayor's office and of course that electric scooter signed and donated by hunter pence, the same scooter that was stolen in 2014. they left behind a star wars movie poster signed by the cast, and thousands of dollars worth of wine all while looking at the faces of sick children hanging on the walls. >> they knew who they were robbing. there's really no way they could have not known who we are and what we do. >> the crooks then came back downstairs with the scooter and other stolen items in hand. the foundation is hoping someone saw something suspicious. as for the scooter, the foundation says it's signed and addressed to the auction winner and very recognizable, so you might as well return it. >> if you've got that scooter there's too much heat on you. you think? >> yeah. i mean, it's really -- it would be hard to pass off as something other than what it is. >> it's not something that's just going to go under the radar. >> a social media storm helped find the scooter the first time. hunter pence is hoping he can fire up the bay area one more time by tweeting i can't

believe it's scooter gate all over again. hashtag find hunters scooter x2. in san francisco kiet do kpix 5. >> police are urging anyone who recognizes the men in the video to call 9-1-1. alaska air's purchase of virgin america will create a combined company with a bigger presence in san francisco among other places. both companies boards have approved the transaction valued at about $4 billion including debt. today alaska air said its number of daily departures will increase to 1200 nationwide. that includes lot of new flights going in and out of new york city and washington d. c. the deal is expected to close by january of next year. take a look and see what the markets are looking like. dow is down about 56 points. >> golden gate park celebrates a major milestone today. the free admission being offered to you and the history behind the park's creation. >> plus, adding new california locations where dunkin' donuts is opening restaurants in the

#-d birthday of golden gate park. it's 146 years old, and in celebration admission is free to the japanese tea garden just for today. the park serves millions of visitors a year with its playground, picnic rows and cultural venues. an engineer and master gardner joined forces to carve out an urban oasis from what was then an expansion of sand dunes. now it covers more than a thousand acres. new at noon, good news for bay area doughnut lovers. dunkin' donuts is opening 12 new locations in san francisco and contra costa county. the massachusetts based company plans on opening 275 locations between los angeles and ukiah by next year. and coke is swapping out names for song lyrics for its share a coke campaign. bottles of the soft drink will now feature more than 70 song lyrics. you can expect to see the change later this month. the share a coke and a song
