spring wednesday. and we'll likely break some records. good afternoon, i'm michelle griego. >> hi, everyone. i'm frank mallicoat. what a day! no sweaters needed around the bay area today. we found people in union city getting out early before we climbed into the 80s and the 90s around the bay. even the coast is warming up. how about a live look at ocean beach? people may be heading off there to cool down a bit. roberta gonzales is here with what is just a spectacular deja i have been trying to count all the people out for a walk at the ocean and walking dogs. hi, everybody! let's take a look free transamerica pyramid. we're looking due east over the bay waters where the water temperature is 56, air temperatures hitting records. let's take a bird's-eye view of the temperatures. 76 degrees in santa rosa and in san francisco, look at the high 70s from concord to oakland. 80 degrees in san jose, average is 64. we are experiencing an offshore

flow. northeast winds to 14 so pretty breezy throughout the eastern portion of the bay area. eight in fremont. 12 in vallejo. these winds will blow about up to 20 miles per hour in the afternoon hours bringing in warmer air. record will be shattered today. we'll have the pinpoint forecast in your neighborhood and i'm tracking rain. it's coming sooner than you think! details later in the newscast. >> thank you. help is on the way for hundreds of east bay renters struggling with affordable care act. kpix 5's jackie ward is live in oakland with the city's latest push to ease the crisis. jackie. >> reporter: well, michelle, it's projects like here on lake merritt that a lot of people in oakland say they need more of. rents here in these apartments will be between 800 and $1,400. the oakland housing authority and the bridge housing corporation say that price range makes these apartments

affordable for residents with incomes up to $55,000 for a family of four. 5200 people were lined up when this complex was accepting housing applicants for the 68 apartments here. >> this is just a testimony of what we need to do here in oakland and in the bay area to make sure that we produce more housing for families that are -- that need it. >> reporter: more good news for affordable housing. the oakland housing aauthority was got a $2. million federal grant today. it's not a quick fix. the oakland city council declared a housing emergency at 1 a.m. this morning after hearing from hundreds of people about how dire their living situation is. the city of oakland's homeless scene scares renters especially when mayor libby schaaf says one in four people are in

danger of being displaced from their homes. that is one event oakland city council declared a housing emergency and approved a 90-day moratorium. >> people here are basically going to be living out of cars up under freeways. >> already are. >> i know! but i mean gonna be even more so. i mean, people who work every, single day. >> thank you so much. >> this is the difference. you going to be concerned about other people in other countries and you can't take care of your people who's here now. >> reporter: it prevents web increases for the next 90 days and no evictions. the median rent in oakland is $3,000. that's too much for those on minimum wage salaries. >> 60% of us are renters. that's a crisis because there is nothing in the the city that you can rent if you make $30,000 a year. >> reporter: landlords are not happy about the council's decision. some are calling this political showmanship and are threatening to not make any building

improvements during the next few months. more than 200 people signed up to speak at last night's city council meeting, which is part of the reason the meeting ran well into the night. in oakland, jackie ward, kpix 5. hunter pence's stolen scooter has been recovered. new at noon a third suspect is now behind bars. san francisco police tell us today they have arrested this man, 35-year-old jacques manns. they say he was one of three suspects who broke into the make-a-wish office over the weekend. stealing electronics and charity items, it included a scooter that was signed by hunter pence, the giants outfielder. that scooter has been recovered. commuters on southbound 280 in menlo park had a rough ride this morning. an apple commuter bus en route to cupertino caught fire at sand hill road at the exit. there were 15 people on board. no injuries. at least two lanes of traffic were blocked while firefighters doused the flames. the cause of the fire is under investigation. in san jose, a car and a garbage truck mixed it up.

it happened early this morning as the garbage truck was in reverse and the driver smacked into it. a passenger in the car was taken to the hospital. police suspect the driver may have been under the influence. bart showing off the latest fleet of the future. take a look. the transit agency unveiled a new train car this morning at its testing facility in hayward. we got a chance to go inside and give it a look-see. it's the first of 775 new train cars the agency will get over the next five years and from here, the car will go through a series of crucial tests. if all goes well, it could be in service by december. this comes as bart deals with problems related to its aging fleet. bart is still trying to fix a mysterious electronic problem between north concord and the pittsburg-bay point line. all bright, red and shiny and new, the alameda county fire department has three new fire engines in its fleet. they arrived from wisconsin yesterday. each truck needs about 225 hours of prep before hitting

the streets. campaign 2016 now. with the race to clinch the presidential nomination in wisconsin, it hit a speed bump. front-runner hillary clinton and donald trump had double- digit losses. craig boswell has more. >> reporter: ted cruz says his victory in wisconsin is a rallying cry for anyone who doesn't want to see donald trump as the next president. >> it is a call from the hard working men and women of wisconsin to the people of america. we have a choice, a real choice. >> reporter: trump's loss makes it more challenging for him to win the nomination outright before this summer's gop convention. >> i don't know who is going to get the nomination. but there's going to be a huge fight out there. >> reporter: trump's campaign released a statement last night saying ted cruz is worse than a puppet, he is a trojan horse being used by party bosses attempting to steal the nomination from mr. trump. bernie sanders picked up his sixth straight victory tuesday in wisconsin. sanders says the win helps in

his run for the white house. >> we have a path toward victory, a path toward the white house. >> sanders picked up roughly 14 more delegates than hillary clinton tuesday but trails her by 700. still he is flush with campaign cash and has no reason to drop out before the democratic convention. >> he certainly is not embarrassing himself because he is winning! he has plenty of money. and it would be i would think -- no one would blame him for just hanging around to see if hillary clinton is going to be indicted! >> reporter: the next big contest is in new york where clinton has a lead in the polls. craig boswell, cbs news, the white house. >> talk about model behavior. there's a new push to make sure fashion models in california set a good example for others. this morning at the state capital bay area assembly member mark levine introduced a bill to have all agencies to be licensed and clarify that they are statutory employees and set safety and health standards for

models to prevent eating disorders and sexual explore taste. amy schumer is blasting the latest issue of glamour magazine for the way she is portrayed and her body image. anna werner reports from new york. >> i make fun of women's magazines a lot because, um, it's easy and it's fun. [ laughter ] >> reporter: amy schumer has been outspoken about body shaming in the media. >> they write hostile articles like how to trick your stomach into thinking you ate that week. [ laughter ] >> reporter: but she took a surprise tone tuesday as she was listed as an inspiration in a special edition of glamour focusing on plus size the fashion. she posted on instagram saying in part, there's nothing wrong with being plus size. plus sides is considered size 16 in america. i go between a size 6 and 8. young girls seeing my body type thinking that's plus size? not cool, glamour.

>> i'm very proud of glamour. >> reporter: glamour's chic at any size edition is in partnership with plus size clothing maker lane bryant. do you consider amy schumer to be a plus size person? >> i don't define people by the labels. she was called out as a woman who inspires other women. >> reporter: glamour also responded noting it didn't explicitly call her plus size in this issue of the magazine. however, they apologized saying, we're sorry if we offended her in any way. anna werner, cbs news, new york. country music legend merle haggard has died. today was his 79th birthday. his manager said haggard died of pneumonia at his home near redding. a a guitarist and singer songwriter he recorded for more than 40 years. he released dozens of albums and number one hits. still ahead a sharp spike

diabetes has increased four- fold around the globe. it's becoming a worldwide epidemic. according to the world health organization. diabetes has increased four fold around the globe. the whom reported 8.5% of the world's population had diabetes two years ago up from 4.7 back

in 1980. they attribute the increase to excessive weight, obesity and aging. and they say that's because more people around the world are eating food and drinks high in sugar. just last month a ucla study found 55% of californians have diabetes or prediabetes. [ inaudible ] when they buy the new tesla model three, customers are being told don't hold your breath. the federal tax credit is only good on the first 200,000 u.s. cars that any manufacturer sells meaning all the credit may already be gone by the time the car is set to be delivered which is sometime late next year. let's take a look at wall street see how we're doing on this thursday [ sic ] and it looks good so far. we are up about 83 points and a little bit of change. facebook is taking live video to the next level. the social network is offering a new video option on its mobile app in an effort to

appeal to a wider audience. it will show a directory of live streams from the user's friends plus segments open to everyone. the shift comes as more people use their smartphones to record snippets of their lives. the app update will roll out in phases. so why buy when you can rent? it's a growing trend and not just for apartments and cars anymore. cbs reporter hena daniels shows us it's possible to rent unusual items. >> reporter: from bikes to books to cars and clothes. >> if i can rent it or borrow it, i will. >> reporter: everything seems to be for rent now. >> you're not going to use something more than one why pay full price. >> renting is a top trend for 2016 according to a marketing expert. she says it's about today's lifestyle. >> we are a throw-away society. people don't want a lot of stuff. >> reporter: need a dress? green space, rent a dress or backyard. >> a lot of things you can rent

that you would never dream of renting. >> reporter: you have heard of airbnb for vacation homes. how about apnp where you can rent a bathroom? bathrooms are hard to find any busy cities. there are usually dozens for rent along the mardi gras parade route in news. you can rent a casket in pittsburgh. it's $89 compared to buying one for thousands. it's an option for those who want to be cremated but wants a viewing. >> we use it a few times. and then we're able to use that casket and present it to families at a deep bargain rate. >> reporter: renting is popular with millennials. >> i think it's a way to save presources. so yeah -- to save resources, so yeah, why not? >> reporter: the trend is expected to grow. hena daniels for cbs news, new york. back to our top story now, it's all about the weather and it's just gorgeous out there.

[ laughter ] good news for marin county giants fans. there will be some ferry service for tomorrow's baseball home opener at at&t park. it's against the dodgers. they will run despite an earlier announcement it was canceled. ms marin has been in the shop for repairs and they weren't sure if it would be ready in time but she is in shape now and will leave from larkspur's ferry terminal at 11:50 tomorrow in time for the game. i'll be out there too at at&t park live coverage ahead of the giant's home opener at noon.

well, today's tip of the day is going to be is with grilling onions. i love these onions. they're so great. a lot of scallions or green

onions, scallions, east coast, west coast they're green onions, are much smaller. you could put those on the grill but you lose the texture. but the grilling onions are much thicker and you can put them on the grill sometimes cut them in half or the whole thing on the grill with olive oil, salt and pepper and that's it. grill them until they have those nice grill marks to them and let me tell you something, you will love 'em. the flavor is out of this world. mix them with salads, and put it in the onions after you grill them. it gives it a smoky flavor. when you buy them, right here nice and white. free from any sprouting in the bottom. nice and green, it's got to feel fresh all the way through. squeeze them and make sure it squeezes. that's the fresh onion. when you bring them ehome, sto them in the refrigerator right away. grilling onions in the market right now. too cold to grill, put them in the broiler, olive oil, salt and pep. i'm tony tantillo, your fresh
