and the crowd is only expected to grow. kpix 5's anne makovec is live at golden gate park. >> reporter: things are going pretty smoothly here albeit a little bit smokey at golden gate park. what's known as hippie hill near the meadow you can see from the pictures here that we got earlier from chopper 5. there are thousands of people gathered here. crowds have been growing all morning long leading up to the magical minute 4:20 this afternoon. the 420 revelers started showing up at dawn. >> come here wake and bake enjoy the beautiful day. >> reporter: smoking is not allowed in golden gate park technically but it is today. >> everybody will be on their best behavior not too crazy. >> reporter: between 8,000 and 15,000 people are expected to

gather at hippie hill today. streets are blocked off. the city brought it portable toilet after past years were out of hand. >> it's all good. it's just a day of fun. >> reporter: extra police officers are standing by to be sure it stay that is way. >> it makes it be more calmer out here, you know. >> reporter: just a few yards from the party, normal life continues in golden gate park. these tennis players say they don't mind. >> we're not going to stop our thing. we won't stop doing our thing. we'll all get along. >> reporter: there are snacks with midday munchies and efforts to get out the vote for the ballot measure to legalize recreational marijuana in november. being here today seems like -- >> getting high, being positive, peace. you know. [ pause ] >> reporter: anytime you have a gathering this large thousands of people you're going to have a garbage left behind. so the city is already

preemptively organizing a big clean-up for tomorrow right here at hippie hill. live in san francisco, anne makevoc, kpix 5. >> the now for a different perspective on today's event head to our facebook page. emily turner talked to some students at the high school where this phenomenon began. take a look at the video and then we would like to hear your comments on 420 up on facebook right now. across the country support for legalized marijuana use continues to climb. according to a recent cbs news poll 56% of americans said the use of marijuana should be legal. that's a new high. and a slight increase to a year ago. 36% think it should not be legal. that's down 7 points from last year. a break for renters in san jose. the city council has decided to cap rent increases. but kpix 5's kiet do explain why the housing fight is not over. >> reporter: they had a marathon session last night going for 11 hours until 2 a.m.

one of the longest meetings on record and one for the record books. for the first time san jose has revamped its rent control laws. rent increases are capped at 5% down from 8%. the housing department pushed the city to tie the increases to the inflation rate which is around 3% but there wasn't enough support to do so. the new cap also only applies to apartment buildings built before 1979 which is about a third of the units in san jose. the council also passed an antiretaliation ordinance which protects renters from getting evict should they report maintenance or code violations. 500 landlords and renters signed up to give public comments. >> unfortunately, this proposal is probably the least business friendly thing i have seen in 30 years of business. >> reporter: there were competing proposals but the most interesting was by councilmember nguyen who wants the city to pass a billion- dollar bond and use the revenue for affordable housing. >> we are working with the county to discuss what a countywide housing bond might

do, recognizing we can get a lot more resources that way and i'm hopeful that we can find a formulation that our voters will support that will get more house house out there and built. >> reporter: the council is not done. next month they will limit the number of rent control buildings that are demolished each year to protect tenants from losing their homes. in downtown san jose, kiet do, kpix 5. it was a very busy day on bay area freeways this morning with a few crashes making it tough on commuters. traffic on northbound 880 came to a halt around 4:30. the cause, a big rig that hit the center divide at alvarado niles road. one person was seriously injured. a short time later, there was another wreck in the southbound lanes. all lanes were cleared by about 10:30. in daly city a rollover

accident made a mess of traffic on southbound 280. investigators say that the driver that caused the wreck early this morning apparently fell asleep at the wheel and hit a dump truck. that caused a chain reaction crash involving two other cars. the chp closed two lanes to clear the accident. there were no major injuries. pittsburg police are on the lookout for a man who shot and killed a driver on highway 4 in pittsburg. it happened last night around 9 p.m. near loveridge road. the victim's car careened off the highway and plowed into a fence on california avenue. that stretch of road is no stranger to shootings. last june two people were shot at on highway 4 while driving. the victim was a 19-year-old girl. just days before another shooting killed a 20-year-old. you can expect a packed house at san francisco city hall this evening. on tonight's agenda will be an update on wearable body cameras for police. after several controversial officer-involved shootings, the department of human resources will give an update on negotiations for alternatives to use of force. that includes tasers instead of guns. the meeting starts at 5:30. three people are charged in connection with the water crisis in flint, michigan. two state regulators and city employee were charged with

evidence tampering and other felonies and misdemeanors. for the first time, raising the lead tainted water crisis to a criminal case 18 months after switching the water shy to the flint river blood tests showed children had dangerously high levels of lead. houston still under water and with more rain in the forecast, the fear is there could be more flooding. emergency crews pumped out the murky floodwater from this toll road. looking for a sunken car and its driver, one of those killed, a 49-year-old woman whose car was stuck in an underpass. officials say at least 7 people died in the recent floods. to campaign 2016. donald trump and hillary clinton are using big wins in new york to cement their status as front-runner for the presidential nomination. cbs reporter craig boswell has the latest from the white house. >> reporter: donald trump and hillary clinton celebrated their new york primary victories with tributes to

home buying season. u.s. home sales recovered in march after a february slump. the national association of realtors says sales of existing homes rose more than 5% last month despite fewer properties on the market. the number of listings has fallen 1.5% over the last year pushing up home prices. the median home price was up in march to $223,000 nationwide. mitsubishi is accused of cheating on environmental tests in addition to volkswagen. mitsubishi says it found evidence its own employees intentionally falsified fuel mileage data on more than 600,000 vehicles. all of the models are mini cars for which good mileage is the main selling point. google is accused of violating competition laws by the european union. regulators looked into preloaded apps on smartphones and other devices with the android operating system finding it favored the chrome browser in the search engine.

most vulnerable to climate change-related health issues. santa clara is home to the largest multifunction charging station in california. the santa clara electric vehicle charging station opened today on tasman drive. there are 49 charging stations. coincidentally, they are across from levi's stadium so drivers can leave their cars to charge while they are watching the 49ers play. the station was put together through a grant from the california energy commission. this morning in oakland caltrans workers paused to remember their peers lost in the line of duty. at the annual ceremony a bell chimed after each name was read. caltrans employees paid tribute to their fallen coworkers and rededicated themselves to their safety and those of others. >> it is a dangerous world and we ask everyone to be patient as they are driving through a work zone. we're working at night. we're working during the day 24/7. and they need to pay attention to the road for their own safety, for other public safety
