[ inaudible ] >> reporter: the first calls came in before 3 a.m. of smoke in theling with, possibly in the foot spa. at -- in the building, possibly in the foot spa. it then erupted in the mall near lawrence expressway. it escalated to five alarms, destroyed 7 businesses, even though crews dumped hundreds of thousands of gallons on the

flames for hours. the vegetarian indian restaurant is destroyed. the owner says he has no plan b. >> everything is gone. so that's it. >> reporter: firefighters soaked the edges of the fire to cool things down and to cope it from spreading to neighboring buildings and stayed on the roof of the round hill dance studio to hold the land. donna's business was one of the lucky ones. >> inches away. the firefighters worked hard to contain it. they are amazing. >> reporter: all righty. the santa clara fire department deployed a drone over the building as it was heavily smoking this morning. it's a phantom one of the most consumer grade drones on the market and this is one of the first times we have seen one used by a fire department. we are working to get that footage today. tune in at 5:00 and 6:00 to see it for yourself. back out here live, you can see

was fired last week. there's a department of justice investigation into the department now under way. and the city is struggling with updating its use of force policy now 20 years old. >> even if we have a mentally ill person waving a knife that doesn't mean that the person has to end up in a body bag. >> reporter: the voices of people calling for change were galvanized in part by the shooting of mario woods in the bayview last year. it was caught on cell phone video. a man accused in an earlier stabbing refusing to drop his knife. >> the law doesn't afford us armchair quarterbacking, just the facts. >> reporter: ken wilson is a veteran homicide detective and use of force expert looking for lessons learned, in this case where woods was shot over 20 times. >> when i read the medical examiner's report, some of the bullets fired were why the person lay prone on the ground. that isn't a discussion the community should have as far as at what point in time does the

threat become neutralized? >> reporter: the department's intrim chief toney chaplin is in charge of reforming the department. he is not here today. i didn't see any uniformed police officers at the summit. big point of contention, tasers, they will be discussing them this afternoon. live in san francisco, anne makevoc, kpix 5. bullets fly again on an east bay freeway, this time in hercules. one person was shot when someone opened fire around 9:15 p.m. on i-80 west of highway 4. the chp closed several lanes backing up traffic for hours. no arrests have been made. the victim's condition is unclear. the shooting is one of nearly 20 on east bay highways since november. a family in san leandro is mourning the loss of a mother and daughter after an accident with an amtrak train. it happened on the tracks at washington and chapman yesterday. 30-year-old vanessa enriquez

and her 3.5-year-old daughter were struck on the tracks. the vehicle behind them might have forced them on the tracks right before the train slammed into the suv. >> state lawmakers are putting the brakes on people who abuse disabled parking rights. today they are announcing an audit on the placard system. we discovered widespread cases of cheaters. in san francisco, there are twice as many placards as there are parking meters. hillary clinton disregarded various state department guidelines for avoiding cyber security risks during her term as secretary of state that's according to an internal audit obtained by cbs news. the report said that clinton failed to seek legal approval for her use of a private email server in her home and department staff wouldn't have authorized its use due to the security risks in doing so if she had sought legal approval. there were communication problems at the agency before clinton became secretary but says that hers were the most egregious in comparison to her predecessors. hillary clinton and donald trump are campaigning in california today.

our inland areas. gradual warming beginning tomorrow. satellite-radar suggests this area of low pressure is beginning to sag south ejecting to the east and as it does so it's going to allow high pressure to build in just in time for the holiday weekend. and until then, that area of low pressure has enhanced our marine layer and look what it's doing. with the counter rotation of the circulation of the clouds around the core of the center of the area of low pressure, it could produce a shower or isolated thunderstorms on the delta or far reaching north bay by this evening. some tomorrow we start off gray and end up with more sunshine than today. but meanwhile today, well, thunderstorms across the high sierra through yosemite. monterey stays cloudy at 60. we are in the 50s and 60s. a few 70s. my outside number today 177. that's to the far north in cloverdale. otherwise sundown and with it the cloud cover thicken up and push inland overnight.
