treatment she says officers gave her in return for sex. >> reporter: the accusation is now more than just sex and statutory rape involving police officers. now there's evidence pointing to officers giving a teenaged prostitute undercover operation intel. this 18-year-old teenager who goes by celeste guap admits she slept with two dozen officers from various police departments. she tells me she is had sex with 14 oakland police officers, five richmond cops, three from san francisco pd, one in stockton, one in livermore, four alameda county, and three contra costa county sheriff's deputies she says in exchange, some officers gave her protection and tipped her off about undercover operations while she was working as a prostitute. she gave me this cell phone screen shot showing her text conversations with an oakland cop who goes by the nickname superman.

protection. it was mutual. >> reporter: she said slept with three oakland police officers when she was 16. some of the officers would introduce her to other fellow officers passing her around. mostly via facebook and instagram. she gave me a text conversation with another oakland officer. the picture shows her having sex with someone else and we blurred it out. the officer enjoyed that or was that -- >> that was like a month ago. it was cool. i'm sure you would be better. >> the officer wrote back, i know i could. i'm not going to lie. kind of hot seeing you having sex. how often do you be having sex with officers? celeste says the sex all happened while the officers were off duty. a lot of times in their personal cars. and sometimes at hotel rooms. some of the officers were married. she is now cooperating with investigators. so far, the oakland and richmond police departments have launched internal

investigations. >> thinking back at it like i thought oh, wow they care about me, they came back at it yeah -- thinking back about it i think i was a victim and taken vac of. >> reporter: she hasn't decided whether or not to sue the police department. she doesn't want to because her mother and stepfather are opd dispatchers and work with these officers. in oakland, i'm da lin, kpix 5. the scandal is sending shock waves through police departments across the bay area. richmond police say they are now investigating several officers after learning about their connection to celeste. they won't name names. the alameda county sheriff's office says it looked into one deputy who exchanged facebook messages with celeste. but because she was 18, they found no evidence of anything illegal. but if anyone comes forward with allegation of illegal activity on the part of the deputies they will investigation. -- they will investigate.

stockton police say they know of no investigations into any of those officers. we are still waiting to hear back from the other departments that celeste named. in other news tonight, a puppy stolen at gunpoint from a san leandro teen is now home safe after a good samaritan stepped in. our cate caugiran is live in the neighborhood where it all happened. >> reporter: the 3-month-old german shepherd was taken from the teenager as he was walking here along dayton avenue in san leandro. earlier today, we got a chance to meet up with the puppy maya a david lamont a she was reunited with her family. >> i got the call. excited. >> reporter: the dog's owner did not want to be shown on camera but says he is very thankful maya is back home. the san leandro police department says a good samaritan saw the news coverage after maya was taken and that person had a friend or acquaintance who bought the dog off the street earlier this week. >> someone that he knew had that dog and he was able to

convince the person to relinquish the dog to him and bring it back to us. >> reporter: maya was taken from her owner at gunpoint on monday. the 1-year-old said a man -- the 14-year-old said a man approached him and had a gun. he didn't want to give the dog to them but a second man pointed a gun at him and he let her go. now, police are still looking for the two suspects in the case. they pulled surveillance video from the area but are still asking for the public's help. cate caugiran, kpix 5. fremont police say that scammers are calling people up claiming to have kidnapped their children for ransom. now investigators are encouraging would-be victims to fight back. >> when you get those calls, try get to phone number, how they want you to transmit the money, if it's a person to person or a wire transfer, what type of wire transfer it is what internet site, things like that are important. >> police say it's happened at

least twice in the last month. if you get one of those calls, they want to know about it. fremont police had a public safety fair a week after two of their own were shot and wounded in the line of duty. our mark kelly was there as officers worked to build new bridges with the public. >> today was just a way to open our doors and showcase the department in a way that we haven't been able to do before. >> reporter: she is with fremont pd and says today's free public safety fair is all about making the public comfortable with their police. >> we are humans like everybody else and we don't want people to be intimidated or feel there's a barrier. >> reporter: officers say breaking down those barriers means starting young. you today kids could see what it's like to be a cop everything from investigating crime to holding a police shield to climbing inside a s.w.a.t. vehicle. you want to be a police officer

or firefighter? >> firefighter. >> reporter: firefighter! >> kids grow up without having a fear for police. >> reporter: but today's event also showcased the inherent danger in this line of work. on this wall, the public signed get well message to the two fremont officers hospitalized after a gun battle last week with the suspect. >> thank you for your service, get well soon. >> reporter: this officer- involved shooting raise concerns fremont could be losing its small town charm for big city problems but the mayor says successful events like today shows fremont is still a safe community. >> it's events like this that show that our police department is invested in the community and they know each other. >> reporter: in fremont, mark kelly, kpix 5. >> if you ride bart from fremont give yourself plenty of extra time this weekend. trains will be single-tracking between fremont and south

hayward through tomorrow. while maintenance crews do some electrical work along the line. delays will be anywhere from 20 to 40 minutes. a deal with lawmakers on a massive state spending plan with governor brown, a $122 billion budgets proposing including more than 400 earmarked for affordable housing. devin fehely shows us new at 6:00, that money comes with a catch. >> reporter: it's not surprising to anyone who has been paying attention that the price of homes here in california in recent years has gone through the roof. that's why the little starter home, for example that my parents bought back in 1972 when i was just a little kid, now sells for nearly a million dollars. governor jerry brown says he fears that regular working class families are going to be priced out of the market. he says it's an issue of supply and demand. great demand and not nearly enough supply. and his solution it to cut through the regulatory red tape cutting out the groups that

might be obstacles to building more affordable housing, like mayors, housing groups, angry neighbors. they feel like they are being steam rolled their voices silenced. >> i'm hopeful there will be a collaborative attitude with sacramento working with all the cities that we have an approach to get affordable housing built without completely eviscerating the power of local communities to be able to dictate how their land is used. >> reporter: here's how the plan would work. if there was an undeveloped piece of land zoned for high density housing like condos or apartments if the developer agreed to put 20% aside for affordable housing they would get the green light to build no matter what the opposition is. >> i don't think it's cutting local jurisdictions out of the equation because they [ indiscernible ] >> reporter: critics and supporters agree this plan will only work if cities and counties have up to date general plans. the bill is still winding its way through the legislature and if it passes, it remains to be seen if it results in more

affordable housing or just an avalanche of lawsuits. in san jose, devin fehely, kpix 5. people? san jose are celebrating the opening of a new downtown clinic they have been waiting for, for 12 years. there was a lot of fanfare around the valley health center downtown this morning. the community has been fighting for a place for residents to get urgent care ever since the san jose medical center closed back in 2004. >> it's incredibly significant. folks here in downtown have lots of access to urgent care and go to medical center or east san jose for any type of urgent care services. >> the center officially opens monday with urgent and primary care services. other services will be rolled out through the summer. and still to come, a night out with friends ends in tragedy. a car cut in two. how the sole survivor of the wreck is facing murder charges. >> one south bay town says, this is not the way to santa cruz.

his passengers. this is what's left of the civic th med into a tree a suspected drug driver is under arrest tonight after this wreck that killed two passengers. this is what's left of the car they were in when it hit a tree after hitting a van in south san francisco last night. a 19-year-old woman from san francisco and 21-year-old brisbane man were killed. the people in the van weren't hurt. the driver of the civic survived with minor injuries josh maldonado and faces charges of dui and second- degree murder. getting to santa cruz could be tricky through los gatos.

people who live there are fed up with heavy traffic to the beach. now the city plans to throw up a few roadblocks. mark sayre is live at the highway 17 on-ramp in los gatos. mark, how is it looking out there. >> reporter: well, it's been a busy weekend for sure and the highway signs are already up warning drivers that this on- ramp will be closed in the weeks ahead. for residents they hope that this change will really stop the downtown traffic jams during the busy beach weekends. looking at highway 17 southbound, you would think it is the middle of the weekday rush hour. on some weekends, like this one the traffic towards santa cruz and the beach is actually far worse than what regular commuters face. so drivers try to cut over and drive through los gatos to save time and that's got residents fuming. >> you can't back out of your driveway because it's gridlock and if you go anywhere even

only a couple of miles it's an hour to get home. it's ridiculous so you walk. >> reporter: to combat the cut- through problem the town painted logos on the middle of north santa cruz avenue trying to get drivers to detour back on to highway 17 before driving all the way through downtown. but that didn't make a difference. now the town council has approved a pilot program to close the on-ramp to southbound highway 17 from south santa cruz avenue for three weekends in a row starting at the end of the month including the long 4th of july weekend. residents told the town council it's about time. >> when i'm really concerned about is the hostility between residents and cars, drivers, et cetera. >> reporter: residents say this problem has happened for a long time. but there's no question it has become worse after mobile driving directions apps such as waves and google maps came into the picture. >> unfortunately, these traffic

apps they will take you on some crazy routes which really is impacting the lives of the people that live here. >> reporter: back to a live picture in los gatos. of the city says it will notify the mapping companies to keep the apps from directing drivers through downtown los gatos during those times. as for the cost of this, they have to staff it to make sure emergency vehicles can get through. it could cost them $7,000 a day but taxpayers feel it's money well spent if they can cut down traffic jams. live in los gatos, i'm mark sayre, kpix 5. the solar impulse 2 got a bird's-eye view of the statue of liberty as it touched down at jfk early this morning. the experimental plain is trying to make it all the way around the world powered by the sun. next stop, somewhere in europe. not quite sure yet. lady liberty isn't the only statue turning heads today.

the roman goddess of love looms large over downtown san francisco. the new venus sculpture at 8th and market stands 92 feet high making it the tallest art installation of its kind in the city. a new exhibit at the san francisco aquarium is taking visitors into the twilight zone. don ford got an in depth look at the new deep reef display. >> reporter: this california academy of sciences team is going deep using specialized equipment dropping more than 5 times deeper than most recreational divers. >> there's this narrow band sort of 200 to 500 feet that's totally unexplored. >> reporter: sunlight fades away. when the divers arrived at the twilight zone they found something unusual. they found this species that has never been seen before. at more than 400 feet! they start collecting. >> half what we see down there

is unknown to science. and we want to be able to study those animals. i want to be able to display those animals in the aquarium. >> reporter: the exhibit is at the california academy of sciences. several new fish species are on display, too. this may look like an ordinary butterfly fish but it has different eyes. different fins. this one scientists aren't sure what to call it generally called as a perchlet. not everything is new. >> my favorite is called [ non- english language ] it doesn't have a common one so we call it the super freaking mind-blowing rainbow fish. looks like -- [ laughter ] >> kind of looks like neapolitan ice cream. >> reporter: this uses light emitting bacteria in its eyes to attract prey in the dark water. scientists say this is just the beginning of what they expect

to find in the twilight zone. in san francisco, don ford, kpix 5. >> meanwhile, we have our own weird little thing happening in the weather department. on the one hand we have red flag warnings posted in the central valley. strong winds and high temperatures combined to produce a fairly dangerous weekend for the potential for fires being started. that's in the sacramento valley. not very far away, there are winter storm warnings. e are winter weather advisories really posted up in the sierra for yosemite through kings canyon. snow level about 10,000 feet really high and 2 to 4 inches of snow but it's a problem for people hiking in some of the higher elevations of the sierra to be caught by snowstorm, not fun. a problem through tomorrow night. for the bay area right now, the numbers are as warm as 88 degrees in concord. still 76 at oakland. livermore 87. in the city a notch below 70. san jose 82. santa rosa still very warm as

we approach 20 minutes after 6:00 tonight. 86 in santa rosa. low pressure kicks inland tomorrow and stratus works its way up the shoreline. it's now down about the vandenberg air force base south of santamaria and futurecast shows that over the next 24 hours, we have low clouds along the peninsula and then away they go later in the day. but more low clouds tomorrow than we had today means temperatures will come down and some places by as much as 10 degrees close to the shoreline. so mild and breezy tonight. some low clouds will work their way in and that will produce some cooling tomorrow. a higher fire danger in effect this weekend out of the central valley. back in san francisco it will be nice for the north beach festival. had that today and tomorrow looks nike, too. temperatures will be in the mid- 60s. part cloudy though a little cooler than today. the haight-ashbury street fair

as well tomorrow for the city. partly cloudy and mild 67 degrees. the livermore rodeo tomorrow all weekend the rodeo grounds sunny and warm and 83 degrees out in the east bay sounds like fun. travel weather forecast, 98 redding, 88 sacramento, 68 monterey, 89 fresno. tonight the numbers will be mild. mid-50s for the most part. sun-up tomorrow at 13 minutes before 6 a.m. high temperature 66 in the city tomorrow. 80 in santa rosa. extended forecast cooling trend this week. monday, tuesday cooler and cooler until we bottom out on wednesday with only low 70s inland. and then by the time we get to next weekend the numbers begin to warm up a little bit friday and the saturday. we'll be in the low to mid-80s. so warm, cool, warm. something for everybody this week including juliette goodrich. >> here we go. the hottest ticket in town right now is on the ice.

tickets for game six of the stanley cup final. it wasn't easy. everyone who showed up got a it was ai feeding frenzy at the shark tank this morning as sharks fans want tickets for the game 6 of the stanley cup finals. everyone got a wristband marking their place in line and had to wait which didn't guarantee a ticket. some fans were frustrated a bit system. >> i don't think it's pair. people who got here early deserve the advantage but i guess there isn't one. we just wait a couple of hours here. >> all that waiting will pay off for some who get to see the sharks play the penguins in game 6 tomorrow at 5:00. warriors in the bay area tonight. and they are probably dozing

right now. their plane touched down at 4 a.m. as the team of headed home from a win on the road in cleveland last night. >> can you blame 'em? home sweet home. they want to come back. >> actually some of them are over at the giants game right now. >> oh. >> yeah. trace thompson is playing klay thompson's brother. they are playing for the other team so we don't really want to talk about that. okay. one more win needed for the warriors. the warriors inch that much closer to the second straight nba title as we finally saw the "dubs" backcourt look like its old self. in last night's 108-97 win in game 4 the "splash brothers" of steph curry and klay thompson finally woke up after struggling in the first three games combining for 63 points last night. now the warriors are one win away from their second straight championship and they can win it at home in game 5 on monday. >> i have already told our guys game 5 will be the hardest game of the series. every closeout game is

teen at the center of it tes us: officers she slept with often provided her with undercover intel.. to help her avoid prosti explosive details. a teen who slept with police officers often provided her with undercover intelligence to avoid prostitution busts. the 18-year-old who is known by celeste guap said she had sex with more than 2 dozen officers from seven different law enforcemen agencies. police say a dog was sold on the street after being stolen at gunpoint from a teenager. police are looking fourth suspects. the dog was returned to the boy. a warning for beach-goers heading to santa cruz this summer. los gatos plans to close the highway 17 on-ramp for three consecutive weekends to try to ease the terrible traffic congestion caused by people cutting through town. the closure starts at the end of the month and lasts through the july 4 holiday weekend.

fans of christina grimmie a rising music star are mourning her sudden death tonight. hena daniels reports the former voice contestant was signing autographs after a concert in orlando when a man walked up and shot her. >> reporter: fans of singer 22- year-old christina grimmie were in disbelief outside of the plaza live saturday. police say the suspect pose the as a fan and walked up to grimmie after she performed there last night and shot her. >> she was doing like a meet and greet signing autographs and selling merchandise. >> reporter: witnesses say grimmie's brother tackled the gunmen preventing him from hurting the fans online. that's when the 27-year-old turned the gun on himself. >> we don't know if they were friends or if he was just a crazy fan that followed her on twitter or social media. >> reporter: grimmie rose to fame after appearing on "the voice" "where she finished in third place during season six. >> i just want to get something out for my fans so it's not

phil matier asks our political insiders to weigh in. >> it does seem to have actually accomplished something since that meeting with the president sanders hasn't been making sounds about contesting things at the convention. he backed off of that line of his speech. he hasn't mentioned it since. >> does he back off after dc? >> i don't think bernie will have a choice. >> there's plenty more where that came from tomorrow morning at 7:30 right here on kpix 5. police in san jose made another arrest in connection with the attacks outside the donald trump rally. supporters were attacked by protestors as they left the june 2 event at the convention center. since then, police have turned to crowdsourcing to track them down. they have identified a lot of suspects like these people by scanning through photos on witness phones and they have made nine arrests so far. but they are still looking for more. more riots this time in france over euro cup soccer. police riot gear will to use

tear gas to control chaos in crowds in marseille. after a match between england and russia ended in a tie, at least two people were hurt. several others were arrested. french authorities have put together a list of matches that are high risk for what they call hooliganism. the tournament runs through the second week of july. a strong warning on the zika virus. the world health organization is now advising couples living in zika affected countries to delay pregnancy. the virus is linked to the birth defect microcephaly. the new guidelines affect millions in nearly 50 countries across latin america and the caribbean. and the air you breathe could put you at a greater risk for stroke. scientists in new zealand found nearly a third of strokes worldwide could be directly linked to air pollution from cooking fires to traffic fumes. they also found more than 90% of strokes come from modifiable risk factors like smoking and poor diet. a marine killed in action

in world war ii and lost for decades is finally at rest tonight in the bay area. the remains of private first class john sanan arrived yesterday at sfo. he was among hundreds of americans killed in a three-day battle to retake the pacific atoll of torala in 1943. at the time many were buried in trenches and left behind but in recent years teams of volunteers have been searching for their lost graves and bringing them home. the private was buried this morning at oakland mount cemetery in healdsburg. now for a look at what's coming up on "48 hours." >> uva student hannah graham's murder sent shock waves through charlottesville, virginia. the hunt for her killer leads back 10 years to a terrifying question: has he struck before?! 48 hours tonight. ,,,,,,,,,,,,,,
