bay area police department at the center of a sexual misconduct investigation. the city under fire for its handling of the scandal. good afternoon, i'm michelle griego. >> i'm kenny choi. new at noon a pair of civil rights lawyers demanding action in the oakland police department's sexual misconduct scandal. kpix 5's lisa chan was at the attorney's news conference in oakland today. lisa. >> reporter: good afternoon. well, attorney john burris is still in the middle of a news conference right now. he says he is angry and he is disappointed to have the city of oakland how they handled a sex scandal involving an underaged girl and oakland police officers. several oakland police officers are being accused of sexual misconduct after a teenaged prostitute said she had sex with 14 officers three when she was under age. the woman known by celeste guap said police officers protected her in exchange for sex. in 2003 burris was involved in a case that led to oversight of

the police department. he said that oversight is still essential and he believes that oversight should expand to include retruthment and training of officers -- recruitment and training of officers. >> officers should not be involved with prostitutes, illegal activity and not passing around young girls like a rag doll. >> reporter: now, tuesday, oakland's public safety committee debated whether the police department needs stronger oversight. there is a proposal to have a november ballot measure that would create a new inspector- general position over the police. there would also be a civilian seven-person oakland police commission that could discipline police officers and terminate the chief. he says something needs to be done that something like this never happens again. lisa chan, kpix 5. more bay area law enforcement officers have been implicated in a multi-agency sex scandal. now the oakland police department opened investigations on five of its officers. two have since resigned. a contra costa county sheriff's

deputy has also been placed on administrative leave following allegations of officers having sex with an underaged girl. the alameda county sheriff's deputies were already under investigation and cleared of any wrongdoing. a san jose police motorcycle officer died in a traffic accident on patrol last night. kpix 5 reporter kiet do reports from san jose where bay area police gathered to mourn the loss. >> reporter: the police chiefs from all over the south bay show up at the police department the morning after it has a loss. this time, it's san jose's turn. from morgan hill, gilroy, campbell, sunnyvale, milpitas, the santa clara county sheriff's and district attorney's office, they all came here to sjpd to say we're here for you. >> we're here as a group of chiefs to show our support for the san jose police department. it's a very difficult thing to deal with in our profession. >> it's the chief's worst nightmare to ever happen and it's very, very important that all of us band together and

show our support. >> reporter: as word got out about the death of officer michael katherman a makeshift memorial grows outside police headquarters. a motorcycle was brought out. last night dozens of officers formed a silent procession to escort him to the coroner's office. the incident happened yesterday afternoon when katherman was on routine patrol on his motorcycle going northbound at 10th street near horning when a minivan turned left in front of him. he couldn't stop in time and struck the van. a good samaritan stopped and did cpr and used katherman's police radio to call for help. sergeant noones worked with him years ago. >> somebody who really was -- took their job serious but also was friendly and well liked by everyone. >> reporter: does it help to be out here? >> um -- i think it will eventually. [ breaking voice ] >> reporter: katherman's uncle came out to the scene to try to make sense of it all. katherman was an eleven-year veteran of the force served his entire career with san jose and

leaves behind a wife and two sons eight and 10 years old. >> he will be sadly miss the. he is a very stand-up person. >> reporter: and a police will release funeral plans and information about the memorial fund if not by today, then over the next couple of days. at police headquarters in downtown san jose, kiet do, kpix 5. >> a police procession will accompany katherman's remains from the santa clara county coroner's office on bascom avenue to a mortuary sometime this afternoon. police are looking for the shooter who opened fire at a memorial gathering in oakland last night gathered after a funeral yesterday on 13th and franklin. 17-year-old regina jeffries was shot and killed. three others wounded. police haven't released any information about the suspects. ♪[ music ] >> friends and family of regina have been posting video of her on social media. here she is dancing at the memorial hours before she died.

the fbi announcing today a $50,000 reward in the decades long search for a california serial killer. authorities say the man committed at least 12 homicides, 45 rapes, and dozens of burglaries between 1976 and 1986. it all adds up to a total of 175 crimes over that 10-year period. the fbi released these sketches of the suspect today. multiple agencies including the contra costa county district attorney's office and sacramento police are helping with the search. a popular san jose shopping center went up in flames this morning. the four-alarm fire started around midnight at a strip mall on santa teresa boulevard. according to crews, the shopping center housed 7 or 8 businesses there which were all engulfed. it took more than 100 firefighters to put it out. no word on the cause. no injuries were reported. we are learning new details this noon about the wife of the orlando shooter. she may have been more involved in the attack than she

previously acknowledged. as kenneth craig reports, the city of orlando takes a new step to help the victims as the investigation continues. >> reporter: cbs news has learned there is evidence that the wife of omar mateen went with him to buy ammunition. investigators say noor salman told them she went to the pulse nightclub with her husband on at least one occasion and at some point tried to convince him not to do it. mateen's father had kind words to say about his daughter-in- law and said he didn't know if she was involved. >> my daughter-in-law is the most sincere and the most, um, wonderful lady that i ever known. >> reporter: cbs news has learned mateen went to work as a security guard in the gated community on the day of the shooting. as he gunned down innocent victims at the gay bar, they say mateen not only called 911; he also went on facebook declaring his allegiance to isis. and he called a local tv station. >> good morning. >> do you have a badge? >> reporter: documentary

footage shows him working as a security guard in 2010. the material is from the 2012 documentary, the big fix, about the deepwater horizon oil spill in the gulf of mexico. prosecutors are considering whether to charge mateen's wife. so far there's no evidence she called police to warn them about her husband's plans here. officials in orlando set up a family assistance center for victims and their loved ones. >> you can come in and then go to the places where you think you might need legal help or counseling help or help with travel or help with funeral arrangements. >> reporter: many of the wounded remain hospitalized. kenneth craig, cbs news, orlando. >> president obama is set to travel to orlando tomorrow to pay his respects to the victims. california lawmakers are pointing to the orlando mass shooting as yet another reason to move forward with numerous gun control bills. the measures were initially introduced in response to the mass shooting in san bernardino

back in december. emotions ran high yesterday as committees listened to testimony yesterday before voting to send the bill to the floor. >> every life that's lost there's a family behind those people, that person, who are impacted forever. >> the supporters of the gun control measure hope to get them to the governor by the end of the month. a new poll has found that in the wake of this recent shooting, 57% of americans now favor a nationwide ban on assault weapons. that is up from 44% back in december. 38% of respondents oppose the ban. and that's down from 50% in december. happening later today, the san francisco police commission will discuss a progress report regarding the department's "use of force" policy. it focuses on changes that were recommended last december. the new rules determine when it's appropriate for an officer to use force to take down a suspect and add guidelines about preventing escape and

apprehending suspects. san francisco police shot and killed 6 people in 2015. that's a 15-year high. also happening today, this sacramento, california lawmakers are set to vote on a state budget that boosts funding for safety net programs and puts away billions to prepare for another recession. so how will they get that money? one way is to raise vehicle registration fees by $10 generating $400 million annually towards state agencies. tonight the public will have a chance to weigh in on airplane noise in the south bay. people in santa clara, san mateo and santa cruz counties have complained about increased noise after new flight paths were implemented. a federal committee was set up to examine the problem and look for potential solutions. the meeting starts at 6 p.m. at sequoia high school in redwood city. shifting gear to sports everyone the golden state warriors take on the cleveland cavaliers tomorrow night in game 6 of the nba finals but they will have to do it without andrew bogut. the "dubs" center hurt his knee

nebraska.. after an alligator dragged away a 2-year-old boy. authorities now believe - the child is dead. a disney vacation turned to horror for a family from nebraska an alligator killed a 2-year-old boy. the child is probably dead. at don champion reports search crews are scouring the lake for the toddler. >> reporter: from the air and on the water, the search for a missing 2-year-old snatched into a lake by an alligator has turned into a recovery operation. >> it has been now about 15 hours since the child was taken into the water by the alligator so we know that we are working on recovering the body of the child at this point. >> reporter: the boy has not been seen since 9:30 tuesday night when he was playing in shallow water at the 7 seas lagoon at disney's grand floridian resort and spa. the boy's parents and another

foods market overseer just violations at a kitchen. the agency warns the food prepared there, quote, may have been contaminated with filth. the fda describes multiple violations including liquid from the ceiling drink on to work surfaces below and employees not washing hands or changing gloves between tasks. whole foods says it's addressed and corrected each issue listed in the letter. the federal reserve announced it has decided to leave the key interest rate unchanged but it isn't giving any specifics on when the next hike might occur. so let's take a look at how the financial markets are doing on wall street. the dow at this hour is up 49 points. a new survey finds that most americans have saved only about $5,000 for retirement. on average, couples in their late 50s or 60s have saved $17,000. and the survey also found that 43% of working age couples have no retirement funds at all. a group of surfers got a
