overhead as officers are getting ready honor one of their own. the procession is set to begin within the hour to pay tribute to fallen officer michael katherman. a police motorcade will be escorting his body to the darling fisher chapel of the hills in los gatos. this is a look at the starting point of the procession where officers are arriving to pay their respects. you can see many officers out there, many vehicles, as well. earlier this morning, we were there as officers were polishing their motorcycles getting ready for the procession. officer michael katherman was an 11-year veteran of the force. he was on patrol tuesday when a minivan crashed into his motorcycle killing him. he is the second motorcycle officer in san francisco. jpd history to be killed while on duty. katherman was 34 years old. he leaves behind a wife and two young boys. new at noon, a san francisco city leader is introducing a carrot and stick

approach to rein in excessive force by the police department. kiet do reports. >> reporter: on the steps of san francisco city hall, supervisor john avalos has a bold plan to light a $200 million fire under san francisco police to spark reform. what is it about money that gets people's attention? >> money is the ability to carry out work. if you don't get funding in your budget to pay officers, then you cannot pay officers. >> reporter: sfpd has come under public pressure after a series of officer involved fatal shootings one of which involved a man who officers shot and killed second after arriving on the scene. avalos along with a half dozen community activist groups propose new reforms and more accountability, quarterly reports on data, metrics and increased transparency. >> when it comes to gathering the data, monitoring the data, effectively using the data to weed out abusive officers, it could very well be that the

lives of so many people like emil carr and luis are at stick. >> our "use of force" policy must get in alignment with san francisco's values. >> reporter: the proposal would put $200 million, about a third of the police budget, into reserve. if certain benchmark reforms aren't met on time the money is frozen until they are. what do you stay to critics who say that this is like cutting your nose off to spite the face? >> this is actually putting in place clear standards and clear metrics about how we are going to hold the department accountable for the changes they promise to make for years and haven't made. i'm not going to be part of being fooled again when i'm told over and over again that we're making these changes happen and we see another person get killed on our streets. >> reporter: the supervisor is giving this a 75% chance of passing but first it has to get out of the budget and finance committee and then on to the full board sometime in july. in san francisco, kiet do, kpix 5. another big shake-up at the oakland police department. the mayor has dismissed the interim chief after less than a

week on the job. kpix 5 reporter anne makovec on the scramble to find yet another replacement. >> reporter: the oakland police department has had six chiefs in the last seven years. and three in just the past week. the nationwide search for a permanent chief is now under way. >> i'm focused now on the next few days. >> reporter: that's oakland's new acting interim police chief paul figueroa who was surprised by his sudden appointment. the last one ben fairow was forced out after less than a week as oakland's top cop. his tenure comes amid a growing scandal in the opd several officers accused of having sex with a teenaged girl and fairow had an extramarital affair while he was married more than a decade ago. bart says it doesn't preclude him from serving as a sworn law enforcement officer. so fairow is now back to being

a deputy chief with the bart police. >> so i own the mistake i made and the important thing is that i'm fixing it. >> reporter: mayor libby schaaf admits fairow was not fely investigated in the rush to appoint a chief after sean whent was fired. >> it doesn't seem like there's any light at the end of the tunnel. >> reporter: council members say they have been left in the dark about the whole thing. >> everything that's been going on, since the story broke, has been embarrassing. the question, how much more embarrassing can it get? >> as mayor i need to have confidence that the leader of this department can be 100% effective at leading cultural change based on the current allegations that we take extremely seriously. >> reporter: figueroa will serve as acting chief until the city finds an external candidate to serve as interim chief. live in the newsroom, anne makovec, kpix 5.

>> that sex scandal continues to grow. an inspector in the alameda county district attorney's office is on leave. a source says it stems from crude comments on a facebook page. the d.a. says, quote, we do not and will not turn a blind eye to human trafficking or the sexual exploitation of a minor whether the offender is a civilian or a law enforcement officer. new at noon, a palo alto high school biology teacher is behind bars. police say that he committed sex crimes against one of his students after the end of the school year. police arrested 46-year-old ronnie farrell last night after dispatchers received a call from a parent that their 15- year-old daughter had been assaulted. farrell has been booked into the santa clara county main jail for four felonies including child molestation. opening statements are set to begin today in the criminal trial against pg&e. the company is fighting a laundry list of charges including poor recordkeeping and shoddy maintenance of its pipelines. pg&e is also charged with obstructing justice that

allegedly hampered the efforts of ntsb investigators who were probing the san bruno blast in 2010. eight people were killed and 38 homes were destroyed in the explosion. president obama and vice president joe biden are in orlando right now to console those mourning the deadliest mass shooting in modern u.s. history. air force one landed at orlando international airport this morning. the president plans to meet with families of the victims, survivors and first responders. 23 people wounded in the nightclub attack in orlando are still recovering at a hospital. six are still in critical condition. 50 people including the gunman were killed when omar mateen opened fire inside the pulse nightclub early sunday. motive still unknown. investigators and lawmakers are digging into the killer's use of social media. it is believed that at least five facebook accounts were associated with the 29-year- old. in one post just before the attack, he raged about the, quote, filthy ways of the west.

homeland security sent a letter to mark zuckerberg asking the company to help investigators as they try to figure out why the shooter picture the gay nightclub for his killing spree. several memorials are set up in orlando and across the nation. one woman fought back tears as she placed notes and flowers at the site. and some vigils tonight in the bay area to remember those killed in orlando. one in san jose starts at 5:30 at seiu local 521 union hall on zanker road. another in oakland starts at 7 p.m. at st. columba catholic church the california state legislature approved a massive new budget plan. in sacramento, lawmakers signed off on a $122.5 billion budget that will fund safety net programs and add $2 billion to reserve funds. governor brown helped negotiate the deal which will help alleviate the effects of poverty on children. the warriors are looking to repeat history tonight by closing out the nba finals in cleveland.

acres have burned in refugio canyon. mandatory evacuations are in effect for hundreds of people in three canyons. >> we have never been evacuated so it's pretty scary. >> firefighters say that the area is pretty sparsely populated and that the fire is moving towards the ocean. no injuries have been reported. no word on the amount of containment. congress is taking up gun control measures this after the orlando shooter bought firearms to carry out his attack even though he was twice on the terror watch list. adam may is only capitol hill with a length think measure one senator took to push for the bill. >> i have had enough. >> reporter: senator chris murphy stood on the senate floor for nearly 15 hours asking congress to take up stricter gun control measures. >> i have enough of inaction in this body. >> reporter: murphy is calling for a vote on two pieces of legislation. the first would prevent people on the "no fly" list or the fbi's terror watch list from

buying guns. the second would require background checks for firearms sold online or at gun shows. he finally stopped at 2 a.m. when he got some indications his amendments might get a vote. >> we hope to get it this week or next week. >> reporter: republicans said it delayed votes on the amendment. >> we don't need more campaign talk-a-thons like we witnessed yesterday preventing us from actually voting. >> reporter: the texas senator voiced his disapproval on twitter. how can it be that so many senate democrats are willing to denny american their constitutional right without evidence and due process of law? >> reporter: cornyn proposed a bill to require the fbi to get a court order to block someone on the terror watch list from buying a gun. >> it would give the justice department the ability to prevent known or suspected terrorists from purchasing firearms. it will protect the constitutional rights of all americans. >> reporter: a vote on the

headlands. mostly cloudy skies there. 60s and low 70s. dana our weather watcher in novato says, boy, different day, the wind are from the east, it's rare. and you're right. the winds have been variable, dana, all day so far. west-northwest 10 in san francisco. west in oakland. then we go up stream to novato south-southeast at 6. the winds increase during the afternoon up to 20 miles per hour. bottom line, not everyone will see rain today only the north bay. otherwise, lots of clear skies in the san jose area. winds pick up with spotty showers in the north bay this afternoon. this area of low pressure is breezing through and falling apart. this is our futurecast. you can see by this time tomorrow, we are talking about partly sunny to partly cloudy conditions. so with this current area of low pressure barely two-tenths inch in santa rosa. that's okay. goose eggs for just about everyone else.

-- every. today well, today's tip of the day is going to be is with pluot plums. one of my favorite plums all season the pluots. the red one is my favorite. it's beautiful. loaded with color and flavor. but selection and storage are very important. when you buy them, you want to make sure -- here's one. make sure the colors are nice no shriveling and give to the touch not too much just a little. when you bring them home, store them on the counter not in the refrigerator. on the counter they continue to ripen a little bit. when they have a nice give to them, that's when they are ready to enjoy. the pluot plums in the market will be around for a while. when you bite into one, you'll

say, oh, this is good. watch! oh, this is good. i'm tony tantillo, your fresh grocer. and always remember to eat fresh and stay healthy. i mean real good. >> he said we're going to say oh!! right? >> next time you bite into one. it's summer vacation, so high school student isabela acenas could be taking it easy. instead, she is planning a trip overseas to make a difference for others. sharon chin has this week's jefferson award winner. s were bor >> this one is adult clothes. >> reporter: isabela packs clothes to send to poor children in the philippines, where her parents were born. >> for me to be so lucky to live in the u.s. with parents who provide for me, it would be wrong for me kind of to be ignorant of everyone that's living in a hard situation back home. >> reporter: the 17-year-old burlingame high school junior spent a month as a mentor, tutor and all-around big sister to about 50 filipino kids last summer. it was such a life changing experience, she started her own service project.

to help, she rounds up fellow volunteers at the mid-peninsula boys & girls club in san mateo. isabela has collected hundreds of donated clothes, books and supplies for homeless filipino children she met at the house of love orphanage in quezon city and for schools in pasig city. >> super energetic, super rowdy and super loud; but honestly, every minute was worth it. >> reporter: isabela has also used what she learned in the philippines to encourage other teenagers to make the most of their community service. >> i am blown away. >> reporter: erica, team coordinator at the boys & girls club, says isabela teaches how to recruit volunteers and fundraise. >> to see her teaching 40 people in a classroom on marketing, you know, who does that? >> these are going to go to the middle schoolers. >> reporter: here, isabela has volunteers writing to filipino children in tagalog; but she also plans other events in san mateo county, from spelling bees to field days for special needs kids. >> i'm not the best at school.

i'm not like the best in sports. but i feel like here, this is where i can let kind of my other skills shine. >> reporter: and 7th grader cheyenne reese takes note. >> she cares about other people from other places, which is a good example for us, too, which makes us want to do more for other children outside of the united states. >> reporter: so for serving children in the philippines and on the peninsula, this week's jefferson award in the bay area goes to isabela acenas. sharon chin, kpix 5. >> tonight, the jefferson awards foundation will recognize regional winners from across the country with a gala in washington, d.c. san jose winner john hogan represents the bay area. hogan founded teenforce to prepare young people for the workforce and match them with the right jobs. also, san francisco's el camino high school is attending as the area's top school for the
