protects offenders. >> reporter: the district attorney says he is responding to international outrage by writing this bill himself and then finding state lawmakers to sponsor it and push it through sacramento. what he is trying to do is close a loophole. he wants to establish minimum sentences for anyone who sexual assaults a victim who is unconscious. whatever background,ry . or poor, must be sentenced to prison, whatever background, rich or poor. rape is rape. >> reporter: under currently law raping a conscious victim carries a prison sentence. if the victim is unconscious and unable to give consent convict offenders are eligible for probation. the d.a. wants mandatory sentences. >> this means a judge can't look at relative youth, nominal criminal history, and means characteristics shared by many college students as mitigating factors and give probation and a slap on the wrist to campus

rapist. >> reporter: the woman known as emily doe started an international movement when her 12-page letter to brock turner went environmental around the world. viral around the world. the prosecutor asked for 6 years but judge aaron persky sentenced turner to six months in jail. the d.a. says the mandatory sentences should deter future attacks and make people think twice. >> emily doe wrote a letter that started an international dialogue. she showed us the need for change. now what are we going to do? it's on us. >> reporter: the district attorney says pushing for changes in the law is not unusual. it's something he does about a half dozen times a year. in palo alto, kiet do, kpix 5. in oakland, of all the scandals plaguing the police department right now one could have particularly far reaching

consequences. kpix 5's anne makovec reports. >> reporter: today's hearing was part of one of many criminal cases that could be promised because of the alleged misdoings of one oakland police sergeant judy solomon was shot and killed three years ago as she drove through her oakland neighborhood one of the two men accused in the murder suspected gang member mario floyd but the lead investigator in the case is michael dent accused of his own unlawful behavior allegedly having his girlfriend type up police reports that are supposed to remain confidential confidential. >> i can't say what it would mean to the case. >> reporter: floyd's motion filed two motions asking what sergeant gantt is accused of and another to get the personnel records from the oakland pd. >> i would be asking for records about fabrication of

reports, acts of moral turpitude. they could -- could reflect on the his credibility. >> reporter: the next hearing for the motions is july 15. in oakland, anne makevoc, kpix 5. some residents displaced by the latest fire in san francisco's mission district are sifting through what's left of their things. it's the first time then allowed in since saturday's five-alarm fire. it tore through several buildings destroying businesses and homes. 57 people had to be displaced or were displaced. san francisco supervisor david campos is calling on city leaders to designate living spaces for those affected by future fires. the police commission in san francisco will hold a public meeting tonight to discuss safety concerns for this week's pride event. the city has already announced extra officers will be on happened as a precaution after the orlando nightclub shooting. new at noon democrats are staging a sit-in as we speak on the house floor. they are demanding that republicans bring a vote on gun

wednesday morning for the first time since becoming her party's presumptive nominee. >> this was a tour de force she presented to us in terms of vision and values. >> reporter: later she will outline her economic policies in a speech in raleigh, north carolina. kenneth craig, cbs news, new york. >> meanwhile, marco rubio just announced he is seeking re- election to the u.s. senate. the republican had pledged to return to private life in florida if his presidential bid failed but now he is changing his mind as republicans try to hold on to the senate majority. house speaker paul ryan just unveiled a new healthcare plan that republicans hope will replace obamacare should the gop win the white house. >> we're not going to repeal obamacare when the current president of the united states is a guy named obama. the purpose of this agenda is not to pass a law right now that we know won't go into law. the purpose of this agenda is to show a better way on the big issues of the day that's going

to require a republican president to sign into law. >> the plan relies on individual tax credits to allow people to buy coverage from private insurers. the 37-page document also includes medical liability reform and expanding access to health savings accounts. right now wildfires are devouring thousands of acres in the western united states. crews in los angeles are battling two different fires. chris martinez reports that it's a race against time to keep them from merging into one. >> reporter: as fire burns not far from his home, roberto ramos is ready to evacuate. >> if it passes the parrier that they did last -- barrier that they did last night, goes straight through here and they say you got to go, we're ready to go. >> reporter: the two fires burning near los angeles called the san gabriel complex first squared up monday charring -- flared up monday charring thousands of acres and thousands evacuated. some residents are allowed back home today. fire officials saying cooler

temperatures are helping. >> the day the fire started was record heat. then yesterday it was still very hot. today is better. >> reporter: more than 1,000 firefighters are fighting these two massive wildfires here. they are among 5,000 firefighters battling blazes across california. near san diego, firefighters are just beginning to contain a fire that's burned at least 6,000 acres. and in santa barbara county, the nearly 8,000 acres sherpa fire is almost fully contained. in southern utah a fire burning more than 500 acres is gaining momentum while in new mexico the dog head fire has scorched at least 28 square miles. more than 60 fires are burning across the west. and the fire season has just begun. chris martinez, cbs news, duarte, california. take a look at this. a tornado in maryland yanked this huge tree out of the ground and when it fell, it split this house in two. no one was home at the time.
