the lookout all over the bay area. good evening, i'm betty yu,n for juliette goodrich. i'm br getting illegal fireworks off of the streets. lawmaker on the lookout all over the bay area. >> now, new at 11:00. firecrews uncover fireworks in richmond. a neighbor reported smoke at the apartment next door and it turned out to be something left on the stove but the firefighters also discovered between 200 to 300 pounds of illegal fireworks. some with the potential to shoot 200 feet in the air. and that was just one of several busts around the bay area ahead of fourth of july. now, sharon chin reports the

punishments are no joke. >> reporter: they are recommending you keep the fireworks to the professionals. people bundled up to watch the fireworks in richmond. experienced technicians got them ready on a barge for the san francisco celebrations. >> we just had a lot yesterday that caught on fire due to fireworks and it was held to minimum size because of our vegetation abatement program. >> reporter: the authorities have been cracking down around the bay area. if they do come across illegal fireworks they ask them to turn them into the police or any fire station. >> the police arrested a man, they say, had 600 pounds of fireworks and explosives from his home in east palo alto. they seized 400 pounds of 400

pounds of fireworks. in addition, fines are up for those that break the law. san jose raised the penalties to 500 to $1,000. citizens can report illegal fireworks on the hot line or on- line. >> the law enforcement officers say they are roped to neighborhoods looking for illegal fireworks for those that use and sell them. >> noisy. >> the fireworks show starts tomorrow at 9:30 near pier thirty nine. b.a.r.t is running trains to make sure they are getting people there. there are plenty of other shows around the bay area around here. the fairgrounds and amphitheater. for a list, had to our web site. chp officers are out in full force on bay area roads looking for speeders and drunk drivers this holiday weekend. the chp has responded to at hroeft 7 deadly accidents around the state.

now, officers will also be keeping an eye on for seat belt violations and people texting behind the wheel. >> an explosion in central park today had new yorkers on edge. the police say there was likely a fireworks that blue off a teenager's teenage -- blew off a teenager's leg. >> the blast was loud and made officials nervous, at first. >> reporter: just as mourners gathered to attend a memorial service the sound of an explosion rang through central park. >> it was a very loud explosion. it sounded like a cannon. >> the police responded quickly believing it may have been a bomb. they found a young man with a severe foot injury. the teenager from washington, d.c. was climbing this rock structure when something blew up under his feet. >> his foot is all will but

detafped. his friends say he was walking on the rock and stepped on someplace. >> reporter: patients rushed him to the hospital. what he stepped on is unclear. >> at this time we have no evidence this is related to terrorism. >> at this point, they don't think it it was a bomb but explosive twice built with household materials but don't think it was built with the intention of hurting anyone. >> we are not finding anything consistent with a constructed ied. explosive material but nothing to indicate it was a device placed or put in this area with a specific intent to harm any individual. so, some sort of home made device and the authorities say it was built to make a large noise or a flash. again, not to hurt anybody but still, this 19-year-old victim is undergo surgery tonight and could end up losing a foot. kpix5.

chaos tonight, a man in a minivan who was driving towards crowds was shot by the police. he tried to get passed a barricade and swerved towards an officer on foot. that officer opened fire causing the plan to crash into a vendor. the man died at the hospital, nobody else was hurt. tonight, word that the california national guard now is joining the fight against growing wildfires. >> helicopter crews are helping the firefighters in kern and fresno counties. the deer fire in kern county burned 17acress and it is threatening 300 homes. they worry the fire will intensify as it approaches an area filled with dead and dying trees. the same county that lost 150 homes in a devastating wildfire two weeks ago. >> in san bernardino, flames raced up a hillside in a matter of minutes destroying 4 homes. this fire scorched 10 acres before the crews were able to get it under control. one couple said they escaped their home right before it went

up in flames. >> she ran out to the window to see what the dog is barking at. there are flames rattling the window. >> three people including two firefighters suffered heat exhaustion. no word on what caused the fire. here in northern california, firefighters are working to keep flames from spreading to homes. the fire burned more than 400 acres. 2,000 homes are threatened by a wildfire in eldorado countery. counter -- county. the trail head fire burned 200 acres. another terrorist bombing claimed onelives. -- 1,000 lives. >> reporter: the first explosion rocked baghdad central business district engulfing a shopping mall in flames against an orange sky

dazed shoppers and first responders went through twisted and charred wreckage for any survivors. it happened before sunday morning as families were eating dinner after going through the day in the monthly day of ramadan. the police said many of the victims were children. the islamic state was quick to claim responsibility. the third attack in 3 countries linked to the group in less than a week. just over a weekacy isis lost the city of fallujah. this week's wave of violence suggests while the state may be losing on the battlefield they are still capable of inflicting carnage in cities around the world. cbs news, london.

today, a candlelight vigil was held to remember those killed in a terrorist attack on friday. the islamic state claimed the militants stormed a popular cafe and took dozens of foreigners hostage. the hours long standoff left 20 captives dead. 3 of the victims attended college here in the united states. one of them was john, she was a student at uc berkeley. students and staff will gather on tuesday for a vigil. it starts at noon. john, an indian national was interning for the summer. she began her studies at berkeley last year. an ohio police department is apologizing to a muslim man after a violent arrest. they ran up to him forcing him to the ground and handcuffing him. police received a tip that the man had been overheard on the phone pledging allegiance to isis. it turned out to be a lie.

in a meeting the police apologized face-to-face. >> no one from the police department wished to disrespect you. that was not the intent. it is a regrettable circumstance for you. the person who made the false report could face crim fall charges? they will review the procedures. tomorrow, congress will go on a major gun controll bill, the house will vote on a bill to prevent people from buying guns. a 26 hour sit in to protest the lack of action on gun control. many are not happy with what are on the bill saying it does not go far enough. one that the republican majority is expected to pass. before tomorrow's vote, bay area congresswoman jackie spear will lead a sit in with gun violence prevention advocates. taking place outside of the fox theater in redwood city. loved ones gather today to mourn the death of one of the

fireworks accident. it happened in a 9-year-old girl lost her hand and several fingers in a fireworks accident. it happened yesterday. the police say it was probably caused by the use of illegal fireworks. the girl also has injuried to her face. she was take tone the hospital. the doctors had had to amputate one of her hands. a man that drowned off of

the coast lived part time in san francisco. the 32-year-old was found in the waters off of quincey. he dove into the water to free his family's boat from a line. search crews spent much of yesterday searching for him. just before the darkness set in, they found his body. the police say he was visiting his family in the boston suburbs. if california, beachgoer turn into a hero after discovering a little boy buried alive in the sand. the 3-year-old had been buried for four minutes, stuck under three feet of sand. when they lost sight of their son who was digging sand tunnels the boy's parents asked people to help search for him. that is when a man started digging. >> it was a scary, scary thing to see a little boy that was not breathing and blue and, you know, pretty much, you know, dead it was frightening. >> after getting cpr he was take tone the hospital and tonight he is doing -- on taken

4th is serious business here. families take out prime real estate along the route hours, sometimes days even before the first matching band queues up. >> annual event. they have that spot for so many years and they like their spots. >> reporter: does not take long for those new in town to get schooled. >> veterans you speak to mention if you don't come down this and get a spot you will be standing if the back and holding your kids up over your head most of the parade. >> in recent years the people frowned on calking out or putting tape down. the cleanup was costly and wasted water. they tried with mixed result to make sure the assault does not get clogged with chairs long before the parade. >> at 6:00 officially they can claim their spot. but they can put their chairs out a little early if they sit in the chairs and wait until 6:00 p.m. that is a tradition. >> reporter: a tradition here as american as apple pie. fireworks and the 4th of july. >> the parade is scheduled to

kick off at 9:00 tomorrow morning with an estimated 40,000 people in attendance. kpix5. >> the oakland city councilled to vote this week on expanding renter protections. proposal would require landlords on petition for certain rent increases. it would expand the powers of the city's rent board and provide relocation assist whapbs a tenant is forced out. the meeting starts on tuesday at oakland city hall. a pordable housing is here in the bay area. but, one marin county woman has the solution. the key to turn single is to turn single bedrooms into in- law where a bathroom, bedroom, living room and the kitchen sink are all rolled into one. she calls it a win-win for homeowners alike. >> the environment is changing. more and more people are looking for this housing as a

real way to address the housing problem. >> lily pad homes has sponsored a state bill that would create an inexpensive and simple permit process for in-law units. if approved it could be law by the end of the summer e. just as the national spotlight faded on the water crisis in flint, michigan, two teenagers arrived there this weekend with new supplies. tap water is still con contaminated but distribution centers are dwindling. they started a campaign to bring water. they arrived in person to donate freshwater and wipes for much-needed showers. >> i hope people open their eyes and see that the youth can actually do something to let people know that there are people that do care. >> the two teens were with a familiar face to kpix

[singing] sanfrancisco's own kim nally headlined the festival. a large crowd turned out to hear the world renowned vocalist. today's free concert featured hip hop and dance troops. this was the third week of the summer series. it continues into august every sunday at 2:00 p.m. all right, how often to you hear san francisco and free in the same sentence? a rarity. something it is common, fog and low clouds around the 4th of july. tomorrow will not be an exception, it looks as if noon tomorrow it is okay. partly cloudy skies okay, then, fog and low clouds creeping in. touch and go for fireworks along this area. also, inland, should be nice.
