in some instances, included fragments including her own thinking. >> 93% of the speech is completely different from michelle obama's speech and express common thoughts. >> and those were common words and values. she cares about her family. this is, once again, an example of when a woman is threatens hillary clinton, hue she seeks out to demen ear and take -- demeanor and take her down. it's not going to work. >> reporter: the clinton camp has not responded directly to trump campaign manager paul manaford's remarks there, but the dwc chair talked about the controversy saying she thought melania trump's speech was beautiful and did a great job. schultz kept her criticism directed at the trump campaign. there is a list of heavy hitters on the docket tonight. chris christie, paul ryan and you will hear from the trump children, donald trump jr., and tiffany trump and donald trump jr. said he believes what he said tonight is going to put his father over the top.

live in cleveland, i'm diane gallagher. back to you. >> and kpix 5 political analyst melissa cape is in cleveland. look for her live report on day 2 on kpix 5 news at 5. and in the race for u.s. senate, a big boost for state attorney general kamela harris. she earned the endorsement of president obama and vice president joe biden. she was the topgo getter in the june primary and faces congresswoman loretta sanchez in the november runoff and both are democrats. they're vying for the seat vacated by barbara boxer who is retiring. after weathering public scandals, the oakland police department could be answering to the public. the city council will meet to discuss an independent police commission to oversee rank and file. kpix 5 reporter jackie ward explains. >> reporter: groups in oakland have been advocating for this for years. stronger oversight of the city's police department and this independent civilian police commission would have a lot of power. they would have the ability to review police policies and the

mayor's biannual budget. they can propose changes to city council and the commission would monitor and evaluate the department's recruitment and hiring practices for sworn police officers. it could also fire the police chief for cause. >> who wants to be on a convention if they can't do a whole lot, you know? we want to get strong people, good people and give it some real authority with the appropriate checks and balances. >> reporter: this comes at a time when the city's trust and police department is low and amid-allegations more than a dozen oakland officer his sex with a prostitute, three when she was under age. public comments will be allowed at tonight's meeting. if the couple approves the commission, voters will have a final say in november. in the newsroom, jackie for kxix 5. >> the council will hear public comment during the meeting tonight which, is expected to get heated. >> and we right now, a group called the justice for mario wood says coalition is meeting outside of city hall to demand accountability and reforms within the police department. this is video from an earlier protest.

the coalition also wants the officers who shot and killed woods back in december to be charged with murder. and in a few hours, the alameda city council will decide whether to add a second rank-controlled measure to the november ballot. it would establish a strict rent control and ban no cause evictions. the other would keep the current city ordinance in place, which features more modest controls. and like it couldn't get more expensive to live in san francisco whole the city supervisors will discuss raising the city's single tax this afternoon. the proposed bump is 3/4 of a percent. if passed, the measure would head to the november ballot. despite the uncertainty, the city's budget plan includes revenue from the tax. >> and we four islands in the sacramento-san joaquin river delta and a part of a 5th are property of the metropolitan water district. the san joaquin county officials and others had tried to block that sale, but their efforts were rejected by the state supreme court. a california lawmaker wants

six people total are in custody. and isis is claiming responsibility for a teenager's rampage with an axe on a german train. [ speaking in native tongue ] german authorities say that 17- year-old mohammad riad boarded the park train last night and began slashing commuters. two of his victims sustained life-threatening injuries. police shot and killed him as he fled the scene. investigators later found a homemade isis flag in his room. and this afternoon, we're getting a look at the moment a gunman opened fire on baton rouge police officers. david shows us how one witness took cover as shots rack out. >> reporter: -- rang out. >> reporter: a man taking cover in his truck recorded the unfolding cases on has cell phone. the chilling surveillance images showed the gunman clad in a short, black shirt, his face covered. he was carrying an iwi tavor, sar5.56 caliber rifle.

>> cold, calculated, articulate in his manner. >> reporter: longshot the first two officers next to a beauty estimate store and then he took aim at a third officer as he rushed to the scene. as he went around the back of the building, he shot a sheriff's deputy who left the cover to up to one of the wounded officers. long fired his gun twice at the wounded officer to make sure he was dead before moving toward a parking lot. there, longshot two more law enforcement officials before being gunned down by a s.w.a.t. team. three officers died in the ambush. >> were your two officers wearing any type of body armor? >> both officers were wearing body armor. >> your den it i had body armor? >> with the tight weapon that the perpetrator had. unless you were wearing a stole plate in the vest. it's not -- steel plate in the vest, it's not going to stop the higher caliber weapon. >> reporter: marcus tillman is the former law enforcement partnership of 32-year-old jackson. the youngest officer killed. >> he wanted everyone to be

treated fairly and he wanted peace. >> reporter: sid gotro, the sheriff, watched the surveillance footage showing the shooter's methodical rampage. >> you see the callousness and total determination of the individual to not just incapacitated, but completely take out the officers. two other officers were released from the hospital, a third remains in critical condition. in response to the recent deadly shootings in baton rouge and dallas, president obama wrote an open letter to police officers across the nation. he said to move forward, it will, quote, take the love and empathy of public servants like those slain as well as the grace of loved ones and goodwill of activists. obama adds that nothing justifies this on law enforcement. to law enforcement, he said, we have your back. and new video this noon of a construction crane collapse in new york.

it happened this morning on the tappan zee bridge over the hudson river. take a look. closing all lanes, the bridge is a major thoroughfare linking new york city to upstate new york. no cars were hit when the giant crane came crashing down but there are reports that flee people suffered minor injuries when cars swerved and stopped to avoid that wreckage. no word on what caused the collapse or when the lanes will reopen. and turning to weather now, right now, cleanup is underway in phoenix, arizona, after a monsoon caused severe flooding. several homes and cars were damaged from ind you and caused a tree to come smashing down on one building. nobody was hurt. and let's turn to roberta gonzalez who is tracking what we can expect here. >> you remember about a month ago, i was tied up in the monsoon and the mojave desert? >> i remember that. >> and they're wicked. the rain moves in quickly, you have to have heads up at all time. good afternoon. we're looking at the live weather camera, featuring the golden gate bridge.
