families changing summer plans. devin fehely reports. >> reporter: this is described by firefighters as suspicious and perhaps from chopper 5 is the best vantage point to appreciate how devastating this fire was. it really just ripped through the rec center. it started in the middle of the night about 4 a.m. the flames quickly engulfed the rec center. firefighters had to pull back battle the blaze defensively, douse it with water from the outside. investigators say how and where this fire started raises the "spectre" that it was intentionally set. >> we think it started from the exterior to the interior which, you know, it's hard to start that naturally. so that's why we're focusing on it being suspicious. >> reporter: so the official

cause of the fire is still under investigation at this time. now, the fire department may actually use -- they used a drone over the fire becoming common to let them get a better view of where the fire is going. the rec center as you can see behind me is really a total loss this morning. the official cause still under investigation. in millbrae, devin fehely, kpix 5. new at noon, caltrain says that regular service has been traihit a vehicle on the nd tracks at broadway avenue in burlingame. it happened around 10:30 this morning. no one was in the car at the time. and none of the 170 passengers on that train was hurt. to campaign 2016 now. donald trump is getting ready for his big night at the republican national convention. he did a walk-through at the arena about an hour ago. while he prepares to accept the

one of the most powerful men in silicon valley is taking the stage tonight at the convention. billionaire venture capitalist peter thiel. no word on what he will talk about. but his endorsement of trump has been puzzling to some in the tech world. we'll have reports from kpix 5 political analyst melissa caen in cleveland today in our later newscast and starting monday she will be in philadelphia to cover the democratic national convention. frustration for passengers as southwest airlines tries to get back on track. a technical glitch brought its systems across the country to a standstill yesterday. kpix 5's jackie ward is live at oakland airport. all right, so jackie, how does it look? >> reporter: actually, the line is pretty much nothing compared to what it was this morning. but it's a domino effect that's seemed never ending for thousands of people across the country and the bay area. line after line followed by, yup , even more lines. >> i don't know what's going

on. why is this like this? >> reporter: it's what thousands of southwest travelers are facing today despite most of the airline's systems getting back online this morning. >> i'm quite stressed right now. i'm trying to compose myself. but stressful. >> reporter: at one time yesterday almost all flights out of the chicago hub were grounded. in a statement released this morning, southwest says, nearly 700 flights had to be canceled yesterday with a few hundred more delayed because of a computer glitch. more than 220 were canceled today. 21 here at oakland international airport. even if your flight wasn't canceled, long lines may have prevented you from getting on your plane on time. >> our flight is at 6:30. obviously, we're not going to make that. >> reporter: this woman had no other choice but to sleep at sfo last night. >> they told me they could put me on a flight to go to phoenix and then go to las vegas today but it doesn't leave until 3:45. and then there was no hotel available, so i slept at the terminal. >> reporter: southwest airlines is rebooking flights free of

charge because of this major inconvenience to thousands. and flexible rebooking for those southwest passengers will be offered through sunday. at oakland international airport, jackie ward, kpix 5. amid weeks of violence involving police, now word of another shooting. this time a florida officer shot an unarmed black man a mental health worker who says he was just trying to calm down a patient. cbs reporter vinita nair has new video of the moments leading up to the gunshots. >> reporter: lying in the middle of a north miami street, charles kinsey tried to coax an autistic man back to a mental health center. >> i was really worried about him than myself. >> reporter: you can hear kinsey a counselor advising his patient. [ yelling ] >> reporter: the young man in his 20s sat cross legged while holding a white toy truck. kinsey was unarmed yet instinctively he kept his hands in the air. >> as long as i got my hands up they not gonna shoot me this is

what i figure, they not gonna shoot me. wow was i wrong. >> reporter: kinsey said he heard two gunshots. he was hit once in his right leg. >> i'm like, i still got my hands in the air. i just got shot. >> he really feels like he did everything that he could possibly do to cooperate. >> reporter: hilton napoleon his attorney. >> there's no justification for shooting an unarmed person who is talking to you and telling you that they don't have a gun and that they're a mental health counselor. >> reporter: a second amateur video shows the aftermath as officers with long guns searched both men. >> they cuffed my hands and they flipped me over and i'm standing there, sir, why did you shoot me? and in his words to me, he said, i don't know. >> reporter: the north miami police department told the herald they were attempting to negotiate with the two men when one of the responding officers discharged his weapon. he has been placed on

administrative leave. the investigation is now turned over to the state attorney's office. vinita nair, cbs news. today french prosecutors say the truck driver who killed 84 people along a promenade in nice likely plotted the attack for months. and they say he had accomplices. five suspects are currently in custody. they face preliminary terrorism charges for their alleged roles in helping the suspect in last thursday's attack. those charges include complicity to murder and possessing weapons tied to a terrorist enterprise. a court hearing is set today in michigan for golden state warriors forward draymond green. green is accused of assaulting a michigan state football player at an east lansing bar this month. he is not expected to attend today's hearing. green is in las vegas training with team usa basketball for the summer olympics in brazil. a suspected arsonist was caught on camera by a couple of photographers who happened to be in the right place. the men spotted a brush fire in

the antelope valley in los angeles county. they called 911, then broke out their cameras. the pair couldn't believe what they saw. a man running, yelling and setting the dry brush on fire. firefighters quickly put out the frames while the photographers chased down the suspects. >> get his hands behind his back, try to make sure he didn't have any weapons and then the paramedics came and we were able to subdue him on an plans gurney. >> authorities identify the man as 27-year-old david artiaga. his mother said he is on drugs. a court ruling could lead to an increase in the cost of the twin tunnels project at the sacramento san joaquin river delta. the california supreme court is expected to decide whether property owners should be paid when state workers do surveys on their land. the tests are necessary for the water project which is a pet project of governor brown. the current estimated cost, $15.7 billion. still ahead, no deal. the justice department working to block two megamergers in the

to block two health insurance companies' mergers. today u.s. attorney general loretta lynch announced the department of justice is suing to block two health insurance companies' mergers. specifically, aetna's acquisition of u man in a and anthem -- humana and anthem as acquisition of cigna. >> if allowed to proceed these

mergers would reshape the health insurance industry. they would leave the industry in the hands of just three huge insurance companies. >> she added if the big five insurance companies were to become the big three, not only the bank accounts of the american people would suffer, but also the american people themselves. walmart is pushing its suppliers to remove several dangerous chemicals from their products there. the retailer listed 8 chemicals it wants restricted or removed. many on that list are known carcinogens. walmart supplier procter & gamble said its items already meet regulatory and scientific limits for those chemicals. walmart's move is in response to consumer's demands as buyers become more aware of what's in the products that they buy. live look at the big board right now after 7 straight days of record closes, the dow is retreating. it's down 121 points. las vegas isn't exactly

the bay and that's how we stand now. the coast is even clear. look at all of that real estate there. we're on our way to high tide at 2:17 at 5 feet and boy it's a beautiful day. ocean beach, that's our view from the cliff house. temperatures right now anywhere from 63 in san francisco to 76 degrees in redwood city. it's in the low 70s in santa rosa, as well. in fact, in the north bay, dana in novato is picking up gusty winds and expects to see fog but it's clear. thanks, dana. we are fire up a wind gauge to see where the winds were blowing. west-northwest 17 san francisco. 20 sfo. ken across the bay in san ramon, 22 in fairfield. these winds are consistent out of the southwest. that signals a change in our forecast ushering in some warmer conditions. so the clouds you had a little bit of drizzle that's all now drying up. lots of sunshine, the morning clouds are now peeling off away from the bay where we have ample sunshine.

here's your futurecast. by 7:00 tonight, the clouds regather stack up next to the coast then gradually try to push into the bay but not as expansive or as extensive tomorrow morning compared to the past few days. why? this trough has been hanging off the coast for over a week. it's finally going to kick out east allowing high pressure to take over and provide us with warmer weather. 99 fresno today, 64 monterey bay. 79 in the high sierra and 94 in redding. we'll see 90s in the hottest spots of our inland locations towards brentwood, tracy, oakley, byron, disco bay, and to the south of the gilroy area, 65 san francisco. by the time that the sun goes down and calls it a day, boy, temperatures look at that span under 59 to 90 bested by 95 tomorrow. triple digits by sunday. but tonight, it's going to be nice as the a's play host to the ray, 63 degrees. it's a perfect summer day out there. >> you went for a run earlier.

they are often thrown away but sharon chin shows us this week's jefferson award winner came one a better idea. >> reporter: bryan ware stacks trays of used crayons for his volunteers to sort by color. some crayons used only once. >> most restaurants just throw them away due to health reasons. >> reporter: so using his manufacturing expertise, bryan designed a way to give old crayons new life. >> it's not acceptable to just take it and reuse it. how do i take that and recycle it and into something new that's meaningful to a new child? >> reporter: he formed the nonprofit the crayon initiative. in the last year it's donated new crayons to kids in 35 hospitals in 12 states. how does he do it? several days a month, brian takes over the kitchen in his danville home. he melts the old crayons on several induction cooktops. he pours the wax into molds, cools it off, and outcome 4,000 crayons in 8 hours. his wife and son help, too.
