burned through more than 19,000 acres near big sur and is 10% contained. hundreds have been evacuated and firefighters say more than 1600 structures are threatened. the fire has already consumed 20 houses. weather isn't not providing much help as temperatures climb into the 100s in much of monterey county. >> and lots of people in the bay area can see the smoke from that wildfire and combined with the extreme heat we have air quality warnings in santa clara county and southern alameda county. anne makovec has more from san jose on the "spare the air" alert. >> reporter: it is really hot in san jose. it's a "spare the air" day today and tomorrow and probably the rest of the week. the haze is hanging above the skyline this morning. air quality officials say it's

caused by a triple threat of conditions, poor air quality, hot temperatures, pollution and wind. smoke moving north from that huge fire burning in monterey county is almost 100 miles away. but it is making its way to santa clara, contra costa and alameda counties. >> particulate matter from the wildfires has immediate health impacts. so it's very ri anyone with a respiratory illness will be impacted. the elderly, children, especially people with asthma can trigger an immediate asthma attack. >> reporter: today marks the tenth "spare the air" day the district called so far this year and it's early. they are asking people not to drive cars. as you can see from the morning commute on 101, people are driving. back to the effects of the big sur fire, check out this tweet

again, the winds are lifting north into the bay area. and because of the smoke and haze it's a "spare the air" day for the entire bay area. we have a smoke advisory in place, as well. currently with the heat on top of that, it is already 90 in livermore, 72 in san francisco. oakland sporting 68. but it's already 85 in santa rosa. the bay area air quality district has just informed me that wednesday will be the 11th "spare the air" day of the season and yet another smoke advisory in place. we have details coming up later in this news cat. in southern california more than 37,000 acres have burned in the sand fire in the santa clarita valley mountains. thousands of firefighters from all over the state have been sent in to tackle the fire. the flames prompted the evacuation of at least 10,000 homes, although late last night, most of the evacuees were allowed to return. a local business owner says it's a tense and scary sight to see. >> 75 feet tall, the roar of

on the streets of philadelphia. busloads of activists are gathering with noisy protests. tonight's theme will be children and families and will spotlight mothers of blacks who died in conflict. former president bill clinton will be the headliner speaking as a democrat and a husband. at the roll call, delegates officially cast their votes to nominate hillary clinton putting another crack in america's highest glass ceiling. this was the paper headline this morning here in philadelphia that says after a storm, calls for unity. but something that happened with the california delegates this morning. bernie sanders showed up as a surprise to their breakfast and got booed by the dellidates there because of his support now of hillary clinton. so there's a lot of work to do before day 2 starts here at the democratic national convention if they want unity. >> jamie, thank you.

benghazi. a disaster. or look at her emails, which put america's entire national security at risk. >> in a speech trump also said that he would improve va healthcare and create a 24-hour hotline in the white house for veterans to call and voice complaints about service. new video out as east san jose shows the aftermath of a two-alarm fire at a grocery store. firefighters say it started somewhere in the kitchen in the lucky 7 supermarket. crews upgraded the incident to a two-alarm response simply because of the size of the building. but they were able to knock the fire out fairly quickly. ten people were inside the store at the time. everyone got out safely. >> at this point, it looks like the store's going to be out of business for a while because of damage to the building and to the store. however, the building -- the businesses around it look like they are going to be able to stay in service and stay open. >> still, there's no word of the cause of the fire. this afternoon, the oakland

city council will for establishing a commission to help oversee the police department. it would give the commission power that includes firing the chief. if approved, voters could take it up in november. this comes in the wake of a sexual misconduct scandal that's shaken the department and the fact that three chiefs got the axe over a nine-day period. many in oakland are showing support for a new commission. and san francisco supervisors vote today on a proposal to make the police department more accountable. the measure calls for hiring a public advocate to investigate whistle blower complaints and [ indiscernible ] handling his conduct and excessive force claims. more bay area news now. a strange safety solution for a dangerous san rafael street. officials want to increase the speed limit. marin county supervisors are expected to vote today on the ordinance which would raise the speed limit on point san pedro road from 35 to 40 miles an hour. a year ago a minivan struck and killed a high school student

there. for years homeowners along point san pedro called this stretch of road a hazard. there's an elementary school near where the student was hit. raising the speed limit would allow the police to use radar to crack down on speeders. east bay drivers might notice a change today. metering lights are now working along 80 between the carquinez and bay bridges. the lights stayed green for the past week for practice. it's all part of the smart corridor project which is designed to reduce traffic congestion and improve safety. happening today, kevin durant will put on the team usa jersey for his first game at oracle arena since signing with the warriors. durant along with klay thompson and draymond green will play on the u.s. olympics team in rio next month. today's game is a warmup against china. a deadly church attack as assailants seize hostages in france. the group behind the terror still ahead. >> plus, an ongoing emissions

was shot to death. isis claims responsibility for the attacks. this comes less than two weeks after the bastille day attack in the city of nice that left 84 people dead. france has been under a state of emergency since the paris terror attacks in november. a federal judge in san francisco has given an early okay to a $15 billion settlement in volkswagen's emissions cheating scandal. about 2 hours ago, the judge ruled on the deal which would settle consumer lawsuits and include offers to buy back cars designed to cheat emissions tests. last year volkswagen admitted to using the deceptive software. about 500,000 affected cars were sold in the u.s. we may have the haze right now, but other places get the thunderstorms. check out this new video of a lightning bolt piercing the sky and hitting the top of the empire state building caught on camera during a thunderstorm that passed through manhattan.

advisory in place. what you can expect today, the bottom line, hot, hazy and smoky away from the bay, blue skies around the rim of the bay. coastal clouds with just a hint of sunshine today. meanwhile, satellite-radar indicates that this area of high pressure is going to get closer and closer to the coast. as it does so those winds will continue to lift up from the south in a northerly direction all the way through thursday. i don't see any kind of a pattern change. it's currently 94 going up to 105 in sacramento. we are in the 70s going to up 80s in the high sierra. 106 degrees today. that will be noted in brentwood, tracy, oakley, discovery bay, byron, as well. little change through friday. a bit of a break with a shift in the winds. i know at that time i'll be on the my knees, begging the dear
